MINUTES OF THE 225TH ANNUAL CONVENTION OF THE EPISCOPAL DIOCESE OF CONNECTICUT Friday, October 23, 2009- Saturday, October 24, 2009 Christ Chruch Cathedral Hartford, Connecticut In accordance with the Constitution of the Episcopal Diocese of Connecticut, the Two Hundred and Twenty-fifth Annual Convention of the Diocese was held on Friday, October 23 and Saturday, October 24, 2009, in a place designated by the Bishop with the consent of the Diocesan Executive Council, viz, Christ Church Cathedral, Hartford, Connecticut. Registration was held at 960 Main Street beginning at 9am on Friday. A forum to meet the Standing Committee candidates was held in the Cathedral at 9:30am. It was followed at 10am by a Question and Answer Session about the Diocesan Budget. At 11:07am, the Convention was called to order by the Rt. Rev. Andrew D. Smith, Bishop of Connecticut. He welcomed Convention to Hartford, and introduced the Very Rev. Mark Pendleton, Dean of Christ Church Cathedral, who offered his greetings and welcome. The Rev. Janet Waggoner, Rector of St. Paul’s, Huntington, convener of the Bishop’s Convocation for Prayer and Convention Chaplain, offered opening devotions. The Bishop reminded the Convention of our custom to use baptized names when addressing and announcing persons during Convention. He announcemed that campaign buttons are prohibited and all electronic devices, including cell phones, computers and pagers, are not to be used in any of the Cathedral buildings during Convention. Bishop Smith then introduced those seated in the Chancel of the Cathedral, including the Rev. Eleanor Applewhite Terry, Secretary of Convention, Canon Jack Spaeth, Canon for Stewardship and Administration, and the Rev. Deacon Marjorie Roccoberton, Canon to the Ordinary. Mr. Lynn Brooks, Treasurer, and Chancellor Bradford Babbitt were to join the Convention later in the afternoon due to a funeral in their parish that morning. The Bishop invited the Rev. Linda Spiers, President of the Standing Committee, to present the certification of the roll of the clergy. The Rev. Spiers is in the second of two years serving as President of the Standing Committee, having assumed the presidency of the Rev. Laura Ahrens, who resigned from the Standing Committee after she was elected bishop suffragan.

Report of Credentials The Bishop and Clerical Members of the Standing committee, in accordance with Canon XIII, at a meeting on 22 October 2009 prepared a roll of clergy canonically resident in the diocese and entitled to a seat and vote at the annual convention on October 23 & 24, 2009. The roll is submitted herewith: • Bishops 7 • Presbyters 307 • Deacons 51 • Total 365 In addition to the above clergy there is 1 bishop, 99 presbyters and 7 deacons canonically resident in the diocese who are not entitled to a seat and vote by reason of not complying with Article IV of the Constitution. The Bishop introduced Ms. Daphne Wilcox, Secretary of the Standing Committee, to certify the roll of lay delegates to this Convention . He thanked her for her five years of service on the Standing Committee, and noted that her term will end with this Convention. Ms. Wilcox presented the credentials for the lay order as follows: The Secretary of the Diocese and the lay members of the Standing Committee in accordance with Canon XIII, at a meeting on 22 October, 2009, examined the list of Lay Delegates to the Convention and report as follows: We have carefully examined the certificates of election and have verified the names of all delegates and substitutes properly attested and the roll is submitted herewith 248 qualified lay delegates. In addition, there are 11 lay members of the Executive Council, 3 lay members of the Standing Committee, 5 lay deputy members to the General Convention, and 5 elected lay Deans and Sub- deans who are ex-officio members of the Convention with voice and vote. The Bishop reminded Convention that all votes are made by a show of hands, to assist the Chair in determining vote, but also to accommodate those who are hearing impaired. The Rev. Eleanor Applewhite Terry was nominated Secretary of Convention. The motion was seconded, and she was elected to her third full term. The Bishop appointed the following persons to serve as assistant secretaries for this Convention: Ms. June Aziz (Christ Church Cathedral), the Rev. Michel Belt (St. James, New London), the Rev. Dexter Cheney (retired), the Rev. Deacon Agnes Johnson (Good Shepherd, Orange), the Rev. Robert Stocksdale (St. Andrew’s, Meriden), and the Rev. Amy Welin (Christ Church, Ansonia). Tellers were also appointed by the Bishop. Clergy tellers: the Revs. Jane White-Hassler (Head Clergy Teller), Michel Belt, Bob Stocksdale, and Amy Welin. Lay Tellers: Mr. Robert Kissell (Head Lay Teller), Stephen Cobb, David Cribbins, and Denise Holl. They will be assisted by Canons Roccoberton and Spaeth and Chancellor Babbitt. Emily Perow, Director of Youth Ministry, introduced the members of the Youth Council who will serve as ushers, runners and greeters throughout this Convention. The Rev. Thomas Furrer (Trinity, Tarriffville), Chair of the Nominations Committee, presented the appointments to various committee, comissions and trustees as listed below. He moved the appointments and all were ratified by show of hands.

