1. CLASSIFICATION OF PROPERTIES For the purpose of this policy, flats, shops, plots and commercial sites shall be put to auction.

2. ELIGIBILITY FEE

2.1 The intending bidders are required to deposit refundable/adjustable eligibility fee mentioned in the advertisement, which shall be paid online in advance through the e-auction portal and shall be fully refundable/adjustable.

2.2 A bidder shall become eligible to participate in plots/sites/flats/shops under an event after depositing the requisite eligibility fee. At any given time, a bidder can be the highest (H1) bidder for only one plot/site under an event.

3. AT FALL OF HAMMER

3.1 Highest bidder shall have to deposit 10% of total bid amount after adjusting eligibility fee paid as mentioned above at Sr. No.-2.1 under Eligibility fee payable online plus 2 % cancer cess extra of Toal Bid amount within maximum of two working days upto 5.00 p.m. from the date of bid acceptance conveyed through Email/SMS and in case of non-deposit of bid amount, the eligibility money shall be forfeited.

4. PAYMENT OF BALANCE AMOUNT

4.1 15% of bid amount along with 2% cancer cess of the bid amount, shall have to be deposited within 30-days from the date of issuance of Allotment Letter by the Housefed. In case of non-deposit of 15% bid amount within the stipulated period, the amount of 10% already deposited, shall be forfeited.

4.2 The remaining 75% amount will have to be paid within 90-days from the date of issuance of Allotment Letter. If the amount is not deposited within the stipulated period, then 25% amount already deposited will be forfeited and allotment of flat shall also be cancelled.

5. GENERAL TERMS AND CONDITIONS:

5.1 The bid shall be given in Rs.as below:- i) For plot per sq.yrds. ii) For commercial plot per sq.yrds. iii) For flat per flat iv) For shop per shop 5.2 Once the bid is placed, the Bidder shall not be permitted to withdraw or surrender his/her bid on any ground, and in case he does so, the eligibility fee deposited by him/her shall stand forfeited in full.

5.3 In case the highest bid is not accepted by the Authorized Officer due to any reason whatsoever, the eligibility fee shall be refunded in full.

5.4 A.M.D. Housefed or any other officer authorized by Housefed reserves the right to accept or reject the highest bid or withdraw the site from the auction without assigning any reason even if the bid is higher than the reserve price. The acceptance of the final bid by the Authorized Officer shall be subject to the approval by A.M.D. Housefed.

6. FINANCIAL CONDITIONS

6.1 In no case a bid of same or less than the reserve price shall be accepted.

6.2 The exact size of the site and it dimensions are subject to variation as per actual measurement at the time of delivery of possession of the site. In case actual area exceeds the area offered, the allottee would be required to deposit the additional price for the excess area proportionately as per bid price. In case of reduction in area, the allotment price will be proportionately reduced from the day of allotment and money received shall be adjusted or refunded.

6.3 All other applicable charges promulgated by Government or any statutory Authority or Local Government shall be over and above the bid price.

6.4 Payment deposited towards eligibility fee of the unsuccessful bidder shall be returned.

6.5 In case the bidder deposits whole amount equivalent to 10% of bid price and thereafter he refuses to accept the bid, the amount already deposited by him shall be forfeited.

6.6 Cancer Cess @ 2% shall be applicable extra on total bid price.

7. PROJECT IMPLEMENTATION:

7.1 The site is offered on "as is where is" bases and Housefed will not be responsible for levelling the site or removing the structures, if any thereon.

7.2 After an applicant is declared successful in the bidding process, Housefed shall issue a Regular Allotment Letter with detailed terms and conditions. The allottee shall be required to bring the commercial site functional within 2 years from the date of allotment.

7.3 In case of breach of any condition(s) of allotment or of regulations or non- payment of any amount due together with the penalty, the site or building, as the case may be, shall be liable to be resumed as per applicable policy.

7.4 In case of any dispute or differences arising out of the terms and conditions of auction or allotment letter, the same shall be referred to Registrar, Cooperative Societies, Punjab, Chandigarh. The decision of Registrar, Cooperative Societies, Punjab, Chandigarh in this regard will be final and binding on all the parties.

7.5 The flats/shop site/plots shall be disposed off on the basis of "as is where is".

7.6 The flat and plot shall be used for residential purpose. If any illegal construction/encroachment is made by the allottee, then allotment of flat will be cancelled and amount deposited against the flat will also be forfeited.

7.7 The right of top floor roof is reserved with Housefed.

7.8 An allottee can sell/transfer the ownership of flat after submitting original allotment letter, Affidavit of seller and purchaser duly attested by Magistrate Ist class or Notary Public (as per prescribed proforma of Housefed) through concerned society after clearing all the dues till date after making payment of transfer fee fixed by Housefed and society concerned subject to eligibility conditions.

7.9 The shops can be used for any purpose other than Ahata for drinking, junk sale purchase and in violation of statuary laws.

7.10 In case of death of an allottee the flat/shop/flat/commercial site can be transferred in the name of nominee mentioned in the application form and membership register of the concerned society in that event the nominee of the deceased will be liable to pay all dues/instalments along with interest, if any.

7.11 The successful bidder shall have to become nominal member of the Housefed and member of the concerned society. He or she shall have to abide by the Bye-laws and other terms and conditions of the society including monthly maintenance charges as fixed by society concerned.

7.12 Possession of flat/plot/shop/commercial site shall be given after full payment. GUIDELINES FOR PARTICIPATION IN E-AUCTION

A. ELIGIBILITY FOR PARTICIPATION:

1. Any person legally competent to enter into a contract will be eligible to participate in the auction. 2. The Competent Authority of Concerned department shall reserve to itself the right to accept any bid or reject any bid or withdraw any or all the sites from auction or cancel/postpone the e-auction, without assigning any reason thereof. 3. No bid below the reserve price will be accepted. 4. In the event of default or breach or non-compliance of any of the terms and conditions as indicated or for furnishing any wrong or incorrect information at the time of auction etc. the Competent Authority shall have the right to cancel the bid and forfeit whole or any part of the amount paid by the bidder.

5. Interested parties will need to sign-up and obtain user ID and password on the portal https://puda.e-auctions.in.

6. The guidelines for participation in e-Auction are available on the portal https://puda.e- auctions.in. 7. Interested bidders shall have to pay mandatorily event service amount (nonrefundable) online by using the service payment Authorization network.

B. HOW TO PARTICIPATE:

1. Intending bidders will be required to sign-up and obtain user ID and password on the portal https://puda.e-auctions.in.

2. The intending bidders shall be required to deposit the Eligibility fee through online means i.e. Net banking/Debit Card/Credit Card /RTGS/NEFT as per following timelines:

3. The verification of online payment is necessary for a bidder to be able to participate in auction. Therefore the bidders are required to remit the eligibility fee timely. The tentative time taken for verification is as follows:

5. The e-Auction will start and close at stipulated date and time at the portal https://puda.e-auctions.in. However, in case a bid in respect of a site is received 05 minutes prior to time fixed for closure of the bids, then the time for closure of the auction would be extended automatically by 15 minutes. Such extensions of 15 minutes will happen maximum 2 times and post this auction will be closed. 6. It will be the sole responsibility of the bidder/ participant to obtain a compatible computer terminal with high speed internet connection to enable him/her to participate in e-auction process. 7.
