Tender documents and tender schedule may be downloaded free of cost from the e-GP Website www.etenders.kerala.gov.in. A bid submission fee shall be remitted online during the time of 1 bid submission.
All bid/ tender documents are to be submitted online only and in the designated cover(s)/ envelope(s) on the e-GP website. Tenders/ bids shall be accepted only through online mode on the 2 e-GP website and no manual submission of the same shall be entertained. Late tenders will not be accepted
The scanned copies registration certificate duly attested by an Engineer not below the rank of Assistant Engineer. Scanned copy of Preliminary Agreement , Scanned copy of Contractors Registration ,and EMD exemption certificate (if any) shall be submitted online and subsequently in a separate cover physically before the time fixed for tender opening. More details on EMD 3 & Cost of Tender documents/ bid submission fee are mentioned in this document.The Preliminary agreement and Tender documents should be in the same format uploaded in the e tender notification.
The bids shall be opened online at the office of The Assistant Engineer, LSGD Section, Panayam Grama Panchayat on 06/08/2018 4 2.00 pm by theThe Assistant Engineer, LSGD Section, Panayam Grama Panchayat in the presence of the Bidders / their representatives who wish to attend at the above address. If the tender opening date happens to be on a holiday or non-working day due to any other valid reason, the tender opening process will be done on the next working day at same time and place.
Online Tenders/ bids are to be accompanied with a preliminary agreement executed in Kerala stamp paper worth as per prevailing stamp paper rules in force. Tenders/ bids received online 5 without scanned copy of contractor's license, preliminary agreement, e-payment form and filled tender documents in physical form will not be considered and shall be summarily rejected and the EMD will be forfieted to Govt.. Further details can be had from the NIT or Office of The Assistant Engineer, LSGD Section, Panayam Grama Panchayat during working hours.
Contractors should download the BOQ , Preliminary agreement, NIT and Tender documents from e - tender website. In the downloaded Item rate BOQ record the agreed rate itemwise and 6 upload the same back to the e tender site.
7 Rate of quantity of any item executed excess of agreed quantity will be paid such that estimate rate or rate quoted by the contractor whichever is less
Original bitumen bill should be submitted on the completion of tarring works. Bill is insisted only to ensure that the contractor has purchased bitumen. The rate of bitumen in the estimate will 8 be paid to contractor irrespective of the bill produced by the contractor. No departmental supply of any materials required for the work and the contractor should collect and use the materials for the work with hisown cost and as per the directions of site Engineer 9 in Charge. NOTICE THE CONTRACTOR MUST PRODUCE THE FOLLOWING DOCUMENTS IN THIS OFFICE BOTH PHYSICALLY AND ONLINE (SCANNED COPY) BEFORE THE OPENING OF THE TENDER OTHERWISE TENDER WILL BE STRICTLY REJECTED WITHOUT ANY NOTICE AND THE EMD WILL BE FORFIETED TO GOVT. DOCUMENTS IN PHYSICAL FORM SHOULD BE SUBMITTED ONLY THROUGH REGISTERED POST/SPEED POST.

I. AMENDMENT OF CLAUSE 7 OF CONDITIONS OF CONTRACT ATTACHED TO G.W.D. FORM. NO.132 ASPER G.O.(M.S) NO. 2/ 2005 PWD. DATED 7.1.2005
Bills shall be submitted by the Bidder for part payment while the work is in progress or final bill on completion of the work as per the specification, terms and conditions of the contract and the Divisional officer shall take the requisite measures for having the same checked and the claim as far as admissible settled according to the availability of budget provision and allotment of funds made with the divisional officer under the respective heads of account under which the work is sanctioned and arranged and also subject to the seniority of such bills. The Bidder shall not make any claim for interest or for damages for any delay in settling the bills. No such claims shall be admitted by the Government. If the Bidder be unable to prepare the bill for himself, the Divisional officer shall depute a subordinate to measure the work performed in the presence of the Bidder, whose counter signature to the measurement list will he a sufficient warrant to the Divisional officer to prepare the bill for him that list.
