1.0 Introduction

1.1 The Warwickshire Minerals Plan (which was formerly called the ‘Minerals Core Strategy’) is a Development Plan Document which sets out the spatial strategy, vision, objectives and policies for guiding minerals development in the County for a 15 year period. It also provides the framework for minerals development management including the implementation and monitoring so that any new planning applications submitted will be assessed against the most up to date policies which accord with the most recent Government guidance.

1.2 Warwickshire County Council has prepared this consultation statement in accordance with Regulations 17 and 19 of the Town and Country Planning (Local Planning) () Regulations 2012. It sets out the participation and consultation activities undertaken in the preparation of the plan and how the Council has met Regulation 18 of the 2012 Regulations.

Stages of plan preparation

1.3 Work commenced on the Minerals Core Strategy in 2006/2007. During 2008/2009, there was a major amendment to the scope of Warwickshire’s Minerals Core Strategy, which meant that instead of moving forward to the submission stage, it was agreed with Government Office for the that the Issues and Options would be revisited. The Council consulted on the ‘Minerals Core Strategy – Revised Spatial Options’ document in February 2009. This set out three strategy options for locating new minerals development, 19 key issues and policy principles and 27 potential minerals sites submitted to the Council for possible allocation in the plan. The 27 sites were submitted by operators, landowners and developers following the Council’s ‘call for sites’ in late 2008. The site submissions covered a variety of different mineral types (including sand and gravel, cement clay/limestone, shallow coal and Etruria marl brick clay). They were all included in the document and no decisions were made on the sites as views were sought on the submissions before more detailed analysis of the sites was undertaken.

1.4 The Council considered all of the responses received and were working towards the next consultation when Central Government wrote to all Waste Planning Authorities advising that waste plans should be produced as soon as possible to ensure compliance with European legislation. Consequently, since 2010, the Council has prioritised the progression of the waste plan. The Warwickshire Waste Core Strategy was adopted in July 2013 which then enabled the Council to restart work on the Minerals Plan. Following a second request for sites in 2013 the Council consulted on the Minerals Plan Preferred Options and Policies between October 2015 and January 2016, which put

forward sites for sand and gravel only. Since the end of the consultation, work has been carried out in further assessing the sites against the responses received.

Statement of Community Involvement (SCI) and consultees

1.5 As well as consulting specific bodies as set out in the 2012 Regulations, the council has sought to engage with the wider community including ‘general’ and ‘other’ bodies.

1.6 The Statement of Community Involvement (SCI) is a Development Plan Document that sets out how and when consultees will be involved in the development plan making process. In 2005, Warwickshire County Council adopted the Statement of Community Involvement (SCI), however, since this time there have been a number of changes made to the national planning system including the National Planning Policy Framework (March 2012), the Localism Act (2011) and National Planning Policy Guidance. Changes that have occurred to planning legislation and national guidance further emphasises the need to involve communities in planning. As a result of these changes, Warwickshire County Council’s own corporate policy and procedures for decision making and to reflect some of the subtle changes of the County Council when involving the public on consultations, a revised and updated version of the SCI was undertaken and adopted at Cabinet in September 2016.

1.7 The following table shows the methods of engagement used throughout the preparation of the Minerals Plan:

Midlands Association of town councils in Warwickshire, Solihull, Coventry Councils (WALC) and . Consultees may wish to contact WALC in relation to engagement and consultations undertaken by Warwickshire County Council. Minerals Liaison Meeting We will attend liaison meetings where there are site specific issues during the local plan process. Neighbour notifications We will aim to identify and target the appropriate neighbours when we consult in relation to site specific proposals. Consultation letters set out the details of the proposal, where to view information and how to respond. Site Notice Any site specific proposals will involve displaying a Site Notice on or near to the land in question and at a location that can be viewed from the public highway, where appropriate. County Councillors County Councillors can be approached in relation to public consultations undertaken by Warwickshire County Council. Libraries Consultation information will be accessible at Warwickshire County Council libraries and community managed libraries, where appropriate and relevant to the nature of the consultation.

1.8 All stakeholders who responded to the various stages of the Minerals Plan consultation exercises have been added to the consultation list as the process has developed. This means that everyone who has responded previously has been consulted with at the next stage of the process and has continually been engaged with throughout the development of the plan. If information was provided, any amendments to contact details were made in between the various stages of consultation to ensure that the correct information was used. New consultees were also added as and when the requests were made. Appendix A shows the full list of consultees whom have been consulted throughout the Minerals Plan process.

