1. Structure of Austrian Wine production

1.1 Institutional Structure 1

The creation of sector associations (inter-professional bodies) has a long track record in many classical wine producing countries (especially France). The underlying idea is that the best way for a region to market itself is if all the stakeholders in its wine industry work together. Following extensive discussions within the Austrian wine industry, in 2003 the legislative framework for the inter-professional system was first established in a decree issued by the Federal Minister of Agriculture, Forestry, Environment and Water Management. This acceded to one of the goals which the Austrian wine industry had been seeking for many years. The most significant operations of Austria’s wine sector organisations are at the regional level.

1.1.1 Regional wine boards

The regional wine boards are composed of the most significant representatives of the local wine industry , and the membership must be representative of the specific attributes of the wine region in question. On the one hand it is important to represent the interests of the grape growers, bulk wine producers and self-marketed businesses, but it is also important to ensure that each board includes representatives from businesses with strong marketing profiles. Together, their tasks are to address the following:

• Their primary task comprises the joint, detailed, analysis of the regional market and improving sales coordination . Examples of this include drawing up standard delivery contracts or contractual viticultural specifications. • Marketing activities tailored to regional requirements can be addressed together with the Austrian Wine Marketing Board. To this end, the AWMB is significantly increasing its regional advertising budgets. • If a region’s market profile would benefit from new regulations in respect of quality with protected designations of origin (DAC wines), regional boards can propose them to the Federal Minister who can then enshrine them in law.

1.1.2 National wine board

In principle, the national wine board serves as a filter between the decisions reached by the regional wine boards, and the decrees issued by the Federal Minister of Agriculture, Forestry, Environment and Water Management. The national wine board is specifically involved in two areas:

• The national wine board must examine whether newly-founded regional wine boards comprise an appropriate balance of nominated members which is representative of the market importance of the individual market participants. • The national wine board examines the decisions reached by the regional wine boards with regard to the establishment of DAC wines and ensures that any other provisions of wine law are in the interests of Austrian wine production as a whole.

The national wine board is appointed by the Federal Minister for a five-year period and consists of:

• 9 members involved in wine production , proposed by the chairman’s conference of the Austrian chambers of agriculture, and of these, at least two members must be from the cooperative sector. • 9 members involved in the wine trade, proposed by the Austrian Chamber of Commerce, and of these at least two members must represent the Austrian sparkling wine sector. • In addition to these, there are advisory members (without voting rights), who advise the members with voting rights, and carry out the decisions of the national wine board within their own institutions. The advisory representatives consist of experts from the Ministry of Agriculture, one representative from each of the wine-producing federal states, one expert each from the chambers of agriculture and commerce, and the managing director of the Austrian Wine Marketing Board.

It is essential that the national wine board has a balanced membership from all sectors of the Austrian wine industry. This platform should be the forum for listing and discussing all proposals which are suited to the continuous improvement of the marketing of Austrian wine. Although Qualitätswein (quality wine ) is the main focus, Austrian Landwein (cf. vin du pays ) and base wines for Sekt (sparkling wine ) are also within the national board’s remit.

However, the regional boards are the central element of the inter-professional structure. They have very wide decisional powers within their areas and they work autonomously. Only resolutions with legal consequences require the national wine board’s approval. However, with these decisional powers comes the responsibility to use them appropriately. Consequently, all competent industry participants in a region have the duty to assist their local wine board.

1.1.3 Establishment of regional wine boards

The regulations governing the establishment of regional wine boards as public law bodies are included in the decree issued by the Federal Minister of Agriculture, Forestry, Environment and Water Management which was last amended on 23 May 2011, regarding the establishment of wine sector organisations.

Regional wine boards shall undertake the following specific tasks:

1. Improve knowledge and communication regarding the production and marketing of Qualitätswein (quality wine ) in order to improve sales co-ordination. 2. Perform market research and the implement marketing activities in conjunction with the Austrian Wine Marketing Board. These marketing activities must be in keeping with the desired image of Austrian wines as a whole. 3. Develop processes and technologies designed to improve product quality. 4. Draw up standard contracts, e.g. delivery contracts or contractual viticultural specifications. 5. Define the conditions for the production and marketing of Qualitätswein (quality wine ) with protected designation of origin and distinctive regional typicity.

