Liberal Senator for Western since 1950. Born 1911 and educated at Scotch College. Farmer and orchardist in Bridgetown, Western Australia. Also has pastoral and pearling interests at Broome in the Northwest. Well known in Bridgetown district for his keen interest in public and civic affairs. Former President of Bridgetown Branch Liberal Party and Liberal and Country League. Married, four children, enjoys golf and fishing.

CENTRAL AFRICAN REPUBLIC - SATO, Albert

Second deputy secretary general of the Mouvement d'Evolution Democratique de l'Afrique Centrale (MEDAC) and active in party politics since 1957. Born December 31, 1932, at Kembe. Trained as laboratory assistant. Elected to municipal council of Bambari, April 1957. Elected deputy National Assembly April 1959. Minister of Social Affairs and Public Health, December 1958 to October 1959. Found guilty of inciting riots February 1962 and received suspended sentence.

CZECHQSLOVAKIA - SKODA, Vaclav

Born about 1910; reportedly obtained doctorate in law (JUDr. ) from Charles University in Prague. District judge (1945-46); chairman of Communist Party local national committee in Ceske Krumlov (1948-51); chairman of regional national committee in Ceske Budejovice (1951-53). Candidate member Communist Party Central Committee since 1954. Served as Minister of Justice September 1953 to July 1954 when he became a Deputy Prime Minister. Re-appointed Minister of Justice in June 1956; held this post until July I960 when he became a Vice President of the National'Assembly and head of its Constitutional and Legal Committee. Has served on various governmental commissions; chairman of Committee for Administration of National Committees (1957); chairman (1954) and deputy chairman (1957) of Central Election Commission. Extensive travel in connection with official duties includes and other Sovbloc countries, , , and Cuba. Balding blond man of stocky build; distinguished appearance and polite manner. Characterized as an uncompromising Communist, a treacherous braggart and opportunist who would let nothing stand in the way of his career. FINLAND - VIROLAINEN, Johannes

- • Finnish Deputy Premier and Minister of Agriculture, has been vice chairman of the Agrarian Party since 1946, playing prominent role in . Finnish politics. Born 1914; received university education and taught at University of Helsinki (1939, 1943-44); served with Finnish military (1939-44); headed Office of Consultative Commission on Recovered Area (1942-44); Bureau Chief for Displaced Persons Affairs (1944-48); member of Diet (since 1945). Minister in Ministry of Interior (1950-51); assistant to Prime Minister (1951); secretary to Prime Minister (1952-53); Minister of Education (during portions of 1953, 1954, 1956, 1957); Foreign Minister (1954-56, and during periods of 1957, 1958); Minister of Agriculture, Martti Miettunen's Cabinet (1961-62). Erudite and intellectual, he is party theoretician and experienced traveler; has had several trips to USSR. Participated in 1957 and 1958 sessions, UN General Assembly, and I960 IPU conference. Finnish delegation also includes Hertta KUUSINEN, prominent leader of Finnish Communist Party (FCP), member of Central Committee since 1945 and of Politburo since at least 1948. Serves as vice chairman of the Finnish Peoples Democratic League (SKDL), the FCP's Parliamentary instrument, and since 1945 has been SKDL Diet chairman.

A supporter of European federalism, has represented on various ECSC and European Parliamentary Assembly Working Commissions and at IPU conferences. Born 19-06; elected to Constituent Assembly in 1946, to Senate in 1948; in 1953 appointed Under Secretary for Posts and Telecommunications in short• lived 8th De Gasperi Government. Delegate, Common Assembly of ECSC (1954-57) and member of its Commission for Foreign Affairs and International Relations (1954-56). Delegate, European Parliamentary Assembly since 1958. Vice president, Italian Section of IPU since 1954: attended following IPU conferences: 1948, 1951, 1953, 1956, 1958 and I960.

JAPAN - FUKUNAGA, Kenji

Labor Minister in 3rd Ikeda cabinet, July 1961-July 1962. Has served in Japanese House of Representatives continuously since 1949. Close associate of former Prime Minister Shigeru Yoshida. Member Hayato Ikeda faction in Liberal-Democratic Party (LDP). At October I960 conference of IPU elected to IPU's 11-man Executive Committee. Has since traveled to , Rome, Brussels, and Paris in connection with EPU activities and has advocated establishment 8-member Asian Parliamentary Union. Born August 1910. Graduate of Tokyo (Imperial) University Law School, 1933. Entered Katakura Textile Company as secretary to president; became director of company in 1947. Elected Vice Governor Saitama prefecture May 1947. Appointed Chief Cabinet Secretary by Yoshida 1953 and State Minister without portfolio 1954. Diet representative to San Francisco Peace Conference in 1951. Has held important posts in LDP; named to Executive Board January 1961. Widower; two sons and one daughter. Interested in sports. Limited knowledge of English.

