Award of Framework Agreement for and Trades Tender no. GCC0017884CPU

Purpose of Report:

To submit details of the tenders received for the Framework Agreement for Construction and Trades and to recommend the acceptance of Suppliers based on price, quality and community benefits.

Recommendations:

The Executive Committee is asked to approve the award of the Framework Agreement to the Suppliers detailed in the Appendix for a period of 3 years with an option to extend for 12 months.

Glasgow - Proud Host City of the 2014 Commonwealth Games 1 INTRODUCTION

1.1 The Construction and Trades Framework Agreement is for the provision of various work categories (Lots) as set out in the Appendix. It will be mainly used by Land and Environmental Services but is available to all Council Services and ALEOs.

1.2 The procurement initiative commenced due to a change in EU legislation requiring Restricted Standing Lists of Suppliers to be replaced with Framework Agreements across a range of categories.

1.3 The Framework Agreement was broken down into 34 Lots.

2 TENDER PROCESS AND EVALUATION

2.1 The Framework Agreement was advertised on 9 October 2009 under the restricted procedure within the e:tendering Portal. In total 382 suppliers expressed an interest, of which, 185 submitted a Pre Qualification Questionnaire (PQQ). 160 suppliers were invited to tender and 101 suppliers returned a completed tender.

2.2 The evaluation criteria applied to the Lots were split into 2 categories:

Lots Criteria

4,7,10,12,28 Price 70%

Quality 20%

Community Benefits 10%

All other Lots Quality 90%

Community Benefits 10%

Price was not a criteria at this stage due to uncertainty over volumes/ scope/specification making a price submission meaningless.

Price will be evaluated through mini competitions for individual projects/works

2.3 Tender responses for the following 7 Lots were insufficient in detail and no award is recommended at this stage. Much of the work anticipated in these Lots can be generally accommodated within the other Lots listed below or if highly specialist in nature can be procured on a case by case basis:

3 SERVICE IMPLICATIONS

Financial It is anticipated that estimated savings of £110,252 will be achieved against Lot 5, Planing, Lot 7, Road Markings and Lot 10 Anti Skid Treatment. These savings and others generated against budgets for future mini competitions will be will be monitored and tracked by the Benefits Tracking Officer.

Legal The Executive Director of Corporate Services will be required to conclude the Framework Agreement for Construction and Trades

Personnel None

Service Plan The Framework Agreement supports the Council’s Key objectives as it will deliver cost reductions and recruitment and training opportunities.

Environmental It is anticipated that successful tenderers shall not supply any goods or products which will cause significant damage to the environment during manufacture, disposal or use, which consume a disproportionate amount of energy during manufacture, use or disposal , which cause unnecessary waste or which contain materials derived from threatened species or Environments. Successful suppliers have confirmed their compliance with the Council’s Sustainability Policy.

4 RECOMMENDATIONS

4.1 The Executive committee is asked to approve the award of the Framework Agreement to the Suppliers detailed in the Appendix for a period of 3 years with an option to extend for 12 months. 4