2.0 Preliminary consultation (20th February 2006)

2.1 Consultation started on the 20th February 2006. The main purpose of this preliminary consultation was to consult key consultees on the issues important to them which would feed in to the next stage of consultation, whereby the issues would be addressed by setting out a number of options of how to deal with them.

Public consultation

2.2 A consultation pack including the document and questionnaire was sent to all consultees as well as planning receptions at district/borough council offices, parish council’s in the county and all libraries.

2.3 Exhibition stands were displayed in libraries throughout the county, and in addition to the exhibition stands, a series of roadshows took place and these were as follows:

Summary of consultation responses

2.4 The consultation generated 69 responses. In summary, the responses received demonstrated that consultees were generally satisfied with the methods used for assessing the need for aggregate minerals, but there was dissatisfaction with the lack of guidance on assessing the need for non- aggregate minerals. Any viable alternatives would require a regional or national approach beyond the remit of the county council. The main concern was that provision was based on past trends rather than future need. Key issues to come out of the preliminary consultation included restoration, transport, local building and extending existing sites and allocating new sites.

3.0 Issues and Options consultation (July 2006 – September 2006)

3.1 Consultation took place between the 28th July 2006 until 8th September 2006 with the main purpose of the consultation being to seek views of all stakeholders on the following:-

- To identify the primary issues - The context of the issues - A series of options in respect of the issues as to how the Minerals Framework can be delivered

Public consultation

3.2 A consultation pack including a covering letter, the consultation document, a questionnaire and a pre-paid reply envelope were sent to all consultees as well as planning receptions at district/borough council offices, Parish Council’s in the county and libraries.

3.3 Exhibition stands were displayed in libraries throughout the county and in addition to the exhibition stands, a series of drop in sessions took place and these were as follows:

3.4 A Minerals consultation event was held on Thursday 8th June 2006 between 5.30pm and 8.30pm. This was held at Manor Hall, Sandy Lane, Leamington Spa. The purpose of the consultation was to invite all stakeholders with a wide range of interests to meet and discuss issues affecting minerals planning in Warwickshire and the potential options for dealing with them.

4.0 Preferred Options (31st January 2007 – 14th March 2007)

4.1 Consultation took place between the 31st January 2007 and 14th March 2007. The consultation focussed on the issues and preferred options for dealing with these based on previous consultation responses.

Public consultation

4.2 A consultation pack including a covering letter, consultation document, and a questionnaire were sent to all consultees as well as planning receptions at district/borough council offices, Parish Council’s in the county and libraries.

4.3 Exhibition stands were displayed in libraries throughout the county and drop in sessions took place, at which Planning Officers attended, details of which are shown below:

5.0 Revised Spatial Options – (February 2009 – May 2009)

5.1 Consultation took place between the 19th February 2009 and 12th May 2009 with the main purpose of the consultation being to seek the views of all consultees on the following:-

• The ‘three spatial options’ for locating minerals development in the county • The key issues and policy principles for minerals development that have been revised from previous consultations; and • The ‘strategic sites’ that have been put forward by operators, landowners and developers for possible allocation within the Minerals Development Framework.

5.2 During this period, approximately 989 organisations, businesses, groups and individuals who had previously expressed an interest in the Core Strategy process were informed of the consultation either by email or letter and were supplied with a copy of the questionnaire as well as all statutory consultees who were sent a copy of the document and questionnaire.

Public consultation

5.3 A statutory press notice was placed in the following newspapers;

• Tamworth Herald (19th February 2009) • Stratford Herald (19th February 2009) • Leamington Courier (20th February 2009) • Warwick Courier (20th February 2009) • Echo (20th February 2009) • Atherstone Herald (20th February 2009).

5.4 As a result of the consultation being extended to the 8th May 2009, a statutory press notice was placed in the following newspapers to advise consultees of the extension;

5.5 Rugby Advertiser (26th March 2009), Stratford Herald (26th March 2009), Leamington Courier (27th March 2009), Heartland Evening News (26th March 2009), Atherstone Herald (26th March 2009)

5.6 In addition, all details of the consultation were provided on the Council’s website at www.warwickshire.gov.uk/mineralscorestrategy and were available for viewing and comment online.

5.7 Exhibition stands were displayed in libraries throughout the county and a series of drop in sessions took place. These were as follows:

5.8 Copies of the document and questionnaires were sent out to all planning receptions at the district/borough council offices, every Parish in the county and libraries as well as paper copies being supplied where consultees had requested one. Paper copies were also made available at the public meetings that were attended by officers. Additional copies of the documentation were taken to Bidford and .

