Notes of a meeting of the Steering Group and Working Groups held on Wednesday 13 January 2016 at 7 30pm at The Windmill, Badby.

1 Chairman’s opening remarks Ken Morris welcomed Tom Davies as a member of the Steering Group. He went on to explain that there had been much activity in Neighbourhood Planning across DDC citing the examples of , and West Haddon. In Badby the pre-work of the door- stepping exercise has been completed. The documents which govern what can and cannot be done are known ie:  National Planning and Policy Framework  West Joint Core Strategy  District Council Saved Policies 2007  Policies and principles relating to applications for planning and development adopted by Badby Parish Council September 2014 With this information it is now time to take action and start writing the plan. The objective of this meeting is to identify a selection of draft policies and to allocate them to groups to draw up for the Open Event planned in the Village Hall 27 and 28 February.

3 Matters arising from these notes not covered elsewhere on the agenda. There were no matters arising.

4 Parishioner Participation 1 The Chairman invited parishioners present to comment at this stage but this was declined.

5 Working Group reports 5.1 Communications Group Ken Morris reported that the door-stepping exercise had been completed and the results recorded. Karen Alexander said that 272 houses were leafleted and over 200 householders were spoken to. At least two attempts were made in cases of no reply. Whilst not everyone wanted to comment but most were positive about the plan. Parishioners’ comments have been listed under the following headings:  Overall view of the plan  Facilities  Development/housing  Landscape  Highways/parking The results of this village survey were circulated by email to all members of the Steering Group on 14 January 2016.

5.2 Resources Group Chris Nelson reported that he is working on a distillation of current government policies that have a bearing on the plan. They effectively determine what we can and cannot do, so we need to be familiar with them and ignore them at our peril. This outline is intended to be an objective summary of applicable legislation but any attempt to reduce over 400 pages to less than 10 involves a fair amount of ‘editing’. Those who have strong personal interest in the subject are therefore strongly advised to read the original documents for themselves at www.gov.uk/government/publications/national-planning -policy-framework--2 & www.westnorthamptonshirejpu.org If, in so doing, they find what they believe to be important errors, omissions or misplaced emphasis, Chris would be glad of their feedback.

So far this distillation has been circulated to a small group for comment but when finished it will be posted on the website. Action: Chris Nelson

On the matter of finance, Clare Crouch reported that so far we have spent £882.00 of the funding. This has to be spent by the end of January or we will have to return around £300.00. It was confirmed that display boards for the Open Event are being produced and there could be the opportunity of being invoiced for the catering before the month end. Clare is going to apply for an extension and Jan Cooper will speak to Charlotte Shaw. Action: Clare Crouch/Jan Cooper

There was discussion about other villages having employed a consultant to help with their Neighbourhood Plans. Tom Davies advised there are two planning consultants in Badby and he agreed to contact them to see if they are interested. Action: Tom Davies

5.3 Project management and administration Neville Snell reported that the Gant Chart the group is using now is based on the simpler version of DDC’s rather than the more complex one first shown to the Steering Group. This has now been updated. There are some pinch points eg the date for the referendum would be just before Christmas. Clearly this is not ideal so some adjustments have to be made. However it is the opinion of the group that work is on target at the moment with the next four weeks being crucial. The Gant Chart will be put on the website and also on the Google drive. 6 Parish Open Day first quarter 2016 6.1 Discussion of objectives and format as defined by the Temporary Open Day Working Group The temporary group (Andy Witcomb, Clare Crouch, Ken Morris and Chris Nelson) suggested the following objectives:  To further inform and make known what is happening – the process  To put up some draft policies for comment and indicate other areas for which policies will be written  To indicate what the Group believes parishioners see as defining Badby Village and Parish and what needs to be preserved, retained and enhanced 6.2 Format  A village hall event on a Saturday and Sunday in February  Display boards covering: DDC Process Map; history of Badby; definition of Badby Village and Parish (preservation, retention and enhancement).  Current situation eg demographics  Policies – two boards  Representatives from the Group to attend and talk to parishioners throughout the event 6.3 Date and timing Saturday 27 and Sunday 28 February 2016 from 2 00pm to 5 00pm. It was confirmed that the Village Hall has been booked. 6.4 Allocation of tasks – promotion Tom Davies suggested it would be helpful to have examples of Neighbourhood Plans on display since some people may be unfamiliar. Action: Communications Group Karen Alexander raised the question of advertising the events. Clare Crouch confirmed that full pages advertisements had been booked in The Link for the next five months. Copy is to be sent for deadline of 20 January. Action: Ken Morris/Clare Crouch The same copy can be used for posters on the village notice boards, the reverse of Tea and Meet leaflets and village news in The Gusher. Action: Communications Group A meeting of the Communications Group is to be convened as soon as possible. Action: Gillian Nelson

6.5 Allocation of tasks – policies

Ken Morris introduced this item by explaining that there are no defined policy areas as such. They must relate to the use and development of land and will be inspected against ‘National Policy andAdvice’ as well as local plans. They should cover what is important to the Parish not just the Village. Looking as other Neighbourhood Plans provides good guidance. More detail is given in the PowerPoint presentation already circulate (Slides 15 –19).

Subsequent discussion agreed the best method of progressing this was for each Working Group to draft a policy. A template is needed and Ken agreed to prepare one to be circulated. Information resulting from the door-stepping is also to be sent out. Action: Ken Morris/ Gillian Nelson (Note: this was circulated by email to the Steering Group on 15 January)

The selected policies are:

 Community Facilities (can include halls, pubs, places of worship, village greens, playing fields, footpaths, cycle tracks, bridleways, parking) Action: Communications Group  Infrastructure and transport. Action: Project Management Group/Tom Davies  Protecting the character of the village (this needs to be defined in terms of setting, built environment, trees, open spaces) Action: Resources Group

The draft policies need to be with Andy Witcomb by 28 January. Action: All Working Groups

7 Parishioner Participation 2

Sue Wilson: When will the Steering Group identify potential sites for development? Chris Nelson replied that there is a process to be followed and we could choose to opt out of identifying sites. However this stage has not been reached yet.

Denis Wilson: Stressed that Badby is defined as an infill village only by DDC. Replying Ken Morris said that advantage must be taken of that fact.

Sue Wilson: There is still time for individuals to object to the Pound Lane proposed development by contacting DDC Planning directly. Time is short though – this should be done promptly .

Sue Wilson: Does the Steering Group envisage inviting interest from landowners? Chris Nelson replied that there is not a policy at the moment but it does need to be discussed. Noted as a future agenda item. Action: Andy Witcomb/ Gillian Nelson

8 Any other business Archaeological survey Kate Brookes has a full archaeological survey carried out for a garage planning application on her property which she is happy to offer to the Resources Group. This was accepted with thanks. Action: Kate Brookes/ Resources Group

9 Dates of next meetings The next meetings of the Steering Group will be on: Wednesday 24 February and Wednesday 6 April at 7 30pm at The Windmill, Badby
