Notes on defects that will affect the niicrofilrning of the Ballinger papers. Most outgoing letters are carbon copies, are quite faint, and will appear so in general in the microfilm.Particularly faint are the General Land Office carbons. Many carbons bear the stamp imprintPersonal alphabetical filee indicating that the files giventhe Libraries by Mrs. Ballinger were not the official files of The Department of Interior. A large proportion of pages bear stains in geometric forms; this is caused by transfer of acid from another page due to storage conditions and is not a defect in the filming process. -2-

Biographical Sketch

Born, Boonesboro, Iowa, July9, 18S3. Preparatory education at the University of Kansas and Washburn College; A. B. Williams College i881(L.L.D., 1909). Admitted to bar,1886;practiced and was city attorney of Kankakee, Illinois, and New Decatur, Alabama.Practiced law at Port Townsend, Washington,1889-97,and in Seattle from1897 until his death, with some interruptions required by his holdingof public offices.He was U. S. Court Commissioner,1890-92;judge, Superior Court, Jefferson County, Washington,l891-97. He was Mayor of Seattle,19OL-O6,and appointed Commissioner of the U. S. General Land Office,1907-09,and became Secretary of the Interior serving from March,1909to March1911,when he resigned, returning to private law practice in Seattle as the senior member of Ballinger, Battle, Hulbert and Short8. He wrote: Ballinger on Community Property(189) and Annotated Codes and Statutes of Washington(l97). Mr. Ballinger died June 6,1922. (Source: Who Was Who in America, v. 1).

Provenance and Description

The Richard A. Ballinger papers were given to the University of Washington Libraries by his widow, Mrs. Ballinger, on December6, l98. Prior to their acquisition these files had never been opened for research, and as they relate mainly to the controversy between Secretary Ballinger and Chief Forester ,1909-1911, there is much new data shed upon that political crisis.*

Interior bear the stamp Persorial Alphabetical Fil&': The original order has been retained. Ballinger's secretary had given individual folders to letters from some correspondents, while correspondence from others was placed in a miscellaneous file. Both were alphabetically arranged. His replies are with the incoming letters; he consistently replied.

The papers are arranged in four (k4) subgroups:
