VOTE SCORECARD 116TH CONGRESS / FIRST SESSION Available at FRCAction.org/scorecard HHHHH U.S. HOUSE OF REPRESENTATIVES and U.S. SENATE Dear Voter and Friend of the Family, FRC Action presents our Vote Scorecard for 2019, the First Session of the 116th Congress. This scorecard contains a compilation of significant votes on federal legislation affecting our faith, our families, and our freedom that FRC Action either supported or opposed. These recorded votes span the 2019 calendar year. In the U.S. Senate, FRC Action scored in favor of two key pro-life bills. First, the No Taxpayer Funding for Abortion Act, which would permanently codify the Hyde Amendment, thereby prohibiting federal funds from paying for elective abortion and health care plans that include elective abortion coverage. FRC Action also scored in favor of the Born- Alive Abortion Survivors Protection Act, which would require health care practitioners to provide life-saving medical care to babies born alive after an attempted abortion. Unfortunately, both bills failed to pass but did serve to put Senators on record regarding abortion funding and infanticide. As the result of intense organized opposition, FRC Action also scored in favor of the nomination of Sarah Pitlyk to be U.S. District Judge for the Eastern District of Missouri. Pitlyk is a solid pro-life originalist and had previously litigated important religious freedom and abortion-related cases such as Burwell v. Hobby Lobby and Box v. Planned Parenthood of Indiana and Kentucky. In the House, FRC Action opposed a number of bills that were anti-religious freedom, and which sought to cement bad policy concerning sexual orientation and gender identity. Most prominent among these was the Equality Act, an anti-life, anti-faith, and anti-freedom bill that would overhaul our federal civil rights framework to mandate special privileges for sexual orientation and gender identity. FRC Action also scored against the reauthorization of the Violence Against Women Act because it contained language that would undermine the intended purpose of the original law and because it disregards the privacy and safety of abused women. We supported amendments to the reauthorization that would ensure biological men are not housed with women in emergency shelters and other sex-specific facilities. Also in the House, FRC Action supported implementation of the Conscience Protection Rule and the Protect Life Rule, supported amendments which would limit or bar funding of abortion overseas, opposed bills that would promote abortion in the military, and opposed bills that would lend legitimacy to the marijuana industry and make it harder to enforce existing marijuana laws. This vote scorecard contains 22 votes in the House and three votes in the Senate for the First Session of the 116th Congress. While the House may have successfully passed some anti-life, anti-family, and anti-religious liberty pieces of legislation last year, the Senate has declined to bring many of them to the floor. Even with the significant actions taken by President Trump to protect life, family, and religious freedom, much needs to be done legislatively to rebuild a culture where all human life is valued, families flourish, and religious liberty thrives. Motion to Recommit Reinstating Mexico City Policy in Consolidated Appropriations Act Offered by Rep. Kay Granger (R-Texas), the Motion to Recommit sought to include language for the Protecting Life in Global Health Assistance Policy in the Consolidated Appropriations Act of 2019 (H.R. 21), which bars taxpayer dollars from funding abortion overseas. (Failed 01/03/2019, 199 yeas to 232 nays, Roll Call No. 10) FRC Action Supported this Amendment http://clerk.house.gov/evs/2019/roll010.xml 2. Repeal of Mexico City Policy in Consolidated Appropriations Act Sponsored by Rep. Nita Lowey (D-N.Y.), the Consolidated Appropriations Act of 2019 (H.R. 21) would repeal the Protecting Life in Global Health Assistance Policy instituted by President Trump – a policy which bars taxpayer dollars from funding abortion overseas. John Sarbanes (D-Md.), the For the People Act of 2019 (H.R.1) contained several provisions of notable concern affecting free speech and the ability of individuals and non-profit organizations to continue to engage in robust public policy debates. Joe Kennedy III (D-Mass.), this resolution (H.Res.124) mischaracterized the new Department of Defense (DOD) policy as a “transgender ban” – which it is not. This resolution also supports the Obama administration’s policy that prioritized social engineering over military readiness and unit cohesion. (Passed 03/28/19, 238 yeas to 185 nays, Roll Call No. 135) FRC Action Opposed this Resolution http://clerk.house.gov/evs/2019/roll135.xml 5. Violence Against Women Act (VAWA) Reauthorization Sponsored by Rep. Karen Bass (D-Calif.), the Violence Against Women Reauthorization Act of 2019 (H.R. 1585) contains language that undermines the intended purpose of the bill and disregards the privacy and safety of abused women, the largest population of victims. It also allows Planned Parenthood to be a grantee despite a study showing a pattern of refusal to report statutory rape and sexual assault or abuse. David Cicilline (D-R.I.), the Equality Act (H.R. 5) is an anti-life, anti-faith, and anti-freedom bill that would overhaul our federal civil rights framework to mandate special privileges for sexual orientation and gender identity. Amendment to Allow Implementation of the Conscience Protection Rule Offered by Rep. Tom Cole (R-Okla.), this amendment (H.Amdt. 267) to H.R. 2740 the Labor, Health and Human Services, Education, Defense, State, Foreign Operations, and Energy and Water Development Appropriations Act would strike language that blocks the Department of Health and Human Services from implementing the Conscience Protection Rule that seeks to enforce 25 existing civil rights statutes that protect health care providers from being discriminated against for their religious or moral beliefs. Anthony Brown (D-Md.), this amendment (H.Amdt. 362) to H.R 2740 the Labor, Health and Human Services, Education, Defense, State, Foreign Operations, and Energy and Water Development Appropriations Act would prevent the Department of Defense from using appropriated funds to implement the Trump administration’s policy regarding open service by those with “gender dysphoria.” It thereby seeks to retain the Obama administration’s policy that prioritized social engineering over military readiness and unit cohesion. Labor, Health and Human Services, and Related Agencies Appropriations Act, 2020 Sponsored by Rep. Rosa DeLauro (D-Conn.), the Labor, Health and Human Services, Education, Defense, State, Foreign Operations, and Energy and Water Development Appropriations Act (H.R. 2740) would repeal the President’s Protect Life Rule, the Protecting Life in Global Health Assistance Policy, Conscience Protection Rule, and Transgender Military Policy.
