We have an anniversary this year – XV April international academic conference on economic and social development. The conference will start as always with plenary meetings focused on special topics. This year we are glad to announce two new plenary meetings on Macroeconomics and Innovation and social aspects of development with the heads of the economic block in the Government and Administration of the President of . Plenary meetings on three topics will be held in parallel after the lunch: “Social Politics and Governance”, “Institutional diversity in the modern economy” and “Cultural evolution and modernization”. The last one is organized under the guidance of Ronald Inglehart, Professor of the University of Michigan, Director of World Values Survey. Also Professors Martin Rama, the Chief Economist for the South Asia region of the World Bank, and Esko Aho, Prime Minister of Finland in 1991-1995, a senior fellow at Harvard University now will attend the plenary session. Plenary discussions will be attended by Professors Peter Hall, Harvard University, Katharina Blum, Free University of Berlin, Simeon Djankov, Rector of New Economic School, one of the authors of Doing Business Ranking. This year the conference will see many leading foreign scientists, who will make honorary and public lectures: Richard Pipes, Professor in Russian History of Harvard University; Leonardo Morlino famous Italian political scientist, Professor of University of Florence; Sebastian Galiani, Professor of Economics of the University of Maryland; Isaac Ehrlich, Melvin H. Baker Professor of American Enterprise; Paul D. Reynolds, famous researcher in entrepreneurship and small business; Tomasz Mickiewicz, Professor of the University of Birmingham. During the conference National Award in Applied Economics – common project of HSE, NES, UrFU ARETT, IMEMO and “Expert” magazine - will be held, that stimulates interest in research in Russia. Besides, the conference will see the Gaidar Award for young economists, founded and designed by Gaidar Fund to promote Russian economic science and to stimulate integration of young Russian scientists into the international scientific community. This year program is very diversified, so even the most demanding participant will find something new and interesting. I wish you all good luck and significant discussion!

Annotation

Since 2008, the world economy has been facing consequences of the global financial crisis. One of them is turned to be rapid growth in public debt in most industrial nations, which resulted from an overoptimistic estimate of public finances before the crisis, falling income and increasing social expenditure during the crisis, costs of the banking system restructuring, pump-priming policies, etc.

For this reason, many governments are making efforts to define a "safe" level of the budgetary deficit and public debt. However, the task is not easy in the least. There is no uniform standard of fiscal security for all economies. Besides, a globalizing economy and irregular business cycle make it difficult to pinpoint what phase the economy is at the moment, as this is essential in order to assess budget indicators.

Historical experience shows that default risk may be involved at different public debt levels, sometimes seemingly very low. In fact, a "safe" borrowing level is highly specific by nations based on many factors and often unpredictable circumstances. However, given the tense situation in global markets, the "safe" public debt level is in a lower position than a decade ago. Another argument for a cautious approach concerns a highly pro-cyclical nature of such measures as the correlation between the budgetary deficit or public debt and GDP.

Lessons of the latest crises also indicate that it is necessary to provide a better pro-active estimate of the nation's contingent liabilities, particularly of those relating to the stability in the financial sector. If looking into the future, a correct estimate and consideration of other contingent liabilities, particularly those of the social nature (implied obligations of the public pension and health systems) are of primary importance in the context of the ageing society and population decline. These liabilities far exceed official statistics on the public debt in some counties. As a result, such statistics does not present an adequate picture of the nation's public debt and actual fiscal burden that will be imposed on the shoulders of the following generations of taxpayers.

Abstract This paper provides a varieties-of-capitalism perspective on the crisis of the European monetary system. It asks: what caused the Euro crisis and what can we learn from it about the political economy? I consider three diagnoses, one the view that, given asymmetrical economic shocks, monetary union was impossible without full political union, second, the view that the cause of the crisis was excessive government spending and, third, the view that the causes lay in excessive lending linked to financial deregulation. While there is some truth in each, I argue that the roots of the crisis lie in how it joined together at least two different kinds of political economies supporting divergent growth models. I consider the implications of this analysis for current proposals about how to resolve the crisis.

Abstact

In this talk I deal with a very relevant issue both in our ordinary lives in general and in science in particular: identifying the relationship between a cause and its effects. In fact, the central aim of man studies in the physical, behavioral, social and biological sciences is the elucidation of cause-effect relationships among variables or events. For example, it would be of great relevance to identify strategies to deal with disease, or to find out the effects of a certain program in poverty. So, the interest in causal relations is motivated by policy concerns, theoretical considerations and problems facing individual decision makers.