The Bishop asked that the Bishop and Diocesan Executive Council (BDEC) be given authority to fill any vacancies that might occur between Conventions. The motion was seconded and adopted. Secretary of Convention Eleanor Applewhite Terry reminded Convention of the seating arrangements, particularly that non-delegates are to sit in the designated side sections of the balcony. The exceptions are canonically resident priests-in-charge who are ineligible to vote, non- canonically resident interim and non-canonically resident assistant clergy who are invited to sit with their parish delegations, but not vote. Also those for whom sitting in the balcony would pose a physically challenge are invited to sit on the Convention floor. Those delegates seated in sections other than those designated for voting delegates will not have their votes counted. Authorization to print or copy materials or to secure caucus rooms is required from either the Secretary of Convention or Canon Jack Spaeth. She asked that there be no distribution or placement of any written material in the vendor or registration area without her prior approval. If necessary, the Resolutions Committee will meet at the foot of the chancel steps when Convention recesses later this afternoon. The Committee on the Bishop’s Address will meet in the Library after Evensong, if necessary. Standing Committee ballots were distributed during Registration and will be collected between noon-1pm. Ballot boxes will be located in the narthex of the Cathedral and in the registration area. Secretary Terry called delegates attention to the letter in the registration packets from the Rev. Linda Spiers, Pres. of the Standing Committee, regarding the Bishop’s Election tomorrow. The letter is reprinted below. The Daughters of the King are holding a prayer vigil throughout Convention in the Cathedral’s Nativity Chapel, just to the left of the nave. Any who wish to avail themselves of this sacred space and quiet prayer are welcome to join them. Parking stamps for the MAT garage are located in the baptistry, at registration and in the Cathedral House main office. Canon Roccoberton and Archdeacon Donal Richey introduced those new to our Diocese since the last Convention: Transtional Deacons ordained on June 13, 2009: the Rev. Paul Jacobson, the Rev. Secretary Terry reminded Convention of the Special Order of the Day adopted in May of 1983: “Anyone moving the adoption of a resolution may speak to it for up to five minutes. Any subsequent speakers pro or con will be limited to two minutes each. No one may speak a second time to the same resolution until all others wishing to speak have done so.” She added that anyone addressing the convention must do so from a floor microphone. There are two floor microphones, one for pro comments, one for con, moderated by an Assistant Secretary. No parliamentary motions will be honored unless the delegate is at the floor microphone. It is acceptable to permit seconds from the seats, without moving to a floor microphone, and likewise a call for a “point of order” may be made from the seats as well. Only properly registered delegates may speak to a resolution or report on any matter unless they have permission of the chair and a 2/3rds vote of the Convention to speak. Regarding the Standing Committee election, to be held today, the Secretary of Convention noted there is one member in each order to be elected at this convetion. There are three clergy and two lay candidates. Ballots, distributed at registration, will be collected between noon and 1pm today. Please do not fold the ballots. The candidate in each order receiving the highest number of votes, provided it is a majority of the votes cast on the first ballot, will be elected to a five year term. If no candidate receives a majority or if there is a tie in one or both orders on the first ballot, a second ballot will be distributed. On the second ballot, the candidate with the highest number of votes will be elected. The Rev. Nancy Cox, of the Resolutions Committee, stated that there are no late resolutions to be introduced as new business to this Convention.

Bishop’s Address The Rt. Rev. Drew Smith

As I prepared for this convention address, the eleventh that I have given, my mind is filled with thoughts of our life together over these almost fourteen years, of things done, and things that didn’t get done. Most of all I’ve been thinking of the holy privilege of relationships in Christ Jesus that are such a part of this ministry and have been such a gift to me at all times and in all places. To serve the church as the Bishop of Connecticut is a blessing beyond measure.

I went back and read the very first address that I gave here in October, 1999, just two weeks after Bishop Coleridge had passed the Diocesan Crosier over to me. In that address, I did name three general concentrations for our shared Christian life as a diocese, which were mission, stewardship, and youth. In the time of our service together in the years since, those three focuses have remained a constant.

Mission, it is so very clear in scripture that the church is called together by God, formed by the word and empowered by the spirit, not for its own sake, or even for the sake of its members, but to carry forward, expand, and work to fulfill the mission of Jesus. And that mission includes, evangelism and actions of social justice. It includes publicly identifying ourselves as belonging to God in Christ Jesus, and in public, inviting others into new life in Christ. It includes bringing divine wisdom, purpose, and mercy into civil discourse and public policy.

And underneath that shared ministry over this past decade, we’ve begun to turn around and face more outward and actually step outward, out to others with new joy and confidence. On visitations, I see a remarkable difference among parishes. To worship and visit in parishes that get it, about mission, that are coming to understand the centrality of mission to others is very different with visiting parishes that are concerned primarily, or only, with their own internal existence and survival.

More and more, I trust, we are learning that our parishes are not here for us. They are here for the glory of God, and the sake of our neighbor.

Stewardship. Here’s a tougher nut to crack. There is so much of the Gospel that we hear and believe. But one side of it we don’t believe, or don’t take in, is the deep truth that we, you and I, are tenants in God’s creation, and the riches we have, and we do have riches, are gifts of God’s love, which God has claim on. The most popular of the three so-called Jack and Drew shows, the one we are asked to do in parishes most often, is titled “Billable Stewardship: Or, How I Learned to Love the Tithe.” It is pure joy to watch parishioners begin to get it as we talk of Jesus like a teaching and the blessing of choosing to make Jesus like a teaching a pattern of our own. And the exclamation point comes, when, at the end of the evening, Jack goes to a newsprint board and shows what the difference in parish mission would be, if all of the households were tithing. It is a show stopper. Invite us over. But to move, step-by-step, towards tithing—the assumption of giving in the Old Testament and the practice of giving in Jesus’ day—and to move beyond tithing—a pattern of the

New Testament—would be to unleash among us faith and works so powerful that we can hardly imagine them.

Youth, not to church of tomorrow, but a vital part of the church today, to include youth regularly in parish worship and in parish leadership, is to say to our youth, “Yes, we are all baptized into the one spirit together, and you are first class citizens of God’s realm. Yes, we all go to church school, no matter how old we are. Yes, we all have a place here, and yours is not the basement.”

