2012 President’s Report

The 2012 Olympic year and final year of the 2009-12 Olympic Quadrennium delivered numerous highlights whilst achieving expectations well beyond our dreams. Both the South Australian Olympic Council (SAOC) and our fundraising operation, the South Australian Games Appeal (SAGA), have been successfully managed by the SAOC Administration. The future of the SAOC has been strengthened by ongoing support from the Australian Olympic Committee (AOC) via their Administration Grant of $209,000 for the 2013-16 Quad, and the SA Government Administrative Grant of $150,000 for the same period, coupled with the surplus/bonus of the SAOC/SAGA successes ($130,460) in 2008.

Those who experienced the 2012 London Olympic Games, either as a competitor, official, or supporter were overwhelmed with the London Games Organising Committee’s outstanding planning and execution that reset the Olympic benchmark. had 39 athletes selected, which exceeded the 2008 Olympic Games number of 27 athletes. A list of these athletes and those that won medals can be found later in this report.

The support given to our State’s Olympians by the South Australian Sports Institute (SASI) and SAGA should be praised. The Welcome Home Parade was cancelled due to inclement weather, however, the SA Government and City of hosted a Town Hall Reception and a “meet the people” in Rundle Mall.

Highlighting the Olympic year was the enormous effort of SAGA. Fundraising for the Quadrennium totalled $1,356,806 with the 2012 Premier’s Games Appeal Dinner raising $252,334. All targets were met, as per the distributions set out below:-

Once again, we acknowledge the wonderful support given to our fundraising operations by SAGA Chairman, Mr Robert Gerard AO; Mrs Fay Gerard OAM, the SA Games Appeal Committee members and all of its Sub-Committee’s being Dinner, Events, Finance & Membership. The future of our fundraising will be a challenge, due to the tough economic market conditions; however exciting plans are in place for the next Quadrennium dinners (i.e. Russia, Scotland and Rio de Janeiro). Every year I have appealed to our 28 Affiliated Sports to book a table at the Premier’s Games Appeal Dinner, which would vindicate your recognition on your athletes’ behalf of the dollars being raised to support SA Olympians.

Reporting on the financial results of the SAOC for 2012 and the Quadrennium should be separate to the SAGA fundraising operations. However, as the SAOC manages the SAGA operations as well as delivering the SAOC administration, it remains responsible directly to the AOC. The Annual Report identifies the following SAOC financial results:

Statement of Financial Position (SAOC Inc.) at 31st December 2012: Total Assets $19,239 Total Liabilities $405 Total Equity $18,834 (covering the period (2009-2012).

As is the practise with all State Olympians club, the SAOC continues to support and provide valuable resource to the Olympians Club of SA. The future success of this “exclusive” club rests with the younger members making a stronger contribution in their own right to initiate new generation activities that will support fellow members.

The Olympic Movement in South Australia is fortunate to enjoy strong support from the SA Government, donating $300,000 towards the 2009-12 Olympic Appeal and $150,000 towards the Administration of SAGA Management. Together with the SA Department of Recreation and Sport, and the South Australian Sports Institute, I must extend the Olympic Councils appreciation for the ongoing support and acknowledgement of the Olympic movement in South Australia.

With the recent media coverage from the ACC and ASADA, it’s gratifying that the AOC continues to lead in the fight against criminal activity and drugs in sport. Governments, Sports, Athletes, media and the public can feel well served by AOC President John Coates AC and the Executive as the AOC stands firm with its policies during these difficult times. It is imperative that our State Olympic Council continues to reflect and work closely at all times with AOC Strategy and Policy.

The Olympic Council executive recently held a Strategic Vision 2013-16 Seminar in preparation for the next Quadrennium. Topics covered included; AOC Charter; SAOC Constitution; SAOC Financial Structure; Affiliated Sports; Olympian Club; Fundraising and SA Government. The incoming President and Executive will be responsible for considering the recommendations of this seminar.

As advised I am stepping down as President after 23 years, so in my last report I wish to acknowledge and thank all the Executive Directors and Committee members who have worked alongside myself to ensure the Olympic ideals are well developed and practised in South Australia. I am satisfied that as a team, we have achieved much and met the expectations of all our stakeholders. Kirsty Withers has developed into a most successful Executive Director who will continue to manage both the SAOC and SAGA with strong credibility and professionalism. My thanks to Kirsty, the Executive and volunteers who have supported the SAOC and myself in 2012.