Many of the questions to which we want answers are about causal effects – what would happen to some outcome variable if we changed some other variable (e.g. the effect of a training program in workers earnings, or the effect of a reduction of class size in students’ performance). Causal questions are sometimes called “what if” questions. Sometimes the “what if” is something that one could possibly imagine happening – what would happen if cigarette taxes were raised, what would happen if class sizes were reduced, what would happen if people living in violent neighborhoods were given the opportunity to move to better ones, what would happen if people had to opt out rather in from manpower training programs.

Although it is really important to isolate causal relationships, we must take into consideration that it is rare for causes to be universally true in every time and place, under all possible conditions. Therefore, all causal statements are inevitably contingent. So analyzing thoroughly contingencies enriches our understanding of causal relations and allow us to identify relationships that hold more consistently. The aim of the talk is to understand causal connections in contrast with non- causal ones, to learn the different sources of causal inferences and the parameters to estimate causal effects. In addition to these, we will make some considerations about the validity of causal inferences. Examples from my recent work will be provided.

Sebastian Galiani is a Professor of Economics at University of Maryland and Visiting Professor at Universidad de San Andres, Argentina. He is a member of the executive committee of LACEA. In the past, he held positions at Universidad Torcuato Di Tella and Universidad de San Andres in Argentina and was Tinker Visiting Professor at Columbia University and Universidad de Los Andes (Colombia) and visiting Scholar at Stanford and UC Berkeley. He was the chairman of the Network of Inequality and Poverty of LACEA during 2004 and 2005 and a member of its executive committee between 2004 and 2008.

Sebastian obtained his Ph.D. in Economics from Oxford University and works in the areas of Development Economics and Applied Microeconomics. He published papers in the Journal of Political Economy, Quarterly Journal of Economics, American Economic Journal, Review of Economics and Statistics, Journal of Public Economics, Journal of Development Economics, Economic Development and Cultural Change, Regional Science and Urban Economics and Labour Economics, among others. His work has been featured in Science, The Economist, The Wall Street Journal, The Times and various other newspapers around the world. Abstract

This paper offers a thesis as to why the US overtook the UK and other European countries in the 20th century in both aggregate and per-capita GDP, as a case study of recent models of endogenous growth where “human capital” is the engine of growth. By human capital is meant an intangible asset, best thought of as a stock of embodied and disembodied knowledge comprising education, information, entrepreneurship, and productive and innovative skills, that are formed through investments in schooling, job training, and health, as well as through research and development projects and informal knowledge transfers (cf. Ehrlich and Murphy, 2007). The conjecture is that the ascendancy of the US as an economic superpower in the 20th Century owes in large measure to its faster human capital formation relative to the UK and “old Europe”. Whether the thesis has legs to stand on is assessed through both stylized facts and some complementary empirical tests indicating that the US led other major developed countries in schooling attainments per adult population, beginning in the latter part of the 19th Century and over the 20 century, especially at the secondary and tertiary levels. While human capital is viewed as a facilitator of, and a necessary condition for, long-term economic growth, the paper argues that it is not a sufficient condition. The underlying factors driving the US ascendancy are linked to the superior rates of return which the legal and political-economic system in the US has thus far offered as rewards for individual investments in human capital and their resulting innovative and entrepreneurial accomplishments, both home-produced and imported. This approach is compared to some alternative hypotheses about the underlying factors determining the prospects of long-term success or failure in fostering a persistent, self-sustaining economic growth and development.

Isaac Ehrlich holds the rank of SUNY Distinguished Professor and serves as UB Distinguished Professor of Economics, Melvin H. Baker Professor of American Enterprise, and Chair of the Economics Department at the University at Buffalo (UB), State University of New York (SUNY). He also serves as director of the UB Center for Human Capital, Research Associate at the National Bureau of Economic Research Health and Aging programs, and founding Editor-in-Chief of the Journal of Human Capital, published by the University of Chicago press. He has previously served on the faculty of the University of Chicago and has also taught or served as a visiting scholar at the Tel Aviv University, the University of Virginia, the Hoover Institution at Stanford University, the Hong Kong University of Science and Technology, and the Hong Kong Monetary Authority. In 2002 He was awarded an honorary PhD degree from the University of Orleans, France, for his contributions to economics science.