LAOS - OUN SANANIKONE

Member of Laos' right-wing faction. Vice president Lao National Assembly since May 1961. Member coalition interministerial radio commission; president of Lao Chamber of Commerce; major stockholder in a Lao air line. Has been active in political organizations, journalism, many business ventures. During period after Kong Le coup of August I960, stayed in Vientiane to protect rightist interests by watching for signs of Pathet Lao takeover of government, and co-operated with Phoumi Nosavan in plans to retake city.

Born about 1908. Educated at University of Hanoi. Trained veterinarian. During WW II, worked with American OSS and became experienced guerrilla fighter. Long-time nationalist, violently opposed to French colonial policy. Was leader of plebeian faction of Free Lao movement after war. By 1950 had become member of French-supported Lao government, but continued work for Lao independence. Understands Western democratic concepts; holds liberal, westernized views. Very outspoken; motivated by desire to appear different from typical Lao; likes to give impression of having inside knowledge about affairs of his country. Has traveled widely in Asia; went to Paris May 1961 to visit Veterans Convention; represented Laos at Moral Rearmament Conference in Michigan 1957.

LIBERIA - MARTIN, Levi H.

Grand Bhssa county chairman of True Whig Party. Born January 30, 1909, at Lower Buchanan, Grand Bassa County, Liberia; received primary and secondary education in mission schools in that country. Had no formal university training, but has been trained in law. Entered Customs Service in 1925; held variety of positions until 1943 when appointed collector of internal revenue for Grand Bassa County. Appointed superintendent for county in 1948 and commissioned as inspector of counties of the republic in 1952. In addition to official duties is pastor of Thankful Baptist Church in Lower Buchanan and practicing attorney. Attended IPU conference in Rio de Janeiro in 1958 where he worked on IPU committee dealing with establishment of international police force. Was opposed to institution of such force since it would not "induce peoples to renounce war as an instrument of policy. "

Labor Party member of First Chamber Dutch Parliament since at least 1951; long-time delegate to European unity and international parliamentary conferences, including: ECSC Common Assembly (1952-57); European Parliamentary Assembly (since 1958), vice president of its Transportation Committee; Consultative Assembly of Council of Europe (1953, 1954, 1956); IPU conferences (1956, I960, 1962), member of Inter- Parliamentary Council (I960), chairman of one of five IPU standing study committees (1962); Europe-Africa Inter-Parliamentary Conference (1-959). Born 1895; wealthy manufacturer of cocoa and chocolate products; identified in 1958 as director of S.A. Cacao-en Chocoladefabriek Union. Supports Fabian type social-economic domestic planning; vigorously anti-Communist; well-disposed toward US; attached to principles of NATO.

NEW ZEALAND - SIM, Geoffrey Fantham

National Party Member of Parliament for Waikato, , since 1943. Born in New Zealand 1911 and educated King's College, Auckland. Managed large sheep station after leaving school and then became stock agent in Waiku. Entered army during WW II. Was severely wounded, captured by Germans and subsequently recaptured by Allied troops. Returned to New Zealand minus an eye and an arm. Won Rotorua seat for National Party in 1943; now holds Waikato seat. Is regarded as spokesman in Parliament for wounded servicemen. When Party was in opposition in 1958 held Maori Affairs portfolio in shadow cabinet. Is married, plays golf, drives a car.

NIGERIA - MBU, Matthew Tawo

Federal Minister of State with responsibility for Nigerian Navy. First Nigerian Commissioner to London (1955-58) and briefly liaison officer in Washington (1959). Born November 20, 1927, member of Ikoi tribe; studied at British Tutorial Institutes and Metropolitan School of Law in England. Successful business man; produce manager of John Holt and Co. , Ltd. , (1944-52) and director of Eastern Regional Production Development Board (1952-54). Member of National Convention of Nigerian Citizens (NCNC); elected to Central House of Representatives in 1951; became Minister of Labor in 1954 and Minister of Trade and Industry in 1955. Intelligent, relatively sophisticated, somewhat reticent, has applied himself vigorously to responsibilities of present position. Married; has several children.

