1 INTRODUCTION

1.1 Vectos has been retained by Manning Investments Limited to provide highways and transport support in relation to the redevelopment of a site at 74 – 77 White Lion Street and 1 – 15 Bradleys Close, N1 9PF, in the London Borough of Islington (the ‘site’).

1.2 The site comprises two buildings. The first building fronts onto White Lion Street and provides a basement level and five storeys above ground (including ground floor level), with a three-storey extension to the rear. The ground floor and basement levels provide A1 Retail floorspace and ancillary storage space, and the upper floors provide B1a Office floorspace.

1.3 The second building is located at 1 -15 Bradleys Close, along the east side of Bradleys Close, to the rear of the property at 78 – 79 White Lion Street. This building provides three floors, including ground floor level and is currently used as a specialist school (Land Use Class D1).

1.4 It is proposed to construct a single storey fourth floor extension at the rear of the building at 74 – 77 White Lion Street; and a part two, part single storey extension at 1 – 15 Bradleys Close. The floorspace provided as part of these extensions will be B1a Office floorspace.

1.5 A two-storey infill extension at ground floor and first floor level at 1 – 15 Bradleys Close is also proposed in order to provide a separate ground floor access to the new office floorspace and additional first floor D1 floorspace.

1.6 This Transport Statement (TS) has been prepared to assess the potential impact of the proposed development on the local transport network. Pre-application discussions have been held with the London Borough of Islington (LBI) and details of these are included at Appendix A.

1.7 This TS has been prepared in accordance with National Planning Practice Guidance (NPPG) and Transport for London’s (TfL’s) best practice guidance. The structure of this report is as follows:

2 EXISTING CONDITIONS

2.1 This section of the TS provides a description of the existing conditions at the site, including a review of public transport services, local parking and the local highway network.

Existing Site Location & Use

2.2 As described previously, the site comprises two buildings at 74 – 77 White Lion Street and at 1 – 15 Bradleys Close. The site lies within Angel Town Centre and is designated as part of Islington’s Central Activities Zone. The surrounding uses are varied with a large proportion of retail and business uses, often with residential uses above.

2.3 The building at 74 – 77 White Lion Street provides a basement level and five storeys above ground (including ground floor level) fronting White Lion Street, with a three-storey extension to the rear, to the west of Bradleys Close. The ground floor and basement levels provide A1 Retail floorspace and ancillary storage space, and the upper floors provide B1a Office floorspace.

2.4 The building located at 1 -15 Bradleys Close, along the east side of Bradleys Close, provides three floors including ground floor level, and is currently used as a specialist school (Land Use Class D1).

2.5 The site is bound by a mixture of commercial and residential buildings in a densely populated urban area, located to the west of Angel Underground Station and the A1 Islington High Street.

Pedestrian Facilities

2.6 Pedestrian facilities within the vicinity of the site are considered to be good, given the likely volume of pedestrian activity associated with the surrounding land uses. Continuous footways are provided along both sides of White Lion Street, connecting to the surrounding footway network.

2.7 Immediately west of the site, a raised table pedestrian crossing is provided on Baron Street and on the junction with White Lion Street. Tactile paving has been installed to enhance mobility for those with sensory impairments. A raised table crossing is also provided on White Lion Street which forms the western arm of this junction.

2.8 To the east of the site, a raised table crossing is provided at the junction with A1 Islington High Street and to the north of this at the junction of Islington High Street and Liverpool Road, a formal signalised crossing is provided. This provides pedestrians with what is considered to be a safe route between the site and Angel Underground Station.

Cycling Facilities

2.9 The site benefits from access to a comprehensive cycle network due to its central location.

2.10 According to TfL’s Local Cycling Guide 14, which includes Islington, the section of Penton Street and its extension to the north as Road, that run in a north-south direction to the west of the development site are considered part of the cycle network which is ‘signed or marked for use by cyclists on a mixture of quiet or busier roads.’ Other nearby streets within this category include a section of Copenhagen Street connecting to Charlotte Terrace and Cloudesley Road to the west and east respectively. In addition, a short section of the A1, along with Charlton Place and Duncan Terrace joining A1 to the east form part of TfL’s signed or marked routes for use by cyclists.

2.11 An off-road cycle route is present to the northwest of the site running along the section of the Islington Canal Tunnel west of Barnsbury Road, extending towards Camden Town through the Regent’s Canal Towpath.

2.12 The National Cycle Network (NCN) route 162 also begins further north, at and Islington Station. This is a new route through North London connecting Park and Highbury Fields.

