1. Overview of the Workshop

The sensitization workshop was organized by the Centre for Innovations in Public Systems (CIPS) with financial support from Department of Electronics and Information Technology (DeitY), Government of India (GoI), under the grant entitled “Capacity Building Programmes for Innovative/Best Practices for Mission Mode Project (MMPs) of State and Govt. of India” as part of the National e-Governance Plan. In line with the first key objective of the MMP Capacity Building Project, i.e. “Provide a Platform for Cross- Fertilization of Ideas/Innovative Practices and to Share Experience of State/UTs in the Area/Usage of Information and Communication Technology (ICT) for Greater Service Delivery”, CIPS has collaborated with Department of I.T. and e-Governance, Govt. of Jharkhand. In consultation with the representatives of State e-Governance Mission Team, 5 presentations have been selected and showcased during the workshop. They are: 1. The workshop was held at Shri Krishna Institute of Public Administration (SKIPA), Ranchi, Jharkhand on 28th March, 2016. The workshop has seen participation of 70 delegates from various departments of Govt. of Jharkhand.

2. Inaugural Session

2.1. Welcome Address - Dr. C.B.S. Venkataramana, I.A.S (Retd.), Former Special Secretary, Department of Atomic Energy (DAE), Govt. of India

The welcome note was given by Dr. C.B.S. Venkataramana, I.A.S (Retd.), Former Special Secretary, Department of Atomic Energy (DAE), Govt. of India. He welcomed all the dignitaries, speakers and participants for the workshop. He briefed about the e-Governance projects and its advantages. He said that this workshop would benefit to all of us by sharing the knowledge, ideas and followed by interaction.

2.2. Inaugural Address - Shri Sudhir Prasad, I.A.S, Director General, SKIPA, Ranchi, Jharkhand The workshop was initiated with the inaugural speech by Shri Sudhir Prasad, I.A.S, Director General, SKIPA, Ranchi, Jharkhand. He discussed the key points of the workshop to ensure that proper implementation of e- Governance is carried out in different departments of the states/UTs with efforts of re-engineering. He said that by e-Governance, the services will be at doorsteps of the public and also paperless, more transparent and more convenient. This workshop will be more useful to share the knowledge and get benefited by the end of workshop.

3. Presentations

3.1. Rajasthan Public Welfare Benefits Delivery Scheme (Bhamashah Yojana) - Shri Om Prakash Bairwa, Director and Joint Secretary, Department of Planning, Directorate of Economics & Statistics, Rajasthan

