L'Union des Associations Internationales (UAI) est une organisation internationale non gouvernementale, à but scientifique, fondée en 1910. Elle a pour but de servir de centre de documentation sur les organisations internationales gouvernementales et non gouvernementales, leurs activités et tout spécialement sur leurs réunions et publications; entreprendre et encourager les recherches études et publications sur les problèmes juridiques, administratifs et techniques communs aux organisations inter- nationales non gouvernementales; faire mieux connaître les travaux de ces dernières et faciliter leurs relations mutuelles- assurer auprès du public, des écoles et des universités une connaissance plus complète et une meilleure compréhension de l'effort contemporain de coopération internationale. L'UAI bénéficie du statut consultatif auprès du Conseil Economique et Social des Nations Unies depuis septem- bre 1951 et auprès de l'Unesco depuis novembre 1952.

Si l'opinion publique a quelque rôle en ce domaine, c'est sur le plan de la politique intérieure. Les parlements ont à cet égard un rôle à jouer : ils peuvent susciter des débats, interpeller les mi- nistres, et non seulement ratifier des accords déjà conclus. Or, les parlements sont sensibles à l'opinion, pour laquelle la presse d'in- formation est un important relais. L'orateur allègue maints exem- ples tirés de l'histoire récente, notamment l'affaire de la Commu- nauté européenne de Défense, en 1950, où l'opinion publique française a fait échouer un projet des gouvernements. L'action d'une opinion nationale dans le domaine international s'exerce souvent d'une façon constante et profonde. Cette opinion repose sur un fond de sentiments et d'attitudes hérités du passé et souvent entretenus par l'éducation. Il n'est pas rare que les réac- tions issues du subconscient ou de l'irrationnel se mettent en tra-

En dehors du cadre national, l'opinion publique se réduit à peu de chose. C'est en Europe que l'effort pour en créer une a été le plus considérable. Les difficultés qui subsistent dans la construction de la Commu- nauté économique mais aussi celles qui ont été surmontées mon- trent qu'il ne faut ni désespérer ni trop escompter d'une conscience vraiment européenne. Presque tout le monde pense encore « na- tional » en parlant « européen ». Quant aux autres parties du monde, on y a assisté à des élans com- munautaires qui ont été rapidement dominés par la flambée des nationalismes. Sans doute existe-t-il des foyers d'action internationale, tels que ceux de l'ONU et de ses institutions spécialisées. Le rôle du secré- tariat des Nations Unies a grandi en ces dernières années. De toutes les entreprises des organes internationaux résuite certainement une action sur l'opinion, qui en est venue à accorder une plus grande estime à ces institutions. Il faut tenir compte aussi des nombreuses organisations privées qui agissent sur le plan international, tenant des congrès parfois re- tentissants ; plus souvent réunissant des commissions qui font du travail sérieux. C'est là, dans l'affrontement d'un grand nombre de questions qui ne figurent pas au tableau de la politique inter- nationale, que s'opèrent sans doute les rapprochements les plus effectifs. Par dessus tout il faut reconnaître l'existence de ce corps essentiellement international qu'est l'Eglise, qui embrasse par vo- cation divine le monde entier. Cette conférence, toute nourrie de constatations puisées dans l'ex- périence des dernières années, ne pêche certainement pas par excès d'optimisme. Mais elle tend à ce qu'une opinion « transnationale » arrive à se former pour le bien de l'humanité. La Semaine Sociale de Nice, dans ses conclusions, a adopté sur cette question le texte suivant : « Depuis quelques années, il tend à se constituer une opinion internationale qui dépasse les cadres anciens des nations et des cultures. Elle est encore commençante et incohérente mais il est probable qu'elle connaîtra un dévelop- pement rapide. Il importe de prendre conscience de ce fait nou- veau et d'y adapter l’action sur l’opinion ».