2.13 A map showing the local cycle routes accessible from the site can be found at Figure 3.

Local Bus Services

2.14 There are a number of bus stops within a short, 400m walking distance of the site. A total of 14 daytime routes and five night routes are available. These provide high frequency services to a wide range of key destinations across London.

2.15 The TfL spider bus map for the local area is included at Appendix B. This demonstrates the proximity of the site to local bus routes.

London Underground Services

2.16 The site is located approximately 300m walking distance from Angel Underground Station, via the pedestrian crossing located at the junction with Liverpool Road. Angel Station is served by the Northern Line (Bank Branch), which provides frequent services northbound to Edgware and High Barnet via Kings Cross, and southbound to Morden.

2.17 A brief summary of the services available from this station is provided below in Table 2.1.

National Rail Services

2.18 The site is located to the east of Kings Cross Rail Station, which is served by National Rail services and London Underground services. The walking distance between the site and the station is approximately 1.1km, equating to an average journey time of around 15 minutes on foot. Although the station is not within the boundary for being included within the Public Transport Accessibility Level (PTAL) score, it is not unreasonable to assume that some employees may choose to walk to the site from the station if they travel using National Rail services. Kings Cross Station provides access to a multitude of rail services, enabling access to a wide range of destinations across the country.

Public Transport Accessibility Level

2.19 The Public Transport Accessibility Level (PTAL) is a theoretical measure of the accessibility of a given point to the surrounding public transport network, taking into account walk access time and service availability. The method used is essentially a way of measuring the density of the public transport network at a particular point.

2.20 The PTAL measure, reflects:

 The walking distance from the point of interest to the public transport access points;  The reliability of the service modes available;  The number of services available within the catchment; and  The level of service at the public transport access points – i.e. average waiting time.

2.21 The PTAL is categorised into eight levels, 1a to 6b where 6b represents the best level of accessibility and 1a a low level of accessibility. The PTAL level for the Site is 6a, indicating an ‘excellent’ level of public transport accessibility and reflecting its location in close proximity to Islington High Street and Angel Underground Station.

2.22 A copy of the PTAL report is provided in Appendix B.

Local Highway Network

2.23 As described previously, the site is located on White Lion Street. White Lion Street forms part of TfL’s red routes and is a one-way street subject to a 30mph speed limit. The section of White Lion Street between Baron Street and the A1 Islington High Street is subject to parking restrictions. Pay & Display parking is provided opposite the site along the southern edge of the carriageway.

2.24 White Lion Street is subject to double red line restrictions along the northern side of the carriageway and single red line restrictions along the southern side. Vehicles are prohibited from stopping at any time on the double red lines. The single red line restrictions prohibit stopping from Monday to Saturday between 07:00 and 19:00, with the exception of designated areas which allowing vehicles to load/unload for a maximum of 20 minutes and permit Blue Badge Holders to park for up to 3 hours.

2.25 A dedicated loading bay is provided along the northern side of the carriageway, along the frontage of the site. This permits vehicles to load/unload for up to 20 minutes.

3 POLICY CONTEXT

3.1 This section of the TS provides a review of relevant planning and transport policy at a national and local level, in the context of the development proposals.

National Policy

National Planning Policy Framework, 2012

3.1 The National Planning Policy Framework (NPPF) was published by the Department for Communities and Local Government in March 2012 and sets out national policy for delivering sustainable growth and development in England. The NPPF details how it expects policy to be applied and it aims to make the planning system less complex and more accessible.

3.2 One of the twelve core land-use principles within the NPPF includes:

[to] actively manage patterns of growth to make the fullest possible use of public transport, walking and cycling, and focus significant development in locations which are or can be made sustainable.

3.3 Section 4 of the NPPF deals with promoting sustainable transport, and paragraphs 29 and 32 state:

The transport system needs to be balanced in favour of sustainable transport modes, giving people a real choice about how they travel.

All developments that generate significant amounts of movement should be supported by a Transport Statement or Transport Assessment. Plans and decisions should take account of whether:

• the opportunities for sustainable transport modes have been taken up depending on the nature and location of the site, to reduce the need for major transport infrastructure;

• safe and suitable access to the site can be achieved for all people; and

• improvements can be undertaken within the transport network that cost effectively limit the significant impacts of the development. Development should only

be prevented or refused on transport grounds where the residual cumulative impacts of development are severe.