The session was started by Shri Om Prakash Bairwa, Director and Joint Secretary, Department of Planning, Government of Rajasthan opened a discussion on Rajasthan Public Welfare Benefits Delivery Scheme which is called as Bhamashah Yojana. He discussed in detail about the objectives of the scheme which is to reform and institutionalize the direct delivery of benefits to the beneficiaries. It mainly aims to transfer the cash benefits directly into the bank account of the beneficiary and also to provide all non-cash benefits directly in to the hands of the beneficiary by using Aadhar enabled biometric authentication. It helps to bring the government schemes which are to benefit and financially empower women. It focuses to bring out the complete financial inclusion in the state. He discussed in detail about the scheme components such as Women Empowerment, Financial Inclusion, , State Resident Data Hub, Family Identification, Resident Identity Card. “Women Empowerment” is to financially empower women with a freedom to decide on what the money should be spent through opening a family account in their name. “Financial Inclusion” main moto is to open atleast one CBS bank account for each family and to make banking services available near the doorsteps of the citizens which are done through banks, post offices or business correspondents. They have to motivate all the citizens to open Aadhar enabled biometrically operated bank accounts which will be linked with core banking facility. “Direct Benefit Transfer” is to reform and institutionalize the direct benefit delivery mechanism of government programmes which is to transfer the cash directly into the bank accounts of the beneficiaries and to provide all non-cash benefits directly in to the hands of the beneficiaries by using the Aadhar enabled biometric authentication. “State Resident Data Hub” is to create the authentic family database of the residents after deduplication and verification. He discussed about the automation of service delivery platform by opening an IT center at each Gram Panchayat, these IT centers comprises of CSC/ e-mitra kiosk which provides G2C services to the residents including banking services and grievance filing. It holds the benefits of bio-metric identification, core banking network and Integrated Financial Management System of the state. Shri Om Prakash Bairwa discussed in brief about the JAM (Jandhan Yojana Aadhar Mobile) Trinity which is to ensure atleast one bank account per family with the implementation of Aadhar frame work and connecting platform between the government and citizens. He explained the process flow of the scheme where the residents enroll themselves and the verification of documents are done. Then the Bhamshah ID is generated and card printing is done for distribution. Seeding and linkage with departmental data is made for the direct benefit transfer for the beneficiaries. He explained about the challenges that they faced before deploying the project where there was minimum financial inclusion, women were economically dependent on male members of the family, there was no referral database and leakage in benefit transfer in welfare schemes were made. Bhamashah Scheme was announced in 2014 and it has progressed in the enrolment of the residents. The schemes which were linked under Bhamashah are ration cards for NFSA which is for food security, NAREGA, Rajasthan Social Security Scheme Beneficiary, Scholarships and BPL. He also discussed about the applications that are operational under the project are Bhamashah portal, Bhamashah Mobile app, Bhamashah Health Insurance, e-PDS application and Co-operative Core Banking and FI Gateway Solution. He concluded his presentation by stating that Bhamashah Yojana received National e-Governance Gold award for the year 2015- 16.

3.2. Aadhar Enabled e-Governance Initiatives - Mr. Chiranjeet Chakraborty, State Resource Person, UIDAI, GoI, Jharkhand

Mr. Chiranjeet Chakraborty opened a discussion on Aadhar enabled e-Governance Initiatives on how Aadhar is created by a 12-digit random number by using information like name, age, Gender, address and by multiple online authentication like photograph, iris, finger prints. It is a unique ID given to all the residents of India. This online ID can be used for authentication anytime, anywhere as it is a token-less and online system. It avoids the fake IDs and authenticates based on demographic and biometric details. Aadhar online authentication provides a common platform which can be used across all applications and many domains are using it as a proof of presence for the beneficiary. He discussed about