It it beyond the bounds of possibility to stop the political, economic and ideological con- frontation yet it is to be hoped that such a confrontation will take the form of peaceful competition in the fields of science, economy and ideology. What, therefore, is the exact meaning of this important principle of international relations known as peaceful coexistence V Put simply and clearly it means : 1. War should be abandoned as a means of settling differences between states. 2. The territorial sovereignty and independence of the various na- tions should be duly respected. 3. There should be no interference in the internal affairs of other states, be it to try and change their political or social system. or for any other purpose. 4. Political and economic relations between states should be based on equality and mutual interest. 5. General and complete disarmament with effective international controls, should be the goal, including a total ban on nuclear weapons, the abolition of armed forces (except those needed for defence), and the elimination of military bases on foreign soil as well as of military alliances and blocs. Such a policy would undoubtedly lead to peaceful coexistence between the different social and political systems, and would prevent the exportation of revolution and counter-revolution. This all goes to show that peaceful coexistence means something more than the absence of war between nations. It is true that it leads to peace, but peace on a higher level than heretofore. The principle of peaceful coexistence is a new principle in international relations, in the history of mankind.

Cette conversion ne se fera pas par des mots mais par l'établissement de la justice, une justice humaine, politique, économique et sociale qui assure en tout lieu le libre épanouissement de la personne humaine. Il serait vain de se dissimuler que cet idéal est peut-être irréalisable dans la société des hommes. Mais il n'est pas nécessaire d'être sûr du succès pour entreprendre. Nous savons que nous con- tribuons à l'arrivée de cette justice désirée par de si grandes masses humaines et que nous participons à la construction de la paix. Dans notre tâche modeste et indispensable, c'est notre grandeur et notre récompense.

The idea of class struggle is too small for this age. At the same time, however, we must be equipped with a theme and direction adequate and ready, when the time comes, to lead the whole of 700 million people of China to true greatness. We must attempt to remake the character of civilisation so that every class, every race, and every nation will have its true part to play in the management of the world. The whole world is on tip- toe waiting for some nation to rise up and pioneer such a new way for humanity. In order to make a nation really effective for the next years and decades to come, we need a theme for the world. There is no idea which can win and capture the minds and hearts of modern men other than an idea to remake the world.

But what about the rest of the time ? When he reads reports of the proceedings at the United Nations and other important official conferences, does he do so with any real sense of personal involvement ? Is he conscious that the clashes of official policy which he reads about may have an im-

Does he regard himself as having any part to play in the task of furthering international harmony and under- standing ? Or, as I am afraid is only too often the case, does he think of himself as simply a member of the audience at a discus- sion by a panel of experts in which the audience is not invited or expected to participate ? Surely, if the latter is the case, it is not a healthy state of affairs. Nor is the man-in-the-street altogether to blame. The United Nations was set up, not only as an answer to mankind's aspiration for peace and security, but also, in the words of the Charter, to promote social progress and better stan- dards of life in larger freedom. The Charter assumes an active sense of community and shared aspirations among peoples of dif- ferent nations and it aims at making these common sentiments an operative force towards the achievement of the purposes of the United Nations. In practice, however, the United Nations must rely for the realisation of this aim on the technique of multilateral diplomacy, and it is no criticism of that time-honoured technique to say that, what between the inevitable wordiness of its discussions, its preoccupation with fine points of drafting, its necessary com- promises and its caucuses and private conversations, the man-in- the-street is often left baffled and bewildered and a barrier of in- comprehension is erected between him and the great world forums in which the official representatives of his own and other countries live and have their being. The best method yet devised for mitigat- ing the problem of lack of communication which this situation creates lies in the holding of congresses on the unofficial level which bring together people of different countries who have interests in common. As we all know, this method has been more and more widely used in recent years and experience has already amply demonstrated what enormous advantages, in terms of international goodwill and understanding, can be derived from it. The mere fact of people of different nationalities coming together for the discussion of in- terests and ideas, even on a purely non-political level, has a psycho- logical effect of incalculable value. When the late Ernest Bevin opened the Marshall Plan conference in Paris in 1947, the idea of a United States of Europe was much in the air. Mr. Bevin made no reference to any such development in his speech, but he did express the hope that, out of their co-operation in the Marshall Plan, the countries represented at the conference would develop what he termed "a habit of association" which would prove fruitful for the future. How productive a force the "habit of association" can be has since been demonstrated. And congresses can do much to spread the "habit of association" between nations. They have already done so. The thousands of international associations which exist throughout the world today—associations of businessmen, scientists, labour leaders, teachers, bankers and so on—have al- ready enlarged considerably the area of consensus which exists in world society. The non-political discussion of principles and ideas by people of different nationalities with intellectual or other in- terests in common has not only helped to elucidate and verify the