2012 Executive Director’s Report

2012 was an incredibly busy year for the South Australian Olympic Council across all of our functions. We were determined to “piggy back” off the Olympic hype to create a positive result for both our fundraising and also Olympic Education programs. With a small team of staff and dedicated volunteers across both the corporate and sporting sector I believe we capitalised on the general interest and mass following created in a games year.

I have split my report into three headings to identify the major functions of the South Australian Olympic Council. The first being Fundraising and the management of the South Australian Games Appeal which includes all of our fundraising operations, secondly Olympic Education, and finally the support we provide to our affiliated sports.

FUNDRAISING

SA Games Appeal Committee The South Australian Games Appeal Committee met five times in 2012. The committee was determined to meet the Appeal targets set out in 2009. With only fair results in 2009 & 2010, the fundraising model was under much scrutiny in 2011, with much emphasis on the “cost of fundraising” and creating higher returns. With great leadership from the Committee members we have been able to reduce our costs of fundraising but most importantly increase our income.

I would like to thank the SAGA committee members for providing not only great leadership but also vital businesses know how. Much of our success comes from their professional advice and support.

The SAGA Committee has been operating since 1994, focused initially on the Olympic Team appeal, in 2001 the Committee formalised an agreement to run as a joint Appeal and included the Paralympic and Commonwealth Teams. At our Christmas Drinks hosted by Ernst & Young, we acknowledged five committee members who have been involved from the very beginning, these were: Marc Colquhoun, Robert Gerard AO, Fay Gerard OAM, Geoffrey Pitt and David Prince OAM. Each of these individuals have provided extraordinary support, and I wish to congratulate them all on being awarded an Honorary Games Appeal membership.

Quarter Club The Quarter Club celebrated its tenth year in 2012, over the last ten years it has carved out a niche within the Corporate networking market, but most importantly the Quarter Club and its members have underpinned the fundraising efforts of the SAGA. The Club draws on the many parallels between business and high performance sport. Members pay an annual fee, which includes an allocation of tickets to our flagship event, the Premier’s Games Appeal Dinner. Members enjoy a number of other events throughout the year and contribute towards a number of fundraising initiatives presented year round.

Currently membership stands at 106 Quarter Club members and 64 Emerging Leaders.

Adelaide Appeals Committee Once again we are grateful for the wonderful support provided by the Adelaide Appeals Committee, chaired by Mrs Fay Gerard OAM. This committee raises funds during their annual Race Day Luncheon held in the Tapestry Pavilion at Morphettville Racecourse. During the SA Games Appeal Committee Christmas Drinks Fay presented a donation of $40,000. Added to their 2011 donation of the same amount, makes the Adelaide Appeals Committee our second largest contributor, behind the Government of SA. We thank them for this wonderful contribution and for all their tireless work; support and commitment in helping us reach our fundraising goals.

OLYMPIC EDUCATION

Chat to a Champ Aimed predominately at Primary school students, using web video conferencing technology students can chat with their Olympian heroes from their classrooms or school assembly. This program was in full swing during with students across Australia given the opportunity of speaking directly with their Olympian heroes. South Australian schools to participate in this program included Henley Beach High School, Henley, and Prescott Primary North, Prospect.

I would also like to thank South Australian Olympic athlete, Blake Gaudry, Trampolining, who participated in this program whilst in London, and spoke to schools in South Australia and Western Australia.

Talk with a Champ Talk with a Champ is a live studio audience discussion; featuring outstanding Australian Olympians sharing experiences about the positive impact sport has had on their lives. The discussion centres on the a.s.p.i.r.e. values and includes a question and answer time. In October four London Olympian’s shared their experiences with the entire middle and senior school of St John’s Grammar, Belair SA.

I would like to thank (cycling - track), Alex Edmondson (cycling - track), Laura Hodges () and Becchara Palmer (Beach Volleyball) for making themselves available.

Pierre de Coubertin Awards On Friday 19th October the South Australian Olympic Council awarded 42 students with a Pierre de Coubertin Award, a significant increase from 26 the year before. This is the largest amount of recipients from South Australia in any year since the 2000.

Attendees were presented with a highlights package of the 2012 London Olympic Games, and heard from special guest, Olympian Johan Linde, Heavyweight Boxer, (London 2012). Once again the recipients own work highlighting Pierre de Coubertin’s vision and values of the Olympic Games, was on display.

With a strong increase in participation of our Pierre de Coubertin Award we hope to continue this trend. I would like to thank Elise Sims, Events & Education Coordinator and Penny Halliday, Executive Member of the South Australian Olympic Council who worked tirelessly to promote this award. The South Australian Olympic Council is committed to increasing the number of schools and students aware of this program in the future.

