Please consider joining or renewing your membership in the historical society today Town Prosecutor Position The Town of New Castle is seeking to fill a Town Prosecutor position. The Town Prosecutor is authorized to prosecute New York State Vehicle and Traffic Law violations as well as the violations of the Code of The Town of New Castle. Opening - Recreation and Parks Commission The Recreation and Parks Commission develops long term and short term plans for the Town's parks and sponsors activities for New Castle residents from pre-school to senior citizens. The Commission supervises equipment, operation and maintenance of all facilities; makes rules and regulations governing their use; establishes and collects fees; plans for the future recreation and parks needs of the community; prepares an annual budget to recommend to the Town Board; files an annual report with the Town Board; and makes recommendations to the Town Board for recreational programs to be held jointly with neighboring municipalities, the Chappaqua Library, or with school districts within the town. The Recreation and Parks Commission appoints the Superintendent of Recreation and Parks who supervises New Castle's professional Recreation Department staff. The Superintendent of Recreation shall administer the policies of the Commission and direct the programs and facilities under its control, but may not exercise the authority of the Commission in its absence. The facilities and parks under the Recreation and Parks Commission include: Gedney Park, Millwood Park, Recreation Field, Smith Park, Whippoorwill Park, Community Center and the Art Center. Members of the Recreation and Parks Commission are not eligible for reappointment unless the first term was a partial term. All Commission members annually choose the chairman in the first week of February. The Commission may advise the Town Board of any member who misses three consecutive regular meetings or more than four meetings of any kind during the calendar year. The term is for seven years. Downtown Chappaqua Rezoning The 2017 Comprehensive Plan recognizes that a healthy 21st century hamlet is much more than a retail destination; it is a place for community gatherings and civic events; a place where residents can live, congregate and spend their time comfortably; a place that is aesthetically pleasing and easy to navigate for pedestrians, cyclists, and vehicles; and a place that offers exciting dining and entertainment options that attract community residents and visitors. Today the Chappaqua Hamlet fulfills some of these criteria but falls short on many others (e.g. limited entertainment options, limited selection of housing types, difficult pedestrian navigation, limited parking). The Comprehensive Plan acknowledges the need to revitalize the Chappaqua Hamlet as a more modern, mixed-use community calling for actions that will help support its goals. SPCA of Westchester - Clear the Shelter The SPCA of Westchester is teaming up with NBC 4 New York/WNBC to host NBC Universal Owned Television Stations' Clear the Shelters fourth annual nationwide pet adoption drive on Saturday, August 17. On this day, the SPCA of Westchester will offer reduced and/or waived pet adoption fees on many dogs and cats as part of the nationwide Clear the Shelters initiative that seeks to help families find and adopt homeless pets. Since 2015, Clear the Shelters has resulted in more than 70,000 pet adoptions nationwide.     Appendix A Parking Demand Analysis Appendix A: Parking Demand Analysis A. INTRODUCTION This appendix provides an overview of parking at the Metro-North Railroad North White Plains station. Based mostly on analysis reported on in 2005, this appendix presents the following: Existing parking demand and capacity at North White Plains station; Future parking demand at North White Plains; and The ability of alternative parking demand management strategies to reduce the need to provide additional parking at North White Plains. B. EXISTING PARKING DEMAND AND CAPACITY Existing parking capacity at the station is 1,355 spaces (Figure A-1); the majority of these parking spaces are owned by Metro-North and Westchester County and do not have residency restrictions. However, several spaces operated by others are restricted based on residency. Based on 2005 data, Westchester County, White Plains, and North Castle had waiting lists for permits at three of the station’s four lots. Parking utilization surveys were conducted on November 18 and 19, 2003; September 27, 2006; and October 29, 2008. The results of these studies are summarized in Table A-1. The results of the September 2006 study indicate higher utilization in Lot 1 than was observed in 2003. However, utilization of residency restricted lots (e.g., White Plains resident permit spaces and Lot 3) was lower in 2006 compared to overall non-residency restricted utilization. Low percent utilization in Lot 3 may represent: a) permit holders who do not park on a regular basis but wish to retain the privilege of using the North Castle lot due to permit fee differential; and/or b) limited permit oversell based on Town policy.