3.4 The NPPF also states at paragraph 35 that:

Plans should protect and exploit opportunities for the use of sustainable transport modes for the movement of goods or people. Therefore, developments should be located and designed where practical to:

 accommodate the efficient delivery of goods and supplies;  give priority to pedestrian and cycle movements, and have access to high quality public transport facilities;  create safe and secure layouts which minimise conflicts between traffic and cyclists or pedestrians, avoiding street clutter and where appropriate establishing home zones;  incorporate facilities for charging plug-in and other ultra-low emission vehicles; and  consider the needs of people with disabilities by all modes of transport.

Regional Policy

The London Plan, 2016

3.5 The London Plan is the strategic planning policy framework document for Greater London. The transport aspects of the London Plan tie in closely with the Mayor's Transport Strategy reviewed below.

3.6 The mayor wants to "improve the integration, reliability, quality, accessibility, frequency, attractiveness and environmental performance of the public transport system" (Policy 6.2).

“The Mayor will work with all relevant partners to bring about a significant increase in cycling in London" (Policy 6.9). To help achieve this, developments should provide “secure, integrated, convenient and accessible cycle parking facilities in line with minimum standards" (Policy 6.9).

3.7 The Mayor seeks to increase walking in London by emphasising “the quality of the pedestrian and street environment…development proposals should ensure high quality pedestrian environments and emphasise the quality of the pedestrian and street space" (Policy 6.10).

Local Policy

Islington Core Strategy, 2011

3.8 The relevant Core Strategy objectives in relation to the proposed development and transport are set out below.

3.9 Paragraph 2.6.11 of the Core Strategy discusses the spatial strategy for Angel. The document states that “The London Central Activities Zone (CAZ) was expanded in 2008 to include the Angel town centre as part of the main commercial centre of London. The CAZ policies will apply to town centre to support and encourage office (B1) development as part of mixed use development and prevent further loss of employment space.”

3.10 It goes on to state that “White Lion Street and Road have been identified as the appropriate location within the area for expansion in commercial-led floorspace.”

3.11 Policy CS 10 relates to sustainable design. It notes the intention of the council to reducing the Borough’s contribution to climate change and provides a number of ways in which the council will seek to do this.

3.12 Part H of this policy states that the Council will encourage “sustainable transport choices through new development by maximising opportunities for walking, cycling and public transport use, and by requiring that all new developments are car-free.”

Islington Development Management Policies, 2013

3.13 The Development Management Policies Document (DMPD) provides a more detailed framework to implement the aims of the Core Strategy.

3.14 Policy DM8.1 states that the “design of developments, including building design and internal layout, site layout, public realm and the provision of transport infrastructure, is required to prioritise the transport needs of pedestrians, public transport users and cyclists above those of motor vehicles.”

3.15 Policy DM8.2 states that “development proposals are required to meet the transport needs of the development and address its transport impacts in a sustainable manner and in accordance with best practice.”

3.16 Any adverse effects on the capacity of transport infrastructure “including pavements and other walking routes, cycle routes, public transport and roads’ is required to be fully mitigated” (Policy DM8.2i).

3.17 In managing transport impacts, new development is required to (Policy DM 8.2):

i) fully mitigate any adverse impacts upon the capacity of transport infrastructure, including pavements and other walking routes, cycle routes, public transport and roads;

ii) have no negative impacts on the safe and efficient operation of transport infrastructure;

iii) maximise safe, convenient and inclusive accessibility to, from and within developments for pedestrians, cyclists and public transport users;

iv) provide equal access for all people, including inclusive access for disabled people;

v) adequately address delivery, servicing and drop-off requirements; and

vi) have no significant negative impacts form transport arranges on the local and wider environment.

3.18 The Council also states that “cycle parking is required to be designed to best practice standards and shall be secure, sheltered, integrated, conveniently located, adequately lit, step-free and accessible. Cycle parking shall include an adequate element of parking suitable for accessible bicycles and tricycles.’ (Policy DM8.4C).

Summary

3.19 The site accords with the relevant transport policy requirements. The site benefits from excellent accessibility by sustainable modes of transport, with a PTAL score of 6a, and provides good walking and cycling opportunities. It is located within close proximity to Islington High Street which provides a multitude of retail and leisure facilities, which is conducive for encouraging greater participation in active travel modes in line with national and local policy for sustainable travel. It is not proposed to provide any car parking for the new office floorspace, in line with LBI’s Core Strategy CS10.H, and reflecting the site’s highly accessible location.

4 DEVELOPMENT PROPOSALS

4.1 This section of the TS provides a review of the development proposals, including the proposed servicing and refuse collection strategy.

Proposed Quantum of Development

4.2 The proposed site layout plans are included at Appendix C for reference.

4.3 As described previously, it is proposed to construct a single storey fourth floor extension at the rear of the building at 74 – 77 White Lion Street; and a part two storey / part single storey extension at 1 – 15 Bradleys Close. The floorspace provided as part of these extensions will be B1a Office floorspace.

