Planirane aktivnosti i ciljevi Plana razvoja šuma za šumsko područje Pljevlja Prema Nacionalnoj šumarskoj politici upravljanja šumom i šumskim zemljištem (2008), planiranje se vrši na četiri teritorijalna nivoa, od kojih je jedan šumsko područje (opština) za koje se izrađuje plan razvoja šuma. Plan razvoja šuma je planski dokument čiji je sadržaj i način donošenja propisan čl.13 ZOŠ ( Sl.list 74/10 i 47/15). Plan razvoja šuma predstavlja novi planski dokument, koji po funkciji zamjenjuje opštu osnovu gazdovanja šumama. U sistemu planiranja, plan razvoja šuma je veza između strategije razvoja šumarstva i programa gazdovanja šumama za gazdinsku jedinicu. Strategijom se utvrđuju ciljevi i smjernice za razvoj šuma i šumarstva u skladu sa nacionalnom politikom na nivou države, a planom razvoja šuma bliže se razrađuju za šumsko područje. Šumsko područje Pljevlja obuhvata sve šume na teritoriji opštine Pljevalja, bez obzira na vlasništvo. Raniji planski dokument na nivou područja bila je opšta šumskoprivredna osnova. Za šume opštine Pljevlja, koje su zajedno sa šumama opštine Žabljak, činile Pljevaljsko- Žabljačko šumskoprivredno područje, rađene su tri opšte šumskoprivredne osnove za periode: 1972 – 1981, 1989 – 1998. i 1999-2008. godina. Opština Pljevlja se nalazi u planinskom pojasu krajnjeg sjevernog dijela Crne Gore. Prostirući se u pravcu sjeverozapad-jugoistok (dužine oko 60 km, širine oko 25 km vazdušne linije), zahvata površinu od 1346 km², što čini 10 % od ukupne teritorije Crne Gore. Opština se nalazi između 43°04´ i 43°33´ sjeverne geografske širine, odnosno između 18°55´ i 19°34´ istočne geografske dužine, prosječne nadmorske visine između 1000 i 1200 m. Pripada području visokih planina među kojima dominiraju Ljubišnja 2238 mnv, Obzir 1869 m, Bunetina 1838 mnv, Buren 1805 m, Lisac 1769 m, Stožer 1577 mnv, Ravna Gora 1554 mnv, Crni vrh 1540 mnv, Kovač 1532 mnv. Najviša tačka opštine je vrh Dernečište na Ljubišnji 2238 m, dok se najniža tačka nalazi u severozapadnom

    BIRN – Balkan Insight Disappointed Serbs Sell Up And Go 23 06 2006 Angry over the referendum result and fearful for the future, many Serbs are emigrating to central Serbia. By Bojana Stanisic in Pljevlja (Balkan Insight, 23 June 06) The villagers of Seoce, near Andrijevica, in northern Montenegro, are angry. The reason is the outcome of the May 21 referendum on independence, which Montenegrin separatists won by a large margin. Such is the indignation in Seoce, which voted "en masse" against sovereignty, that many locals have decided to sell up and emigrate to Sumadija, in central Serbia. They plan to move the whole village over the border and rename their new home Seoce. Villagers have made it clear that if any one buyer is interested in buying up the entire village, they would offer a substantial discount of up to 15 per cent. One would-be ex-Montenegrin is Stanoje Stijovic. "As soon as I sell my property I will move to Serbia," he said. "We plan to buy a whole village in Serbia and rename it Seoce out of love for our native land." The villagers protest that their departure is not a sign of indifference to the place many were born in, and in which many invested all their savings. "I invested my entire capital in my native village," said Vujica Mitrovic, who came all the way from Denmark, where he works, to vote in the referendum. "But I am deeply disappointed with the result, which is why I have decided to sell my whole estate - three houses in Andrijevica, a house in Seoce, another in Sutomore on the Adriatic coast and a country home in the Balja Mountain." Thirty-five villagers from Beranselo, near the town Berani in the north of Montenegro, have also put up their land and houses for sale, hoping for Albanian buyers.