the advantages of Aadhar as a service delivery mechanism for residents, government and banks. Aadhar in service delivery is done by Aadhar authentication, Aadhar Payments Bridge (APB), Aadhar Enabled Payment System (AEPS). “Aadhar Authentication” is the process wherein Aadhar number, along with other attributes like demographic or biometric details are submitted to UIDAI’s Central Identities Data Repository (CIDR) for verification, then the CIDR verifies whether the data submitted matches the data available in CIDR and responds with “Yes/No”. Aadhar authentication can be done by ‘biometric authentication’ which uses the finger prints for validation, ‘demographic authentication’ which are matched against the details provided, ‘OTP authentication’ which sends the one-time password to the registered mobile for authentication, ‘E-KYC’ which authenticates similar to biometric authentication but the response from CIDR includes demographic and photographic details on successful authentication. “Aadhar Payments Bridge (APB)” is a repository of Aadhar number of residents and their primary bank account number used for receiving all social security and entitlement payments from various government agencies. APB uses Aadhar number as the primary key for all the entitlement payments and discards all the fake accounts and ensures that the benefits reaches to the intended beneficiaries.” Aadhar Enabled Payment System (AEPS)” enables the bank to go where the customer is present to conduct financial transactions like credit, debit, remittances balance enquiry etc. through micro ATMs deployed by the banks in their villages using Aadhar authentication. He mentioned that it allows interoperability among different systems adopted by different banks. Mr. Chiranjeet discussed in detail about the initiatives that were taken such as Aadhar Enabled Biometric Attendance System (AEBAS), Aadhar Enabled Payment System (AEPS) for India Post, Aadhar Enabled Payment System (AEPS) for Jharkhand State Cooperative Banks, Aadhar Enabled Public Distribution System (AEPDS), DBT in National Social Assistance Program (NSAP), Aadhar Enabled Mid-Day Meal Monitoring Scheme (Pilot Only). “Aadhar Enabled Biometric Attendance System” uses the Aadhar authentication facilities provided by UIDAI to authenticate users and mark attendance on successful authentication. He mentioned that this system is currently being used by state government and other affiliated organizations for marking daily attendance of employees by using either fingerprints or iris and a comprehensive MIS portal is available for attendance related reports. “Aadhar Enabled Payment System (AEPS) for India post” is a system being used for disbursement of social benefits schemes like MGNREGA using android based tablets over GPRS network at branch post offices ensuring speedy payment of benefits. This system uses Aadhar authentication facilitates that are provided by UIDAI to authenticate beneficiaries and perform transactions through a central server which are then synced to India Post Head Office Servers. He mentioned about the alternate authentication mechanisms which includes mobile OTP and operator authenticated transactions. The features of the application include withdrawal, deposit, fund transfer, Aadhar seeding and mobile seeding. A comprehensive MIS report is also generated. He then discussed about the “Aadhar Enabled Payment System (AEPS) for Jharkhand State Co-operative banks” provides Aadhar enabled transaction services for co-operative bank holders by banking correspondents to provide banking solutions like account opening, withdrawal, deposit, fund transfer etc. using micro ATM kits comprising of android tablet, fingerprint scanner and Bluetooth printers using GPRS connectivity. An alternative authentication like OTP is sent to the registered mobile number. “Aadhar Enabled Public Distribution System (AEPDS)” which is a hand-held micro ATM and is used to record all the transactions. It eliminates the fraud transactions as beneficiaries are authenticated using biometric authentication and prevents black marketing by ensuring holders receive the allotted amount of commodities and same is reflected on MIS. “National Social Assistance Program (NSAP)” is a centrally sponsored social security scheme for the pension holders and people from Below Poverty level where the payments are made in time at the door steps using Aadhar authentication. He concluded his presentation by mentioning about “Aadhar Enabled Mid-day meal Monitoring system” which is on pilot basis, helps to monitor attendance and mid-day meal of students in government schools.