AFFILIATED SPORTS & ATHLETES

Affiliated Sports It is important that the state based sports federations continue their affiliation with the South Australian Olympic Council. It is the South Australian Olympic Council’s role to promote the fundamental principles of Olympism, your fee assists the SAOC fulfil this. At the London 2012 Olympic Games South Australia had athletes competing in 14 sports, these were:-

Athletics Cycling – BMX Shooting Basketball Cycling - Road Swimming Beach Volleyball Cycling – Track Tennis Boxing Gymnastics - Trampoline Volleyball Canoe/Kayak Rowing

This represents a great cross section of sports offered in South Australia, we hope to add more to this list in four years for Rio 2016.

Robert Gerard AO Athlete Development Fund The Fund has been providing financial assistance to South Australian athletes since 2009. Its charter includes the provision of support to next generation elite athletes, particularly those competing at Junior/Under 23 World Championship/International or equivalent level. In 2012, 21 athletes were provided financial assistance through the Fund, this takes the total contribution of the fund to over $115,000 to 71 South Australian athletes over 4 years. We thank the South Australian Sports Institute for their support towards making this Fund a success. We now have strong evidence that the fund is working with 6 athletes debuting at their first Olympic Games in London being recipients of financial support from the Fund, these athletes were:-

I would like to pass on my thanks collectively to a number of people who tirelessly support me in my role as Executive Director. The Executive of the SA Olympic Council a small group of people dedicated towards the operations of the SA Olympic Council, and fulfilling our charter; members of the SA Games Appeal Committee for their continued guidance and expert advice; members of the Olympians Club of SA; staff member Elise Sims, and office volunteer Gemma McKenzie. The State Government and in particular to the Department of Recreation and Sport who continue to support our operations at their premise on Valetta Road, Kidman Park.

Finally, I would like recognise David Prince OAM for his enormous contribution towards the Olympic Movement, having lead the cause since 1989. I know that I speak on behalf of all who have been in my role before me, that David’s knowledge and passion for all things “Olympic” and what it stands for is infectious, and has provided a positive, motivating environment to be part of. Thank you for all your support and guidance over the past two years; it has been a wonderful experience to be working alongside you.

Congratulations to all of the South Australians, whether born or based here. Our athletes were successful across a number of sports and disciplines, those that medalled where:-

Welcome Home Parade and Function

Adelaide was the third city to host our Australian Team athletes for the 2012 Welcome Home Parades. The SA Olympic Council/AOC hosted a small event at the Botanic Gardens Restaurant on Wednesday 22nd August. This was attended by Olympians Club of SA Committee members, members of the SA Games Appeal, Staff and Athletes. It was a wonderful evening with some fun entertainment from Radio personality Tim Ginever.

The following day the Civic Function and Street Parade where threatened by serious weather warnings. This meant our Athletes had to walk down the footpath from the Town Hall to Rundle Mall in ponchos rather than the traditional Parade of athletes down King William Street on the back of vehicles. It was wonderful to see our “Green & Gold” walking down alongside shoppers and business people. There were more than 2000 people gathered at the Gawler Place Canopy in Rundle Mall braving the weather to collect autographs and hear from a number of our local and national Olympians.

We thank those athletes from interstate for coming to Adelaide and celebrating with us, it really adds to the atmosphere to have as many athletes attend as possible.

Olympians Club of South Australia

Following the 2012 London Olympics the Olympians Club of South Australia welcomes their newest members. Of the 39 South Australian athletes, 23 participated in their first Olympic Games. Every South Australian Olympian is a member of this “exclusive” club by virtue of being an Olympian. You should be exceptionally proud of your achievement in being selected to represent your country, the greatest honour any athlete can have, having reached this position through sheer hard work, determination and desire.

It is most important that the contribution made by our current Olympians Club of SA members is continued by a new generation of past and present athletes that have the same passion and commitment towards the Olympic movement. I ask anyone who is interested in being involved to make contact with me to discuss.

The Olympians Club of SA is passionate about creating a sense of camaraderie amongst fellow Olympians. The support and energy provided by the Committee members has created a wonderful legacy for a new group of past and present athletes to take on.

The 2012 Annual Dinner was held on Saturday the 26th May, guest Olympian Marty Roberts, Seoul 1988 and 1992, was the special guest speaker and showed some wonderful footage of his performances during his career. The evening was a great success with an excellent attendance, enabling the Club to make a generous donation to the Robert Gerard Emerging Athlete Development Fund.

