Office of The Deputy Vice-Chancellor (Research) is a member of the University’s Senior Executive and has responsibility for enhancing the University’s performance and reputation in research, the Deputy research training, and research collaboration with external stakeholders, nationally and Vice-Chancellor internationally. The Deputy Vice-Chancellor (Research) is supported by the Pro Vice- (Research) Chancellors and by staff in the Research and Innovation portfolio. Units within the portfolio have responsibility to support the University’s research community through strategic engagement with external stakeholders, funding organisations and research partners; international collaborations; grants management; contract negotiation; research performance data management, research infrastructure management, and research ethics and integrity. Within the Research and Innovation portfolio, the Office of Research Partnerships provides administrative and strategic support in key functional areas for the University’s research partnerships with external organisations, particularly industry partners, external stakeholders, research organisations and Cooperative Research Centres (CRCs). uq.edu.au 02

Queensland The Queensland Defence Science Alliance (QDSA) is an exciting new state-based gateway organisation to support connections and collaborations between universities, defence industry Defence Science and government to grow and integrate Queensland’s capacity and capabilities to deliver Alliance (QDSA) against the Commonwealth defence objectives and strategy. QDSA members include Defence Science and Technology (DST), , The University of Queensland (UQ), Queensland University of Technology, , , Central Queensland University, University of Southern Queensland and the University of the Sunshine Coast. UQ administers the alliance. An Advisory Committee will be established with representatives from member universities, government and industry.

Key objectives of QDSA include:

Defence Impact • Provide guidance and advice to the member universities on the national and state defence environment including priorities, capabilities, opportunities and gaps in industry and government settings. • Identify technology commercialisation and innovation opportunities and deployment pathways to maximise impact on defence capability and economic growth. • Understand defence industry needs to inform member universities’ research priorities.

Engagement • Build new links, develop and support engagement between member universities and other Australian universities, industry and government for defence research and development. • Facilitate industry engagement with universities to achieve Queensland’s Defence industry strategies and inform the development of new products and technologies. • Communicate and engage with industry and government and promote the defence research and innovation capabilities of member universities. • Actively engage and collaborate with other similar entities in the Australian Defence Science University Network to facilitate collaboration and coordination of Defence research and development activities Australia wide.

Capacity Building • Co-ordinate member universities capabilities to increase collaboration and participation in defence programs and initiatives, and to leverage investment in international and national funding opportunities. • Support and advise SMEs on access to and collaboration with research expertise in order to strengthen SMEs participation in defence business and research. • Facilitate capability building initiatives to catalyse defence innovation. • Foster defence industry skills and workforce capacity through supporting emerging STEM careers and advancing the skills of the national and local defence industry workforce. uq.edu.au 03

Role of the Primary purpose of the position Director, The inaugural Director, QDSA will be responsible for the establishment, management, administration and operation of the Alliance, under the strategic advice and guidance of the Queensland Advisory Committee. DST will provide an Associate Director who will work in conjunction with Defence Science and assist the Director to achieve the QDSA objectives. Alliance The Director, QDSA is expected to have demonstrable experience in the defence sector and associated industries. The Director will provide significant leadership with relation to promoting Queensland’s research expertise and infrastructure, building Defence relationships and will seek to drive participation in defence-related projects. In addition, the Director will be expected to perform an advocacy and engagement role for the Alliance both domestically and internationally, establishing QDSA as a recognised world leader in the defence sector. In partnership with the Alliance members, the Director, QDSA is responsible for the successful integration of defence research projects across the participating organisations. This position provides advice to the alliance members on strategic directions and directs a large complex work program that spans the full lifecycle of development, implementation and evaluation in the rapidly changing defence field. The Director will be focused on realising major, multi- dimensional research partnerships, managing them through conception and establishment of the projects. The Director leads a multidisciplinary virtual team of professionals, who manage the collaboration and projects of the Alliance and perform evaluation. The Director achieves the objectives of the QDSA through influence and high level negotiation to secure the engagement and alignment of all stakeholders. The Director ensures the Alliance operations meet the expectation of its members, including overseeing efficient and effective day-to-day operation and financial control. The Director will be required to obtain appropriate Defence security clearance as determined by DST.