The names of the boards shall consist of the name of their area of activity, plus “regional wine board”. The goal is to establish a wine board for each wine region . This requirement can be waived in justified circumstances.

The regional wine boards comprise local members of the wine industry. Wine industry representatives include:

• Wine grape growers • Wine producers • Wine retailers and wholesalers • Representatives of the co-operatives • Sparkling wine producers • Brokers etc.

Notwithstanding the above, the composition of the members of the regional wine boards must always represent the specific circumstances of the local area. This means that the share of wine industry representatives must be weighted according to volumes of wine sold. The shares of wine grape producers, wine producers, representatives of the cooperatives, wholesalers and retailers etc. must also be taken into account. In calculating this weighting (if the market participants agree), the target market structure can also be taken into account as well as the status quo.

Regional wine boards must consist of at least five members. The number of members must not exceed the following: for regions

1. not exceeding 1,000 ha of vineyard area: 7 members 2. between 1,000 and 5,000 ha of vineyard area: 15 members 3. with more than 5,000 ha of vineyard area: 21 members

Regional wine board members are proposed by the chairman’s conferences of the Austrian chambers of agriculture and the Austrian Chamber of Commerce through their respective regional and federal organisations, and they are appointed for a five-year period by the Federal Minister of Agriculture, Forestry, Environment and Water Management. Proposals must be approved by the national wine board.

1.2 Survey of area under vine 2015 2

In accordance with Regulation (EU) No. 1337/2011 Austria is obliged to produce a survey of area under vine on a five-yearly (formerly 10-yearly) basis. With regards to the legal basis for the implementation of the survey, the Federal Minister of Agriculture, Forestry, Environment and Water Management adopted Regulation BGBl. II No. 207/2015 regarding vineyard area statistics in 2015 (Survey of Area Under Vine Regulation 2015). As a consequence, following the 2009 survey, a new survey of area under vine was carried out as at 31 st July 2015.

The Wein-ONLINE system was used as the data source for the wine-producing federal states of Burgenland, Lower Austria, Styria and Vienna. This system is maintained on behalf of the Federal Ministry for Agriculture and Forestry, Environment and Water Management (BMLFUW), by the Land-, forst- und wasserwirtschaftliches Rechenzentrum GmbH (LFRZ) data centre. For the federal state of Carinthia, it was possible to use data from the state’s vineyard registry. The data were transmitted electronically, checked for plausibility and evaluated. The data from the other federal states: Upper Austria, Salzburg, Tyrol and Vorarlberg were gathered by Statistics Austria using a written questionnaire which was filled in by wine producers.

The resulting total for Austria’s planted vineyard area was 45,439 ha, which is 94 ha or 0.2% less than in the last survey of area under vine in 2009.

With 28,145 ha or 61.9% Lower Austria remains the largest wine producing federal state in Austria, followed by Burgenland with 12,249 ha (27.0%), Styria with 4,324 ha (9.5%) and Vienna with 581 ha (1.3%). The remaining federal states grew by 57 ha to 140 ha (+69.5%) compared with the previous survey in 2009.

The trend toward larger wineries could also be seen in this survey. The average vineyard area by winery increased from 2.26 ha in 2009 to 3.22 ha (+42.5%).

Figure 1 shows the share of area for each wine region by federal state. This shows that the Neusiedlersee wine region (Burgenland) had 7,159 ha or 58.2%, the Weinviertel wine region (Lower Austria) had 13,886 ha (49.2%) and the Südsteiermark wine region (Styria) had 2,163 ha (50.0%), making them respectively the leading regions in their federal states.

This survey showed that the long-term trend towards red wine at the expense of white wine no longer holds. Whilst white wine plantings grew to 30,502 ha, showing an increase of 2.3% compared with 2009, red wine area fell by 4.9% to 14,937 ha.

Regarding the distribution by vine variety, Grüner Veltliner continued unchallenged as the top Austrian variety with 14,376 ha, corresponding to 47.1% of the total plantings of white wine grapes. With growth of 6.3%, Grüner Veltliner also recorded the largest increase of plantings across all varieties. In position two, the red wine variety Zweigelt accounted for 6,311 ha or 42.3% of all red wine plantings.

