Early MedievalOccupationSiteat . Whilst a mechanical excavator was at work near Fen Row, a quantity of pottery sherds were turned up. The Museum authorities dated these at about the 10th and 11th centuries and one piece of black glazed pottery was thought to be 1st century A.D. The sherds obviously formed part of complete vessels broken by the excavator and were found in conjunction with burnt earth hollows some 6 inches below the surface. The site lies at the head of a small valley where there is a spring of fresh water. Similar finds have been made by Mr. David Mace on the heath near Poplar Farm, where he has excavated what appears to be a kiln. Sherds lay in great profusion on the surface over a wide area. W. G. ARNOTT. An Index to Suckling. Through the enterprise and financial backing of Sir Guy Hambling, Bart., of , a long-needed index to the two volumes of Suckling's is to be printed by Messrs. W. S. Cowell, Ltd., of Ipswich. The manuscript to be used is a large 4to volume in the possession of James M. Martin, Esq:, the Ipswich collector and to him thanks are due for permission to undertake the work. The Index, which will contain some 20,000 references, will have the same page size as the small- paper edition of the original work. Only one hundred copies will be printed, at L3 3s. Od. a copy, and orders should be sent to Messrs. Cowell immediately. A list of subscribers will be inserted and each copy will be numbered. L. D. Suffolk Place-Names. Suffolk archwologists and historians will be glad to learn that the English Place-name Society has started on the production of a volume dealing with Suffolk. The work will be in the charge of Dr. P. H. Reaney, Limn., PH.D., who was responsible for the excellent volume on the neighbouring county of Essex. Hitherto students of place-names in Suffolk have relied on Skeat's Place-names of Suffolk, published by the Cambridge Antiquarian Society forty years ago; since then, much new source-material has come to light , and the result of Dr. Reaney's labours will be keenly awaited. 1. The Society shall be called the " Suffolk Institute of Archxology and Natural History."

2. The objects of the Institute shall be:— To collect and publish information on the Archnology of the County of Suffolk. • To oppose and prevent, as far as may be practicable, any injuries with which ancient monuments of every description, within the County of Suffolk, may from time to time be threatened, and to collect accurate drawings, plans and descriptions thereof. To promote interest in local Archwological matters.

3. The Institute shall consist of Ordinary and Honorary Members.

4. Each Ordinary Member shall pay an annual subscription of kl, or of 15s. if paid by Banker's Order, due in advance on 1st January. A husband and wife shall pay an annual subscription of 25s., or of k 1 if paid by Banker's Order, •due in advance on 1st January. A subscription of £10 shall secure Life Membership. Every Member shall be considered to belong to the Institute until he withdraws from it by notice to the Secretary in writing, or unless his name is removed by order of the Counal. Anyone having been nominated is eligible for election at any Meeting (General or otherwise) of the Institute, or at any Meeting of the Council.

5. Honorary Members shall pay no subscription, and than not be entitled to vote, but they shall receive a copy of all publications of the Institute, and shall be entitled to all other privileges of membership. Honorary members shall be elected at the Annual General Meeting only.

6. The Officers of the Institute shall be a Patron, President, Vice-Presidents, Hon. Secretary, Hon. Editor, Hon. Financial Secretary, and Hon. Excursion Directors, all of who'll shall be elected for the year at the Annual General Meeting. The names of new candidates for office must reach the Hon. Secretary at least two weeks before the date of the Annual General Meeting.

7. The general management of the affairs and property of the Institute shall be vested in the Council, consisting of the Officers, and of fifteen Members elected from the general body of the Subscribers, to retire annually, but eligible for re-election; with this exception, that no elected member of Council who has been absent from all Council Meetings during the preceeding year shall be eligible for re-election at the next Annual General Meeting.

8. The Council shall meet to transact the ordinary business of the Institute not less than three times a year. They shall have power to appoint Committees and LoCal 'Secretaries, recommend Hon. Members for election at the Annual General Meeting, supply vacancies which may occur during the year in their own body or among the officers, and to make arrangements for excursions and' other meetings. They shall also annually prepare a report and a statement of accounts for submission to the Annual General Meeting. At the Meetings of the Council four Members shall be a quorum. 9, The ordinary places of meeting shall be Bury St. Edmunds and Ipswich, but it shall be in the discretion of the Council to hold meetings at other places, if, and when they shall think it advisable.