5.9 Officers attended two area forums in and a locality meeting in Rugby Borough. A forum was also arranged for the Minerals Industry where the main discussion was the strategy and the spatial options as well as relevant issues that they were interested in developing.

5.10 A number of different methods of responding to the consultation were available to all consultees. A questionnaire with 38 questions covering all aspects of the Core Strategy was available in paper and electronic (MS Word) format. A paper copy was sent with all correspondence and the questionnaire was available to download from the Council’s website. Responses could also be made in writing by letter or email. Consultees were able to submit comments using the consultation portal hosted on the website. This allowed consultees to register themselves on the consultation database and submit comments directly next to relevant sections of the document, as well as viewing all other ‘duly made’ representations.

5.11 The consultation process was extended by 5 weeks following a request from Cllr Barnes and Stratford District Council. The consultation was then extended by a further 4 days to the 12th may 2009 as there was improvement work taking place on the website on the final day of consultation.

Summary of responses

5.12 The Council received responses from 1116 consultees including members of the public, town and parish councils, statutory and non-statutory organisations, and landowners, operators, agents and developers. 145 respondents (approx. 13% of all respondents) submitted representations using the online Limehouse (now called Objective) consultation system, 349 (approx. 31%) were submitted via email and 622 (approx. 56%) were submitted by letter.

5.13 The main issues raised were regarding the sites that had been included for consultation. Both the site at Shuttington and the sites at Bidford received a large number of objections.

5.14 All responses were read, summarised and where necessary input under the relevant questionnaire number or section within the electronic consultation document. Consultation responses are held on paper file at the County Council offices and a full copy of representations has been included as an appendix to this report.

5.15 The council received 5 petitions.

5.16 It is important to note that the Minerals Plan was put on hold due to the Waste Plan being progressed and successfully adopted. During the time between previous consultations and the Revised Spatial Options consultation, there were numerous changes to government legislation and guidance including the introduction of the Localism Act 2011, The National Planning Policy Framework 2012 and National Planning Policy Guidance (2014). As a result of these changes, it was agreed with Government Office West Midlands at the time that in order to deliver the strategy for Warwickshire it would be necessaru to consider including ‘strategic sites’ in the Core Strategy, as well as consulting on spatial options for locating future minerals development. As tjhis was a major change in direction and required more detailed evidence and site information to be in place before the Core Strategy was submitted for examination, a decision was taken to return to the Revised Spatial Options stage.

6.0 Preferred Option and Policies 2015

6.1 Consultation took place between 19th October 2015 – 4th January 2016 with an extension to the deadline being granted part way through the consultation to allow consultees to have additional time to consider the document. Originally the consultation period was to run from the 19th October 2015 – 4th December 2015.

6.2 Comments were sought on the Preferred Option and Policies document which included, the council’s preferred strategy for locating new mineral development, the draft development plan policies for determining new minerals proposals; and the council’s preferred site allocations for sand and gravel extraction.

6.3 A statutory press notice was placed in all of the main newspapers throughout the county, and copies of the document and supporting documentation were sent out to all planning receptions, the main libraries of Leamington, Rugby, Atherstone, Nuneaton and Stratford, all of the community libraries including; Baddesley, Bidford, Bulkington, Camp Hill, , Dunchurch, , , Hartshill, Henley, Keresley, Studley and Water Orton.

6.4 In terms of the specific sites the following notifications were distributed:

6.5 The letters were distributed to all local residents who were located within 250m of the proposed sites.

6.6 Officers attended a number of forum meetings during the consultation period.

6.7 Consultees were able to submit comments using the consultation portal hosted on the website called Objective. This allowed consultees to register themselves on the consultation database and submit comments directly next to relevant sections of the document, as well as viewing all other ‘duly made’ representations. An electronic version of the questionnaire was available on the website and responses could also be received in writing by either letter or email.

6.8 The consultation was extended by four weeks to give consultees some extra time to comment on the consultation documents.

Summary of consultation responses

6.9 The council received responses from 606 consultees, including members of the public, town and parish councils, statutory and non-statutory organisations, landowners, operators, agents and developers. Responses were made via Objective, by letter and by email.

6.10 The vast majority of comments related to the inclusion of sites for sand and gravel rather than to general issues relating to other minerals or the proposed strategy and policies. It should be noted that two petitions were submitted during the consultation period; one with 174 signatures from residents of Bourton on Dunsmore and surrounding villages and the other from residents of Marcliff with 51 signatures objecting to site 8 at Broom Court Farm, Bidford on Avon.