His areas of research cover a wide gamut of applications of economic theory to human behavior and social institutions including crime and corruption, law and economics, information and advertising, risk and uncertainty, health and longevity, old-age insurance, and economic growth and development. A major theme of his current work is the role of knowledge and human capital in endogenous growth and development, demographic changes, income distribution, asset management, and the performance of financial markets. A closely related theme has been rationalizing observed variations in health, life expectancy, and the value of life saving over the life cycle and across generations and their interdependence with human capital accumulation.

He has been the recipient of major grants from NSF to the law and economics program at the NBER, from the USAID to study private-sector induced economic development, and from the New York Agency of Science, Technology, and Academic Research (NYSTAR) for his work on human capital. He has also served as a member of the US Presidential Health Policy Advisory group and the Transition Team on Health Policy for President Ronald Reagan, the Hong Kong Government's Health Services Research Committee headed by Secretary Elizabeth Wong, and the Council of Economic Advisors of New York State Governor David A. Paterson.

Abstract

Contingent claim (or option) is a contract between two agents where the option buyer resieves from the option seller at the maturity some assets in quantities depending on the realized underlying process. In modern financial systems physical aspects of assets are of no importance: neglecting the transaction costs, they can be replaced by money. The problem of option pricing, formulated at 60-ies, has been solved by Black and Scholes at 1973 who used the model based on a geometric Brownian motion as the price process. The paradigm suggested by these eminent scholars was very simple: the « fair » price is just the initial value of the self-financing portfolio replicating the contingent claim. To calculate the price one needs to compute the mean value of the terminal pay-off with respect to so-called equivalent martingale measure. Any deviation from this price leads to arbitrage opportunities. These results were the starting points of interesting mathematical theories forming a theoretical basis for option pricing in much more complicated models, including, in particular, transaction costs. In this talk we present a brief account of the modern development.

Yuri M. Kabanov – professor, academic supervisor of HSE International Laboratory of Quantitative Finance. From 1974 to 2010 worked at the Central economic-mathematical institute where he made his way up from the junior research fellow to the head of the laboratory. He passed his Ph.D. and doctoral defenses at Steklov Institute of Mathematics (1975 and 1984). He has held faculty appointments at the MATI (Moscow State Aviation Technological University) and MIEM (Moscow State Institute of Electronics and Mathematics). In 1992 became a professor. In 1993-94 worked as professor at Bilkent University. Since 1995 to the present works as a professor (classe exceptionnele) of University of Franche-Comté. In 2007 he was elected for the four-year period to National Council of the French universities. He was Merkator Professor (TU Munich, 2002), Daiwa Chair Professor (Kyoto University, 2003, 2004). Member of the Academea Europaea (2012). His areas of research covers stochastic analysis, stochastic integration, stochastic optimum control, singular disturbances of the stochastic differential equations. The last 20 years the main perspective is the mathematical theory of finance and especially criteria of no-arbitrage and model of the markets with transaction expenses.

Annotation: History teaches us that property rights are essential to democracy, the rule of law and civil rights. For one, they limit the power of government. Secondly, they make the government dependent on its citizenry. These facts can be demonstrated on the examples of England and Russia.

Richard Edgar Pipes (born July 11, 1923) is a Polish-American academic who specializes in Russian history, particularly with respect to the Soviet Union. In 1976 he headed Team B, a team of analysts organized by the Central Intelligence Agency who analyzed the strategic capacities and goals of the Soviet military and political leadership.

Pipes taught at Harvard University from 1958 until his retirement in 1996. He was the director of Harvard's Russian Research Center from 1968 to 1973 and is now Baird Professor Emeritus of History at Harvard University. In 1962 he delivered a series of lectures on Russian intellectual history at Leningrad State University. He acted as senior consultant at the Stanford Research Institute from 1973 to 1978. During the 1970s, he was an advisor to Washington Senator Henry M. Jackson. In 1981 and 1982 he served as a member of the National Security Council, holding the post of Director of East European and Soviet Affairs under President Ronald Reagan. Pipes was a member of the Committee on the Present Danger from 1977 until 1992 and belongs to the Council of Foreign Relations. Where do Entrepreneurs Come From?

Abstract: The keynote address will discuss why entrepreneurship is increasingly being seen as important for development. Professor Mickiewicz will draw from his recent work on comparative entrepreneurship, where he examines the links between culture, social attitudes, formal institutions and entrepreneurship. In particular, he will reflect on what makes the Asia Pacific region so special as compared with Europe and other parts of the world.