Commitment to mission and ministry with youth, not only in primary, middle, and high school grades, but beyond into college and young adulthood. Together we’ve made commitments in our mission and our budget over the past decade to these ministries and chaplaincies. Again, to say that it is such a joy as bishop to worship in parishes that get it, where youth, from infants to young workers and college students and young adults, are not just welcomed, but are treasured members of the congregation. Where they, the youth, know, they have a special place, which visitors to the parish can tell in a moment.

It is interesting too, how there have been new challenges for each of these three arenas in the past ten years. To revisit them, mission, we know it is local. And now we know far better, I think, that it is local. We have deepened our companion relationship with the Diocese of Columbia, the renewal of which we will decide in this convention, through work, mission trips, and mutual episcopal visits, and prayers offered in our parishes, along with offerings and friendships, and with more of us dusting off, or learning Spanish for the first time. There is our historic link, through Bishop Seabury, with the Diocese of Aberdeen in Scotland. We now have diocesan and parish ties with so many overseas parishes, dioceses, and provinces—in Mozambique, Nigeria, the Democratic Republic of Congo, Haiti, Kenya, Ecuador, and Tanzania, just to name a few. And in response to that growing reality of interconnectedness, several years ago, our Diocesan Companion Committee, renamed itself the Companions, plural, in Mission Committee, and devotes itself to promoting parochial and diocesan mission connections throughout the world. And I ask you, and consider your parish, has your parish linked overseas yet?

Stewardship has also evolved and become new for us in ways over these past years. The decade past has seen an enormous awakening to the reality of the gift of this earth and the universe we live in, because of the measurable effects of the warming of the earth and the shifting climate throughout the world. There has long been a small band of folks calling us to be stewards of creation, but now we are beginning to understand that. Stewardship is so much more than how we use personal wealth. It’s how we care for all of creation. From such small steps as discontinuing the use of disposable water bottles and paper cups to, as some parishes are doing, participating in tomorrow’s international day of climate action, which seeks globally to bring the earth’s carbon dioxide level back down to 350 parts per million, our call to be stewards, as our call to be missioners, carries greater responsibilities and opportunities than we thought even a decade ago.

And youth, here too, there is a new frontier, electronic communication is the norm among young folk. And the doesn’t mean newsletters, or even webpages and email, those are media for older generations. , YouTube, , these are just a few new creations I’ve been learning about, through which youth and young adults not only communicate, but meet and form virtual community. Old patterns of Gospel communication we’ve use for years just won’t work. It may not be a young adult’s expectation that he or she should travel and spend two hours in church on Sundays. So, here’s the challenge, how do we bring the Gospel message and the invitation into virtual communities online? How can we bring Christ into the electronic conversation? This is a new frontier, and thank God there are members of our diocese engaged in these media and who are concerned with carrying the message. So, stay tuned. No, that’s old speak, maybe we should be saying, “friend me.” I don’t have a Facebook page, yet. 40

The Anglican Communion. Across the world, we are in the midst of the richest debate ever about our fellowship in the Anglican Communion: what it is, what it isn’t, who’s in, should we regulate our life, and what’s our future? Our Anglican Communion, and the Episcopal Church as a constituent member, is a living, breathing fellowship of area provinces from around the globe who share a Christian tradition of mission. And that fellowship has become newly alive with engagement, especially as some of the provinces, ours included, have recognized, welcomed, and ordained persons who are gay and lesbian, including persons living in committed partnerships, civil unions, or, as is the case in the State of Connecticut, same-sex marriages. In the course of private statements, personal conversations, and debates, and lately the formation of a right-wing movement in the United States which would have us displaced from the Anglican Communion in favor of themselves. The life and mission of the Communion has been challenged, and I believe, has been enriched and enlightened. While some concentrate on institutional questions—are we in communion with you or not? Can we create a way to discipline each other? Can we remove a province? Will we have two tiers of membership?—others have reached out to empower the mission of Christ in so many ways. Earlier I listed some the overseas mission connections which our diocese and our parishes are engaged. A number of those are in parishes, schools, or dioceses where, formally, we have been strangers. And here are just a couple of examples.

Last August, I was privileged to represent this diocese and the Episcopal Church in the enthronement of the Archbishop in the Anglican Province of the Congo. Just recently, the Berkeley Divinity School has been invited to join with Duke and Virginia Theological Seminaries to send resources and teachers to theological seminaries in the Sudan. Several of our clergy have served, or are preparing to serve, as missionaries overseas, and more parishes are embarking on mission trips. There is a growing reality across the Communion of a companionship in Christ’s mission, which transcends the particular debate of the particular day. The Anglican Communion is a treasure, a complex treasure, and I so strongly believe that it is a gift to the world for peace, for development, and for the gospel.

I think that within our diocese, it is time for us to shed time-worn assumptions about the world we live in and practices within the church. The days when everyone went to church—those days were never really here—but what we think of as those days are long gone. We have greeters at our doors but few people to greet. Church schools, parish schools in the same ways that they did fifty years ago, but with a fraction of the participants. Membership, by and large, is not growing. Our youth, contrary to our myth, don’t come back when they grow up, get married, and have children. Justices of the Peace perform far more weddings than clergy. We’ve become grayer and grayer. Our place in society is no longer assured, nor is it seen as essential or important. In fact, when the church is in the public eye, often it is because of bad news. But it’s time to recognize that we have to rise up from former attitudes and perspectives and ways of our lives if we are truly to be a blessing for God and our neighbor in this day. There are many parishes clinging to old ways, unable or unwilling to re-form. Can we get creative, innovative, even scrappy, to step out of the old into a new day? Can we shed the trappings of our cherished possessions and customs and become more like the disciples, like the primitive church, sent by Jesus out into the public on the go.