6.11 All responses have been read, summarised and where necessary input under the relevant questionnaire number or section within the electronic consultation document. Consultation responses are also held on paper file, and these are available to view at the council offices upon request.

6.12 A full copy of all of the representations can be found in Appendix B.

7.0 Focused Consultation 2016

7.1 Following the Preferred Option and Policies consultation, a six week consultation was carried out between 5th May 2016 and 17th June 2016. The main purpose of this consultation was to inform consultees that two additional sites (Shawell and Ryton) had been submitted to Warwickshire County Council to be considered as part of the site allocations in the draft Minerals Plan.

Public consultation

7.2 Letters were sent out to a wide range of consultees informing them of the consultation and how they were able to make representations. Consultees included members of the public, town and parish councils, statutory and non- statutory organisations, and landowners, operators, agents and developers.

7.3 Site notices were placed at both sites and letters were sent directly to local residents who live within a 250m radius of the proposed sites.

7.4 A statutory press notice was placed in the following local newspapers (covering each of the district/borough within Warwickshire);

7.5 Hard copies of the documentation were made available to view at the following places:

• Shire Hall reception, Warwick • Main reception areas at the five district/borough planning offices • Local libraries throughout Warwickshire

Summary of consultation responses

7.6 A total of 22 responses were received.

7.7 In summary, the main issues raised with the sites were around noise, dust, an increase in HGV movements, close proximity to SSSI sites and scheduled monuments. All of the comments received have been noted and where necessary additional information has been requested. The comments have been considered as part of the next stage of the Minerals Plan and assessment of sites. A full copy of all of the responses is included as an appendix to this report together with the officer comments.

8.0 Publication Consultation 2016

8.1 The Consultation took place between Friday 9th December 2016 and Friday 3rd February 2017. The consultation period was extended upon the request of members because it straddled over the Christmas holidays.

8.2 Comments were sought on the Publication document which included, the council’s preferred strategy for locating new mineral development, the draft development plan policies for determining new minerals proposals; and the council’s preferred site allocations for sand and gravel extraction. These had been amended by officer’s having taken in to account and assessed based on comments from the previous stages of consultation.

8.3 A statutory press notice was placed in all of the main newspapers throughout the county, and copies of the document and supporting documentation were sent out to all planning receptions, the main libraries of Leamington, Rugby, Atherstone, Nuneaton and Stratford, all of the community libraries including; Baddesley, Bidford, Bulkington, Camp Hill, Dordon, Dunchurch, Harbury, Kineton, Hartshill, Henley, Keresley, Studley and Water Orton.

8.4 In terms of the consultation around the specific sites proposed for allocation in the plan, all the residents from the WCC Minerals Database at that time were consulted. In addition any new respondents who had responded only at the Preferred Options stage were also added to the database. Therefore, the number of notification letters was greater than the previous stage. 10 site notices were produced for each site and placed in strategic positions around the various sites.

8.5 One site (Site 8 at Bidford on Avon) was taken out of the plan as the landowner no longer wished to promote the site. Consequently only 8 sites remained in the plan at this stage. A new site (Site 32) was submitted at Shawell Quarry alongside Site no 3 at the Focussed Consultation stage. It had been assessed and was considered acceptable in terms of being put forward as a proposed allocation at the Publication Stage of the plan.

Summary of Consultation.

8.6 The council received responses from 283 consultees, including members of the public, town and parish councils, statutory and non-statutory organisations, landowners, operators, agents and developers. Responses were made through the Objective electronic , by letter and by email.

8.7 The 283 repondents made atotal of approximetaly 684 indvidual representations. Most of the responses were objections to individual sites much like the previous stage of the plan.

The County Council recently produced a draft plan for consultation: the Warwickshire Minerals Plan – Preferred Option and Policies. The Consultation closed on 4th January 2016. The Consultation Document proposed 9 Preferred Options for new sand and gravel extraction sites and these were all included in the consultation. During the consultation two additional sites were submitted for the County Council’s consideration. We are therefore requesting comments only on the suitability of the two sites not on the Plan itself or the 9 Preferred Options. TOWN AND COUNTRY PLANNING (LOCAL DEVELOPMENT)(ENGLAND)(AMENDMENT) REGULATIONS 2008 WARWICKSHIRE MINERALS CORE STRATEGY: REVISED SPATIAL OPTIONS CONSULTATION

The purpose of the Minerals Development Framework (MDF) is to make sufficient land available in the most sustainable locations for mineral extraction with Warwickshire until 2026.

