Education Records Finding Aid

How to use this finding aid Falkirk Archives is the official repository for the records of local authority schools in the Falkirk Council area. In this finding aid you will find lists of the records of schools and the various local education authorities. Records for School Boards and School Management Committees have been disaggregated and records relating to the Falkirk area are therefore held at Falkirk Archives, in Callendar House. The records of the Education Authority for County and the Education Committees of Stirling County and Central Regional Council (along with records of schools in the Stirling Council area) are held in Stirling Council Archives, 5 Borrowmeadow Road, Stirling FK7 7UW.

Notes on records Most official records of schools date from 1873. The Education Act of 1872 required schools to maintain admissions registers, lefts registers, attendance registers and school log books. The requirement to keep a school log ceased around 1974 but many headteachers continued to keep a log for some time after this. Some schools maintained registers prior to 1873, but on the whole these have not survived. There was no legal requirement to retain old registers beyond their immediate use and not legal requirement to retain old school log books.

Since school records can contain confidential information about children, access to many of these records is restricted for periods of between 30 and 100 years. This is noted beside each item. Since 1997 pupil records have been held in electronic format and these are restricted for 100 years.

There are no records of any residential schools or List D schools in these collections.

Note on arrangement The surviving records from schools are shown under the name of each school, in alphabetical order of the town and then in alphabetical order by the name of the school. Falkirk: Victoria Primary School is therefore listed alongside all the other schools in the town of Falkirk in alphabetical order.

The various bodies which managed the schools are listed at the end of the finding aid in chronological order. From 1873 to 1919, schools were managed by School Boards, reporting to the Scottish Board of Education. From 1919 to 1930 these were replaced by School Management Committees, overseen by the Education Authority for the area. In 1930 County Councils were required to set up Education Committees which replaced the Education Authorities. In 1975 duties of county councils for education were transferred to regional councils and in 1996 the unitary authorities took responsibility for education. School Councils for each cluster (consisting of a secondary school and its catchment area primary schools) were set up from 1976-1989 with responsibilities for attendance, truancy and schools management issues. From 1988 to 2006, individual schools were empowered to set up advisory school boards (not to be confused with the 1873-1919 School Boards) and records of these modern school boards are listed with the individual schools.

Historical Note on administration of education in Prior to 1872 education in Scotland was in the hands of the heritors and kirk session of a parish and the town councils. The Education (Scotland) Act, 1872 (35 & 36 Vict., c. 62) set up school boards who administered local schools and provided elementary education which was made compulsory between the ages of 5 and 13. School boards were usually set up for each parish and (royal and parliamentary). It also established the Scottish Board of Education as a central government authority. The Local Government (Scotland) Act, 1889 (52 & 53 Vict., c 50) established free elementary education. Provision for secondary education was not compulsory but many authorities set up secondary education committees to provide for it. The Education (Scotland) Act, 1901 (64 Vict. and 1 Edw. VII, c. 9) established mandatory secondary education committees to improve provision and raised the school leaving age to 14.

The Education (Scotland) Act 1918 (8 & 9 Geo. V, c. 48) established education authorities in every county to administer education on a county-wide basis. School boards were abolished and replaced with school management committees for the management of individual schools or groups of schools. The functions of the education authority were transferred to county councils and to the four counties of cities (Aberdeen, Dundee, and ) under the terms of the Local Authority (Scotland) Act, 1929 (19 & 20 Geo. V, c 25). School management committees were replaced with education sub-committees or local education sub-committees by the Local Government (Scotland) Act, 1947 (10 & 11 GeoV, c. 43). The Local Government (Scotland) Act, 1973 (c. 65) transferred the duties of county councils for education to regional councils in 1975.

The Education (Scotland) Act 1872 (35 & 36 Vict., c 62) created school boards in Scotland with a statutory duty to provide education for all children between the ages of 5 and 13. The boards had an elected membership made up of owners and occupiers of property of the value of £4 or over. They were responsible for the building and maintenance of schools, staffing and attendance of pupils. They were overseen by the Scottish Board of Education. The Education (Scotland) Act, 1901 (64 Vict. and 1 Edw. VII, c. 9) raised the school leaving age to 14. School boards were abolished under the terms of the Education (Scotland) Act, 1918 (8 & 9 Geo. V, c. 48) and replaced with school management committees.

School management committees were set up by the Education (Scotland) Act 1918 (8 & 9 Geo. V, c 48). They represented individual or groups of parishes and were composed of representatives of teachers, parents, and the education authority. They were replaced by sub-committees or local education sub-committees by the Local Government (Scotland) Act 1947 (10 & 11 GeoV, c 43). The Local Government (Scotland) Act 1973 (c 65) abolished local education sub-committees.

