    11th EU Forum on the rights of the child 7-8 November 2017, Brussels LET’S WORK TO END CHILD IMMIGRATION DETENTION We, the Initiative for Child Rights in the Global Compacts, UN agencies and bodies, global, European and national organisations, welcome the European Commission’s initiative to dedicate the 11th European Forum on the Rights of the Child to the topic of children deprived of their liberty - including children in immigration detention - and alternatives to detention. We call upon EU governments to take immediate steps towards ending child immigration detention, ensuring alternatives to detention are accessible and available. All of Europe’s children deserve care and protection, regardless of their migration status. Let’s work together to end child detention. “We were treated as criminals. Governments may use different words to make these policies sound acceptable, however it is the same as I was being deprived of my liberty without cause… As a child at the time, I saw many things that no child should see…” Pinar Aksu, detained at 14 years old for over two months when her family sought asylum in the UK Migrant children are Europe’s children too All children are children first and foremost - before they are Belgian, Italian, Turkish or Syrian, before they are European and before they are refugees or migrants. Children are children, and they deserve our care, our protection and family and community support. The rights set forth in the Convention on the Rights of the Child, which has been ratified by all EU member states, applies equally to all children without discrimination of any kind.

These children, especially unaccompanied minor migrants, are extremely vulnerable due to their young age and migrant status. Such vulnerability makes them an ideal target for human traffickers. The alarmingly huge number of missing children brings up the question how well are these children protected from human traffickers by law.     PRESS RELEASE Greece/EU: Urgently Relocate Lone Children Refugee Camps Have Reached Breaking Point Athens, March 5, 2020 European Union (EU) Member States should urgently relocate unaccompanied children from the Greek islands to safety in their territory, while ensuring that the children’s best interests are taken into account, 65 human rights, humanitarian and civil society organizations said in a statement today. The groups warned of widespread violations of children’s rights and threats to their health and safety across the Aegean islands’ refugee hotspots. Action is all the more urgent in light of the escalating violence on Lesbos and as increased arrivals to the islands could lead to further deterioration of the dangerous conditions in the camps. “The EU Hotspots on the Aegean islands are entirely unsuitable and in some cases life- threatening places for unaccompanied children,” said Stephanie Pope, EU policy and advocacy manager at Refugee Rights Europe. “Each EU state only needs to accept a small number of unaccompanied children to end the intolerable situation these children are in. We believe the EU can do better.” Over 1,800 unaccompanied children are struggling to survive on the Greek islands, the groups said. Children are deprived of their fundamental rights, such as access to shelter, water, food, medical, and psychosocial – mental health – care, as well as education. They are exposed to inhuman and degrading living conditions. Many children cannot secure a place in specialized accommodations for unaccompanied children because of lack of space, and are forced to face unsanitary and dangerous conditions, with many sleeping outdoors. “Unaccompanied migrant children are some of the most vulnerable people in the world,” said Eva Cossé, Greece researcher at Human Rights Watch.

PICUM PLATFORM FOR INTERNATIONAL COOPERATION ON UNDOCUMENTED MIGRANTS With the support of CONCORD, the European Confederation of Relief and development NGOs. This position paper is based on the analysis of the current EU child rights framework and potential for progress report developed by Articolo 12. The analysis was funded by World Vision EU Representation, Unicef, Save the Children, SOS Children’s Villages International, Eurochild, PICUM, Terre des Hommes, Plan International EU Liaison Office Brussels, Childfund Alliance EU Office, and Missing Children Europe. 2 Introduction The EU’s intention to develop a comprehensive Child Rights Strategy1 represents an important opportunity for the EU to champion the rights of the child within its borders and across the world. This position paper presents a set of key principles to guide the Strategy as well as priorities and actions for the European Institutions, Member States, and partner countries to take. The principles and priorities highlighted in this position paper are core principles enshrined in the UN Convention on the Rights of the Child (CRC) and its General Comments. They are also aligned with the UN 2030 Agenda 2and the 17 Sustainable Development Goals (SDGs)3. The recommendations build on the existing EU acquis in the field of child rights4, Article 3(3) of the Treaty of the European Union5 which explicitly recognises the promotion of children’s rights in internal and external affairs as an objective of the EU as well as Article 24 of the EU Charter of Fundamental Rights6 and the revised European Consensus on Development7.