And can we, as the diocese, create, recognize, and embrace new forming congregations—and there are new forming congregations—that may not fit in old molds, and nurture them without requiring that they fulfill our expectations of 1950’s church life? Will we support mission over the long term, planting seeds—say in college communities or in ethnic or cultural communities which differ markedly from “Anglo”—and support those missions, even when they do not pay off, as we might have expected in a model from the last century. The reality is that the world is changing while we tend to life in the past that just isn’t anymore. Can we have the courage to name Jesus and do his mission as our identifying mark, rather than just claiming that we are warm and friendly? How can 41 we together really get to the roots as disciples on the road with Jesus, not for the sake of our survival, but for the sake of the Gospel? I see all this, as a challenge before us, especially for the next chapter for us and our next bishop.

Pastoral blessings. The General Convention last summer passed resolution #C056, which provided for pastoral generosity in those dioceses whose civil jurisdictions have made same-sex marriage legal. The bishops in the six states where same-sex marriage is now a matter of law, we have been in regular conversations since then about the implications and the limitations of “pastoral generosity.” The Bishop’s agree, the resolution does not give canonical permission for clergy of this church to officiate in same-sex weddings.

What then, does it mean for Connecticut? To answer that, I have asked the Standing Committee, as the bishop’s council for advice, to consider what this resolution might mean for us, and the Standing Committee has met once with the three bishops to discuss the question. After that, the bishops have drafted proposals for policies for our diocese, which we plan to share with the Standing Committee for further discussion. Because we will have a new diocesan bishop soon, it seems best for me not promulgate new policies during this episcopacy, but rather to share that what I outlined at the last convention to continue, that pastoral blessing may be offered by clergy whose parishes have considered the question of pastoral blessing of same sex marriages and whose vestries have signified to the bishop their support of these blessings.

Diocesan Staff. Publicly today, I want to thank our whole diocesan staff, many of whom have served us in this diocese for many years. Many are here with us this weekend, many in yellow shirts. In their work and ministry, our staff are committed to the mission that God has given us to do, and often in complex and difficult situations. They seek to serve our parishes, our members, and of course, our mission. Each person brings gifts, perspectives, and energy, which all fit together for our common life and mission, and I want you to know of my tremendous joy to serve as bishop with these, my sisters and brothers. I thank you, our staff, for your love of God, and your support of our life and work as a diocese. But there is one person I will single out today, whose has served as the executive secretary for me for most of the time that I have served as bishop, Julie Burnap.

She has been a constant, gentle companion and mentor in ministry over ten years. In addition to her staff assignments, which she executes with utter competence and grace, for a decade she has managed my schedule, listened to musings, from time to time offered valuable insights and perspectives, suggested timely attention to tasks undone. Julie has also been a valued companion and support to many staff members of our diocese, and though she prefers to remain quiet and in the background, this is a time for me to say to Julie, here in public, thank you, thank you, thank you a million times for all you have done.

A word, or three, about our diocesan budget for 2010. We are a cash diocese, unlike many other dioceses, our endowment contributes only about 6% of our mission and ministry. As we drew a budget for the new year, we already knew that our income goal for 2009 would not be met by parish giving, and several conversations indicated that the same would be true 2010. So, there are several consequences. While on one hand we celebrate mission, the budget we will consider today severely cuts several central areas of mission and reduces several mission positions. The next bishop will not have the modest funds for mission initiatives that have provided to this bishop. We will not fill several open staff positions. Rather than cutting staff members, we have chosen rather, to dip into reserves and also to reduce the salary of every diocesan employee for 2010. This is the first time in this episcopate where we have had to present a budget that cuts mission. The very areas where we have increased our work, we will have chopped in 2010. Thankfully, there is a group from the Bishop and Diocesan Executive Council, who have offered to work to find ways to increase our budget. And even if these difficult economic times I do ask every delegate and cleric to support 42 efforts in our parishes back home to maintain and restore each parish’s 12.5% apportionment for our bishops and our diocese.

Well, this is a time of transition for all of us. I intend to retire from serving as your bishop at the end of January, 2010. Many have asked, “what will you do, what plans do you have, I hope you will take some time for yourself?” Well, I have lots of ideas and proposals, some in the church, some outside it. Recently, at a meeting of the Bishop and Diocesan Executive Council, we read in our Bible study one of my favorite sections of scripture, the second chapter of the Epistle to the Philippians. The chapter contains the passage in which St. Paul talks about emptying and how Jesus not only emptied himself of the quality of God to be born human, but also emptied himself even further, taking the form of a servant or a slave. He writes how we, likewise, should empty ourselves of our own place and ambitions so that God can fill us and work through us. So, as we considered this passage in little group, one member leaned forward and said, “So Drew, how will you empty yourself for Christ in this next chapter in your life?”

There it was, the word of the Lord. I hadn’t been thinking of retirement in quite that vein, but thanks be to God for the word. So, I’m preparing to make room for God in new ways in my next life chapter. I’m eager to see what God will bring. And that is my prayer and hope for the Episcopal Diocese of Connecticut. That the diocese empty ourselves of all the things that tie us up and keep us where we are, and hold us back from God and God’s mission entrusted into our hands. And having emptied ourselves, of our own ambitions, that we prepare ourselves, make ourselves more ready and more eager for what God brings for the next life chapter of this great diocese. Let the same mind be in you that was in Christ Jesus, who, though he was in the form of God, didn’t count equality with God as something to be exploited, or grasped, or held on to, but he emptied himself, taking the form of a slave, being born in human likeness. And found in human form, he humbled himself and became obedient to the point of death, death on the cross. Therefore, my beloved, let this same mind be in you that was in Christ Jesus. Work out your own salvation, with fear and trembling, for it is God who is at work in you, and in you, enabling you both to will and work for God’s pleasure.

It has been a privilege beyond all measure to serve as your bishop. Thank you each and all and everyone for who you are, how you pray, and where you serve. With both hands, praise the Lord. Thanks be to God.