Public schools provided education for children during the compulsory schooling ages, which was from ages 5 to 14 until 1947. Children intending to continue schooling beyond age 14 generally moved to a secondary school at age 12. Following the raising of the school leaving age to 15 in 1947, the trend was to develop separate senior secondary and junior secondary schools and to end primary schooling at age 12. Senior Secondary Schools provided education for young people from leaving primary school until completion of Higher Leaving Certificates, generally from secondary 1 to secondary 5 or 6. Junior Secondary Schools provided education for young people in secondary 1-3 who were generally not intending to remain in school beyond the statutory leaving age. Some pupils transferred to senior secondary schools at the end of S2 or S3. Most junior secondary schools were set up on the same site as an existing public school which became the primary department of the school. The Junior Secondary served a wider catchment area than the primary department, taking pupils from a number of nearby public/primary schools.

Airth School Public School, was established in 1867. It became Airth Junior Secondary c 1948. In 1956 it became Airth Primary School. As of 1 March 2018, only records in current use are held by the school.

Avonbridge School The New Statistical Account of 1841 mentions a school at . Avonbridge Combination School was built in1877 accepting children from areas covered by the Muiravonside and School Boards. As of 1 March 2018, only records in current use are held by the school.

Banknock School Banknock School was called Hollandbush Temporary School until 1913. Banknock School was the responsibility of Landward Parish School Board until 1919 and its official number was 6259. It closed in 1964 and the pupils transferred to Bankier School.

Blackbraes School (See also Blackbraes-California School) Blackbraes School was established by 1890. In 1926 the Headmaster of Blackbraes was appointed interim head teacher of California School and in 1929 the two schools were formally amalgamated taking the name Blackbraes – California School. The school building was used by the amalgamated school until 1947 when it was closed and became a Part Time Voluntary Centre. The building was demolished in 1967.

Blackbraes-California School (See also Blackbraes School and California School) Blackbraes-California School was established in 1929 with the formal amalgamation of California Public School and Blackbraes Public School. The school operated as a Junior Secondary School until 1947. In 1947 the school became California Primary School with the secondary pupils transferring to Redding Junior Secondary School or , as appropriate. Both school buildings were used with various arrangements of classes in either building. During the Second World War the California building was closed as a school and used for other purposes until it was re-opened in 1947 as the primary school. In 1947 Blackbraes building was closed as a school and used as a Part Time Voluntary Centre, and it was demolished in 1967.

Bo'ness Academy [SCL 311] Bo’ness Academy was established with the name Anderson Academy. Its official school number was 311. The school was opened as Bo’ness Anderson Academy Higher Grade Public School in 1893. Previously it was an infant school. Classes up to 3rd year of secondary were taught. By the 1930s the school had become a senior secondary school with classes up to 6th year.

Bonnybridge: St Joseph’s Roman Catholic School St Joseph's Roman Catholic School was built by the church authorities in 1925. Roman Catholics in the area had first asked for a separate school in 1920 and in 1922 Stirling County Education Authority refused this request on the grounds of cost and that the Education (Scotland) Act 1918 did not require the Education Authority to set up separate Roman Catholic school. The Roman Catholic Church asked the Scottish Education Department to hold an inquiry which the SED was unable to. Stirling County Education Authority re-considered the request and rejected it again in February 1924. In 1925 Trustees for the Roman Catholic parents acquired a site at Bonnybridge and built a school. Under the Education (Scotland) Act 1918, Section 18(7), the Trustees then applied to have the school transferred to Stirling County Education Authority. In November 1926 the Scottish Education Department accepted that the new school was eligible for transfer but Stirling County Education Authority continued to oppose the transfer and so the Trustees took the case to the Court of Session for judgement. The case then was appealed to the House of Lords. The formal transfer was backdated to 28 December 1926.

The school building was replaced in 1989.

In 1926 following the death (?) of the head teacher, the school was placed under the supervision of the head teacher of Blackbraes Public School. In 1929 the two schools were formally amalgamated as Blackbraes- California School. In 1947 the California building was re-opened, the Blackbraes building closed and the school took the name California Primary School.

Camelon School Camelon Public School was opened on 11 March 1876. By the 1930s pupils of secondary age were attending the Advanced Division of the school and the school was re-named Camelon Junior Secondary School. In June 1960 the primary department was closed. Some primary pupils transferred to Bantaskin School in 1958 and the rest transferred to Carmuirs Primary or Easter Carmuirs Primary in 1960. The earliest school records were destroyed by a fire on 22 December 1905.