The County Council is now consulting on its Minerals Development Framework Core Strategy: “Revised Spatial Options”. The document is available to view at www.warwickshire.gov.uk/mineralscorestrategy. The statutory consultation period will run from 19th February 2009 until the 8th May 2009.

The consultation document sets out 3 Spatial Options that have been put forward for consideration to guide the location of mineral developments until 2026. It also sets out the strategy’s spatial vision and key objectives; reassesses the key issues regarding mineral development; and sets out potential strategic sites to be considered for possible inclusion in the Core Strategy.

Previously, we had undertaken a consultation on the Preferred Options in February 2007, with the Issues and Options in July 2006 and a Preliminary Consultation in March 2006. Work was halted prior to submission to the Secretary of State in order to incorporate ‘spatial options’, to provide a strategic flood risk assessment and to assess whether strategic sites should be included. These have now been carried out. It was concluded that the mineral sites in Warwickshire are of strategic importance and should be included in the Core Strategy rather than a separate “Allocations” document. Consequently a Request for Potential Strategic Sites consultation document was prepared in June 2008 requesting developers to put forward potential sites. Following the request for strategic sites, 27 sites were put forward which are included within the document.

The responses from these earlier stages have contributed to the preparation of this document. We appreciate your input in to the process, and would welcome any comments that you would like to make. This will help to inform us in the next stage of policy formulation up to the new Preferred Option in November 2009.

Following the consultation on the Minerals Core Strategy - Revised Spatial Options in February - May 2009 and a call for sites in December 2013, the County Council has produced a draft plan for consultation: Warwickshire Minerals Plan – Preferred Option and Policies.

The new Warwickshire Minerals Plan will set out the locational strategy for where new mineral developments should be located and the policies that will guide new minerals development during the period 2017 to 2032. It will also identify suitable land for the working of sand and gravel.

When it is eventually adopted, it will replace the ‘saved policies’ in the Minerals Local Plan (1995).

The new draft Plan is supported by other documents including a Local Aggregates Assessment and a Sustainability Appraisal Report that assesses the sustainability of the draft Plan and the alternatives that we considered in its preparation.

You can also inspect a copy of the documents at the County Council’s Offices, Shire Hall in Warwick, at the principal offices of the 5 local District and Borough Councils and at all libraries in Warwickshire.

We recently undertook a consultation of the plan from October 19th 2015 to January 4th 2016. The Consultation Document proposed 9 Preferred Options for new sand and gravel extraction sites and these were included in the consultation. During the consultation two additional sites were submitted. We are requesting comments only on the two sites not on the plan itself. One site is at Ryton on Dunsmore and the other site is an additional extension of Shawell Quarry.

Revised Spatial Options

1.0 Introduction

The purpose of this report is to summarise the responses to the public consultation in relation to the Minerals Core Strategy Revised Spatial Options held between 19th February 2009 and 12th May 2010. The report also outlines the steps that were taken to publicise the consultation. The findings from this report will inform the next stages of the Minerals Core Strategy.

Background

Warwickshire County Council are required to prepare a Minerals Core Strategy which, when adopted, will provide the planning policy framework for minerals development within the county for the period up to 2026.

The process began in February 2006 when we held preliminary consultation to establish what stakeholders felt were the key issues that were important for planning minerals development in the County. The findings of this initial consultation were used to produce an ‘Issues and Options’ document and this was consulted on between 28th July and 8th September 2006. This consultation gave an opportunity for organisations, statutory bodies, businesses, and members of the public to be involved at an early stage of the production of the Core Strategy.

The responses received were considered and used to prepare a ‘Preferred Options’ consultation document and this was consulted on between 31st January 2007 and 13th March 2007. All of the comments were considered and it was hoped to the produce a Submission Draft for consultation in June 2007.

However, following the revision of national policy guidance, it was agreed with Government Office West Midlands that in order to deliver the strategy for Warwickshire it would be necessary to consider including 'strategic' sites in the Core Strategy, as well as consulting on spatial options for locating future minerals development. This was a major change in direction and therefore required more detailed evidence and site information to be in place before the Core Strategy was submitted for examination.

A Summary Paper and Request for Sites document requested that landowners and developers came forward with potential 'strategic' sites for consideration as potential allocations in the Minerals Development Framework. The site submissions would then be included for comment in the next consultation document.

