1.0 Introduction

There is a program for landspreading activities, which recycles sludge from the wastewater treatment plant on site. An annual nutrient management plan has been developed at Shannonside by external consultants. In 2005 Evergreen Fields Limited removed 2934 tonnes of sludge off site.

2934 tonnes of dried sludge were spread over a 665 hectacre landbank. The total landbank sourced and available to the installation is defined by the total landbank capacity sourced by Evergreen Fields Limited. However it has been acknowledged that effective capacity has been made available for Shannonside’s sludge.

Sludge has been analysed on a bi annual basis with soils tested every 3 years. There is current monthly sludge spreading records for each farm held on file.

Evergreen Fields Ltd provides for the delivery of storage containers (trailers), collection, transportation, storage and spreading of the waste material. The sludge is spread in accordance with REPS and Teagasc guidelines.

Evergreen Fields Ltd have supplied storage facilities for overwintering sludge.

Evergreen Field Ltd have attained the appropriate waste permits in accordance with the Waste Management Acts and subsequent amendments. Copies of the permits are retained on site at Shannonside.

1.0 Executive Summary

Shannonside Milk Products Limited were required as part an IPPC application to carry out a noise survey at the installation boundaries and at the nearest noise sensitive locations. AXIS environmental services were commissioned to carry out the survey after proposal acknowledgment. The noise survey has been carried out during peak production at the installation to capture maximum noise emissions. This noise survey was carried out in accordance with requirements outlined by the agency for noise monitoring and reporting.

Six Boundary monitoring points and 2 noise sensitive locations were assessed for broadband and 1/3 octave spectrum analysis around the facility. Equipment that was isolated as the major producers of noise was also monitored at 1 metre distances to determine actual noise levels and tonal noise produced.

All operations continued as normal during each of the monitoring periods.

2.0 Introduction

As part of an IPPC application at Shannonside Milk Products Limited, noise monitoring was carried out at a number of boundary and noise sensitive locations in the vicinity of the installation.

The noise levels have been assessed against conditions generally set out in IPPC Licences. The following conditions have been obtained from a current licence for an industry covered under the same activity:

Condition:

Noise from the activities shall not give rise to sound pressure levels (Leq, 15min) measured at the specified noise sensitive locations which exceed the limit value(s) by more than 2 dB(A).

Condition:

Activities on-site shall not give rise to noise levels off-site, at noise sensitive locations which exceed the following sound pressure limits (Leq, 15 minute) subject to Condition “x” of the licence:

Daytime 55 dB(A) 0800 hrs to 2200 hrs Night-time 45 dB(A) 2200 hrs to 0800 hrs

There shall be no clearly audible tonal component or impulsive component in the noise emission from the activity at any noise sensitive location.

The licensee shall carry out a noise survey of the site operations annually. The licensee shall consult with the Agency on the timing, nature and extent of the survey and shall develop a survey programme to the satisfaction of the Agency. The survey programme shall be submitted to the Agency in writing at least one month before the survey is to be carried out. A record of the survey results shall be available for inspection by any authorized persons of the Agency, at all reasonable times and a summary report of this report of this record shall be included as part of the AER. 3.0 Methods

Monitoring was carried out in strict accordance with ISO 1996 Parts 1 – 3, Description and Measurement of Environmental Noise. Reference was also made to the EPA guidance for carrying out an environmental noise survey.

Weather conditions were ideal for noise monitoring. Temperatures were in the range of 20 - 24 degrees Celcius, wind speeds were <1 m/s. All roads and surfaces were dry during the period.

The noise survey was carried out with the following instrumentation:

• Cirrus Integrating Averaging Sound Level Meter CR:831A • Cirrus Calibrator • Windshield • Cirrus Software Version 3 • FM Master Software for tonal component analysis

4.0 Monitoring Locations

4.1 N1 Southern Boundary of Shannonside

This monitoring point was located between Shannonside and the N5, main Dublin Westport road. Noise from operations at Shannonside were audible at this point, however there was significant interference from continuous traffic movements on the N5 and also construction operations taking place on site (new drier – located approximately 40 metres from the monitoring point).

The daytime noise level recorded at this monitoring point was 64 dB(A). This point was subject to heavy interference from the N5 during the survey. A traffic count indicated that 42 cars and 16 HGV passed the monitoring point during the survey. Of this 2 cars and 6 HGV were associated with activities at Shannonside.

There was no tonal noise determined during the survey at this point. Impulsive noise was audible but was due to construction activities on both Shannonside’s property and the new business development adjacent.

4.2 N2 Eastern Boundary

The daytime noise level was determined at 70 dB(A). The monitoring point was located adjacent to the refrigeration unit, weighbridge and wash bay area for trucks. There was some background noise audible from traffic movements on the N5, located approximately 70 m from the monitoring point.

There was no tonal noise determined at this point.

4.3 N3 Sludge Storage Area

This monitoring point was located at the sludge bay in the waste water treatment plant, along the eastern boundary of the site. The main source of noise at this point was from aeration tanks and background noise from facility operations. The noise level recorded at this point during daytime was 58 dB(A). The background noise level was determined at L90 was 56 dB(A). For inspection purposes only. dB(A) over the proceeding band recording.

4.4 N4 Northern Boundary

This monitoring point was located on the northern boundary between Shannonside and the nearest residential development. The noise level determined at this point was 59 dB(A) during daytime activities.

There was no tonal noise determined at this point.

4.5 N5 Western Boundary

This monitoring point was located on the western boundary of the site in close proximity to the DAF unit at the wastewater treatment plant. The noise level determined at this point was 60 dB(A), directly attributed to aeration pumps and the DAF unit itself. There was no tonal noise determined at this point.

4.6 N6 On site entrance to WWTP

This monitoring point was located at the entrance to the wastewater treatment plant. The main sources of noise were from on site activities and HGV movements in the vicinity. The noise level determined at this point during day survey was 71 dB(A).

4.7 NSL 1 – NSL 3

An environmental noise survey was carried out in August 2005 as part of planning permission for the site to erect the new drier. This survey carried out 24 hour/ 30 minute sampling periods at what was considered the 2 nearest noise sensitive locations.

A copy of the relevant sections of this report has been attached to the appendix of this survey.

11.0 Conclusions

Shannonside was determined not to have any significant impact on the nearest sensitive receptors as regards noise emissions. There were very little tonal noise sources determined on site from the 1/3rd octave band analysis survey of equipment and at boundary locations. All locations where noise measurements were taken during the survey have been outlined in the maps developed for the IPPC application.

Noise levels at the noise sensitive locations were within the requirements typically applied by the EPA in an IPPC licence of 55 for day time and 45 dB(A) for night.