Takode, potpuno je neprihvatljivo da se gradanima Pljevalja tokom trajanja javne rClsprave IlskrClti mogllcnost da SCl7nCljU gelje Sf' plClniraju rudarske aktivnosti i otvaranje novih kopoVGl, jer to maze imati veliki uticaj na njihove zivote, narocito zbog mogucih iseljenja. • Nacrt izmjena i dopuna Prostorno urbanistickog plana Pljevalja je nepotpun dokument, buduci da ne sadrii nijedan podatak koji pokazuje stanje istrazenih rezervi i njihovu ekonomsku isplativost. Predlozenim Nacrtom izmjena i dopuna Prostorno urbanistickog plana Pljevalja je predvideno da ce buduca eksploatadja uglja biti na lezistima Kalusici, Grevo, Rabitlje i Komini, kao dijela Pljevaljskog ugljenog basena, zatim na prostoru Ljuce-Sumanski basen u dijelu koji nije bio zahvacen dosadasnjom rudarskom aktivnoscu, te na prostoru lezista uglja Glisnica.

This document comprises the following areas: health care, social protection and pension disability insurance, field of education, professional training and employment, accessibility, culture, sport and recreation, as well as the field related to the position of disabled people’s organizations in civil society. The Strategy envisages measures and activities to be undertaken during the aforementioned period, in order to make the position of persons with disability in Montenegro in accordance with the European standards and standards prescribed by the UN Convention on rights of person with disabilities. The Government of Montenegro in 2008. also adopted the Action plan I for 2008. and 2009., which defines priority activities to be implemented in all the above stated fields, while in 2010. it adopted the Action plan II for 2010. and 2011. Also, since 2009. the Government of Montenegro each year has adopted annual reports on realization of measures envisaged for the previous year. In creation of the Report on implementation of the Strategy for integration of persons with disabilities for 2010., also participated an inter-sectoral comprising of, besides representatives of relevant ministries, representatives of NGO dealing with disabled people issues. In this way it was fulfilled a necessity to integrate issues related to disabilities in all sectors, as well as to make direct participation of end beneficiaries, in creation of the policy, while making the strategy and Action plans, and also in monitoring of defined measures and activities.

It is our intention to shed light on the topic of Sandžak; to encourage public debate, i.e. namely to map, inscribe and unveil the Sandžak region on the map of the Western Balkans, and especially of Serbia, Montenegro, Bosnia and Herzegovina and Kosovo; to identify current issues and chart path to the future; to examine whether this could be the "common European future"; and to elaborate the importance of normalization of life in the Western Balkans and mutual relations between the peoples and countries in this region, and thus the normalization of regional cooperation.

    Dear Mr Kopač, Montenegro has recently reported its 2020 operating data to the European Environment Agency as required under the Energy Community Treaty.1 The data shows that the Pljevlja coal plant operated 7,194 hours in 2020. Thus, combined with the operating hours for 2018 and 2019, which amounted to 13,809 hours in total, this brings the plant well beyond the 20,000 hours allowed under its opt-out regime under Decision 2016/19/MC-EnC of the Ministerial Council and into non-compliance with the Energy Community Treaty. We understand that the new Montenegrin government was effectively presented with a fait accompli when it took office at the end of the last year,2 but we do not consider this a sufficient reason for failing to take action to close the plant, particularly given its current level of air pollution. As the Health and Environment Alliance (HEAL) recently reiterated, the plant’s 2016 emissions caused up to 133 premature deaths, 285 cases of bronchitis in children, 2,894 asthma symptom days in asthmatic children, and other health impacts costing up to EUR 3.03 million over the year. 3 In addition to the plant’s health impacts, its continued operation represents a problematic example for other opted-out plants in the region, namely: ● Tuzla 3, Tuzla 4 and Kakanj 5 in Bosnia and Herzegovina ● Morava, Kolubara A А3 (boiler 1), Kolubara A А3 (boilers 3,4,5), and Kolubara А5 in Serbia.4 Thus we underline the need for prompt action by the Secretariat to open a case against Montenegro for failure to comply with the Large Combustion Plants Directive, not only to speed up the resolution of the issue within Montenegro, but also to send a strong signal to Bosnia and Herzegovina and Serbia that exceeding opt-out hours cannot be tolerated.