Moving to the distribution of vine varieties by individual federal state, Grüner Veltliner has a clear lead amongst white wine plantings in Burgenland (1,258 ha), Lower Austria (12,920 ha) and Vienna (171 ha), whereas Welschriesling was most significant in Styria (701 ha) and White Riesling in the other federal states (18 ha). Among red wine varieties Zweigelt dominates in the federal states of Lower Austria (3,521 ha) and Vienna (36 ha), but elsewhere the dominant

4 1. Area under vine by grape variety Austrian Wine statistics report grape is respectively Blaufränkisch in Burgenland (2,632 ha), Blauer Wildbacher in Styria (432 ha) and Blauer Burgunder in the other federal states (10 ha).

An analysis by vine age (Figure 2) shows that the largest proportion of vines, 51.7%, fall into the 10 to 29 years category, followed by 30 years plus at 31.4% and 3 to 9 years at 12.6%. 4.3% of vines are less than 3 years old. These are new plantings ‒ i.e. not yet productive area ‒ totalling 1,950 ha, which is not an insignificant proportion of total area under vine.

1.3 Wine production in Austria

1.3.1 Growing season, harvest and inventory 2015

1.3.1.1 Growing season 2015 – A year to celebrate for wine lovers 2015 was a year to celebrate for anyone who makes or admires Austrian wine. Wine regions only suffered isolated material cases of hail damage. The 2015 vintage has a lot of promise. The wines which are already ready to be tasted have impressive depth, ripe fruit flavours and balance. The wines which are still developing in the cellars promise body, class and great potential.

Vintage weather conditions

After calm weather in spring and favourable flowering conditions, a very hot and dry summer followed with one heat wave after the next. In some places plants came to a standstill; especially young vines where irrigation was not possible were subjected to water stress. Fortunately, around mid-August most wine-growing areas had some rainfall, which arrived just in time.

This was followed by a beautiful, stable autumn with many sunny days, but also relatively cool nights – which sets 2015 apart from other years such as 2011 and 2006. In September there were further rainy episodes which also came in mid-October. Except for this slightly more humid period the beautiful autumn weather kept going well into November. As a result, it was possible to bring in most of the harvest at the optimum time, especially as there was very limited pest and fungal attack. There was also very little noble rot.

Ripeness, fruit and elegance

In general, 2015 gave white wines with considerable extract and well-proportioned body with acidity levels at the lower end of the range in analytical terms. However, this does not generally show when tasting the wines. The usual characteristics of a hot year –high, fiery alcohol and relatively little fruit – were largely avoided. Indeed, the white wines show depth, mature fruit flavours and considerable density. typicity generally also came across well. It appears to be an exceptional year for red, bringing together the elegance of 2006 with the exuberance of 2011. Almost all regions produced wines with intense colour, extreme ripeness and density, with elegant depth, dark fruit notes and velvety tannin structure.

Lower Austria

The proverbial fly in the ointment for the vintage in Lower Austria was a wholly atypical nocturnal hailstorm at the beginning of May. This hail storm hit the eastern Kremstal and Kamptal and then moved over large areas of Wagram where it led to a dramatic reduction in the crop. This meant that the only way for local producers to make basic quality wines was to buy in grapes from adjacent areas in order to partly compensate for the losses. Major fermentation problems and off notes remained the exception this year. The addition of acid was approved, but very few winemakers made use of it.

The most important grape variety, Grüner Veltliner, showed consistently very juicy, plush wines with a tendency towards milder acid structures. What is striking is that there are convincing wines across the board, from the lighter weight, more basic levels right up to the

Rieslings benefited from longer hang times which gave juicy, powerful crus with a wonderful balance between fruit components and depth of acidity. As was to be expected in such a ripe year, Pinot Blanc and Chardonnay also showed convincing levels of density and harmony. Fashionable, aromatic Yellow Muscat produced its most beautiful wines for years, as did the rare Zierfandler, Rotgipfler, and Roter Veltliner varieties.

Burgenland

In Burgenland the situation was similar to that of neighbouring Lower Austria with fruity and full-bodied wines showing varietal typicity and restrained acidities. Burgundian varieties gave particularly good results and the lighter Welschriesling wines also turned out well. In addition to the fullness of body mentioned above, the red wines also show great balance lending them elegance and the ability to develop for many years ‒ they are also more than suitable for barrique maturation. All in all, this red wine vintage should at least reach the levels of the great 2011 vintage. Following the previous year’s very low yield for Prädikatswein, this year ‒ despite the late and hesitant onset of botrytis ‒ provided a satisfactory quantity of dessert wines with great depth of fruit.