Castlecary School [SCL 6573] School was opened on 13 September 1909. Its official school number in the 19th century was 6573.

The school was erected just inside the county borders of Stirlingshire by the School Board. As the parish of Cumbernauld was situated in Dunbartonshire, the Cumbernauld School Board became part of the Education Authority of Dunbartonshire in accordance with the Education (Scotland) Act 1918 (8 & 9 Geo. V, c.48). However, the majority of pupils who attended the school came from Stirlingshire and, therefore, in 1921 the school was transferred from the Education Authority of Dunbartonshire to that of Stirlingshire.

Denny Public School / Denny Primary School Denny Public School, Stirlingshire was established by 1828. It became Denny High School c 1952 but retained a Primary Department. The Primary Department was re-named Denny Primary School c 1959. Denny Primary School was destroyed by fire in 1987 and many records destroyed. Admission registers from 1977 onwards are held by the school.

Falkirk High School Falkirk High School was founded in 1886. The school used buildings in Park Street from 1886 until 1898 and then transferred to new buildings in Rennie Street, opened in 1898. In the early 1960s a new building was constructed in Blinkbonny Road and the old buildings in Rennie Street were then used by a new secondary school, Woodlands High School.

As of 1 March 2018, only records in current use are held by the school.

Falkirk : Grahamston Subscription School Committee Grahamston Subscription School was funded by subscribers. It was opened in 1810. After the passing of the Education Act of 1872 the school had ceased to be a day school and was let out in the evening while during the day it was leased to Falkirk Burgh School Board temporarily while the proposed Northern School was built. The committee stayed in operation for many years and attempted to get Robert Dollar to help with the cost of using the site for public baths. This came to nothing, for although Dollar was agreeable to the plan Falkirk Town Council did not feel the site was large enough for public baths. The committee was still in existence in 1926. Note: no records relating to school activities or pupils are still extant.

Falkirk Industrial and Ragged School Falkirk Ragged School was established in 1857 by the Falkirk Ragged Industrial School Association. The initiative for the school probably came from Rev Lewis Hay Irving and from Colonel Dundas. The school was re-named the Industrial School for Boys and Girls under the Industrial Schools Act 1866 and in 1868 the school became certified by HM Inspector of Reformatories and Ragged Schools. This school took in destitute boys and girls and trained them in 'habits of industry' (Bain,1965 p212). It also took in children detained under various Acts. The Industrial School (Scotland) Act, 1854, saw children aged between 7 and 14 sent to Industrial schools if found begging or without adequate supervision. The 1866 Act allowed the detention of destitute children up to age 16. The cost was borne by parents or the Parochial Board or by voluntary support.

Falkirk : St Francis RC School [SCL 3124] St Francis Roman Catholic School, Falkirk was established in 1853. It became St Francis Junior Secondary School c 1950. In 1953 the secondary department was closed and the school became St Francis Primary School. Its official school number was 3124.

The original building was in Manor Street. In 1880 sufficient funds were raised to build a completely new school on Silver Row In 1887 an infant section of St Francis School was opened which in the following century would take over the old Free Church School in Meeks Road. In 1904 major alterations costing £3000 were made to St Francis School.

Grangemouth: Moray Middle School

Moray School was established as a Junior Secondary School with pupils in S1-4 in 1958. S4 pupils undertook technical and vocational training. In 1970 the name was changed to Moray High School when the school became a Comprehensive. Teachers and courses were initially shared with Grangemouth High School. In 1974 it was re-designated a Middle School, taking pupils in P6-7 and S1-2. The school closed in 1988. The Middle School system was proposed for Grangemouth from 1968 and implemented in 1974. Using this system, S3-S6 pupils attended Grangemouth High School, P6-7 and S1-2 pupils attended Moray Middle School or Abbotsgrange Middle School and P1-P5 pupils attended the various Primary schools. Within the Middle schools the years were re- designated M1-M4.

Larbert Village School Larbert Village Public School, Stirlingshire was established by 1856. Until 1939 it was a junior secondary school. In 1939 the school’s secondary classes were transferred to what would become Larbert High School, and Larbert Village School became primary school.

During the Second World War one of its buildings was occupied by the army and, soon after it was de-requisitioned in 1943, an outbreak of dry rot was detected which proved so serious that the building had to be entirely reconstructed internally. The work was not completed until 1950, and consequently there was a serious shortage of accommodation.

