This year‘s theme is Education beyond Border: Character-Literacy-Competence. For the main theme for this year‘s conference are broken down into sub-themes which are listed from a) human performance technology, b) future education for teacher‘s professionalism, c) best practices across fields, c) developing educational orientation in local alues and multicultural society, d) distance learning and blended learning, e) teacher leadership for instructional innovation, f) ethical issues in education, g) barriers to learning, h) character education, i) early childhood education, j) elementary education, k) education of social science, l) environmental education, m) curriculum development, n) delivery systems for lifelong career guidance, assessment, measurement, and evaluation for career development. As the main theme, future education has been continuously brought since the first conference held until the recent conference. Education is acknowledged as key domain in a process of human beings and societies explore their maximum potentials. There is a great focus for this year‘s conference. The great focus is its proceedings as the center of publication for its presenters. First, the quality of the proceedings as a means of publication in this year‘s edition is improved. It is aimed at maximizing the value of the publication as the outcome of the conference. As an international proceedings, it is regulated that the language of communication in the proceedings using one of the five languages which are recognized by the United Nation (UN). Hence in ICETA-8 all papers are written in English. It is intended that the proceedings can be as a global publication. Second, the committee has applied the system for abstract selection of which the criteria is the consistency with the conference‘s theme. Reviewers have the right to select the papers based on the abstract that have been submitted to the committee. The suggestions to revise the abstract are sent to the presenters whom abstracts have been selected in line with the conference‘s themes. Revision should be made to fulfill the guideline for the appropriate abstracts. Third, the coverage of the sub-themes for this year‘s conference is broadened to certain areas. Bear in mind that the main and solely theme of education is not limited to certain topics. To cope that some additional sub-themes are offered to the conference‘s audience to write their research findings into expected academic paper. This year‘s papers which are selected to be presented in the conference are less than the previous conferences in numbers. There are than 60 papers will be presented in three modes of presentation; parallel, roundtable, and poster presentation. The number of paper The 8th International Conference on Educational Technology of Adi Buana (ICETA 8) 3 presented show stability in the number of presenters and participants. They are from various educational institutions. The number of papers presented in the conference is indicating that ICETA-8 is the forum to publish research findings. Therefore, as an annually held international conference, ICETA-8 is entrusted to be academic forum to share thoughts, reflections, experiences related to academic works for teachers, lecturers, researchers, educators who continuously write, present, and publish their academic works. Finally, we would like deliver great appreciation to the organizers, presenters, writers, and all parties who have been contributing directly and indirectly to the publication of the proceedings. It can be a powerful strategy to introduce and popularize the offered product or service. Moreover, such a strategy can be learned and done easily with the suitable knowledge. However, only as small number of creative industries in Sukoharjo Regency has applied this marketing strategy. The actors in creative industries still use simple methods, such as verbal marketing, direct selling to the market and direct order from customers who come to the production site. Such methods make the products and services are only used by people around Sukoharjo. Limitations of the marketing area result in less optimal revenue. To solve some problems in the creative industries in Sukoharjo, the trainings on how to expand the marketing area through Internet or online, and the trainings of online advertising in the form of videography are required. Videography will provide the information about the offered products or services for the customer or prospect customers. The training was conducted in one of the creative industrial centre in Sukoharjo.

The research data uses secondary data obtained from the Central Bureau of Statistics and related institutions in each region of the Regional Office in East Java Province. The analysis used in this study is the Klassen Typology using time series data for 2010-2016. The results of the analysis show that: a. based on Typology Klassen Bakorwil I from ten districts / cities there are eight districts / cities that are in relatively disadvantaged areas; b. based on the typology of Klassen Bakorwil II from eight districts / cities there are four districts / cities that are in relatively disadvantaged areas; c. based on the typology of Klassen Bakorwil III from nine districts / cities there are three districts / cities that are in relatively lagging regions; d. based on the Typology of Klassen Bakorwil IV from 4 districts / cities there are three districts / cities that are in relatively lagging regions; and e. based on the Typology of Klassen Bakorwil V from seven districts / cities there are five districts / cities that are in relatively disadvantaged areas. This study method uses a netnographic approach, which in principle is the same as classical ethnography, except that netnography uses the internet as a research media. The data were sourced from informants, places & events, and documents or archives. Data from informants were collected using in-depth online interviews. Place and event data were collected using online participatory observation techniques. In addition, the source documents or archives were collected using data analysis techniques or literature studies on relevant online data. The validity of the data was tested by using informant review techniques and source triangulation. Data were analyzed using flow techniques with data reduction, display, and verification procedures. The results of the study show that the process of enculturation or culture of mask art, both classic masks and creative masks (batik Kayu), is carried out informally (family environment), non-formal (community, UKM, and studio), and formal (learning in schools). This enculturation process is carried out from generation to generation, when the mask is still a classic mask (Panji mask) until the mask develops into a superior product with economic and tourism value as it is today (Creative Mask).