Styria

In Styria there was a hail event relatively early in the year but the vines recovered well from it. High levels of grape ripeness and the impeccable quality of the fruit at harvest applied to all areas within Styria, giving powerful, harmonious wines with medium acidity, comparable to the great 2007 vintage. The Styrian specialities Yellow Muscat and Sauvignon Blanc produced both very successful results and satisfactory yields. This year, Sauvignon Blancs showed riper fruit flavours and high density; marked green or grassy undertones are almost completely absent. Pinot Blanc and Morillon (Chardonnay) also benefited from the ripe vintage, but at the same time they completely avoided hot year characteristics as a result of the favourable distribution of precipitation. For the Schilcher from the Weststeiermark, superb quality wines are to be expected which could surpass all vintages since 2011.

Vienna

Having avoided devastating hail damage, Vienna was also able to ripen its open bunches of grapes to full maturity, allowing winemakers to harvest at the optimal moment. For the Wiener Gemischter Satz speciality, full-bodied wines with the corresponding acid levels are to be expected. They have deep fruit flavours and dense structure with convincing performance in both lighter and more serious styles. This also applies to Veltliners and Pinot Blancs from Viennese vineyards. Rieslings did exceptionally well this year, and the wines from famous, top Viennese sites, for example Nussberg, are bursting with fruit intensity. The best Rieslings also have the potential for long, continuous development. For the reds, these optimal vintage conditions allowed the vinification of powerful cru wines with ageing potential.

1.3.1.2 Harvest and inventory 201521 According to Statistics Austria, as at 30th November 2015, the vintage produced a harvest of 2.3 million hectolitres ‒ significantly more than 2014’s low yield year (+13%), and also slightly above (+2%) the five-year moving average. The harvest comprised 1.5 million hectolitres of white wine (+8% on 2014) and 800,000 hectolitres of red wine (+24% on 2014). Following the significant rain-related yield reductions of the previous year, this meant a return to the

Whilst the first half of the year largely saw optimal weather conditions, the 2015 harvest was principally influenced by two factors: on the one hand, there was extreme summer heat with widespread and prolonged drought (over eastern parts of the country), and on the other hand there was wide-ranging hail, specifically in the areas of Lower Austria, Wagram, Kamptal and Kremstal, and in Styria. This meant that yield varied significantly from region to region. It was striking ‒ particularly in relation to the rot problems of the previous year ‒ to see the widespread very good levels of grape health. From a qualitative point of view there was a tendency towards higher sugar and lower acidity as a result of the hot weather conditions.

Lower Austria’s 1.4 million hl represented an 8% increase in wine compared with 2014, and this harvest size represented a return to the average of the past 5 years. Following the losses caused by rot in the previous year, there were significant increases in Lower Austrian red wines (352,200 hl; +20% compared with 2014), which nevertheless failed to reach the average of the past 5 years (-8%). Given the stable production in the previous year, the Lower Austrian white wine harvest only grew slightly, to 1.0 million hl (+4% on 2014). At the regional level, hail caused significant reductions in harvest; this meant that Wagram lost almost a third of its harvest (84,000 hl; -31% on five-year average). This also applied to Kremstal (96,200 hl; -22% on five-year average) and Kamptal (131,700 hl; -19% on five-year average).

Burgenland saw a significant increase in harvest. At 666,300 hl (+30% compared with 2014) this corresponded to 9% more wine than the five-year average. Both white wines (276,700 hl; +32% on 2014) as well as reds (389,600 hl; +28% on 2014) were significantly stronger than the weak prior year result.

Steiermark, which was also affected by hail, remained at 214,000 hl (+8% to 2014) just below the local production average (-3% on five-year average), while Vienna with its 22,100 hl (+15% on 2014) was able to outperform slightly (+3% on five-year average).