I joined Aston Business School in January 2012. My previous position was Professor of Comparative Economics at SSEES University College London (since 2008), where I started as a lecturer in 1996. Prior to that I spent one year as a researcher at the University of California in Davis. My first academic post was at the Catholic University of Lublin, Poland. In the past I also served on the board of directors of a major privatised producer of herbs ‘Herbapol’, worked with OIC International on a business incubators programme and also spent some time in public administration as the deputy mayor of Lublin, responsible for economic matters.

Annotation:

There is substantial scholarly and practical interest in business organizations, understanding why they emerge and exploring entrepreneurship. The current conceptualizations contribute little to understanding how new firms emerge. The Panel Study of Entrepreneurial Dynamics (PSED) research protocol was developed to provide reliable empirical descriptions of the process, with particular attention to the activities involved in business creation and how they are related to the creation of profitable new firms. The results indicate that substantial activity precedes profitability, that this may take many years and it achieved by a minority of start-up ventures. Successfully applied to the vast majority of the world’s population, the PSED protocol illuminates the wide variation in entry into business creation. The empirical patterns illuminate the shortcomings of existing conceptual schemes. The disparity amount countries in the prevalence of business creation activity suggest that public policies might be different for countries with different levels of business creation activity; it is unlikely there are any universal best practices. There is, in addition, substantial work to be done to provide a more complete understanding of business creation and it effect on the firm life course.

Paul D. Reynolds is the Aston University (Birmingham, UK) Marie Curie International Incoming Fellow. He has held faculty appointments at the U. of California, Riverside; U. of Minnesota; Marquette University; Babson College; London Business School, and Florida International University and visiting and research appointments at the U of Michigan, U of Pennsylvania Wharton School, INSEAD in France, Nanyang Technical University in Singapore, and George Washington University. Reynolds completed undergraduate work in engineering at the U of Kansas (BS; 1960); all graduate work was completed at Stanford University, with degrees earned in business (1964; MBA), psychology (1966; MA), and sociology (1969; PhD). Over the past 20 years he was the coordinating principal investigator of two longitudinal studies of US business creation [Panel Studies of Entrepreneurial Dynamics, I and II] and the founding principal investigator of a fifty nation comparison of entrepreneurial activity [Global Entrepreneurship Monitor]. Reynolds recently completed an extensive assessment of the participation of the bottom billions in business creation. He is also the author or co-author of five books; seven edited collections; 42 research reports and monographs; 85 peer review journal articles and book chapters; eight data sets in the ICPSR archives; and over two hundred presentations to professional and policy audiences. In 2004 Reynolds received the annual Swedish International Award for Entrepreneurship and Small Business Research and in 2012 the Dedication to Entrepreneurship (Research) Award from the Academy of Management Entrepreneurship Division.

The assessment of a democratic regime is a classic topic in political science, which more recently has been attracting a lot of attention and reconsidered in different empirical perspectives. In fact, this issue has been reconsidered and reworded within empirical research as: ‘What is a good democracy?’ or, better, ‘What is democratic quality?’ When looking back, at least as far as the early 1970s, the origins of our question are evident. (a) If in recent decades discontent, dissatisfaction, and alienation are growing political phenomena in old, established democracies, the reasons for these attitudes, resulting from the perceived low quality of the regimes, are particularly salient. (b) If more and more countries are defined as democratic, the question of what the implemented regimes labelled as democratic effectively are is more and more relevant and consequently the key question again seems to be: what is the democratic quality of those regimes? (c) If situations of uncertainty with regard to existing regimes are growing, that is, if there are a large number of so called hybrid regimes, the problem of looking behind the façade is still relevant and how to turn these regimes into democracies by improving their quality is once again very salient. If we focus on the existing rich literature on democracies and democratizations, there are at least three main streams of literature: (1) for scholars who have been working on democratizations, consolidation and crisis included, the need to look behind the façade of established institutions meant addressing questions about the content and actual working of those institutions; (2) scholars of established democracies, especially those belonging to the Anglo-Saxon tradition, i.e. the UK, Canada, and Australia, conducted research on so-called democratic auditing; (3) a number of data banks, such as those of Polity IV, Freedom House, the Economist’s Intelligence Unit, the World Bank, and also the Bertelsmann Index, provide measures of aspects related to democratic performance and, more generally, to the quality of democracy. Here, I start from a definition of minimalist democracy; present the most successful classic, institutional analysis of democracy assessment conducted by Lijphart. Then, I disentangles the empirical ad normative aspects of the topic by proposing a way of assessing democracy through its qualities, with its main possible indicators. In the second part of the lecture a few examples of democracy will be shown by pointing out levels and characteristics of each dimension or specific quality.