We look forward to the 2013 Annual Dinner on Saturday 11th May, to be held once again at the Glenelg Golf Course, James Melrose Road, Novar Gardens, from 7:00pm, family and friends welcome.

Premier’s Games Appeal Dinner

2012 – a.s.p.i.r.e

The 18th annual Premier’s Games Appeal Dinner was held at the Adelaide Convention Centre on Friday 6th July 2012. Just under 1200 guests celebrated with an “Australian” theme that was rich in Australian Sporting history. This event continues to deliver a first class, unique experience for guests while also raising significant funds to support our Australian athletes competing at Olympic, Paralympic and Commonwealth Games.

Results of both the Electronic Silent Auction, sponsored by BankSA, and the Live Auction were the best we have achieved all Quad. Michael Brock once again did an amazing job drumming up support of our major Live Auction items.

The support from the South Australian business and retail community in providing the Silent Auction items is always overwhelming and collectively I thank you for your support.

For the first time we included a ticket sales incentive for the Table Lottery. At $50 a ticket, tables that sold all 10 or more tickets were automatically included in a special prize draw to win 5 iPads to be distributed amongst the tables guests. This proved an excellent concept with ticket sales far greater than in previous years. I would like to thank Toyota for providing a vehicle as the main Lottery prize, our wine sponsors for all contributing to the “Cellar” second prize, and Alan Herald who donated 7 nights’ accommodation in Port Douglas for the third prize winner.

We have been fortunate to have had five outstanding wine partners supporting the dinner every year, even when our guest numbers have increased they have never bulked at assisting us with more stock. I would like to acknowledge all of our beverage partners: Geoff Hardy K1, Treasury Wine Estates, Halifax, Kilikanoon, Rosemount, Carlton & United Breweries and Coca Cola Amatil.

(1) CORPORATE INFORMATION

The financial report of the South Australian Olympic Council Inc. (‘SAOC’ or ‘Council’) for the year ended 31 December 2012 was authorised for issue in accordance with a resolution of the Executive Board on 12 March 2013.

The South Australian Olympic Council Inc. is an Association incorporated under the Associations Incorporation Act, 1985 of South Australia and is domiciled in South Australia.

The principal place of business is 27 Valetta Road, Kidman Park, South Australia, 5205.

The nature of the operations and principal activities of the Council are that SAOC acts to develop and protect the Olympic Movement in the state of South Australia in accordance with the Olympic Charter and the Constitution of the Australian Olympic Committee Inc. and to actively promote the fundamental principles of Olympism within the framework of sports.

(2) STATEMENT OF SIGNIFICANT ACCOUNTING POLICIES

The significant policies which have been adopted in the preparation of these financial statements are:

(a) Basis of preparation

This special purpose financial report has been prepared for distribution to the members to fulfil the committee of managements’ (‘Executive Board’) financial reporting requirements under the Associations Incorporation Act, 1985 of South Australia and the Council’s constitution. The accounting policies used in the preparation of this financial report, as described below, are consistent with the financial reporting requirements of the Associations Incorporation Act, 1985 of South Australia and the Council’s constitution, and are, in the opinion of the Executive Board, appropriate to meet the needs of members:

(i) The financial report has been prepared on an accrual basis of accounting including the historical cost convention and the going concern assumption.

(ii) The Council is not a reporting entity because in the opinion of the Executive Board there are unlikely to exist users of the financial report who are unable to command the preparation of reports tailored so as to satisfy specifically all of their information needs.

(a) Basis of preparation (Con’t)

Accordingly, the financial report has been prepared in accordance with the Associations Incorporation Act, 1985 of South Australia and the Constitution, the basis of accounting specified by all Accounting Standards and Interpretations and the disclosure requirements of AASB 101 ‘Presentation of Financial Statements’, AASB 107 ‘Cash Flow Statements’, AASB 108 ‘Accounting Policies, Changes in Accounting Estimates and Errors’, AASB 1031 ‘Materiality and AASB 1048 Interpretation and Application of Standards’ which apply to all entities required to prepare financial reports under the Associations Incorporation Act, 1985 of South Australia and the Constitution.

The Executive Board have determined that in order for the financial report to give a true and fair view of the Council’s performance, cash flows and financial position, the requirements of Australian Accounting Standards and other financial reporting requirements in Australia relating to the measurement of assets, liabilities, revenues, expenses and equity should be complied with.

(iii) The financial report is prepared in Australian dollars.

