Contract Duration: Six months with the possibility of extension dependent on funding

Description of Saferworld and Bangladesh Programme

Saferworld is an independent non-governmental organization that works to prevent and reduce violent conflict and promote cooperative approaches to security. We work with civil society, governments and international organizations to encourage and support effective policies and practices through advocacy, research and policy development, and through supporting the actions of others. Established in 1989, we work with communities in , the , , and Asia. We have 150 staff across the globe, and our Head Office is in .

Saferworld has been working in Bangladesh since 2006. In partnership with local organisations Saferworld engaged with communities to conduct participatory research and analyse the causes of insecurity, collectively design plans to address them and develop strategies to engage with stakeholders to achieve change. More recently we have been supporting businesses to become advocates for peace, and to put forward solutions to national and state governments to resolve conflicts and enable them to be more aware of their impact on factors that could drive conflict. We have also been strengthening our work on gender, peace and security, supporting communities to address the gender impact of conflict and insecurity, and working to address gender norms that perpetuate conflict.

Job Purpose:

 To manage legal formalities required for Saferworld’s operations in Bangladesh  Oversee day-to-day management of Saferworld’s Dhaka and Cox’s Bazaar offices/office shares  Development and implementation of security protocols  Implementation and monitoring of operation and logistic procedures;  As needed engage in partner liaison or wider advice and support

Key Responsibilities:

Operational Viability and management of legal procedures  Lead the administrative and legal procedures required for Saferworld’s operational viability (registration) under NGO Affairs Bureau in Bangladesh, liaising with lawyers and appropriate government departments where necessary;  Manage all the formalities related to NGO Policy including programme and project levels  Represent Saferworld at various forums related to operational viability  Develop and manage implementation of up to date security protocols and effective security management of staff, assets and premises related to Saferworld. provide up to date contextual analysis and information that may impact on the work of Saferworld

Implementation and monitoring of administration procedures  Ensure the efficient running of Saferworld’s Dhaka office and Cox’s Bazaar shared offices, identifying needs and improving or developing systems where necessary;  Develop, implement and monitor policies and procedures relating to Saferworld’s operations and administration in Bangladesh and Saferworld’s global policies  Manage the IT administration, ensuring an effective and secure system  Ensure that all leases, insurance and other legal documents are in order, up-to-date, cost effective and relevant;  With the Country Manager, review the management of the security process as appropriate, and be active member of the Saferworld security team with International Operations Manager in the UK;  Build administrative capacity of Saferworld staff and partners.

Logistics  Ensure logistical procedures are in line with best practice.  Create and maintain lists of preferred service providers. PERSON SPECIFICATION:

 At least 10 years progressive experience of managing government related processes and coordination between government, international community, donors and civil society  Able to identify entry points and medium for effective SW operations and relationships with Government of Bangladesh  Understanding of NGO registration and legal procedures related to operations of INGOs  Understanding of security and safety Protocols that are in place in country to support operations  Understanding of Bangladeshi employment legislation and HR good practice;  Good IT skills, including in MS word and excel;  A positive problem-solving approach;  Good interpersonal and team-working skills;  A willingness to promote the work of Saferworld and develop collaborative work with others;  Commitment to and compliance with Saferworld’s safeguarding principles

Location: Dhaka Salary: A competitive INGO salary will be offered Benefits: Medical and life insurance; gratuity contribution Holidays: 28 days per year in addition to agreed Bangladesh public holidays Hours: Standard working week is 37.5 hours a week (Monday-Friday) Probation: There will be a probationary period of three months.
