D, Suite 18 Enfield, CT 06082 Sealed bids will be received for the John F. Kennedy Middle School Renovation Project, Enfield, CT. Bids must be received not later than 1:00 PM on Friday, January 8, 2021 at the Town of Enfield’s Director of Finance, 820 Enfield Street, Enfield, CT 06082. Thereafter, proposals will be opened in public and read aloud or opened and read aloud pursuant to the applicable provisions of the Governor’s Executive Orders. Responses received after this date and time will not be accepted. Please follow the Standard Instructions to Bidders provided. Bid forms for all four Bid Packages may be included in one envelope if the related documents are fastened together by Bid Package. Bid envelopes must be sealed, and labeled as follows: "John F. Bidders are advised to carefully read the entire Bid Package. Kennedy Middle School - Technology Equipment Bid RFI" Questions will not be accepted after 5:00 PM on Tuesday, January 5, 2021 All questions and responses will be made public in an Addendum that will be uploaded to the Town Website, www.enfield-ct.gov, no later than 5:00 PM on Wednesday, January 6, 2021. Requirements for Bidders submitting bids for Bid Packages 1 and 2 1. If the Bidder seeks to receive an award for both Bid Packages 1 and 2, or any other combination of Bid Packages including Bid Packages 1 or 2, with a value greater than $500,000, the Bidder must be included on the current listing of DAS Prequalified Telecommunications Systems Vendors, as published on the DAS website: https://portal.ct.gov/DAS/Procurement/PreQual/DAS-Construction- Contractor-Prequalification-Program-Prequalified-Companies. 2. Bidder is required to submit an Update (Bid) Statement for this project. 3. Bidder is also required to submit a current DAS Prequalification Certificate. 4. All Bidders or subcontractors must be an authorized reseller of the AV products provided. Documentation from the manufacturer must be submitted. 5. Bidder or subcontractor must be an authorized installer of the AV products provided. Documentation from the manufacturer must be submitted showing the name of the dealership, if the installers are staff members; or the company that will be subcontracted to perform the work. 6. Bidder is required to submit at least 3 references with contact information and a brief description of the work completed for similar projects. 7. Successful Bidder for Bid Package #1 will be required to install a mock-up of the Classroom AV System including the Display, Mount, concealed Cabling, HDMI Cable to connect the Teacher Station Computer, and Wall Plates. Pathways and Back Boxes with Power and Data have been provided. Manufacturer to provide sample Display. Vendors are to refer to the Project Manual for additional instructions: Tab 5 – Submit completed Bid List for each Package Vendor is bidding on. Additional pages may be attached if Vendor chooses to include supplemental information. Tab 7 – Submit completed form – Statement of Bidder’s Qualifications Tab 7 – Submit completed form – Town of Enfield, Connecticut Bid Form Bidders must review the project information and instructions provided in all the documents. A digital set of the Contract Documents will be available no later than 5:00 PM on Tuesday, December 22, 2020 at the town website, www.enfield-ct.gov. Bidders are responsible for printing their own set of Contract Documents and shall pay all costs associated with printing. No hard copies of any portion of the set will be 2 of 3 provided. All documents in the bid Project Manual are standard letter size. The Drawing Set is formatted on 30" x 42" paper, oriented in landscape. The scale of the drawings is as noted on the individual sheets. All Addenda will be uploaded to the same site; www.enfield-ct.gov. All bidders will be responsible for checking the link periodically and downloading all issued Addenda. If a vendor is awarded a bid, they should retain their bid documents for use during this project. No additional bid documents will be provided. No bid will be accepted after the time set for the opening of Bids and no Bidder may withdraw his bid within 90 days of the actual date of the opening thereof, unless written consent from the Owner is given. The Owner reserves the right to accept or reject any, all, or any part of bids, to waive any informalities or formalities and to make an award that is deemed to be in the best interests of the Town of Enfield and the John F. INTRODUCTION The Town of Enfield is soliciting bidders for the above-named services. If there are any conflicts between the instructions in these Standard Instructions and any other bid document(s), these Standard Instructions shall prevail. 2. KEY EVENT DATES Advertisement of Request for Bids December 22, 2020 Questions due by 5:00 p.m. on January 5, 2021 Answers posted by 5:00 p.m on January 6, 2021 Public Bid Opening 1:00 p.m on Friday, January 8, 2021 Bid Awarded (Not Definite) Week of January 11 , 2021 Commencement of Work As required in the Scope of Work 3. OBTAINING BIDDING DOCUMENTS Specifications and bidding documents may be obtained from the Town's website, www.enfield-ct.gov. 4. BID SUBMISSION INSTRUCTIONS A. One (1) original and two (2) copies of all bids must be submitted in a sealed envelope clearly marked "John F. Kennedy Middle School Technology Equipment, State Project No. 049-0140 RNV". If forwarded by mail or courier, the sealed envelope must be addressed to “Director of Finance, Town of Enfield, 820 Enfield Street, Enfield, Connecticut 06082”. Bids must be at the Office of the Director of Finance by the time of the Bid Opening date noticed in Section 2 titled KEY EVENT DATES. Postmarks are NOT an acceptable waiver of this policy. Corrections and/or modifications received after the first bid is opened will NOT be accepted. If the Town Hall building is closed to the public at the time of this bid’s opening, the following procedure will be in place: Since all submissions must be time and date stamped, Bidders should contact Cathy Cherpak, Purchasing Assistant, by email ([email protected]) or telephone (860.253.6329) for arrangements to be made for delivery of bids prior to 1:00 p.m. on the date of the bid opening. BIDS SHOULD NOT BE LEFT IN THE BOXES OUTSIDE THE FRONT DOORS OF THE TOWN HALL. Cathy Cherpak can also be contacted for information as to whether the public will be able to attend the bid opening. If bids cannot be opened with the public in attendance due to the current situation regarding the COVID-19 virus, the following is the process that will be followed for 1 the bid opening: STANDARD INSTRUCTIONS TO BIDDERS (continued) The bid opening will be held via live video conference ONLY. Bidders will NOT be permitted to attend the bid opening in person. The live video conference of the public opening will open/begin for bidders to join at the specified bid due date/time. All information must be submitted in ink or typewritten. Mistakes may be crossed out and corrections inserted. Corrections must be initialed by the person signing the bid. D. Bids are considered valid for ninety (90) days after bid(s) are opened. Bidders may not withdraw, cancel or modify their bid for a period of ninety (90) days after bid(s) are opened. E. Bids must be signed by an authorized person representing the legal entity of the firm submitting the bid. F. The inability to meet any specified requirements(s) must be stated in writing and attached to the bid form, or written on the bid form. 5. PRESUMPTION OF BIDDER BEING FULLY INFORMED At the time the first bid is opened, each Bidder is presumed to have read and be thoroughly familiar with all bid and contract documents for these services.