2.0 The Revised Spatial Options consultation

The main purpose of the Revised Spatial Options consultation was to seek the views of the public and organisations on:

• Possible 'spatial options' for locating minerals development in the County;

• key issues and policy principles for minerals development that have been revised from previous consultations; and • ‘strategic sites’ that have been put forward by operators, landowners and developers for possible allocation within the Minerals Development Framework.

Consultation Details

The consultation was held for a period of 11 weeks, from 19th February 2009 to 12th May 2009. The consultation was publicised through the following channels:

• Approximately 989, organisations, businesses, groups, and individuals who had previously expressed an interest in the Core Strategy process were informed of the consultation either by email or letter and were supplied with a copy of the questionnaire; • All details of the consultation were provided on the Council’s website at www.warwickshire.gov.uk/mineralscorestrategy. The document was also available for viewing and comment online. • Notification of the consultation was provided in all main local newspapers; • All statutory consultees were sent a copy of the document and questionnaire; • Copies of the document and questionnaires were sent to all planning receptions and libraries within the County; • ‘Drop in’ sessions were held at libraries throughout the County on the following dates from 12:00-6:00pm: Atherstone Library – 26/02/2009; Nuneaton Library – 05/03/2009; Rugby Library – 09/03/2009; Stratford Library – 26/03/2009; Warwick Library – 30/03/2009 ; • Exhibition stands were displayed in libraries throughout the County during the consultation period;

Paper copies of the document were supplied where consultees requested. Copies were also made available at the public meetings attended by officers.

There were a number of different methods of responding to the consultation. A questionnaire with 38 questions covering different aspects of the Core Strategy was available in paper and electronic (MS Word) format. A paper copy was sent with all correspondence and the questionnaire was available to download from the Council’s website. Responses could also be made in writing by letter or email. Consultees could also submit comments using the consultation portal hosted on the website. This allowed consultees to register themselves on the consultation database and submit comments directly next to relevant sections of the document, as well as viewing all other ‘duly made’ representations.

Officers also kept a record of questions and issues raised at the public meetings, Locality Meetings, Community Forums and library ‘drop ins’ they attended on behalf of the Council.

3.0 Summary of responses

The Council received responses from 1116 consultees. including members of the public, town and parish councils, statutory and non-statutory organisations, and

44 landowners, operators, agents and developers. 145 respondents (approx. 13% of all respondents) submitted representations using the online Limehouse consultation system, 349 (approx. 31%) were submitted via email and 622 (approx. 56%) were submitted by letter.

All responses have been read, summarised and where necessary input under the relevant questionnaire number or section within the electronic consultation document, accessible at the link below. Preferred Option and Policies

Summary of Consultation – Minerals Plan (Preferred Options Stage)

Warwickshire County Council consulted on the preferred Option and Policies document between October 19th 2015 and January 4th 2016. The consultation was extended part way through to give additional time for further consideration of the document.

In the consultation we asked 34 questions relating to all aspects of the document from the spatial portrait and vision through to the strategy itself, the sites proposed as preferred options and then the Core polices and Development Management policies.

Overall there were 604 respondents providing a total of 1132 individual comments. The vast majority of the responses were comments on the individual sites.

This is a summary of the comments. The detailed responses to the comments by officers will be available on the minerals webpages before the next consultation takes place. All the main issues from the preferred options consultation were summarised and have been looked at in detail. These have formed the basis of discussions with the landowners who promoted the sites and in some cases these have influenced changes within the sites.

The summary of consultation has sought to highlight only the main points raised in response to each question. It does not include all the responses. These will be available on the web pages in the next month.

Consultation Summary Report on the Focussed Consultation

This Report sets out key points relating to the focussed consultations undertaken (at the beginning of May 2016) after the main consultation on the draft Minerals Plan – Preferred Option and Policies (2015). The purpose of the focussed consultation was to inform the public that two additional sites (Shawell and Ryton) had been submitted to Warwickshire County Council to be considered as part of the site allocations in the draft Minerals Plan. Key points as follows: • A six week consultation exercise was carried out (between 05.05.16 – 17.06.16) • Letters sent to a wide group of consultees informing them of the consultation event and how they can make representations • Site notices had also been placed at both sites and direct letters set to residents within a defined area • Advert placed in the local newspapers (covering the districts/boroughs within Warwickshire) that set out how to view and make comments on the consultation • Hard copies had been made available at the following places: . Reception at Shire Hall . Main reception at district/borough planning offices . Local libraries across Warwickshire