or consensus arrived at by even unofficial congresses can be a useful antidote to the ill-feeling apt to be engendered by conflicts or clashes of interest in the official field.

I am sure that you will forgive me, Mr. Chairman, if I say that, just as war is much too serious a thing to be left exclusively to soldiers, so peace is much too precious to mankind today to be left exclusively to diplomats. In this rapidly shrinking world of ours, the pursuit of peace, the task of ensuring better international rela- tions, demands for its success, in addition to conferences on the governmental or diplomatic level, ever more frequent conventions or congresses in which people of different countries with interests in common can meet and share their ideas and experiences.

People of my age t (seventy-six) have seen the World change, almost out of recognition, within the short span of a single lifetime. Has this transformation of the World made voluntary service superfluous ? Or has it made it more necessary and more valuable than it has ever been before ? Under the technological and economic and social conditions of our new world, it is now accepted that we can no longer get on without public action, national and international, on the grand scale. This is common ground among people professing many different ideo- logies. It is being accepted in practice in the United States, a country that, in theory, is dedicated to the ideology of unlimited free enterprise in all fields. Is not public action perhaps going to cater for all mankind's needs ? Is there a part still left for volun- tary service to play ? As I see it, the need for voluntary service has become greater in our time than it has ever been before. Vo- luntary action and public action are not mutually exclusive ; they are complementary to each other. The more massive the public service that mankind requires, the greater the need to supplement and balance it by voluntary service. Here is a pair of fields of action in which "co-existence", "prolife-ration", and "escalation" can all be welcomed, whole-heartedly and without controversy, as movements that are life-giving, not death-bringing.

In the structuré of our present-day world, there are at least three vitally important points in which international voluntary service has a pan to play that cannot be played by any other social agen- cy. International voluntary service can help knit the human race together into a single family. It can help to reduce—in the end, to vanishing point—the present gulf between "haves" and "have- nots". It can help the individual human being still to play an ef- fective personal part in a society that threatens to dwarf him by its size and to baffle him by its complexity.

Vast stores of data have been assembled in World Data Centrés located in a number of countries and are freely available for study by scientists of every country. The planning and organization of these enterprises has occupied the time and energy of innumerable scientists from all nations over a period of several years. Men of science of every nation have been brought together in a spirit of friendly under- standing and cooperation which has known no barriers of national- ity, race, colour, religious or political opinion. The basic objective of both these projects could be summarized in the phrase : "The common study of our planet by all for the be- nefit of all", and it is certain that the objective has been achieved in full measure. These world-wide cooperative scientific projects have shown conclusively that, however many and serious are the political problems that trouble the human race, it is possible for all the nations of the world to work closely together in great en- terprises for the common good. We, the undersigned, officers of the special committees which orga- nized the projects, wish to commend the examples of the IGY and IQSY to the peoples of all nations. At the same time, we would wish to express the earnest hope that scientific academies and gov- ernments everywhere will resolve to place this cooperation in geo- physical science on a permanent basis. In so doing, we feel that not only will the rapid advance of geo- physical science be maintained but, more importantly, it is certain that this continued close cooperation between men of science from . all parts of the world will make a significant contribution to the wider field of human understanding and goodwill.