Sudarno1 1Gadjah Mada University, Indonesia 2University of East Anglia, UK Abstract The Indonesian Archipelago is one dynamic volcanic arc region, where landslides frequently occur during the rainy season. Not only are geological conditions and high precipitation in the region, but also uncontrolled land use development and high social-vulnerability of the community living in landslide prone areas, that have become the major cause of landslide disasters in Indonesia. Accordingly, a strategic program for landslide risk reduction has been carried out by establishing an appropriate landslide risk management program with respect to social vulnerability. Such programs mainly emphasize the improvement of community resilience in landslide prone areas through community based landslide mitigation and early warning system, as well as public education. Geological investigations combined with social survey and analyses were also carried out to support the implementation of this risk reduction program in Central Java. Finally, it was concluded that the effectiveness of landslide disaster risk reduction was mainly driven by the community empowerment for disaster prevention and mitigation at the village level. Gamelan is an Indonesian orchestra composed mainly of tuned percussion instruments such as bamboo xylophones, wooden or metal chimes, and gongs. This reserach consisting of life attitude, work ethos, and skill of craftspeople in creation of Javanese gamelan. Cultural reproduction practice occurs in family, school/art institute/home industry environment and gamelan industry center community. This study employed naturalistic inquiry, describing the cultural reproduction of Javanese gamelan Creation naturally; the informants of research consisted of Empu (master craftsman) who produces gamelan, gamelan craftspeople, Javanese gamelan art figure, and Javanese gamelan users. The result of research revealed that life attitudes the Empu and the gamelan craftspeople had were: awareness of giving service to God, faith in God, being loyal to their job, submitting to the fate with gratitude, never being desperate, and having noble character. The work ethos of Empu and craftspeople included: hard work, high togetherness, carefulness, tolerance, high sense of belonging to the job, and mutual help. Meanwhile, gamelan creation skill included: membesot, menyingi, menempa, membabar, and melaras. Life attitude, work ethos, and skill of gamelan creation occurred through parents’ socialization from one generation to the next or from Empu to craftspeople in home industry.

In addition, the data were collected through questionnaires given to farmers while the sampling technique used was convenience simple random sampling. Email: [email protected] ABSTRACT Inequality of income in East Java is still considered high as indicated by the high value of the Gini ratio in most districts / cities. Local government capital expenditure is one of the triggers of the high disparity, in addition to the high per capita spending and open unemployment in East Java. Therefore, this study aims to analyse how influence the capital expenditure, per capita expenditure and unemployment rate have on inequality is implied in the Gini coefficient. Quantitative analysis, explanatory method with panel data. The panel data selection process with data normality test through the estimation of common effect, fixed effect or random effect model parameters and the selection of the right model using panel data regression model which is processed using e-views software 10. The results show the level of income inequality of each district / the city has a moderate stage gap. The Gini index of regency / city in East Java is quite volatile, the highest value is Madiun City, Malang City, Blitar City, and Pasuruan City. Capital expenditure and per capita expenditure have insignificant effect on the gini ratio, while the open unemployment rate partially influences the Gini ratio. Government capital expenditure is realized in the form of expenditure in the education sector, health sector expenditure, goods / services expenditure is no less important than infrastructure spending such as roads, bridges, airports, terminals, ports.

    a INDONESIA’S SUSTAINABLE DEVELOPMENT PROJECTS PREFACE Indonesia highly committed to implementing and achieving the Sustainable Development Goals (SDGs). Under the coordination of the Ministry of National Development Planning/Bappenas, Indonesia has mainstreamed SDGs into National Medium-Term Development Plan (RPJMN) and elaborated in the Government Work Plan (RKP) annual budget documents. In its implementation, Indonesia upholds the SDGs principles, namely (i) universal development principles, (ii) integration, (iii) no one left behind, and (iv) inclusive principles. Achievement of the ambitious SDGs targets, a set of international commitments to end poverty and build a better world by 2030, will require significant investment. The investment gap for the SDGs remains significant. Additional long-term resources need to be mobilized from all resources to implement the 2030 Agenda for Sustainable Development. In addition, it needs to be ensured that investment for the SDGs is inclusive and leaves no one behind. Indonesia is one of the countries that was given the opportunity to offer investment opportunities related to sustainable development in the 2019 Sustainable Development Goals Investment (SDGI) Fair in New York on April 15-17 2019. The SDGI Fair provides a platform, for governments, the private sectors, philanthropies and financial intermediaries, for “closing the SDG investment gap” through its focus on national and international efforts to accelerate the mobilization of sufficient investment for sustainable development. Therefore, Indonesia would like to take this opportunity to convey various concrete investment for SDGs. Coping with the problem, the government of the province attempts to establish Drinking Water Supply System (or called SPAM) which involves five cities/regencies, such as Pasuruan Regency, Pasuruan City, Gresik Regency, Sidoarjo Regency, and Surabaya City. However, to achieve the goal, a great deal of money is in urgent need. Therefore, the government invites the private sector, in this case PT. Sarana Multi Infrastruktur (or SMI) through a Public-Private Partnerships (PPP) scheme. The present study aims to analyze the model and process of the PPP as well as the support and role of the government in the Umbulan SPAM project development. The study employs descriptive-qualitative research. The result of the study shows that the model of cooperation within the project is Build, Operate, and Transfer (BOT) model. Moreover, the process of the partnerships include project selection and prioritization, feasibility study and due diligence, and a general auction in order to select the company responsible with the project. The government provides both fiscal and non-fiscal supports to the project in the form of partial investment, land provision to build off takes, and assurance through PII, Indonesia’s infrastructure assurance.

The method which is used in this research is qualitative descriptive method with the technique is content analysis. Data source is documents about literary works. The technique of data collecting is analysis of document. The technique of data validity uses data triangulation. The technique of data analysis uses interactive data analysis technique by Miles and Hubermann. The result of this research indicates that character education need to be given to the students since in the beginning of their education experiences through the activity of character literary appreciation. It is happened because of literary works represents human life that has also relates to character in life. It is hoped that through the activity of literary appreciation since the students are in elementary level, it will obviate the future generation from hedonism, egoist, individualism, and ethnocentrism.