3.3. Government Service Delivery to Citizen through CSC - Shri Shambhu Kumar, State Anchor for Jharkhand & Senior Manager CSC e-Governance Services India Limited, Ministry of Communications & IT, Govt. of India

Shri Shambhu Kumar started his presentation with a discussion on Mission Mode Projects (MMP) which is to make all government services available to the citizens through Common service delivery which ensures efficiency, transparency, reliability and at affordable costs. Common Service Center (CSC) is the front-end online service delivery points for government, private and social sector services to rural citizens of India. Government of India under NeGP proposed to setup 1Lakh CSC in rural parts across the country in Public Private Partnership (PPP) mode. He discussed about the benefits of the CSC for citizens and to government or centers. Citizens can avail the government services in urban or rural areas by establishing closer links between government and citizens with a timely deliver manner which increases administrative efficiency and provide cost-effective access to government services. The benefits of government or centers are to create new or additional revenue stream for the center and delivering essential government services such as PAN Card, Election ID, UID etc. He also discussed about the government services delivery mechanism from where the government departments are connected to state portal and how the services are offered to citizens as shown.

He mentioned about the CSC Transaction Analysis which are done through connectivity, Entrepreneurship skills and training of VLEs, areas of operation, Quality of services they provide and through the camp mode services like UID, Government schemes etc. which a VLE does by organizing camps. The CSC services which are offered for G2C Services such as e-District Service, Service plus, Election Commission of India Services, UIDAI Services such as Aadhar enrolment, eAadhar Printing, database seeding, finger detection and its authentication, Passport Services, Financial Inclusion services such as agreement with 32 public sector banks, enrolment of the customers and the transaction facilities to the customers, banking correspondent in 9 banks, Apna Dhan, Health Care Services (ATHS) which is done by tele-medicine service, DISHA scheme for students, IAP, e-Inclusion, NABARD Financial Literacy, e-Return Filing service, Digital locker is used to securely store the e-documents which are linked to Aadhar number, UWIN Service, IHHL Service, Online FIR. The services that are offered for Business to customer(B2C) are Data Card Recharge, DTH Recharge, CSC Bazaar for e-Commerce or shopping service, mobile bill payments, entertainment and e-Learning. He mentioned about ‘JHARSEWA’ which provides online service, e-district and RTGSA. It includes 54 services including caste, income, birth and death, residence certificates and about 85 Lakhs certificates have been generated in last five years through CSC. A national portal for CSC Scheme www.apna.csc.gov.in has been developed to streamline and standardize service delivery through CSC network. He finally mentioned about the new services in Jharkhand such as Jharkhand State Electricity Board, Online FIR Application which can be filed by logging into the website www.jofs.jhpolice.gov.in , UWIN enrollment and card printing, IHHL Application for Urban Development Department through which 6000 applications are filed and the upcoming services are Aadhar seeding for NREGA, Babadham online ticketing to book tickets, Digital Locker Issuer for Land Record Department and JAC, RMC, Land Record Department and Ranchi wants to digitize their documents and 15 vision centers will be setup in collaboration of Aravinda Eye Care.

3.4. Innovations in Agriculture of West Bengal- Extension Management System- Matir Katha - Shri Jitendra Roy, Joint Secretary, Department of Agriculture, West Bengal

The session was started by Shri Jitendra Roy, Joint Secretary, Department of Agriculture, Government of West Bengal. He started his discussion on stating that agriculture is our oldest occupation in India where the farmers cultivate different types of crop to produce food. He said the agriculture land is being lost in the process of Urbanization. This mission is necessary to help the farmers, change their cultivation pattern with the change of time. He said that there are field level officers who are directly in touch with the farmers and it’s their responsibility to carry the new technology, knowledge, different kind of agricultural practices and also the inputs like seeds, fertilizers, chemicals etc. and try to help in produce more and maintain our food security. He explained the present scenario where the field level officers are given tablet PCs with the package of agricultural practices of various crops in it. The field officer interviews the problems that the farmer is facing and it can be uploaded from his PC to portal. The officers at block level, district level or state level can view the question and can answer from their respective places. So that the farmer gets the firm solution. He said that this is the basic idea of bringing this application as an ICT based Agriculture Extension Application using Cloud Platform, named as “Matir Katha” where ‘matir’ means ‘soil’ and ‘katha’ is talk, that is, a talk on soil. He said that for instance if a pest has infected the crop, then it can be posted to the portal, the officers will check for solution and the action is taken in right time, the problem is saved and the production can be maintained. He said that they have many schemes in agriculture and to know the status of the scheme was difficult earlier. He discussed about the ‘soil health card’ scheme in which the soil sample from the farmer land is taken and is tested and analyze and find out the deficiency of soil for the particular crop and what fertilizers or organic manual that can be given for the soil for production of the crop in that soil. He said that a software has been developed to enter the details of the soil sample collected and the analysis report of the soil and the generation of soil health card. He explained in detail about the departmental communication, how they are notified about the problems through the portal and what action should be taken on the problem. He said that field level officers will upload the problems to the portal and the officers from their respective places can view the problem and share the solution. This solution is also sent to the farmers mobile. The farmer should be notified with the market prices and the ways he can reach to that market. He said that the agriculture should be profitable to the farmer, this is done by assisting the farmer to sell his goods at the right price. The portal consists of technology and all the information and the farmers are given a demonstration on the best practices and they can cultivate it. To produce more, to process more and to market wide, these are the three fundamental necessity at the farmer’s level to make this application perfect. He said that the Govt. of India vision is to double the farmer income in the coming years. He explained about the two parts of the project, one is how to handle the devices that are given to the officers in the form of app and the other is about portal. The website is www.matirkatha.gov.in which can be looked up for information. This app has 17 modules of which 12 are available on tablet and other are required for government officials which are there in the portal. He discussed in detail about all the 17 apps, which are, like, Scientific farming is where the Government recommended Package of Practice for 83 crops grown in West Bengal and are stored in tablet PC, Krishi Katha is for uploading the crop problems that are faced by the farmers, krishi pathshala is where the farmers are made aware of the best practices and new technologies in the form of presentations, Farmer’s registration is done with all the farmers with Matir Katha and all the details of the farmers are captured and if any crop problems are faced those will be answered and sent to the registered mobile number, Departmental Communication is made to communicate from department to block, district or panchayat level, Agri Calculator is the calculation of fertilizers and pesticide required for his crop in respective season, Agri Credit& Insurance, IPM is of acceptable pest levels and the cultivation practices and its pesticide calculator, INM concept is of the plant nutrients and soil fertility and the problem of soil management is managed, Organic Farming, Weather info & Agri Advisory for weather information and the agriculture recommendation and advisory that are required for farmer, Agri Marketing is for the fair prices for the crops that are in the market, Project reporting is about the various reports about different schemes and projects for every month/week, Data Analytics is done for different queries that are asked and analytical reports are generated based on the data, Live tracking is the tracking of officer can be done with the help of GPS map and the signal strength and last active hour of remote tablets can be tracked, GIS based MIS, Virtual meeting are the video conferences that are done to communicate between HQ to district office or block to field officer. He finally mentioned that the ICT has enabled their process automation.