(b) Statement of compliance

Certain Australian Accounting Standards and Interpretations have recently been issued or amended but are not yet effective and have not been adopted by the Council for the annual reporting period ended 31 December 2012. The Executive Board have not early adopted any of these new or amended standards or interpretations. The Executive Board have not yet fully assessed the impact of these new or amended standards (to the extent relevant to the Council) and interpretations.

This special purpose financial report complies with Australian Accounting Standards as described above.

(c) Income and Expenditure recognition

Income, with the exception of fundraising and government grants, has been brought to account on an accrual basis and if not received at balance date is reflected in the statement of financial position as a receivable. Expenses have been brought to account as incurred and any expenses incurred but not paid for at balance date are reflected in the statement of financial position as creditors.

(d) Government Grants

Government grants are recognised at their fair value where there is a reasonable assurance that the grant will be received and all attaching conditions will be complied with.

(e) Fundraising

The SAOC through the South Australian Games Appeal Committee raises funds for the Australian Olympic Team, Australian Commonwealth Games Team and Paralympic Team appeals. All funds raised by the SAOC are recorded directly in the financial statements of the Australian Olympic Committee Inc.

At 31 December 2012, the SAOC through the South Australian Games Appeal Committee had raised $947,780 (2011: $880,277) towards the target for these appeals for the period 2009 – 2012.

(f) Income Tax

The SAOC is exempt from Australian income tax.

(g) Cash and cash equivalents

The SAOC raises funds on behalf of the Australian Olympic Committee Inc. (‘AOC’). All of the funds raised by the SAOC are recorded directly in the financial statements of the AOC. The SAOC does not have a bank account and therefore does not have a cash flow. For administrative purposes all cash transactions are processed by the AOC and the net cash position is reflected in a net receivable account at year end (refer Note 5).

(h) Trade and other receivables

Trade receivables which, generally have 30 – 90 day terms, are recognised and carried out at original invoice amount less an allowance for any uncollectible amounts.

An estimate for doubtful debts is made when collection of the full amount is no longer probable. Bad debts are written off when identified.

(i) Plant and equipment

Acquisition Items of plant and equipment are recorded at cost or, in the case of donations and sponsorship contributions in kind, at fair value at the time of donation or contribution, less accumulated depreciation and any impaired value.

(i) Plant and equipment (Con’t)

Depreciation and amortisation

Items of plant and equipment are depreciated on a reducing balance method over their estimated useful lives ranging from 3 to 5 years from the date of acquisition.

Impairment The carrying values of plant and equipment are reviewed for impairment when events or changes in circumstances indicate the carrying value may not be recoverable.

If any such indication exists and where the carrying values exceed the estimated recoverable amount, the assets are written down to their recoverable amount.

The recoverable amount of plant and equipment is the greater of fair value less costs to sell and value in use. Value in use is the depreciated replacement cost of an asset when the future economic benefits of the asset are not primarily dependent on the asset’s ability to generate net cash inflows and where the Committee would, if deprived of the asset, replace its remaining future economic benefits.

Impairment losses would be recognised in the statement of comprehensive income.

(j) Trade and other payables

Expenditure is brought to account on an accruals basis. Any expenses incurred but not paid for at balance date are recorded as payables on the statement of financial position.

(k) Employee benefits and expenses

(i) Wages, salaries, annual leave and long services leave

Expenses for wages and salaries, including non-monetary benefits, annual leave and long service leave, are recognised when the wages are paid or payable, benefits are received or leave is accrued and are measured at the rates paid or payable.

(ii) Superannuation

The Council contributes to the AOC group employee superannuation scheme as well as any authorised employee superannuation scheme chosen under choice of super. Contributions on behalf of employees are based on various percentages of gross salaries and are charge against the income statement when due. All employees in the group employee super scheme are entitled to benefits on retirement or permanent disability. Benefits are payable to nominated beneficiaries on death.

(3) SIGNIFICANT ACCOUNTING JUDGEMENTS, ESTIMATES AND ASSUMPTIONS

In applying the accounting policies the SAOC evaluates judgements, estimates and assumptions based on experience and other factors, including expectations of future events. All judgements, estimates and assumptions made are believed to be reasonable based on the most current set of circumstances available to the SAOC. Actual results may differ from the judgements, estimates and assumptions.

(14) GOING CONCERN

The financial statements have been prepared on a going concern basis.

The Council’s ability to continue as a going concern is dependent on receiving the forecast level of funding revenue from the Government and Australian Olympic Committee grants. The Executive have prepared a forecast for the 2013 year which indicates the Council will be able to meet their financial obligations as and when they fall due.

On this basis the Executive believe it is appropriate to adopt the going concern basis in the preparation of these financial statements.