4.4 A two-storey infill extension at ground floor and first floor level at 1 – 15 Bradleys Close is also proposed in order to provide a separate access to the new office floorspace. A new core, lobby, refuse store and accessible WCs and showers will be provided at ground floor. This will replace what is currently D1 floorspace. However, it should be noted that although this space is currently allocated to the school, it is provided in the form of a garage which is utilised as a store. It does not function as classroom or ancillary office space for the school.

4.5 Summaries of the existing and proposed Gross External Area (GEA) floorspace provision at the site are presented in Table 4.1 and Table 4.2 respectively.

4.6 As a result of the development proposals, an additional 674 sqm (GEA) of B1a office floorspace will be provided. There will be a slight reduction in D1 floorspace resulting from the infill development to convert the existing garage to an entrance lobby for the new office space. As described previously, this space provides a storage function only for the school, and there will be no loss of teaching or ancillary office space.

Pedestrian Access

4.7 The existing pedestrian access arrangements to the site will be retained. Access to the building at 74 – 77 White Lion Street is provided via White Lion Street and access to the buildings at 1 – 15 Bradleys Close is provided from Bradleys Close, via the electronic security gate.

4.8 The existing two school accesses to the site will be retained, and a new core will be created at the northeast corner of 1 – 15 Bradleys Close for the additional office space. This will provide the office space with a fully separate entrance lobby and core.

4.9 The proposed ground floor layout plan included at Appendix C shows the location of the pedestrian access points.

Vehicle Access & Use of Bradleys Close

4.10 Vehicle access to the site is currently permitted from Bradley’s Close. An electronic security gate is in place and the school is provided with a fob in order to access this. Visitors are able to ring a buzzer in order to be permitted access.

4.11 The school currently use this access to bring minibuses into the site. The buses are able to use the small turning area at the north of Bradleys Close to turn, but do sometimes reverse in from White Lion Street so as to be able to exit Bradleys Close in forward gear.

Car Parking

4.12 No formal car parking is provided along Bradleys Close. The area is sometimes used for parking minibuses associated with the school, however this is not a formal arrangement. It is not proposed to provide any formal car parking as part of the proposed development, in line with the LBI Core Strategy Policy CS 10.

Cycle Parking

4.13 Cycle parking is currently provided along Bradleys Close for the existing offices, school and retail unit.

4.14 Additional cycle parking for the new office floorspace will be provided, in line with the standards contained within the Local Plan. A total of eight long stay spaces will be provided for staff, and two spaces for visitors equating to 10 spaces in total.

4.15 These will also be provided along Bradleys Close, in the form of five Sheffield stands, as shown on the proposed ground floor layout plan included at Appendix C.

Refuse Collection

4.16 Refuse is currently stored at the southern end of Bradley Close, adjacent to the entrance gate. On collection days, the bin is moved to the street and collected directly by refuse collection operatives. It is proposed that this arrangement will continue for the existing uses at the site, and for the additional office floorspace at 74 – 77 White Lion Street.

4.17 As described previously, a new refuse store will be provided for the additional third and fourth floor office space at 1 – 15 Bradley Close. This will be provided at ground floor level at the rear of the new entrance lobby. On collection days these bins will be moved to the street to be collected.

Deliveries & Servicing

4.18 Deliveries and servicing will be undertaken form the loading bay outside of the site. This permits loading and unloading for up to 20 minutes.

5 TRIP GENERATION AND POTENTIAL IMPACT

Overview

5.1 An assessment of trip generation has been undertaken for the proposed development based on the increase in floor areas set out in the previous section.

Trip Generation

5.2 The industry standard TRICS database has been used to quantify the uplift in trip generation following the increase in office accommodation at the site.

5.3 A review of TRICS has been undertaken using the following parameters:

 Main Land Use: 02 – Employment;  Sub Land Use: A – Office;  Calculation Options: Multimodal;  Regions: Greater London;  Areas: Camden, City of London, Greenwich, Hackney, Hammersmith & Fulham, Islington, Kensington and Chelsea, Lambeth, Newham, Southwark, Tower Hamlets, Westminster and Wandsworth;  Date Range: (actual) 10/01/2009 – 29/11/2013;  Location: (actual) Town Centre.

5.4 A summary of the resulting TRICS sites are provided in Table 5.1.

5.6 The number of new person movements associated with the additional 674 sqm office floorspace is set out in Table 5.3 for the AM and PM peak periods based on the total person trip rates set out in Table 5.2.