Leonardo Morlino (Italy) - Professor of Political Science and director of Research Centre on Democracies and Democratizations at LUISS, Rome. In the 2009-12 term, he served as President of International Political Science Association (IPSA). His most recent books include Changes for Democracy (OUP, 2011),Democracias y Democratizaciones (CIS, 2008), International Actors, Democratization and the Rule of Law: Anchoring Democracy? (Routledge, 2008, with Magen), Democratization and the European Union. Comparing Central and Eastern European post-communist countries(Routledge 2010, with Sadurski). He’s has also been one of the three editors of the International Encyclopedia of Political Science (8 vol. Sage Publications, 2011).

The theory of anchoring

Morlino developed the theory of anchoring to understand how and why there can be democratic consolidation or democratic crisis, the processes of legitimation and of anchoring should be carefully explored. The key proposition is that to achieve consolidation with a limited legitimation strong anchors are needed. The main anchoring mechanisms we can empirically find are: party organization, clientelism, neo-corporatist arrangements, and party control of interests.Other possible anchors include: a strong leader, a successful tv channel, an internet networking skillfully managed. Likewise, there is an internal crisis of democracy when for a number of different reason the existing anchors fade away, i.e. there is a de-anchoring. In case of crisis this phenomenon is usually compounded by delegitimation in terms of dissatisfaction about the implemented policies or of a decisional stalemate.

According to Morlino a good democracy is, first of all, a regime widely legitimized and stable, where citizens are fully satisfied because the elected rulers are capable and able to respond to their needs and questions (quality as result). If institutions are still challenged, attention, energy will be absorbed by the needs and objectives of its consolidation or maintenance. In addition, its citizens and communities enjoy freedom and equality beyond the minimum(quality as content). Third, citizens of a good democracy must be able to monitor and evaluate it through elections (electoral accountability) or indirectly (mutual control among the institutions) if and how the two values of freedom and equality are achieved through the full compliance with the current rules, the so-called rule of law, their efficient implementation, effectiveness in decision-making along with the political responsibility for the choices made by elected elites in relation to the questions raised by the civil society (quality as procedure ). Citizens, experts, scholars with different ideal conceptions of democracy can check which of the qualities listed above best suit their ideals and to what extent those qualities are implemented in a certain country at a certain time, using the empirical research conducted by Morlino

Annotation: The world is experiencing a long-term decline in the prevalence of many kinds of violence, from murder to war. Several explanations have been proposed. The Democratic Peace thesis argued that the decline in inter- state violence results from the diffusion of democracy. More recently, the Capitalist Peace and Liberal Peace theses emphasize economic development, international trade and the rise of the knowledge society, which pacify human relations by shifting the basis of wealth and power from land and coercion, to technological innovation and creativity, while growing interdependence raises the costs of violence relative to its benefits. Supplementing and supporting the latter interpretations, this article points to a pervasive mass-level cultural change that is making violence less acceptable to people in developed countries, bringing diminishing willingness to fight for one’s country. Previous work has pointed to societal-level changes such as the abolition of dueling, slavery and the death penalty as indicators of this trend. This paper analyzes survey data from countries containing 90 percent of the world’s population, gathered from 1981 to 2012, demonstrating that rising existential security brings growing tolerance of outgroups and declining willingness to fight for one’s country.

Ronald Inglehart is a professor of political science at the University Of Michigan, and author of more than 225 scientific papers. He is the president of the World Values Survey since 1988 and one of the cofounders of the Eurobarometer project. Ronald Inglehart is also famous for developing sociological theory of post-materialism.

Prof. Inglehart`s research focuses on cultural change and its consequences. R. Inglehartanalyses the links between values and beliefs of large groups of population and the presence or absence of democratic institutions usingmassive datasets of time-series WVS data from 78 countries of the world. Annotation:

Although research has revealed a trend toward liberalization of attitudes to homosexuality in Western countries, acceptance of homosexuality differs remarkably among individuals and across countries. We examine the roles of individual value orientations and of national laws regarding homosexuality and the interaction between them in explaining approval of homosexuality. Data are from representative national samples in 27 European countries in 2010-2011. As hypothesized, individuals who prioritized openness to change and universalism values approved more of homosexuality whereas those who prioritized conservation values disapproved more. Approval was greater in countries whose laws regarding homosexuality were more permissive. Legal permissiveness moderated the associations of individual values. Where laws were more permissive, both the positive effect of openness to change values and the negative effect of conservation with approval of homosexuality were weaker. However, the positive effect of universalism values did not vary as a function of national laws regarding homosexuality.