They were presented books of photographs of their years “running the race.” Parishes which raised $1000 or more for the race were recognized including: Grace Church, Hartford; St. James, W. Hartford; St. Peter’s, South Windor; St. Mark’s, Mystic, and Trinity, Newtown. This year’s winner of the “Big Trophy” is Christ Church, Roxbury for being the top parish sponsor. Next year’s race will be on May 15, 2010 in West Hartford center. June Aziz and Jean Handler, director of Camp Washington, spoke about the Hastings Open, a golf tournament which rasies money each year in support of Camp Washington. Over $20,000 has been raised for the camp. St. Paul’s, Windham received a plaque in recognition for their continued support. Treasurer Lynn Brooks presented the Treasurer’s Report- giving a brief summary of his written report contained in the 2009 Reports to the Annual Convention packet (see below). It was moved and seconded to accept the Treasurer’s Report and Financial Statements as received. Motion passed. A second motion was made and seconded to accept all the Reports distributed in the packet by title. Motion passed. The 2nd ballot results of the Standing Committee election in the Clerical Order were announced. The Rev. Nancy Cox was elected with 184 votes. The Rev. Gregory Welin received 156 votes and the Rev. Andrew Zemin, 42 votes. The Bishop extended his thanks to all who stood for election.

For IRS tax purposes, The Personnel Policy Committee recommends that parishes adopt this method of business travel and professional expense and that the parish provides an adequate budget amount to accommodate for this documented expense reimbursement. The committee does not recommend a flat allowance. Mileage rate adjustments will be announced as amended. ! The Continuing Education amount for 2010 is $1,000.00 for continuing education and for a contribution toward the expense of the annual clergy conference. It is not intended as cash compensation but as an offset to actual educational/conference expense. A week of continuing education time away from the parish is an integral part of this allowance.

# The Deacons/Priests first full year rate is for the first year following ordination to the Transitional Diaconate. Beyond that first year, use the rate under the category of full time assistant or Priest in Charge as appropriate. • From date of Ordination to the Diaconate: Rather than prorating the increase for the exact date of ordination, it is recommended that the incremental step be paid as of January 1st for the entire calendar year. The incremental step applies to Assistants and Priest in Charge. Merit Increases: There is no recommended policy for merit increases. However, consideration for equity and merit adjustments is encouraged for added job responsibilities and recognition for work well done beyond the expectations outlined in letters of agreement. Explanation: As directed by the vote of the annual Convention, The Executive Council has provided a minimum base for clergy compensation for many years. The annual increment for ordination and the Cost of Living Adjustment (COLA) is established by this action and becomes the base for both clergy and lay compensation in parishes. Periodic parity adjustments are made as well. Requirements to implement: The action of the 225th convention sets this schedule as the standard for all parishes. There is no extra cost other than the effect of the compensation placement at each parish unit and the compliance discussions between parishes and the Bishop’s office that periodically take place. The funding of those latter interventions is within the confines of the annual operating budget of the diocese, which shows additional reductions this year. No one other than Mr. Spaeth spoke to the resolution. A vote was held and Resolution #1 passed. The Rev. Joe Pace moved the adoption of Resolution #2. It was seconded. Bates Lyons and Lynn Brooks presented the resolution. They gave an assessment of the current year and noted the current 2009 budget is significantly behind, requiring the Diocese to draw on its reserves.

RESOLUTION #2 – 2010 DIOCESAN BUDGET

Submitted by: The Bishop and Diocesan Executive Council

RESOLVED: That the 225th Convention of the Episcopal Diocese of Connecticut adopt the Diocesan Budget for 2010 as proposed, and included in the delegate pre-convention mailing (and reprinted below). Explanation: Canon IV Section 6: The Bishop and Diocesan Executive Council shall at each annual meeting of the Diocesan Convention not later than one week prior to the annual meeting submit for its consideration and action, a budget for all the work committed to the Council, including the work of the Deaneries [funding for deaneries was removed from the budget in 1993 by vote of the convention], and such other work as it may have undertaken, or may propose to undertake, for the ensuing calendar year. Provision shall be made in such budget for the necessary expenses of the Council and of its officers. Such budget shall be printed and sent to all the members of the Diocesan Convention not later than one week prior to the annual meeting of the Convention. Canon II, Section 6: The rate and basis of financial assessments laid by the Convention upon the several Parishes and Mission Stations shall be on a voted by the Annual Diocesan Convention. The Diocesan Executive Council is responsible to present an assessment proposal to the Diocesan Convention for all monies to be raised from Parishes and Mission Stations in the support of budgets adopted by the Convention. Requirements to implement: The Bishop and Diocesan Executive Council via the Finance Committee shall monitor the expense and income flowing in and out of the budget during the year. Staff expense for the bookkeeping and outside audit costs are a part of the annual budget. No additional costs are incurred or anticipated. 64

______The Rev. John Mitman, Christ Church Cathedral, proposed the following amendment: MOVED: that the budget, upon being received and reviewed by the Executive Council in coming weeks, be amended so as to provide that the Mission in Connecticut Budget (including the Special Mission Opportunities section of Schedule “C”, as well as Schedule “F” and Schedule “L”) sustain no funding reductions any greater than the aggregate cuts within the entire budget. The amendment was seconded and the Rev. John Mitman spoke to it. He expressed concern that the proposed budget is being balanced on the back of our Hispanic, Hatian, and Campus Ministries and the Ministry to the Deaf. The Revs. David Anderson, St. Luke’s, Darien; Leigh Preston, St. James, Hartford; Matt Calkins, St. Timothy’s, Fairfield; Geoff Little, St. James, New Haven; Ellen Tillotson, Trinity, Torrington; Matthew Scott, serving in Virginia; Deacon Doug Engwall, Trinity, Collinsville. The Rev. Jonathan Folts, St. John’s, Essex called the question; a vote to end debate was held and passed with the required 2/3 majority. A vote on the amendment was held. The amendment carries. There was no further debate on the amended Resolution #2. A vote was held on Resolution #2 as amended. The resolution passed. The Rev. Joe Pace moved the adoption of Resolution #3. It was seconded. The Rev. Robert Brooks, retired, presented the resolution.