3.5. One Stop Shop (OSS)- Palle Samagra Seva Kendram of Telangana - Ms. Shalini Talluri, Project Engineer- State Project Monitoring Unit, ITE&C, Telangana

Ms. Shalini gave presentation on One Stop Shop (OSS) which is a Telangana Government Initiative and is called as Palle Samagra Seva Kendram in local language. Before to the e-Governance System in the Telangana state, people used to spend lot of money, lot of time to get the approved certificates from the department, even the officials found the responses demotivating even after putting best efforts due to over burdening of files. On 2nd October 2015, Palle Samagra Seva Kendram was launched in the State of Telangana. The idea of One Stop Shop (OSS) is to launch at the village level to provide all the G2C Services to the rural people so that they need not go to the district level for getting the approved certificates. They have created Electronic service delivery platform and IT readiness from the departments and categorized the G2C services as Category-A and Category-B. If there is digitization process involved for the department certificates those services are categorized under ‘A’ and if any service involves the process flow like field inspection, then it is categorized under ‘B’. These certificates are signed digitally by using digitally signed component in the application, secured stationery for giving the certificates, seamless transfer of transaction charges and real time monitoring of transactions are made by generating the MIS reports. She mentioned that by this citizen’s multiple visits are eliminated; they can avail the service of his convenience at his location across the counter services and is cost effective. The objectives of the project are discussed such as creating livelihood in the backward mandals of the state by establishing mee-seva centers which are about 4000+ across the state, productivity enhancement by providing services under OSS and enrolling the market access to the villagers and creating a single window platform for all departments to provide G2C services which are done through a seamless transfer of funds to departments using EFTS (Electronic Fund Transfer System), for category-A Rs.25/- is charged and for Category-B Rs.35/- is charged, the approved or rejected certificates are stored in the secured repositories. Ms. Shalini discussed about the sustainability for which they have the back-up and the user charges are applicable on the requested service. Capacity building training programmes are given to kiosk operators, departmental officials and also to nodal officers. The current focus areas are to include more number of services in OSS, presently 500+ services are delivered through mee- seva including utility payments, all these services need to be added in OSS so that the rural people can avail services in their location. Feedback mechanism is the other area where the ‘Parishkaram’ call center is for citizens to discuss about their grievances. Capacity building training is given through every week VC, Mana TV, class room trainings and regular meetings with eDMs, HoDs and operators. The services are provided in the department of Mee-seva, Panchayat Raj, Sthreenidhi, SERP, TSOnline Services, Central portal. The awards & Recognition received for this project are PM Award for Excellence in Public Administration, National e- Governance Award 2013-14 (Gold), CSI NIHILENT AWARD-2013, Dataquest-Cmr E-Readiness Awards-2013, 9th e-India – 2013, SKOCH Digital Inclusion-2012, 9th The Manthan Awards, 42nd SKOCH Technology Award 2015. Ms. Shalini concluded her presentation with the mentioning about Mee-Seva 2.0 which aims for 24*7 online service delivery, to move for the mobile governance, updating the website into multilingual form and integration with digital locker where the individuals can upload their certificates and can access them.