Prominent member of Norwegian Labor Party, chairman, Foreign Affairs Committee Norwegian Parliament since 1950 and foreign affairs editor, labor paper (Arbeiderbladet), since 1949- An astute political observer and journalist who has represented at the UN, Council of Europe and IPU conferences. Born 1902; received French university education; Berlin correspondent for Arbeiderbladet (1927-29); engaged in Labor Party press and youth activities in 1930's; member Socialist International Executive Board (1938-40); visited US as chief of Norwegian Broadcasting Service (1940-43); press adviser, Ministry of Foreign Affairs, Norwegian Covernment-in-Exile, London (1943-45). Norwegian Permanent Representative to the UN (1946-49) and member of Norwegian delegation to UNGA sessions (1949-56, 1958-60). Delegate, Consultative Assembly of Council of Europe (1949-1953, 1958), serving as vice president during 1951-52. Participant in IPU conferences since at least 1951 and member of IPU Executive Committee since at least I960. Associated with East-West Round Table Conferences held at initiative of parliamentarians concerned with problems of East-West co-operation. Observer, Common Assembly of ECSC (1952). During years at UN, known as champion of right of small nations to voice in policy-making, as advocate of support for underdeveloped countries, the re• armament of democracies, universal membership in UN, and definite end to all imperialistic colonialism. US officials found him friendly, frank, and co-operative, although at times he appeared to "lean over backwards" to avoid antagonizing the Soviet Union. Regarded as member Labor Party's left-wing but can be counted upon to support his government on major issues. Visited Communist and USSR in 1958. Married.

PANAMA - PRETTO Stevenson, Abraham

Currently deputy to National Assembly from Darien Province. Was elected I960 for four-year term on Third Nationalist Party (Tercer Partido Nacionalista - TPN) ticket. At time election was reportedly vice president TPN directorate. October 1961 elected president National Assembly for 1961-62 session. Total lack prior political experience and undistinguished first year in Assembly makes election mystery. No known record antagonism towards US, but in 1958 name appeared on Panamanian Secret Police list persons to be arrested in case disorders. In October 1961, according usually reliable source, Pretto favored introduction resolution permit free entry into Panama of any kind propaganda, regardless origin or tendency. Also sponsored brother-in-law, Jose Rosania, in attempt secure Rosania's appointment as Governor Colon Province. Latter violently anti-US left-wing

A coconut planter; was one of authors of bill to establish Philippine Coconut Institute. During recent congress was chairman Senate Advisory Committee, member Committee on Revision of Laws, member Senate Electoral Tribunal. Also served as acting Minority Floor Leader during April 1962. RUMANIA - VASILICHI, Gheorghe

Born November 1903 in Cetate, Dolj county. Joined Union of Communist Youth 1921. From 1919 to 1933 was active organizer of trade unions and strikes in Bucharest and Ploesti. Sentenced to 20 years' imprisonment after Gravitza railroad strike in 1933; escaped 1934. In USSR (1934-37); in Paris (1937) working with the Brigade of Volunteers for Spanish Civil War. May have fought in with Brigade. Fought with French Army and Maquis until 1942 when confined to Dachau. Returned to Rumania in 1945 and organized Communists in Prahova Valley. Elected to Central Committee and Politburo of Rumanian Workers' Party (PMR) October 1945; dropped from Politburo 1952; candidate member of Central Committee 1955; full member of Central Committee 1960. Deputy to National Assembly since 1946. Under Secretary of State for National Education (1947), Minister of Education (1948-49), Minister of Mines and Petroleum (1949-51). Lived in

Allows and encourages his junior officers to express themselves, although firmly in control. Quick sense of humor; has been very friendly with US Army personnel. USSR - SPIRIDONOV, Ivan Vasil'yevich

Career has suffered sharp decline in recent months. As first secretary of Leningrad Oblast', was elected member of Secretariat of USSR Communist Party's Central Committee October 1961. Released from latter weighty position April 1962 and appointed to relatively minor current posts of chairman of USSR Supreme Soviet's Council of Union and chairman of Supreme Soviet's Parliamentary Group. In May was released as Party chief of Leningrad Oblast'. Reasons for demotion unknown though has been conjectured Spiridonov victim of political maneuvering between factions in higher Party organs. Also may have been held responsible for industrial deficiencies charged against Leningrad Party organization. Born 1905, Spiridonov a mechanical engineer by training. After rising to position of plant director in Leningrad, transferred to Party work in 1950 then held progressively important positions in Leningrad City and Oblast1 culminating in 1957 appointment as Oblast' first secretary. Identified in 1959 as member important Bureau for RSFSR but not re-elected this position. Generally considered a protege of F. R. Kozlov, Spiridonov particularly vehement in condemnation of anti-Party group at 21st and 22nd Party Congresses.

YUGOSLAVIA - IVEKOVIC, Mladen

Born April I, 1903, at Zagreb. Secondary education at gymnasium in Varazdin; studied law at universities of Zagreb and Paris, receiving doctorate from former. Secretary of Zagreb Chamber of Commerce (1931-41). Published progressive articles as student and was founder and editor of several Croatian newspapers prior to WW II. During Nazi invasion of Yugoslavia (1941) wrote articles for illegal publications in occupied Zagreb. Arrested 1942 and imprisoned in concentration camp at Jasenovac, but
