INTRODUCTION

Information when provided to educate the masses if communicated successfully brings about a lot of change in attitude & behavior of masses. Therefore Information, Education & Communication plays a vital role when a program aims at bringing about attitudinal change of society. Participatory Irrigation Management is a paradigm shift in irrigation water management in , therefore requires an attitudinal change in the mind set of the stake holders. The prime stake holder, the farmer has a mindset that canal maintenance is the sole responsibility of irrigation bureaucracy and he is on its mercy. He is not eager to come out of this attitude. Irrigation Water Management is a multi-disciplinary activity but the Irrigation bureaucracy, the next stake holder, has an attitude of putting engineering solution to all water management related problems. Here lies the problem which requires the intensive campaign to unlearn the myths both have in their minds and then to grasp the real position. Keeping this in mind & taking lessons from first phase of U.P.W.S.R.Project, the Project Activity Core Team (PACT) decided to educate the prime stake holders so that attitudinal change could be brought about to understand the provisions of the project in a changed perspective. The PACT leadership identified State Institute of Rural Development, Bakshi Ka Talab, Lucknow, an experienced institute in the area of I.E.C. having completed IEC programs of many projects like MNREGA, NLRM etc successfully. The institute submitted a comprehensive road map of launching I.E.C for the project in phase 2 area of U.P.W.S.R.P.

FURTHERANCE OF THE PROGRAM:-

After successful launch of the program in districts of phase 2 area, program got the momentum. The Raths start moving from village to village in all the 16 districts of phase 2. The Raths felt difficulty in route charts provided earlier, it is therefore decided to amend the route chart at local level in consultation with irrigation officers / officials and prepare further route charts at RIRD/DIRD level with consent of local irrigation department officials. The route charts are being prepared accordingly and are being implemented successfully baring one or two places where Irrigation department is hesitating in extending cooperation to awareness program. This problem is being sorted out at local level as RIRD/DIRD officers have been requested to contact the Irrigation Department officers / officials again & again.

Sri Ramesh of village Dubepur told that village pradhan sri Deshpal is out of station & around 60 farmers are present in the meeting. They are thinking of adopting the program. 7 26 58 84 Sri Raju of Azam Nagar told that about 50 farmers are present in the meeting on 13 th Nov and they are thinking to adopt it. Sri Ghanshyam of Lakhanpur told on phone on 21 st Nov that farmers are ready to adopt it including Sri Devendra Singh Pal Village pradhan 8 Kasganj 28 54 82 Sri Jograj singh Chohan of village Sarsawa & Sri Sohanpal of Nagla Mohan were contacted on 13 th Nov. praised the program. About 80 persons were assembled in Village Nathupur on 21 st Nov. 9 22 60 82 100-125 farmers were Nagar present in village Pachore as told by Sri Somdutt Tiwari former uppradhan. Jagmohan Singh Chandel of Gambhirpur told that about 50 farmers are present in the meeting on 21 st . 10 Kanpur 22 57 79 Farmers of villages Birhun Dehat & Kasmara were contacted on 13 th and Sri Shailendra Kumar Tiwari of Chobepur told on phone on 21 st that attendance is thin due to critical agri activities. 11 Kannauj 24 58 82 Sri Sunil Diwakar of Mehtepurwa told on 13 th Nov. that 50-60 farmers are assembled, it will improve after harvesting. 12 Kaushambi 37 55 92 Nephew of Sri Jagdish Gram Pradhan of Kosam Khiraj told on 21 st that film is being displayed & farmers are paying attention on the topic. 13 Lalitpur 26 57 83 Sri Kunwar Singh of Kuan Ghoti told that about 200 people are there in meeting. Though Pradhan Sri Bhagwan Das is not present but whole village will support the program. 14 Mainpuri 25 60 85 Agausa & Jeewanpur Chodhri villages were visited on 13 th Sri Ramniwas of Jeewanpur chodhri told that attendance is thin due to critical farming activities. 15 Oraiya 26 54 80 There were around 55 farmers present in the meeting in village Sujanpur on 13 th . 16 Raebarielly 26 54 80 Sri Ram Bhuwan of village Padrwa told that Diplip Kumar yadav village pradhan is out but others farmers are present. We are thinking to adopt it. Sir Sayed Ud Jama of Village Ziaya Pur told on 21 st Nov told that about 60 persons are presented in the meeting. Total 409 906 1315

During program, visits from head quarters were arranged Dr. Ashok Kumar visited programs in districts of Auraiya, Kanpur Dehat & Etawa. Telephonic conversations with the persons present in the program were also made during the campaign and placed on record. The contact persons include village Pradhan, his kins, and other opinion leaders of the village to know the effectiveness of the program, their views about the doctrine of participation and their willingness to adopt the program. Date wise details of conversation are shown along with progress.

Visits from SIRD, PACT & World Bank were also made. The PACT officers visited villages in districts of Barabanki and Amethi on 13 th of November and pointed out some shortcomings such as gathering of farmers is lesser; vehicles’ movement is not visible on GPS platform. The team advised to let the vehicle on during the program even it is static at one place so that it could be visible on GPS. The advice is well taken and the drivers have been instructed to keep their keys on though it may lose strength of its battery.

A meeting of officers from SIRD & PACT with World Bank team was organized on 19 th November 2014 for reviewing progress of awareness campaign & trainings of WUA executive committee members being organized by SIRD. The gathering shown satisfaction on the progress of training & applauded the efforts made by Sri Nand Kishore, State Training Coordinator at SIRD for his meticulous efforts placed in arranging trainings. The PIM cell PACT placed their findings of visit and suggested to improve the efforts especially in Sarda Sahayak Canal Command. The PIM expert PACT informed on the basis of reports being received at his office from Ramganga & Bundelkhand that performance of awareness program is satisfactory but it needs improvement in attendance. The SIRD officers told the World Bank Team that attendance is thin being peak timing of agricultural activities. Attendance will go improving day by day as sowing time is over. The World Bank team visited the trainings in villages Semra & Ateha of SSK-41 situated in district Pratapgarh on 27 th November and awareness campaign in village Bhatigawan of ID Lucknow situated in district Barabanki on 28 th November. The World Bank team observed that trainings are being conducted in open spaces which distract the attention of participants which affects the quality of trainings. The team discussed it in details with SIRD officers accompanying them. The World Bank Team advised to arrange a workshop and to find out the feasibility of residential trainings using the same trainers or other trainers and asked to stop further trainings till arrival at some decision. On 28 th November, the World Bank team visited the awareness campaign in village Bhatigawan near Hydergarh in district Barabanki. The team was not at all satisfied with the performance of the campaign. The World Bank team praised the literature prepared for guidance of officials engaged in the program. If the literature followed the program may boost. It needs monitoring & guidance to officials. The World Bank team observed that without close & rigorous monitoring improvement is not possible. The team observed shortcomings of infrastructure as pointed out by a farmer and advised to improve it. The World Bank Team advised to arrange a workshop of all officials working for awareness campaign and to find out the ways & means for improvement of program. The SIRD officers explained the situations and informed that these three districts of Sarda Sahayak Canal command are running poor as support from irrigation department is minimal. There are districts in Lower Ganga Canal Command & Bundel Khand region which are displaying better results. The PACT officers pointed out that photographs received from field do not give good impression improvement in photo technique may improve the position.