4. Valedictory Session

4.1. Valedictory Address - Shri Sudhir Prasad, I.A.S, Director General, SKIPA, Ranchi, Jharkhand

Shri. Sudhir Prasad thanked all the delegates who came across various departments of Govt. of Jharkhand and experts coming from other states to showcase their best practices. He urged the participants to go through the material available in CIPS website at their convenience and to contact department of IT in case they want to take up any of these or any other e-Governance initiative in their own departments. He said that the experts who have come to the state to showcase their best practices are domain experts and thanked all the participants and their Heads of the Departments for having spared their services for the whole day. 4.2. Shri. C.B.S. Venkataramana thanked CIPS, all staff of SKIPA, all departments and participants who were very diligent in getting back with early response regarding the participation. He expressed his thanks to Shri Sudhir Prasad, Director General of SKIPA, Shri. U P Sah, Director, Dept. of IT, Govt. of Jharkhand, Government of Jharkhand, Speakers at the workshop, Coordinators and all the participants. He said that the officers of SKIPA would try their best to institutionalize the agenda of capacity building on e-Governance.

5. Key Outcomes of Workshop

 Important proposals like formation of a e-Governance Capacity building cell at SKIPA were discussed during the workshop  The Idea of having a standard three-day training module on e-Governance in SKIPA was also proposed by department of IT, GoJ  The Innovations were well taken by departments and subsequent meetings have been set up by departments with the resource persons for taking these agendas forward.  The participants were made aware of best practices implemented in various States.  Participants were encouraged to think of the impending challenges in timely completion of the tasks and were provided with insights on the MMP.

6. Feedback from the Participants

The workshop helped in the basics of e-governance while the presentation made by the Director Cum Joint Secretary, Department of Planning, Directorate of Economics & Statistics, Govt. of Rajasthan gave the participants a clear picture about the Rajasthan Public Welfare Benefits Delivery Scheme - Bhamashah Yojana. Followed by the presentation, the question and answer session cleared many doubts amongst the participants. The other presentations made were also helpful in respect to taking some of the innovative e-governance initiatives further in the state. Since several relevant departmental senior officials were present for the workshop, the discussions actually helped them understand and analyze the need for such initiatives in their specific departments and is sure to go a long way in transforming the way IT is perceived in these departments. It was an important mix of two very relevant departments for the State viz the Department of IT, GoJ as well as the Department of Training, GoJ. The Department of training has a crucial role to play in disseminating IT related trainings to the state and the workshop provided an opportunity for the Departments to decide and formulate a special training Cell on IT for the State which is now in process. This would provide for dedicated manpower to take forward IT awareness amongst the officers and staff of the state. CIPS played a crucial role in liaison and for achievement of the above objective. These workshops should be conducted at regular intervals and there could be a stage wise customization in the content of the workshop as the participants keep maturing with every workshop. There should be a follow up mechanism and the same set of officers should be trained and handheld by CIPS for a specified tenure. There should be more intensive workshops and help IT Department, GoJ build a centralized platform into which services to each department can be interpreted. A more concentrated Special training on Cloud, GIS and analytics may be planned in the further trainings as regular intensive training is necessary to boost up the recent advance knowledge. The overall content, activities and facilitators was of high quality and hence satisfying. The innovations featured were very relevant for the state of Jharkhand. Jharkhand would also like to know more about innovations in the municipal corporation sector in the future workshops.
