A pandemic-driven supply-chain slowdown will keep the MTA from receiving the first of hundreds of new redesigned subway cars until next year, THE CITY has learned. Delivery of an initial batch of test cars from a $1.4 billion purchase of 535 subway and Staten Is- land Railway cars had been targeted for 2020, but an MTA spokesperson confirmed the new trains are now not expected to begin arriving until the first quarter of next year. That reputation is now in tatters, and President-elect Joe Biden is asking Kerry to rebuild it again – this time as cli- mate envoy, a position Biden plans to include in the National Security Council. It won’t be easy, but Kerry’s decades of expe- rience and the international relationships he devel- oped as a senator and secretary of state may give him a chance of making real progress, especial- ly if that work is conducted in the spirit of mend- ing relationships rather than “naming and sham- ing” other countries. Over the past four years, the Trump adminis- tration pulled the U.S. out of the international Par- is Agreement on climate change, rolled back pol- icies that were designed to cut greenhouse gas emissions, and tried to prevent any discussion of climate change at international gatherings like the G-7 and G-20 summits.