From a product perspective, at 2.1 mn hl (+21% vs 2014) Qualitätswein and Prädikatswein had significantly higher volumes; both reds (728,400 hl; +30% vs 2014) and whites (1.4 mn hl; +17% vs 2014) were affected. At 120,800 hl, the Wein and Landwein segments (including single varietal wine and Sturm) saw a decrease of 45% compared with the previous year. This decreased the volume of white Wein and Landwein by more than half. Red Wein and Landwein fell by 20%.

1.3.1.3 Inventory 201523 2015 inventories (as at 31st July) fell significantly to 2.4 million hl (-8% on 2014). A particularly large gap in inventory was attributable to the weakness of the 2014 red wine harvest, resulting in a reduction in stocks of 12%, to 1.1 million hectolitres of red wine. The fall in white wine inventories was somewhat more moderate at 1.3 million hectolitres (-5% on 2014).

The Qualitätswein and Prädikatswein categories saw inventories fall significantly to 1.9 million hl (-10% on 2014), and within this Burgenland fell by as much as 15%, to 536,600 hl. Lower Austria, which showed the most significant inventories of Qualitätswein and Prädikatswein (1.2 million hl; representing a share of 63%), recorded a decrease of 7% compared to the 2014 stock level.

In the case of Wein/Landwein, there was a slight increase in inventory to 291,400 hl (+3% on 2014). This still represented 23% less than in the five-year average. Wein/Landwein inventories comprised 184,700 hl of white wine (+9% on 2014) and 106,700 hl of red wine (-6% on 2014).

Austrian Qualitätswein (quality wine) is increasingly sold in bottle, the cost of which is subject to wide variation. Different business and marketing models can lead to significant price differences. For this reason, recording a weighted average price for bottled wines for the purposes of the statistics on producer prices in agriculture and forestry has become increasingly difficult and had to be discontinued in 2005 following consultation with the Federal Ministry of Agriculture, Forestry, Environment and Water Management and the Austrian Chamber of Agriculture.

1.3.5 Structure of production in Austria

1.3.5.1 Average size and number of grape growers The structure of wine producing businesses has changed profoundly over the past 20 years, both in terms of size and number. On the one hand, the drastic reduction in the number of wine estates is down to the fact that a large number of grape growers with a vineyard surface area of less than one hectare have ceased to exist. On the other hand, the average producer size has increased, due to the increase of the number of producers with more than 5 ha. There is therefore a noticeable shift towards larger business structures along with a decrease in the number of smaller producers. This is also linked to how the business is run. There is a correlation between the size of businesses and businesses which are run on a full-time basis.

The 2015 survey of area under vine quantified Austrian plantings at 45,439 ha (with a total potential of 60,000 ha; see red line on graph). This represents a decline of 22% since 1987. The number of wineries has fallen by 69% since 1987 to a 2015 level of 14,111. As can be seen in figure 20, the area under vines is farmed by a constantly falling number of growers, who consequently each manage a larger area. The average holding size has increased from 1.28 hectares (1987) to 3.22 hectares (2015). This development shows a clear trend toward larger operating structures, with a decline in small wineries.

1.3.5.2 Bottler capacity The number of bottlers of Qualitätswein (quality wine) has decreased to fewer than 4,300 from almost 6,500 in 2009. Conversely, the number of businesses with the capacity to bottle over 30,000 litres has increased from 970 in 2009 to over 1,500. These bottlers are at the forefront of the Austrian wine industry, and all of them work in close cooperation with the AWMB.

A comparison of the 2009-2015 sales data for businesses with reporting requirements shows that the number of economically significant producers (with sales of over 30,000 litres) has grown very sharply (from 976 to 1,519 currently), whilst the number of small producers (especially those with sales volumes below 5,000 litres) has dropped sharply.

Of course annual influences and harvest volumes play a role in this (e.g. the number of businesses was particularly small in 2011 as a result of the 2010 harvest), however, the overall picture clearly shows the breakneck pace of structural change in the Austrian wine industry. The consequence is ever-increasing levels of predatory competition. In order to ensure that we secure our competitive ability and growth over the long term, it is therefore of vital importance for the AWMB, working in partnership with the wine industry, to enter as many export markets as possible.

In Austria an average 252* million litres of wine were consumed in 2015. Of this amount, the most significant part (145.7 million litres or 57.9%) was consumed in Austrian restaurants or at events. A further 93.5 million litres (37.1%) were consumed in Austrian households. The majority of the consumption by households is accounted for via purchases at food retailers (70.7 million litres; 75.6%)36. Around 12.6 million litres (5%) were purchased by tourists.