Dans d'autres pays, les organisations ont beau- coup plus de liberté pour prendre des initiatives en vue d'établir de nouveaux programmes avec l'aide du gouvernement. Je pense que ces deux tendances commencent à s'affronter, mais la tendance essentielle, que la jeunesse commence à s'organiser, se fait sentir dans tous ces pays...

Question : Les jeunes, lorsqu'ils s'organisent dépassent donc le niveau national,, dépassent les particularisme nationaux ?

Maione : Oui et non. Vous savez que la réalité nationale aujour- d'hui, c'est encore franchement une réalité. Et on a besoin de faire des efforts pour arriver à toucher l'autre réalité : la réalité du monde technologique qui dépasse les frontières nationales. C'est très difficile de vivre seulement entouré de frontières nationales quand, par exemple, demain nous verrons l'avion Concorde voler de l'Europe à l'Amérique du Nord en trois heures, quand nous verrons le soleil se coucher à l'Est. Mais souvent, nous autres, nous sommes pris dans ce mythe national qui remonte au temps où nous voyagions à cheval et nous n'arrivons pas encore à comprendre cette nouvelle réalité. Je pense que dans nos mouvements de jeunesse, particulièrement dans l'Assemblée Mondiale de la Jeunesse, on s'efforce à ce que les jeunes soient conscients de leur réalité et qu'ils soient fiers de leur réalité nationale. Mais ils doivent faire des efforts pour que cette réalité soit dépassée et que la nouvelle réalité qui confronte tout le monde soit atteinte. Ce n'est pas une question d'idéologie, non plus qu'une question de religion ou de race. C"est une question essentiellement de géographie et le monde aujourd'hui a presque honte de la géographie. Je pense que la réalité nationale est chaque jour un peu plus dépassée. Question : Vous avez confiance alors ? Maione : J'ai toujours confiance. Dans un monde où naguère 80 % de la population vivait dans la misère totale, sans éducation, sans possibilité d'éducation, on entrevoit aujourd'hui la possibilité dé donner une éducation à tout le monde. Sans parler de l'influence inconsciente du milieu originel, cela est irréalisable, le fonctionnaire dépendant de son gouvernement, ou de toute autre organisation nationale, pour son avenir. D'autre part, le propre des institutions internationales est de ne pas avoir d'idéologie définie. Le fonctionnaire international qui veut être in- dépendant se trouve donc dans une sorte de vide, rien ne venant remplacer le lien naturel avec son pays. Un troisième problème provient de ce que le fonctionnaire inter- national doit constamment s'abstenir, dans sa vie professionnelle, de prendre position idéologiquement, théologiquement, ou poli- tiquement. Il risque ainsi de devenir très vite un homme qui ne s'engage pas. Comment surmonter ces difficultés ? Le fonctionnaire international doit être profondément convaincu que le monde a besoin de bons techniciens en relations internationales, au même titre que de bons agriculteurs ou de bons mécaniciens, et qu'ils sont d'autant plus importants qu'ils doivent créer du neuf. Pour accomplir sa vocation, le fonctionnaire international a besoin d'un équipement intellectuel — une grande curiosité intellectuelle, la connaissance d'autres langues —, mais doit aussi croire à la pos- sibilité d'une amitié entre hommes de cultures, de nations, de races différentes. Enfin, pour remédier au pluralisme politique, idéologique, reli- gieux, culturel, au fait que son métier n'a pas d'éthique profession- nelle définie et au fait qu'il n'a pas l'appui d'un milieu social co- hérent, le fonctionnaire international doit s'enraciner consciem- ment dans une conviction profonde. C'est là le vrai remède contre le déracinement. Il ne peut pas s'attendre à vivre tranquille puis- que le monde est toujours menacé d'explosions idéologiques ou na- tionalistes, mais il n'a pas le droit de déserter, engagé qu'il est dans le grand combat des forces constructives contre les forces destructives. Guide pratique à l'usage des utilisateurs de services d'interprétation de conférence rédigé par l'Association Internationale des Interprètes de Conférence. On trouve dans cet ouvrage des conseils fondés sur l'expérience des membres de l'AIIC concernant :
