The MASL is implementing the following changes and points of emphasis for the 2019-2020 season. The full 2019-2020 Rules can be downloaded at the link on the right of the page.

Goalkeepers  Three-line rule exemption – Goalkeepers will now be exempt from the three-line rule when distributing the ball with a throw

 Goalkeepers cannot possess the ball over the midfield line until the 4th quarter of the game

 Goalkeepers will be limited to 4 seconds with possession of the ball. 6th Attacker  A player who is on the field as a 6th Attacker will now have to serve any timed penalty called against them. Previously, they were treated as a normal goalkeeper and a field player could serve their timed penalties.

 6th Attacker must be a designated field player and not a back-up goalkeeper. Time Outs  Teams will now have two time-outs to use at any time in each game.

 'Media time-outs’ will still be used in each quarter and not be charged to any team Playoff Roster Expansion  In the regular season, teams are allowed to dress 15 players each game.

 In the playoffs teams will be allowed to dress 16 players, as long as that extra player is a designated goalkeeper. MASL Disciplinary Committee Disciplinary Committee to handle any on-field incidents that require extra attention. The committee will consist of an experienced former player, experienced former referee and league executives. The purpose of the committee is not to re-referee the games, but instead to give support and extra attention to sensitive aspects of the game like violent conduct, embellishment, contact above the shoulder, mass confrontation and players leaving the bench during an altercation. 9

MASL Rules Review

Arena soccer is a fast-paced game with lots of action from end to end. Although very similar to the outdoor game, arena soccer does have a few slight modifications.  Number of Players on the Field – Each team plays with 5 field players and a goalkeeper, only the goalkeeper can use his hands and only inside the penalty box. o Late in the game, a team that is behind in the score may choose to have a field player substitute in for the goalkeeper to create an attacking advantage. This player is referred to as a 6thAttacker. He will wear a jersey with a different color than his teammates and can use his hands inside his own penalty box.

 Out of Bounds – Arena soccer is played within walls and the ball is live at all times it is in the field of play. It is very common for players to bounce the ball off the wall as they pass to teammates or create attacking opportunities. o If the ball goes over the wall and into the stands or netting, the ball is considered out of bounds and will be kicked in from the spot nearest where it went out of bounds.

 Penalties - Fouls committed during MASL games are penalized with a direct kick, if the foul is severe enough, the referee may show the player who committed the foul a blue, yellow or red card. o Blue Card - A Blue Card indicates a two-minute timed penalty. The committing player will have to spend two minutes in the penalty box. His team will not be able to replace him on the field during those two minutes, resulting in a 'Power Play ' man advantage for the opposing team. If a goalkeeper receives a Blue Card, his team can choose another field player to serve his penalty for him. If his team is scored on before the two minutes expire, the player is excused from the remainder of the timed penalty o Yellow Card - A Yellow Card indicates a Misconduct Penalty and results in the committing player spending five minutes in the Penalty Box. A player serving a Misconduct Penalty can be replaced on the field and his team will not be short-handed. o Red Card - Violent conduct, serious foul play and penalty accumulation are some of the reasons a referee might show a Red Card, resulting in the committing player's immediate ejection from the game. Following the ejection, the committing team will send a different player to serve a two-minute timed player and his team will not be able to replace him on the field during those two minutes, resulting in a 'Power Play ' man advantage for the opposing team. DISCIPLINE Penalty Point Accumulation SystemPenalty Point Accumulations are as follows:  1 point for blue/yellow card

 2 points for red card 10

 2 points for any player who leaves the bench during altercation. Note: A player cannot accumulate more than two (2) penalty points per match as the player is automatically ejected for infractions beyond a two (2) point accumulation. List of Penalties which apply towards Accumulation:

2018-19 Blast Season Review

2018-19 Record: 17-7 Home: 10-2 Away: 7-5 The Baltimore Blast looked to the 2018/19 season with the hopes of claiming a fourth consecutive Ron Newman Cup. Before the season, Pat Healey would retire from his playing career with the Blast and take up the head coaching position at the Harrisburg Heat. Kevin Healey would also leave his post as General Manager of the Blast after serving for 20 years, to take the General Manager position at the Harrisburg Heat. The Blast’s season opened at the SECU Arena to welcome the latest expansion team into the MASL, the Mississauga Metrostars. The Blast would start the 2018-19 campaign with an 11-3 victory over Dwayne De Rosario and the Metrostars. The next day, the Blast would drop the first of six regular season meetings with Utica City FC; losing forward Daniel Peruzzi for the season due to a knee injury. Injuries would continue to plague the Blast, but with the help of new additions such as Ibrahima Keita, Mohamed N’diaye, Daniel Oliveira, and Juan Galvis, the Blast would finish the season with a 17-7 record. After dropping the Eastern Division Regular Season crown to Utica City FC to goal difference, the Blast would face that same Utica City team in the first round of the MASL playoffs. After losing the home leg 12-9, the Blast would travel to Utica, NY needing to win game 2 and the following mini-game to advance to the Eastern Conference Final. A dominant 7-3 victory in Game 2 set up a 15 minute mini-game to decide the winner. Two goals in the last five minutes would see the Blast through to the Eastern Conference Final versus the Milwaukee Wave. The Eastern Conference Final proved to be a low- scoring, defensive affair, but the Wave were able to stifle the Blast attack and claim a 2-1 victory, ending the Blast’s season without silverware. The Blast boasted the tenth best scoring offense and fourth best defense in the MASL this past season. Their 17 wins in the regular season tied them with Utica City FC for fourth best in the MASL. Midfielder Jonatas Melo enjoyed a breakout season where he tallied a career high 41 points and earned a 2nd team All MASL selection. Defender Adriano Dos Santos recorded his highest point total (23) since the 2013/14 season and collected his first All MASL First Team Selection. Vini Dantas led the Blast in goals scored with 23 on the season, Tony Donatelli collected an All MASL Third Team selection, while Ibrahima Keita was named to the Top Newcomers shortlist.

Celebrating 39 Years:

The Blast celebrates the team’s 39th season in 2019-20 and is proud to keep the tradition going for the 39th season. The Blast played its first ever game in Baltimore on November 29th, 1980 in the then Civic Center (now ). The team defeated Philadelphia, 10-7, that night to kick off what has become 40 years of professional indoor soccer in Baltimore. No other city in the United States has had a professional soccer team for 30+ consecutive years. It only took a few years, however, for the team to capture their first MISL Championship following the 1983-84 season. Since then, the team has added championships in 2003, 2004, 2006, 2008, 2009, 2012, 2016, 2017, and 2018.

Kelly-Bascome Coaching Tandem:

Head coach Danny Kelly and assistant coach Dave Bascome are teaming up behind the bench to coach the Blast for the fourteenth straight season. Kelly, who played 14 season of professional indoor soccer, remains a Baltimore fan favorite, well known to fans and opponents alike for his work ethic and competitive spirit. Kelly has won Coach of the Year in 2009, 2011, and 2013. Bascome, who played 17 season, retired after the 2008-09 season to concentrate solely on his coaching duties. He joined Kelly’s staff at the start of the 2006-07 season and will be helping Kelly in his fourteenth season as a part of the coaching staff.