5.7 The results in Table 5.3 show that the peak in total person movements in the AM period occurs between 0800 and 0900, and in the PM period between 1700 and 1800.

5.8 Subsequently, method of travel to work data for employees of Islington 020 Middle Super Output Area (MSOA) has been derived from the 2011 Census. 5.9 The 2011 Census data show that trips by public transport account for 70% of the mode split, with walking and cycling accounting for a further 17%. This reflects the highly accessible location of the site.

5.10 The mode split summarised in Table 5.4 has been applied to the AM (0800-0900) and PM (1700-1800) peak hour total person trips, as shown in Table 5.2. The results are presented in Table 5.5 below, demonstrating the anticipated number of additional trips generated by the proposed development by mode of travel.

5.11 The results presented in Table 5.5 above demonstrate that the site could generate an additional two vehicle movements in both the AM and PM peak hours. As the site will not provide any formal car parking for the additional office space it is likely that in reality, fewer than two movements will occur. The results also show that the impact on any one public transport mode is likely to be negligible, especially given the frequency of services available.

Potential Impact

5.12 The trip generation assessment has demonstrated that the additional office floorspace could generate an additional two vehicle movements in the AM and PM peak hours. This is considered to represent a negligible potential impact on the local highway network, and in reality it is expected that fewer than two trips would be generated given that the site will not provide any formal car parking for the new office space. A large proportion of the additional trips will be undertaken on foot or by public transport, which is to be expected given the highly accessible location of the site.

5.13 It should be noted that the mode split has been derived from 2011 Census data. It is considered that based on the extensive investment by TfL in cycling infrastructure between 2013 and 2017 that the number of people accessing the site by bicycle is likely to be higher than set out in Table 5.4.

6 SUMMARY AND CONCLUSION

6.1 This Transport Statement has been prepared by Vectos on behalf of Manning Investments Limited to provide highways and transport advice to support the proposed redevelopment of a site at 74 – 77 White Lion Street and 1 – 15 Bradleys Close, N1 9PF, in the London Borough of Islington.

6.2 The site comprises two buildings, the first fronts onto White Lion Street with a three-storey extension to the rear providing a basement, A1 Retail at ground floor and B1a office accommodation over four floors above.

6.3 The second building is located at 1 -15 Bradleys Close, along the east side of Bradleys Close, to the rear of the property at 78 – 79 White Lion Street. This building provides three floors, including ground floor level and is currently used as a specialist school (Land Use Class D1).

6.4 The development proposals relate to the construction of an additional 674 sqm of B1a Office accommodation with retention of the existing A1 Retail and D1 land uses.

6.5 This TS has set out existing accessibility to the site by a range of transport modes. The site benefits from being in an area with a Public Transport Accessibility Level (PTAL) rating of 6a which demonstrates that the site is highly accessible by public transport.

6.6 In line with the LBI policy CS10H the development does not provide any additional car parking spaces.

6.7 An assessment of multimodal trip generation has been undertaken using the industry standard TRICS database. The uplift in B1a Office accommodation is anticipated to result in a two additional vehicle movements in the traditional AM peak (0800 – 0900) and PM peak (1700-1800) hours. The vast majority of additional people accessing the site are anticipated to do so by walking and public transport, which is to be expected given the site’s highly accessible location. Following extensive investment in cycling infrastructure across London it is considered that a proportion of trips will also be made by cycle.

6.8 Based on the assessment of the potential impacts of the proposals, and following a review of the accessibility of the site, it is concluded that the impact of the development will be negligible and that there is no highways or transport reason why the application should not be granted consent.

This section displays the trip rate results based on the selected set of surveys and the selected count type (shown just above the table). It is split by three main columns, representing arrivals trips, departures trips, and total trips (arrivals plus departures). Within each of these main columns are three sub-columns. These display the number of survey days where count data is included (per time period), the average value of the selected trip rate calculation parameter (per time period), and the trip rate result (per time period). Total trip rates (the sum of the column) are also displayed at the foot of the table.

To obtain a trip rate, the average (mean) trip rate parameter value (TRP) is first calculated for all selected survey days that have count data available for the stated time period. The average (mean) number of arrivals, departures or totals (whichever applies) is also calculated (COUNT) for all selected survey days that have count data available for the stated time period. Then, the average count is divided by the average trip rate parameter value, and multiplied by the stated calculation factor (shown just above the table and abbreviated here as FACT). So, the method is: COUNT/TRP*FACT. Trip rates are then rounded to 3 decimal places.