RESOLVED: That the Executive Council considering the Church’s mission to promote peace for all God’s people, warmly applauds the initiative of President Barack Obama and his Middle East envoy, George Mitchell, to bring stronger and more resolute American diplomatic leadership to the cause of peace between Israel and Palestine and to the Middle East; and be it further RESOLVED: That the Executive Council acknowledge the tragic histories of the Jewish and Palestinian people as victims of injustice, wars, dispersion and exile, the existential fear and insecurity this has created for both peoples, and the distress their conflict has caused throughout the Middle East; and be it further RESOLVED: That the Executive Council respect the profound commitment of Israelis and Palestinians to the land they regard as their homeland and their national aspirations, and call upon the U.S. Government, in keeping with American ideals of equality, justice, and human rights, to pursue a fair and balanced approach to making peace that fulfills the fundamental needs of both peoples; and be it further RESOLVED: That the Executive Council acknowledge that peace between Israel and Palestine can be achieved only by a division of historic Palestine into two sovereign states, and that this division should be defined, more or less, by the 1949 Armistice line, with mutually agreed border adjustments; and be it further RESOLVED: That the humanitarian situation in Gaza calls for the unrestricted opening of borders for both humanitarian and reconstruction resources; and be it further

RESOLVED: That the Executive Council understand and respect the religious and historic claims of both Israelis and Palestinians, as well as of Jews, Christians and Muslims, worldwide, toward the Holy City of Jerusalem and its sacred holy sites, and that a just and lasting territorial division must include a shared Jerusalem in which the State of Israel and a future State of Palestine will maintain their respective capitals; and be it further RESOLVED: That the Executive Council recognize that the use of force, violence or arbitrary power by Israelis or Palestinians to determine the outcome of this conflict must be condemned absolutely, and that peace can be achieved only through peaceful negotiations that would lead to the emergence of a Palestinian state living side by side and at peace with Israel; and be it further RESOLVED: That the Executive Council urge all Episcopalians to work and pray for the liberating of Israelis and Palestinians from generations of conflict, freeing the Middle East and the world from tensions wrought by this struggle, restoring harmony among Jews, Muslims and Christians worldwide for whom the Holy Land is sacred, and for creating peace based on the universal value of justice, as a compelling priority for the Church and for the United States of America.

Explanation: The recent General Convention in Anaheim, was unable to complete action on this resolution. The Executive Council is authorized to express policy when General Convention is not meeting. Our Church needs to be able to support our sisters and brothers in the Diocese of Jerusalem, as they have requested, in this crucial time for peace in Israel and Palestine. Requirements to implement: The Secretary of Convention will transmit a copy of this resolution to the Executive Council in New York. The Rev. Tom White, St. Peter’s, South Windsor, rose to ask a few questions about the resolution. They were answered by Robert Brooks.

The Rev. Bruce Shipman, Holy Advent, Clinton spoke to the resolution. The Rev. Marc Delcuze asked the chancellor to clarify that the role of Convention regarding this Resolution really only involves the 1st Resolved clause, that is, the vote is whether to send the full resolution to the Executive Council of the Episcopal Church to address the rest of the resoloved clauses. The Chancellor agreed that is his understanding. Anne Watkins, St. Paul’s, Norwalk, and a member of Executive Council, concurred and urged Convention to pass the Resolution so it can be sent to the Executive Council for them to work on further.

A vote was held on Resolution #3. It passed.

The Rev. Joe Pace moved the adoption of Resolution #4. It was seconded and Bates Lyons, St. Monica’s, Hartford introduced it.

RESOLUTION #4 – HISTORIC COMPLICITY IN THE TRANSATLANTIC SLAVE TRADE, AND REPENTANCE

Submitted by: A. Bates Lyons, chair of the Anti-Racism Committee of the Episcopal Diocese of Connecticut, on behalf of the Anti-Racism Committee with the ad hoc Day of Repentance Planning Committee. RESOLVED: That the 225th Annual Convention of the Episcopal Diocese of Connecticut declare unequivocally that the institution of slavery in Connecticut and anywhere else in the world, based as it is on “ownership” of some persons by other persons, was and is a sin and a fundamental betrayal of the humanity of all persons who were involved, a sin that continues to plague our common life in the Church and our culture; and be it further 66