1.4.1.1 Wine consumption in Austria In the 2014/2015 financial year, wine consumption in Austria reached 2.3 million hl. This corresponds to a decline of 14.8% compared to the consumption in the previous year, when 2.6 million hl were consumed.

Per-capita consumption was 27.1 litres. This represents a reduction of 4.2 litres per capita compared with 2013/2014. This is not surprising for many observers who had already been perceiving the decline subjectively for several years. The significant fluctuations of up to 40 million litres in the Statistics Austria annual consumption figures over the last decade are thus certainly unrealistic. Overall, a further reason for the reduction in per capita consumption is that Austrian population is being significantly increased by immigrants with relatively limited affinity for wine.

On average, over the past 15 years 2.5 million hl of wine were consumed annually in Austria.37

1.4.2 On-trade and consumption at home

1.4.2.1 On-trade and cash & carry/wholesale distribution In the wine trade, the on-trade plays an important role in building image and promoting sales. In 2015, according to GfK, a total of around 146 million litres were consumed in the on-trade channel. The AWMB estimates that total consumption in Austria is around 252 million litres which means that over half of the wine drunk in Austria is sold through the on-trade and at events. On-trade sales are forecast to fall in the countryside in wine-producing areas, but further growth is expected in the tourist regions of Western Austria, cities, and in areas attracting cultural tourism.

The demand for Austrian wine remains strong. Domestic ranges continue to be developed and foreign wines continue to lose listings. In 2015 the market share was 89% (2003: 84%). Wine on draft is an exception: cheap imports are making progress here, especially in the lowest quality and in the spritzer segments; they are also finding listings in multiple grocery and at discounters, where they sell in 2 litre PET bottles for €1.99. This is the only imported wine category with strong growth rates. It is therefore strategically important for the Austrian wine industry to work even harder on the important themes of origin marketing in the on-trade, and then to roll it out to wine on draft and house wine (from the generic Qualitätswein, Landwein and varietally-labelled categories).

1.4.2.1.1 Scanning data from cash & carry/wholesale distribution43 Unlike in the off-trade, reliable data are difficult to obtain in the on-trade without extensive market research. The Gastro-Data Institute provides an interesting summary of the wholesale on-trade and cash & carry segment in its "GastroPanel" product. Like AC Nielsen, Gastro-Data uses scanning data captured in the wholesale trade. These data are summarised in this chapter. The survey partners are AGM, Kastner, Kiennast, Metro, C+C Pfeiffer and C+C Wedl, which together control 90% of all cash & carry and on-trade turnover, 65% of all distribution turnover and have an estimated market share of 75-80% of the entire wholesale on-trade turnover (collection and distribution).

According to Gastro-Data, total on-trade turnover is split 90-93% direct (ex cellar) and through the specialist drinks trade, 2% through distribution partners (e.g. Brau-Union), and 5-8% through cash & carry and wholesale distribution. As purchasing behaviour is similar across all the distribution models (whether direct, via specialists or cash & carry), and as they all have unlimited access to the producers (wineries), it is assumed that the Gastro-Data numbers are a good reflection of the market situation as a whole, even though they only show a small proportion of it.

1.4.2.1.2 Market Shares domestic/abroad C+C/wholesale distribution With just under 90% market share (in both volume and value), Austrian wine is the clear leader in cash & carry and wholesale distribution. In the last few years, turnover has grown annually (2015 +0.28% volume, +2.21% value). Foreign wine had a market share of 10.40% by volume and 12.65% by value in 2015.

In volume terms, almost 91% of the wines in cash & carry/wholesale distribution are sold in the price bands up to €9.99. The highest turnover is generated by the €6.00-€9.99 band (44.7%). In places two to six come €0-€2.99 (16.4%), €10.00-€14.99 (15.4%), €3.00-€5.99 (11.9%), €15.00-€24.99 (7.0%) and over €25 (4.2%).

Analysis of the average prices over time clearly shows that it has been possible to increase the average price constantly in recent years. In 2015, the average price reached €4.87 per bottle.