Duties

Alliance Management, strategy and business development • Provide leadership and work in consultation with the Associate Director, Alliance members and Government to develop, implement and deliver QDSA objectives, identify benefits, establish governance structure and deliver a program of work for the Alliance. • Co-ordinate and support member universities capabilities to increase collaboration and participation in defence programs and initiatives. uq.edu.au 04

• Develop and maintain strong stakeholder relationships between universities, defence industry and government to grow and integrate Queensland’s capacity and capabilities to deliver against the Commonwealth defence objectives and strategy through activities including: – coordinate and informal networking events in regional and non- regional settings ; – provide workshops and briefings for industry and university opportunities; – co-ordinate attendance and representation at defence industry events; – initiate collaborations with the Australian Defence Science University Network; – develop and administer seed research project funding programs or scholarships with a focus on demonstration of capability relevant to the Commonwealth defence objectives and/or strategy. • Engage with other organisations in Queensland delivering services to support the defence industry to ensure a coordinated approach is achieved. • Evaluate new developments in defence and related areas, and how they impact the activities of the Alliance. Make strategic decisions and vary plans and policies where necessary under the guidance of the Alliance to respond to the changing environment and ensure that the program will deliver the expected benefits. • Develop and implement relevant Business Plans and associated activities, including funding allocations to partners, in an efficient manner. • Identify and pursue opportunities for investment and partnerships, informed by the Alliance strategy, and progress their development. • Formulate and implement a communications plan to raise the profile and reputation of the Alliance locally, nationally and internationally. • Actively contribute to the development of state and national strategy and policy relevant to defence. • Prepare and organise monthly Advisory Committee meetings.

Operational planning and management • Develop an operational plan which incorporates goals and objectives that work towards the strategic direction of the QDSA. • Ensure that the operation of QDSA meets the expectations of its members. • Oversee the efficient and effective day-to-day operation of the QDSA. • Prepare a comprehensive budget for program and approve expenditure within the authority delegated • Provide comprehensive, regular reports on the revenues and expenditure of the QDSA for the governing body of the Alliance. • Develop and maintain effective procedures, systems and reporting mechanisms for activities and outputs. • Foster a work environment that supports a multidisciplinary and geographically dispersed team to work successfully together and with stakeholders. uq.edu.au 05

Program Management • Oversee the planning, implementation and evaluation of the QDSA research programs. • Implement a transparent peer review process for selection of projects for funding that is justifiable to members of the Alliance. • Ensure that the programs contribute to the QDSA goals and reflect the priorities of the Alliance. • Determine the utilisation of the available resources to deliver the work program. Monitor and report progress, ensuring sound financial control. • Monitor the delivery of the funded programs to maintain or improve quality; Determine and establish methodology for evaluation and project management that optimises the successful implementation and conduct of activities. • Negotiate with Alliance members and other stakeholders to ensure that QDSA affiliated work undertaken by members is aligned with the vision and will deliver the benefits expected.

Selection Essential criteria • PhD in a relevant discipline, with a proven record of outstanding contribution to research and recognition as a globally leading authority in that field of expertise. • Outstanding research leadership capability, as evidenced by prior leadership roles and achievements, and experience managing physical, financial and intellectual resources within a research and development domain. • Demonstrated capacity to provide strategic leadership, and experience in positioning and profiling an institute or alliance. • A familiarity with the key national and international defence sector activities. • Extensive experience in developing and leading cross organisational and multi- and trans- disciplinary teams, and implementing new initiatives. • Demonstrated experience in strong and successful engagement with industry, including evidence of well-established networks across industry, government, professional bodies and the wide community, preferably in the defence sector. • Demonstrated ability to influence and negotiate research investment and engagement effectively with senior managers and researchers within and across corporate enterprises, public and private research and funding providers, and peak bodies. • Demonstrated ability to develop rapport and work collaboratively with colleagues and associates across institutions, utilising personal integrity that engenders the trust and confidence of others, and the ability to motivate and inspire them. • Highly developed and flexible interpersonal and communication skills (including diplomacy and resilience), and the confidence to utilise these in a large range of formal and informal settings. • An existing approved Defence Security Clearance or the ability to successfully obtain a Defence Security Clearance is an essential requirement of this position. uq.edu.au 07

Defence The preferred applicant will be required to successfully undergo the security clearance vetting process at a specified clearance level. The preferred applicant must be willing to disclose all Security relevant and required information. Clearance The preferred applicant must have lived in Australia, or have a checkable background, for at least the preceding five years for BASELINE clearances. Depending on the level of security clearance required, successful applicants must provide information on their identity and background for the prescribed period. This may include details about previous employment, education, travel and residences, relatives, contact with officials from other countries, and membership of clubs and associations. The information is forwarded to the Security Vetting Agency (AGSVA). Inquiries are made to verify your identity and to check your background and character. This process takes some time and it is worthwhile staying in touch with the supervisor and recruitment officer while your clearance is being processed.
