2284 SHELLHARBOUR GOVERNMENT CLEANING STAFF MS ANNA WATSON to move— That this House: (1) Condemns the Government for its changes to the contractual agreements of cleaning staff employed by the Government. (2) Notes that on 26 July 2017, six cleaning staff employed on Government sites within the Shellharbour electorate presented to the Shellharbour electorate office concerned with undisclosed proposed changes to their working contracts. (3) Calls on the Government to disclose the contents of the contracts being developed for cleaning staff working within Government-operated sites within the Shellharbour electorate and the greater Illawarra. (4) Calls on the Government to provide a guarantee to relevant workers that an equal level, permanent position, will be offered to staff members under any new contractual agreement.

2288 CENTRAL COAST - HOMELESSNESS MR DAVID MEHAN to move— That this House: (1) Notes that 7 to 13 August 2017 is Homelessness Week. (2) Notes the important work of Housing NSW and Coast Shelter in providing crisis accommodation on the Central Coast. (3) Notes the Coast Shelter report that it could only able to accommodate 1 in 5 people presenting for crisis accommodation in the last year. (4) Notes Housing NSW accommodated 2100 people in crisis accommodation last year. (5) Notes that a lack of affordable housing is a significant cause of homelessness on the Central Coast. (6) Calls on the Government to do more to address homelessness.

2289 CANADA BAY - UNATTENDED BOAT TRAILERS MR JOHN SIDOTI to move— That this House: (1) Calls for an amendment to the Impounding Act 1993 to ensure that unattended boat trailers can only left on the street for no more than 3 days in the City of Canada Bay Council area. (2) Works with the City of Canada Bay Council and staff to get a positive resolution to this problem as a matter of urgency.

2290 CENTRAL COAST PALLIATIVE CARE SERVICES MR DAVID HARRIS to move— That this House: (1) Notes that the Government recently held regional palliative care roundtables, but did not hold one on the Central Coast. (2) Recognises the Central Coast requires significantly more palliative care services as it has an older than average population and high rates of terminal illness diagnoses. (3) Calls on the Government to address the strong demand for palliative care services in the Central Coast and open a hospice on the Central Coast.

(2) Notes that the purchaser of the land is soon to lodge an application to develop the environmentally sensitive site. (3) Notes the Parliamentary Secretary for Planning, the Central Coast and the Hunter's comments that the sale of the land was a mistake. (4) Urges the Government to reconsider and return the land to public ownership immediately.

2293 SHARE THE DIGNITY CAMPAIGN MR MARK COURE to move— That this House: (1) Notes the kindness and generosity of people across New South Wales and Australia who have donated to the Share the Dignity Campaign which was launched in July. (2) Notes that the Share the Dignity Campaign provides sanitary products to homeless women and women in refuges who cannot afford to purchase such products. (3) Considers that the figures regarding women and homelessness in Australia is disturbing with 25% of homelessness amongst women due to family and domestic violence and one in four women having experienced physical or sexual violence. (4) Congratulates The Share the Dignity Campaign for the relief it provides to women at risk. (5) Notes that the Oatley electorate office is a collection point and is still taking donations.

2294 MARRIAGE EQUALITY MS JO HAYLEN to move— That this House: (1) Notes that thirteen years ago, former Prime Minister John Howard changed the marriage act to exclude persons of the same sex from marrying. (2) Notes that since that time, almost every western nation including most recently Germany and Malta, have legislated for marriage equality ahead of Australia. (3) Notes that successive opinion polls indicate that the majority of Australians want to get this done now. (4) Condemns the Federal Government's policy of a national plebiscite on marriage equality and calls on the Prime Minister to allow a conscience vote on the issue in the Federal Parliament.