RESOLVED: That the Episcopal Church in Connecticut acknowledge its history of participation in this sin and the deep and lasting injury that the institution of slavery and its aftermath have inflicted on society and on the Church; and be it further RESOLVED: That we express our most profound regret that (a) The Episcopal Church in Connecticut lent the institution of slavery its support and justification based on Scripture, and (b) after slavery was formally abolished, The Episcopal Church in Connecticut continued for at least a century to support de jure and de facto segregation and discrimination; and be it further RESOLVED: That The Episcopal Church in Connecticut apologize for its complicity in and the injury done by the institution of slavery and its aftermath; we repent of this sin and ask God’s grace and forgiveness; and be it further RESOLVED: That the 225th Annual Convention of the Episcopal Diocese of Connecticut urge every parish to collect and document detailed information in its community on (a) its historic complicity in the institution of slavery and in the subsequent history of segregation and discrimination and (b) the economic benefits it derived from the institution of slavery; and direct the Committee on Anti-Racism to assist with and monitor this research, and be it further RESOLVED: That to enable us as people of God to make a full, faithful and informed accounting of our history, the 225th Annual Convention of the Episcopal Diocese of Connecticut direct the Committee on Anti-Racism to compile the research and report to the Standing Committee and the Executive Council by June 15, 2010, which in turn will consider ways in which the Church can be “the repairer of the breach” (Isaiah 58:12), and achieve the spiritual healing and reconciliation that will lead us to a new life in Christ; and be it further RESOLVED: That to mark this action, and to comply with the recommendation of General Convention Resolution A123, the parishes, mission stations, and cathedral are urged to participate in a Day of Repentance on November 7, 2009 at Christ Church Cathedral in Hartford. Explanation: The complicity of the Episcopal Church in the transatlantic slave trade is a chapter in our past that has not been well researched. We are more comfortable with a focus on our anti- slavery efforts. This resolution calls on us to research and acknowledge our complicity and its aftermath, a legacy of segregation and discrimination, and to repent publicly. This resolution comes at a time when others are also facing this hard truth about our country’s past. The language of this resolution is essentially the same as the 2006 General Convention Resolution A123, localized for Connecticut. A123 was continued by General Convention 2009 (as Resolution A143) for another three years. A123 and A143 asked that all dioceses conduct research, and to hold a “Day of Repentance” similar to the one held by The Episcopal Church in Philadelphia in October 2008. “Connecticut was a slave state …” So begins a 2002 report about Connecticut’s history, later developed into a book, “Complicity,” researched and written by Hartford Courant reporters. A recent documentary by a young Episcopalian from Rhode Island traces her family’s historic involvement with the slave trade – a family with ties to the Episcopal Church. The US House of Representatives apologized for slavery in 2008; the US Senate did the same in 2009; Connecticut’s House of Representatives and State Senate passed resolutions in 2009. The first Episcopal parish in Connecticut was established in 1725, when the slave trade was legal and active. Nearly 70 parishes were established before 1800. Slavery was finally abolished by 1848. Some Episcopal clergyman had slaves, and some Episcopal parishioners made a living from the slave trade. While Connecticut speaks proudly today of Prudence Crandall’s school in Canterbury for young black women (1830s) the Courant reporters discovered that the wife of an Episcopal clergyman in Canterbury was among those on record as having vigorously opposed the school. What else is in our history? As the authors of Resolution A123, and others, have said, racism is a stain on the Episcopal Church, and acknowledging its history of participation in this sin and the deep and lasting injury it 67 has inflicted upon today’s society makes this recognition of vital importance. The Church needs to confront its past and change its future. This resolution is about the importance of that task. Requirements to implement: Elements required have already been put into motion. Bishop Smith wrote to the clergy and wardens in June 2009 to urge them to conduct research, observe a Day of Awareness on September 20, 2009 and to participate in the Day of Repentance on November 7, 2009. One research workshop has been held and the archivist is prepared to hold another if needed. Resources have been gathered and posted online. The Committees need to follow through in assisting with further research and compiling that for presentation to the Standing Committee and to Executive Council, and for reporting to the next annual diocesan convention.

Barbara ?, Grace Church, Hartford and Jim Mears, St. David’s, Gales Ferry spoke against the Resolution. The Rev. Trish Cunningham, Christ Church, Nowich; the Rev. Jim Kellaway, Trinity, Brooklyn; the Rev. Margaret Minnick, Holy Trinity, Middletown; Rose Fichera-Egan, Christ Church Cathedral, Hartford; the Rev. Helen Moore, retired from Trinity, Hartford & St. Philip’s, Putnam; and Bishop Clarence Coleridge, retired, all spoke in favor of the resolution.

The resolution passed.

RESOLUTION #5 – ON RENEWING THE COMPANION RELATIONSHIP WITH THE DIOCESE OF COLOMBIA

Submitted by: the Companions in Mission Committee of the Diocese of Connecticut RESOLVED: That the 225th Convention of the Episcopal Diocese of Connecticut renew the Companion Relationship between this Diocese and the Diocese of Colombia (South America), that began on January 1, 2005, and is currently scheduled to end on December 31, 2009. Provided that the Diocese of Colombia concurs at its Annual Convention, the Companion Relationship will continue through December 31, 2012, unless terminated by mutual consent; and be it further RESOLVED: That this action be communicated to the Diocese of Colombia and to the Manager of Partnership Services, Anglican and Global Relations Department, Episcopal Church Center, 815 Second Avenue, New York, NY 10017. Explanation: Renewing the companion relationship with the Diocese of Colombia will allow our two dioceses to continue to deepen the many relationships that have began to flourish in these past five years. Our companion relationship has been the first in over twenty years for the Diocese of Colombia. Personal relationships have developed among the bishops, clergy and people of the two dioceses. There have been annual trips to Colombia from Episcopalians in Connecticut and visits by Bishop Duque and staff members to Connecticut. Youth leadership development was identified as a priority. The development of youth leadership in Colombia has been assisted through a Connecticut sponsored and led diocesan youth leadership workshop and a Bogota area youth music ministry program; Connecticut is prepared to host a group of youth from Colombia next year. Addressing social needs and justice issues has also been an area of partnership work. The two dioceses partnered on a grant with Trinity Church, Wall Street in New York City to support HIV/AIDS education and prevention in a poor community in Bogotá. Individual parishes in Connecticut have partnered with Colombia missions to support local initiatives, including the support of a children’s youth program at the Cathedral in Bogotá, and the repair of a church and parish hall in Malambo on the Caribbean coast near Barranquilla. Going forward the focus will remain on building relationships, youth and leadership development, and addressing social needs of the poor and 68 displaced. There is also continuing work to do on developing sustainable resources in the form of microbusinesses or fundable programs to support individual parishes and missions. The Diocese of Connecticut has much to offer and much to gain in reaching out in friendship, bearing the love of Christ to Colombia. Requirements to Implement: Colombia is currently a recipient of funds through the Companions in Mission Committee.

