Education, Skills and Early Years City Policy Committee.

Present: Richard Bell (Chair), Euan Blockley, Bill Butler, Graham Campbell, Christina Cannon, Malcolm Cunning, Stephen Curran, Elaine McSporran, Anne McTaggart, Margaret Morgan, Eva Murray and Anna Richardson and Ms Michel Woods.

1 The Convener welcomed to the meeting Ms Michel Woods who had replaced Ms Nancy Loftus as a co-opted member from the Parent Councils’ Forum.

Glasgow's Improvement Challenge 2015-2020 – Update noted – Instruction to Executive Director of Education Services.

2 There were submitted reports by the Executive Director of Education Services regarding the progress made in Glasgow on Glasgow’s Improvement Challenge (GIC) as part of the Scottish Attainment Challenge,

(1) advising

(a) that although success across a range of performance indicators had been achieved year on year, improvements were not consistent across the city and in 2015 GIC 2015-20 had been launched, which included the Scottish Attainment Challenge;

(b) of the funding implications of GIC and how Education Services had utilised the funding claimed from the Scottish Attainment fund during 2017/18 to address the 5 strands identified in the GIC, as detailed in the report; and

(c) of the 5 priorities set out in the plans for 2018/19, which had been agreed by the Scottish Government, and detailing Education Services’ approach to developing each of these strands, as detailed in the report; and

(2) detailing a summary evaluation on progress with each of the 5 priorities, as follows:-

(a) raising attainment in literacy and numeracy through targeted support and interventions in schools and nurseries;

(b) improving children’s health and wellbeing through nurturing approaches and increased participation in physical activity and sport;

(c) supporting families to be better able to support their child’s learning and development;

(d) enhancing the leadership of senior staff; and

(e) raising attainment in secondary schools through providing additional supported study and mentoring and taking a close look at learning and teaching.

After consideration, the committee

(i) noted the reports;

(ii) recognised the positive outcomes in the 5 priorities set out in the plan; and

(iii) instructed the Executive Director of Education Services to

(A) submit to a future meeting of this committee an updated report, including information on how expenditure of funding from the Scottish Attainment Fund would be managed in future;

(B) provide further information to members of this committee on the 5 levels of English language acquisition and further available data from the census on language levels;

(C) provide to members of this committee further information held by Education Services on supporting families; and

(D) provide to a future meeting of this committee a report on the progress being made promoting greater diversity in the workforce.