Larbert High School Larbert High School had its origins in Larbert Central Public School which was opened in 1886. The school dealt with advanced pupils and became Larbert Senior Secondary School and in 1948 was re-named Larbert High School.

The School celebrated its centenary in 1986, dating its history to the opening of Larbert Central School in 1886.

Polmont: Blairlodge School Blairlodge School, (Stirlingshire) opened about 1836, with a small number of pupils, as a private boarding academy for boys, run by Mr Johnstone of Meadowbank. Later in the 19th century the school was run by Mr Hyslop, assisted by his son-in-law, Dr Maurice Paterson, of Moray House Training College, Edinburgh, whose occupancy lasted for many years. At its peak shortly afterwards numbers reached at least 150 pupils. New buildings were constructed by a subsequent owner, Mr Cooke Gray, who catered for about 400 scholars, but his health declined and so did the school. There were many scholars from South , and on the outbreak of the Boer War a number of the pupils left. After Mr Cooke Gray died the trustees tried to carry on the school under Mr Matthews' management, but the venture did not prove successful. The school closed in 1904, and by 1911 the building was being used as a borstal.

Polmont: St Margaret's Primary School St Margaret's Primary School was built in the 1970s and replaced Polmont Public School. While the school was being built the pupils went to a building at Greenpark, Polmont, which is now Greenpark Community Centre. St Margaret's was adopted as the name of the school. ( Note that a previous private girls school had also used the name.)

Redding Secondary School [SCL 6451] Redding School was a Junior Secondary School, established by 1928. Pupils of secondary age came from the villages of California, Shieldhill, Maddiston, Whitecross, Polmont, , Redding and The school also took local primary age pupils until the beginning of Session 1947-48 when the primary pupils were transferred to other nearby schools and the school became Redding Secondary School. In June 1964 Redding Secondary School was closed and the pupils transferred to Woodlands High School or to Graeme High School. Its official school number was 6451.

Reddingmuirhead School Reddingmuirhead School, Stirlingshire was established in 1827. It was closed in October 1898 and the pupils transferred to the new Public School, opened in November 1898. The Reddingmuirhead School building was re-opened as Reddingmuirhead Institute and later developed as Reddingmuirhead Community Centre.

Stirling County Education Committee The Education (Scotland) Act 1918 established education authorities in every county to administer education on a county wide basis. School boards were abolished and replaced with school management committees for the management of individual schools or groups of schools. The functions of the education authority were transferred to county councils under the terms of the Local Authority (Scotland) Act, 1929. School management committees were replaced with education sub-committees or local education sub-committees by the Local Government (Scotland) Act, 1947. The Local Government (Scotland) Act, 1973 transferred the duties of county councils for education to regional councils in 1975.

As education was a county and then a regional responsibility, records of the education authority are held in Stirling Council Archives. A duplicate series of minutes has been deposited in Falkirk Archives. Records of individual schools have been deposited in the appropriate local archives. (Note that the signed minutes and other records of the Education Committee are held at Stirling Council Archives).

School boards The Education (Scotland) Act 1872 (35 & 36 Vict. c 62) created school boards in Scotland with a statutory duty to provide education for all children between the ages of 5 and 13. The boards had an elected membership made up of owners and occupiers of property of the value of £4 or over. They were responsible for the building and maintenance of schools, staffing and attendance of pupils. They were overseen by the Scottish Board of Education. The Education (Scotland) Act, 1901 (64 Vict. and 1 Edw. VII, c. 9) raised the school leaving age to 14. School boards were abolished under the terms of the Education (Scotland) Act, 1918 (8 & 9 Geo. V, c. 48) and replaced with school management committees.

Note: The name “School Boards” was re-used under the School Boards (Scotland) Act 1988 and records of these later school boards (1988-2006) are listed with the relevant school.

School management committees School management committees were set up by the Education (Scotland) Act 1918 (8 & 9 Geo. V, c 48). They represented individual parishes or groups of parishes and were composed of representatives of teachers, parents, and the education authority. They were replaced by sub-committees or local education sub-committees by the Local Government (Scotland) Act 1947 (10 & 11 GeoV, c 43). The Local Government (Scotland) Act 1973 (c 65) abolished local education sub-committees.

School Councils (1976-1989) School Councils were set up following the re-organisation of local government in 1975 and the establishment of education as a Regional Council responsibility. School Councils were based on a senior secondary school and its feeder primary schools. Membership included representatives of pupils, parents and teachers. The school councils dealt with issues such as individual truancy and welfare and therefore the records are closed to public access for 100 years.