Annotation:

Inglehart’s syndrome of Self-Expression Values shows robust correlations with a bundle of grammar features that emerged in European vernaculars over the Middle Ages. This finding implies that Self- Expression basically represents a contemporary version of Western subjectivism, which predated Industrialism by several centuries. Generalised Trust, however, shows a negative correlation with Linguistic Subjectivism, except for those languages which use quasi-argumental subject pronouns to convey a universalist cognitive scope of awareness (e.g., English). Quasi-argumental pronouns integrate the speaker’s and hearer’s perspectives into a new, overarching kind of discourse subjectivity, which facilitates respect and cooperation among speakers. In a nutshell, grammar constitutes social capital.

The book Freedom Rising presents a comprehensive theory of why human freedom gave way to increasing oppression since the invention of states--and why this trend began to reverse itself more recently, leading to a rapid expansion of universal freedoms and democracy. Drawing on a massive body of evidence, the author tests various explanations of the rise of freedoms, providing convincing support of a well-reasoned theory of emancipation. The study demonstrates multiple trends towards human empowerment, which converge in giving people control over their lives. Most important among these trends is the spread of ‘emancipative values,’ which emphasize free choice and equal opportunities. The author identifies the desire for emancipation as the origin of the human empowerment trend and shows when and why this desire grows strong, why it is the source of democracy, how it vitalizes civil society, rebuilds social capital, feeds humanitarian norms, enhances happiness, and helps to redirect modern civilization towards sustainable development.

Political culture research has argued that, in order to persist, democracies need a supportive public. Recent evidence indicates a change in the nature of democratic political culture. While support for democracy as a principle is widespread, many citizens have become less satisfied with the way democracy performs. “Dissatisfied democrats” are a growing species. They are interesting because their proportion varies greatly between countries and because different theoretical approaches come to divergent conclusions as to whether larger proportions of dissatisfied democrats are a bless or a bliss for democracy.

Almond and Verba’s vision of a civic culture requires a positive orientation towards the political regime and a commitment to democratic values. The “allegiant” democratic culture model leaves only limited room for political dissatisfaction, critical distance to authorities or elite- challenging activity. Dalton and Welzel have proposed a new, an “assertive” democratic culture model. Evaluated by the norms of the allegiance model, dissatisfied democrats are a problem because they constitute a potential source of trouble, turbulence, and de-legitimization. By contrast, evaluated by the norms of the assertive model, dissatisfied democrats can be regarded a source of healthy pressure on those in office by contrasting democratic standards and political performance.

The lecture tries to get closer to the “true” nature of dissatisfied democrats, by providing an updated empirical profile of their political attitudes. A four-fold typology is developed that distinguishes (a) between citizens who support democracy as a form of government or an ideal (“democrats”) and those who don’t (“non-democrats”) as well as (b) between citizens who are “satisfied” and those who are “dissatisfied” with their countries’ political performance. Eight civic attitudes are selected to describe their political belief systems. The empirical analysis focuses on Europe. This specific focus allows to contrast “old” and “new” democracies. Both types of democracies are represented by an exceptionally large number of countries (20 “old”, 23 “new” democracies). CONFERENCE VENUES

On April 2-4, 2014 the Conference will take place at the National Research University Higher School of Economics campus located in a city centre on the 20 Maysnitskaya Street. The parallel sessions (research papers presentations), honored and public lectures, round tables, workshops and coffee-breaks will take place in this building (all through the day).

How to get there?

The University campus is easily accessible by subway with the following stations just 5–10 minutes away: Lubyanka (red line or #1), Chistye Prudy (red line or #1), Turgenevskaya (orange line or #6), Sretensky Blvd. (light green line or #10), Kitay-Gorod (orange line or #6, purple line or #7).

Lubyanka metro station: Exit to Myasnitskaya Ulitsa, which you should follow. The destination will be on your right. Estimated travel time: 8 minutes.

Chistye Prudy, Turgenevskaya and Sretensky Blvd. metro stations: Exit to Myasnitskaya Ulitsa, which you should follow towards the city center. The destination will be on your left. Estimated travel time: 7 minutes.

Kitay-Gorod metro station: Exit to Maroseyka Ulitsa, which you should follow for 100 meters, then turn left to Bolshoy Zlatoustinskiy Pereulok (350 meters), and then bear right onto Myasnitskaya Ulitsa, which you should follow for 150 meters. The destination will be on your right. Estimated travel time: 10 minutes.