RESOLUTION #6 – AFFIRM THE TITHE AS THE MINIMUM STANDARD FOR CONNECTICUT

RESOLVED: That the 225th Annual Convention of the Diocese of Connecticut reaffirm the tithe as the minimum standard of giving for Episcopalians of this Diocese; and be it further RESOLVED: That the Secretary of Convention make provision for the Convention members to indicate that they either are tithing or are firmly committed to tithing within five years, by signing their name and clearly printing their name and parish and its town, or, if they feel it inappropriate to make such a private matter public, by clearly printing the word “Anonymous” and giving either their town of residence or the state or foreign country where they were born; and be it further RESOLVED: That the record of names and “Anonymous” signings be published in the Journal of this Convention and in such other diocesan publications as the Bishop may designate; and be it further RESOLVED: That each congregation is requested to consider a similar resolution at its next Annual Meeting. Explanation: The 203rd Convention (1987) affirmed the tithe as the minimum standard of giving in a resolution on the Budget. In 2005 the 221st Convention reaffirmed the tithe as the minimum standard of giving in the resolution On Holy Habits. In living memory, the 1982 General Convention was the first to state that the tithe is “the minimum standard of giving for Episcopalians.” Several subsequent Conventions (1988, 1994, 1997, 2000, 2003 and 2009) have reaffirmed this concept in the same or similar language. When the General Convention 1982 Stewardship Legislative Committee was first formulating its resolution, there was vigorous debate as to whether the resolution should be a canon (they decided “no”), whether passing such a resolution was too legalistic, whether the resolution should specify whether the calculation is restricted to gifts to this Church or whether financial support for other Godly work should be included, and so on. The 1982 Committee ultimately intentionally left such matters up to each individual Church member to decide. Subsequent General Conventions have followed this precedent. Tithing is an important spiritual disciple. Except in the most unusual circumstances, it is a major contributor to the giver’s spiritual health and inner joy. Note that the sometimes-offered wording “biblical tithe” is inaccurate because the word “tithe” does not always refer to the same thing in different places in the Bible: sometimes it refers to income,

69 sometimes to property. Other biblical standards include “all” as in “You shall love the Lord your God with all”…and 50-50, as in “If you have two cloaks…” Additional information, including the wording of the past General Convention resolutions, may be be found at http://drop.io/GC2009tithingresolution Requirements to implement: Clerical time to collate data and prepare for publication.

Deacon Marjorie Dillon spoke in opposition to publishing the signing requirement in the second resolved clause. Diane Amenson-Loring, St. Paul’s, Brookfield spoke in opposition to the resolution. The Rev. Stanley Kemmerer spoke in favor of the resolution. The Rev. Betsy Tesi, Epiphany Southbury and Hartford Hospital proposed an amendment to the 2nd Resolved clause: “That the Secretary of Convention make provision for the Convention members to indicate that they either are tithing or are firming committed to progressing toward tithing within five years by signing their name…” The amendment was seconded and voted upon. The amendment passed. The Revs. Paul Briggs, St. Mary’s, Manchester and Don Hamer, Trinity, Hartford, Sandy Staynor, St. Peter’s, Cheshire, and Tom White, St. Peter’s, South Windsor spoke in favor of the amended resolution. Fred Scipione, St. Thomas, Bethel spoke in opposition to the amended resolution.

James Pierce, St. David’s, Gales Ferry offered an amendment to eliminate the signing requirement in the second Resolved and all of the third Resoloved such that the clause would read: “That the Secretary of Convention make provision for the Convention members to indicate that they either are tithing or are firming committed to progressing toward tithing by signing their name and clearly printing their name and parish and town, or, if they feel it inappropriate to make such a private matter public, by clearly printing the word ‘Anonymous’ and giving either their town of residence or the state or foreign country where they were born; and be it further RESOLVED: That the record of names and ‘Anonymous’ signings be published in the Journal of this Convenion and in such other diocesan publications as the Bishop may designate; and be it further The amendment was seconded and voted on. The amendment failed.

The question was called to end debate. After a 2/3 majority vote, the debate was ended, and a vote on the resolution was held. The Resolution as amended carried.

Follow up: According to Albert T. Mollegen, St. James, Glastonbury, by the end of Convention, signature totals included: Lay Delegates & Substitutes: 50 (44 delegates and 6 substitutes). Clergy: 94 Presbyters, 4 Bishops, 9 Deacons.

The Secretary announced that notebooks would be placed in various locations to collect the signatures requested by this resolution.

The Bishop moved a change to the Order of the Day- to move up the Report from the General Convention Deputation from 5pm until 3:45pm. It was seconded and voted upon. Evensong will still take place at 5:45pm to accommodate the schedule of the choir.

The Rev. Dr. Barbara Cheney, Chair of the deputation to General Convention presented a brief report on the 76th General Convention. She encouraged parishes to invite members of the deputation to come to their communities if they are interested in a further conversation and information. She introduced members of the deputation and shared highlights from their work at 70

GC. She referred to the General Convention website where detailed information on the resolutions and work of General Convention can be found. She noted that 66 resolution have been referred to dioceses for implementation in the next triennial.

The Secretary announced that copies of the Bishop’s Address would be available at the exits. The newly elected Standing Committee will meet tomorrow after the election of the Bishop in the Reception Room in the Cathedral House. The Committee on the Bishop’s Address will meet immediately after today’s recess.

The Bishop encouraged the Convention to attend Evensong at 5:45pm.
