Cheshire East Housing Monitoring Update 2018/19 LPS6 Crewe Green Allocation for 150.

Many thanks for responding to my colleague Claire’s letter to help inform our Housing Monitoring Update 2017/18. I am writing to request a further update again this year for our Housing Monitoring Update (HMU) 2018/19. The HMU 2018/19 will document housing delivery in the borough and our ‘five year supply’ of housing sites. The full report, including our current forecast for LPS 6 can be found on our housing supply webpages.

The progress of LPS 6 is detailed in HMU Appendix 10a (2). We’d be most grateful if a forecast could be provided for Story Homes’ land interest via the attached draft statement of common ground forms attached.

Attached draft statement of common ground

For outline permissions of 10+ dwellings and allocated sites to be included within the five year supply, the National Planning Policy Framework requires councils to obtain evidence demonstrating that completions will begin on site within five years. To comply with National Planning Practice Guidance, this evidence should include a completion forecast agreed between stakeholders associated with delivery of the site and the council via a statement of common ground. Attached is a draft statement of common ground in an amendable PDF format.

Section 1 (page 1) includes the council’s current understanding of the site’s progress and the completion forecast currently published in the council’s Housing Monitoring Update (2017/18).

Please complete Section 2 (page 2) to propose a forecast for the site. Any additional information supporting your forecasts and/or relevant to the delivery of the site is most welcome. If you prefer not to use the draft statement of common ground form, feel free to just explain each site’s progress in an email reply.

If you are able to return the completed statement of common ground form to us by Tues 18th June at [email protected], we would be most grateful.

Once agreed, the council will return a final copy which will then be published as part of the final HMU on the council’s webpages. Naturally, we are happy to discuss any amendments that should be made to the document before this.

Hi Claire

Further to your letter, please find below our response to the following queries:

1. Site progress. Can you advise on the timescale for the likely submission of a planning application for the site and is this anticipated to be outline or full? What is the anticipated lead in time for first completions on site?

At present, we are proposing to submit a full planning application in September 2018 and on the basis of a 13 week planning determination (as per statutory time limits), we would anticipate a decision in January 2019. Based on our standard timescales, we would then look to complete the S106, discharge the necessary planning conditions and start on site in March 2019, with a first legal completion in January 2020.

2. What build rates are likely to be achieved on this site? Are the forecasted build rates in the HMU outlined likely to happen? Please advise if accelerated lead in/ build rates or any slippage is likely to occur. If any delay/ slippage is expected, what are the reasons for this?

Build rates are expected to be 30 dwellings per annum, which is our standard build rates. At present, there is no proposal for accelerated lead/build rates or a slippage to build rates.

3. Are the completion timescales for the overall site(s) realistic? If not please explain why.

Completion is expected to extend past year five of the housing monitoring schedule and continue to year 7 (ie 1.4.23 - 31.3.24). This is due to the revised submission date and the anticipated build rates being 30 dwellings per annum not 40.

4. Are there any other factors that may influence lead in times or build rates for this site?

4 Page 8 of 9 Any delays to completion of the Crewe Green roundabout could affect lead in times to commencing development. Other factors which influence lead in times can include delays and length of time taken discharging pre- commencement conditions which are required to lawfully implement a planning condition.
