Annual Report 2016-17 SIKKIM UNIVERSITY (A central university established by an Act of Parliament in 2007and accredited by NAAC in 2015) TENTH ANNUAL REPORT 2016-17 6th Mile, Samdur, Tadong Gangtok 737 102, Sikkim, India www. cus.ac.in Professor Jyoti Prakash Tamang Officiating Vice-Chancellor FORWARD Sikkim University, established by an Act of Parliament of India, came into existence on 2 July 2007. The first Vice-Chancellor of Sikkim University was Prof. Mahendra P. Lama of Jawaharlal Nehru University (2 July 2007 to 13 October 2012), and the second Vice-Chancellor was Prof. Tanka B. Subba from North Eastern Hill University (14 October 2012 to 15 October 2017). Both of them are internationally well- recognized academicians, scholars and teachers in their respective disciplines. The University had three major activities at the early stage: to innovatively draft all the rules, regulations, ordinances and statutes; to design semester system in affiliated colleges of Sikkim University, and to design the inter-disciplinary academic programmes.Immediately after the establishment, the University undertook to assess the teaching and infrastructural conditions in various colleges in Sikkim and introduced the first Semester System in under-graduate courses in all affiliated Colleges of Sikkim University since 8 July 2008. The University started the first Post-graduate courses in 4 departments: Microbiology, Sociology, International Relations and Peace and Conflict Studies & Management in September 2008 with less than 20 students. Today we have 32 full-fledged academic departments with Master, MPhil and PhD programme with more than 165 faculty members, 115 non-teachings staff and 2060 students. Due to dynamic leadership and distinct visionary, both Prof. Lama and Prof. Subba contributed tirelessly for the development of the University. We salute them and remember them forever in the history of Sikkim University. As one of the founding members of Sikkim University, I saw and faced many ups and downs during the development process of our University. Despite of many challenges and hurdles, we have a strong team spirit working as a family which comprises highly qualified and committed teachers drawn from different universities/institutions, well experienced statutory and administrative officers, hard working and dedicated non-teaching staff and competitive-oriented students in our University. We are working to achieve the goal and to make Sikkim University as one of the leading academic and research hubs in the country, and to create well-trained human resources to be absorbed all-over the world. Shri Pramod Kumar Singh completed his term as Finance Officer. Shri Debasish Pal has joined as new Finance Officer of the University on 11 October 2017.     (ALMOST) EVERYTHING I LEARNED ABOUT NEPALI LITERATURE IS WRONG | 217 Chautari Foundation Lecture 2018 (ALMOST) EVERYTHING I LEARNED ABOUT NEPALI LITERATURE IS WRONG Manjushree Thapa I’ve been rethinking my sense of Nepali literature, and am pleased to have a chance to share my thoughts at Martin Chautari, an organization that I played a very small role in founding back in the 1990s, when it was an informal discussion group among “development” workers.1 Most of us, at the time, were foreign-educated, or actual foreigners. We were well meaning, but we were seeking an intellectual life without any links to Nepal’s own intellectual traditions in the political parties, the universities, the writers and activists. It was particularly under Pratyoush Onta’s leadership that Martin Chautari developed these links and became a site where foreign-educated Nepalis, foreigners, and Nepal’s own intellectual traditions could meet for open debate. Knowledge-generation is a collective enterprise. It is not an endeavor a person undertakes in isolation. I’ve written and spoken before on the thoughts I’ll share here, first in the introduction (Thapa 2017a) to La.Lit, A Literary Magazine Volume 8 (Special issue: Translations from the Margins), which I edited (Thapa 2017b), and then at two talks for the Himalayan Studies Conference at the University of Colorado, in Boulder, in September 2017, and for the Nepal Studies Initiative at the University of Washington, in Seattle, in April 2018. This lecture is a crystallizing of those thoughts, which are still in formation. One caveat: I am not a scholar, but a writer; I am engaged in what Gayatri Chakravorty Spivak calls the “wild practice” (2012: 394).

    Shifting States: Mobile Subjects, Markets, and Sovereignty in the India-Nepal Borderland, 1780-1930 Catherine Warner A thesis submitted in partial fulfillment of the requirements for the degree of Doctor of Philosophy University of Washington 2014 Committee: Anand Yang, Chair Purnima Dhavan Priti Ramamurthy Program Authorized to Offer Degree: History © Copyright 2014 Catherine Warner University of Washington Abstract Shifting States: Mobile Subjects, Markets, and Sovereignty in the India-Nepal Borderland, 1780-1930 Catherine Warner Chair of the Supervisory Committee: Dr. Anand Yang International Studies and History This dissertation analyzes the creation of the India-Nepal borderland and changing terms of sovereignty, subjectivity and political belonging from the margins of empire in South Asia from 1780 to 1930. I focus on particular instances of border crossing in each chapter, beginning with the exile of deposed sovereigns of small states that spanned the interface of the lower Himalayan foothills and Gangetic plains in the late eighteenth century. The flight of exiled sovereigns and the varied terms of their resettlement around the border region—a process spread over several decades—proved as significant in defining the new borderland between the East India Company and Nepal as the treaty penned after the Anglo-Nepal War of 1814 to 1816. Subsequent chapters consider cross-border movements of bandits, shifting cultivators, soldiers, gendered subjects, laborers, and, later, a developing professional class who became early Nepali nationalist spokesmen. Given that the India-Nepal border remained open without a significant military presence throughout the colonial and even into the contemporary period, I argue that ordinary people engaged with and shaped forms of political belonging and subject status through the always present option of mobility.