With over a fifth of domestic volume and value, Grüner Veltliner is by far the most important domestic grape variety. In the recent past it has steadily grown volumes by a small amount each year, and was able to grow value by €147,344 compared with 2014. Blauer Zweigelt is in second place, followed by Pinot Blanc/Chardonnay and Welschriesling. The top 10 most important grape varieties account for 55.1% of the market by volume and 63.3% by value. 1.4.2.2 Domestic consumption61 Domestic consumption includes all wine purchases bought at wineries, in food retailers or in other outlets (e.g. specialist retailers) for consumption within Austrian households.

Wine consumption within Austrian households has been falling slowly since 2008. Sales of Austrian wine came under pressure following the poor 2010 harvest, which led to an increase in imports. As a result of higher sales prices, it was possible to maintain the value of sales at the same level over the same period. In 2015 food retailers accounted for 54.3 million litres of domestic wine sold corresponding to sales revenue of €260.6 million.

In the households market, Austrian wine has a market share of 69.7% by volume and 74.6% by value. Until recently, specialist trade turnover was significantly overestimated by GfK (2012: 27%!). This assumption has since been corrected by using a more accurate survey method. According to the new “response weighting” method, specialists are nevertheless still responsible for 16.6% of all wine sales consumed at home, and Austrian wine accounts for over 10% of the total household market.

1.4.2.2.1 Food retailers63 Over the past 20 years, food retailers have become the most significant intermediaries in household consumption (at the expense of cellar door sales). Supermarket ranges have been extensively expanded, especially in the higher value segments (over €5/bottle). 20 years ago many customers would buy their wine direct from a small number of producers, but these days, wine is primarily bought at supermarkets to fulfil short-term needs. This has turned the food retailer channel into a strong sales partner for the domestic wine sector.

2. Wine exports from Austria

After eight years of unbroken growth, Austrian wine export revenues declined slightly for the first time in 2015. According to Statistics Austria, the final export figures for 2015 amounted to 143 million Euro and 48 million litres. For experts, this comes as no surprise because of the difficult and small 2014 vintage which can now also be seen in the export figures, although a reduction in turnover of 1.1% compared to 2014 was a much less bad result than had been feared.

However, the 2015 export statistics throw up a number of issues which require a closer look. There was significant growth again in bottled Qualitätswein in 2015, and red wines in particular showed a surprising increase of almost € 4 million (+13.5%). However, bulk wine, wine without further designations of origin and Prädikatswein all decreased. There were massive drops in sparkling wine exports, especially in the lightly sparkling segment. Industry insiders assume that this is due to the development of a number of industrial frizzante products.

When considering the individual markets, third countries recorded sales growth of 10%, whereas the EU-28 showed negative growth of 4.8%. The negative results in the Sekt, lightly- sparkling wine and bulk wine balances particularly marred Germany’s sales, which show an otherwise very positive development. There was a decrease in 2015 export sales to European markets which had previously been successful for many years, such as the Netherlands, Sweden, Finland and Italy, while the United Kingdom, Belgium and Denmark returned to

In non-European Union countries, there were positive surprises from Switzerland, the USA, Norway, Hong Kong and Russia, whilst China and Japan decreased.

In this light it is painful to note that 2016 again looks like a small harvest, indicating that further supply problems are to be expected. Nevertheless, Grüner Veltliner still looks as if it can achieve average harvest levels combined with good quality, but following the late frost at the end of April the prospects are not very good for red wine, especially Zweigelt and the Styrian specialities.

Significant demand for the 2015 vintage, which is now gradually coming to the market, is having an extremely positive effect. Following VieVinum, the national and international interest in these great red and white wines can be felt very strongly. A number of the most sought-after white and red wines will only come to the market starting in autumn 2016 and lasting well into 2017. This will allow Austrian wine to reach ever greater heights of success, even in difficult times, and the international reviews of this exceptional vintage should offer some comfort to offset the vagaries of the Styrian weather.

2.2 Comparison of Import and Export Volumes

Since entering the EU, all Statistics Austria data relating to the EU have been based purely on statistical declarations by exporters and on Intrastat reports. Intrastat declarations must be submitted by companies with imports or exports of goods from or to EU member states exceeding the assimilation threshold of EUR 750,000 in the previous year.

Small deliveries and exports in private cars are not captured. The reliability of the statistics is therefore not absolute. The lower threshold for the reporting requirement is different for each EU member state.