2296 ILLEGAL WASTE DUMPING MS LIESL TESCH to move— That this House: (1) Notes the rise in illegal dumping in New South Wales with the Environment Protection Authority (EPA) failing to act. (2) Notes the shocking dumping of illegal waste at Spencer and Mangrove Mountain. (3) Notes its concerns about the health and wellbeing of the waterways of the Central Coast and the potential safety impacts on the water catchment and local drinking water. (4) Demands the Government urgently intervene to resolve waste issues confronting the Central Coast. 2299 ABUSE AGAINST PEOPLE WITH DISABILITIES MS SOPHIE COTSIS to move— That this House: (1) Notes that the NSW Ombudsman recorded 1408 complaints of physical assault, sexual assault, neglect and fraud between December 2014 and March 2017 against people with disability. (2) Calls on the Government to explain how disability services will be monitored and regulated when it withdraws from the provision of disability services in 2018. (3) Calls on the Minister to state what action the Government is taking to immediately address abuse against people with disability.

2300 NEPEAN THERAPY DOGS MR STUART AYRES to move— That this House: (1) Notes that Nepean Therapy Dogs (NTD) take trained dogs to local hospitals, schools and nursing homes with the aim of reducing stress, anxiety and depression. (2) Further notes NTD have visited the Downing Centre and Penrith Courts to provide support to victims and witnesses as part of a pilot program. (3) Recognises that each dog with NTD is a trained therapy dog and is accompanied by a highly trained dog handler. (2) Notes that seven of these workers were aged between 16 and 20, and the Leader of the Opposition has unveiled a five point plan to curb the exploitation of young workers. (2) Notes the five point plan to end young worker exploitation announced by the Leader of the Opposition and recent announcements to protect young workers including: naming and shaming, publically displaying minimum wage rates; and allowing apprenticeships and vocational training issues regulated by State law be heard in the Industrial Relations Commission. (3) Calls on the Minister for Industrial Relations to vigorously pursue cases of worker exploitation and take steps to eradicate exploitative practices.

2304 SCHOOL INFRASTRUCTURE NSW MR KEVIN CONOLLY to move— That this House: (1) Notes the establishment by the Minister for Education of the specialist school delivery unit "School lnfrastructure NSW". (2) Notes the commitment by the Government in the 2017-18 budget of $4.2 billion over the next four years to build or upgrade more than 120 schools. (3) Commends the Government for undertaking the largest ever investment program in education infrastructure in New South Wales. (3) Notes the Opposition continues to oppose funding of the Albion Park Rail Bypass. (4) Notes that the Opposition takes the people of the Illawarra for granted because it regards the region as having three safe seats. 2309 SEXUAL ASSAULT AND HARASSMENT AT UNIVERSITIES MS JENNY AITCHISON to move— That this House: (1) Notes that the Australian Human Rights Commission recently released its Report on Sexual Assault and Sexual Harassment at Australian Universities. (2) Notes that all 39 universities, and more than 30,000 students from across the country participated in the survey. (3) Notes that 51% of students were sexually harassed at least once in 2016 while 25% have been sexually harassed in a university setting at least once. (4) Calls on the Government to finalise the NSW Sexual Assault Strategy and commit to working with all stakeholders to address the recommendations of the Human Rights Commissioner.

2311 FISHERMAN'S BAY DEVELOPMENTS MS KATE WASHINGTON to move— That this House: (1) Notes the plans by UrbanGrowth for a housing subdivision at Fisherman's Bay were withdrawn after the community commenced legal proceedings to prevent the development. (2) Notes that there has been no response to requests by local residents for the land to be incorporated into the neighbouring Tomaree National Park. (3) Calls on the Government to designate the land as national park to prevent future attempts to bulldoze another Port Stephens koala habitat.

(3) Notes that the Aboriginal flag is now flown in many public places and buildings of significance, including; the New South Wales Parliament, Victorian Parliament, Queensland Parliament, Western Australian Parliament, South Australian Parliament, Tasmanian Parliament, and the Legislative Assembly for the Australian Capital Territory, the High Court of Australia, Government House, the State Library, Customs House, Sydney Town Hall, National Gallery Canberra, Victoria Square, Federation Square, The National Museum of Australia, Sydney Hospital and the Sydney Observatory, amongst many others. (4) Notes former Premier Barry O'Farrell's comments that raising the Aboriginal flag throughout the year is a reasonable and sensible idea. (4) Notes that as a consequence of the overcrowding, children cannot get on their designated school bus, and over 30 children are left to wait at their school for a public bus last week. (5) Condemns the Government for failing the families of Medowie, Tanilba Bay and surrounding townships.