Each member shall be entitled to free admission to the General Meetings of the Institute; he shall also be entitled to the use of the Institute's Library (which is housed at the premises of the Cullum Library, Bury St. Edmunds), and to receive a copy of each publication of the Institute; but no copy shall be delivered to any member whose subscription is more than one year in arrear.

Members are entitled to attend Excursions free, and to bring friends (not exceeding two in number) on payment of 5s. for each.

The Annual General Meeting shall be held alternately at Bury St. Edmunds and Ipswich in the month of April or of May in each year, or at such other time as may be fixed by the Council.

All papers presented to the Institute shall thereby be considered its property, and the Editors maY publish the same in any way, and at any time they may think proper.

There shall be a Librarian, Honorary or otherwise, who shall reside within five miles of wherever the Library is kept. He (or'she) shall be elected for the year at the Annual General Meeting.

There shall be a Literary Committee, consisting of an Editor and not more than two Sub-Editors. They shall be elected for the year at the Annual General Meeting.

There shall be an Auditor or Auditors, Honorary or otherwise, who shall be elected for the year at the Annual General Meeting.

A Special General Meeting, apart from, and in addition to the Annual General Meeting, may be called at any time on the demand of the Patron, or of the President, or of the Council, or of not less than five Ordinary Members of the Institute, who shall signify their demand to the Secretary in writing. At least one week's notice of such meeting shall be given to all members of the Institute, to- gether with a statement of the proposed agenda.

At all Meetings, both of the Institute, and of the Council, and of any Committee thereof, the Chairman shall have a casting vote, in addition to his own vote.

The Chair at all Meetings shall be taken by the President, or in his absence by a Vice-President, or failing him by some member of the Institute elected Chairman for the occasion.

Should any dispute or difference arise concerning the interpretation of the foregoing rules the decision of the Chairman for the time being shall be final.

No alteration shall be made in these rules by way of addition, omission, or otherwise, except at a General Meeting, and after at least one week's previous notice of such proposed alteration has been sent to every member of the Institute. 322

Forty-five new Annual Members, two Life Members and five Associate Members were elected during 1951. We have lost by death or resignation a number of members, so our net increase on last year's figures is sixteen. The Institute has suffered irreparable losses during the year, first in January by the death of Sir John Wood, who was President from 1921 until 1946 and later in October by the death of our Patron, The Marquis of Bristol. Excursions, Lectures and Meetings.— Excursions were arranged during the summer :— June 6 Melford Hall, and Long Melford Church; Acton Church. July ' 7 Fressingfield Church ; Mendham Water Mill; Bungay. Sept. 25 Gazeley Church; Dalham Hall and Church; Hawkedon, Thurston End Hall and Church. In addition, opportunity was afforded to members to accompany the Royal Archxological Institute on the excursions arranged for them during July. Lectures were given in Bury St. Edmunds and Ipswich in the early and late months of the year:— Jan. 4 Bury and St. Edmund ; the development of the Capital of West Suffolk, by Norman Scarfe, Feb. 1 Uniforms of the 12th Foot (Suffolk Regiment), by Rev. W. M. Lummis, M.C. April 21 Heraldry, by Leslie Dow, F.S.A. Dec. 8 The East Anglian Coast; with particular reference to Suffolk, by Professor J. A. Steers. The Annual Meeting was held at Ipswich on the 25 April when Mr. Maynard arranged an exhibition of antiquities from Ipswich Museum. The Council met at Bury St. Edmunds on 1 Feb., 11 October and 16 November and at Ipswich on the 25 April. Visit of theRoyal ArchaeologicalInstitute.—Ipswich was the venue of the R. A. I. this year and our Editor, Mr. Leslie Dow, undertook the onerous duty of Hon. Secretary for the Meeting. Daily excursions were arranged and opportunity given to the visitors to see a considerable number of places of archxological interest in the County. The President of the Royal Institute expressed his thanks to this Institute and the Societies associated with it for the work they had done to make the meeting successful. Officers.—The Rev. H. Tyrell Green tendered his resignation as a member of the Council and this the Council accepted with regret. The Hon. Robert Erskine was nominated to fill the vacancy. The Council feel honoured that our Editor, Mr. Leslie Dow, has been elected a Fellow of the Society of Antiquaries. The Council would like to place on record its appreciation of the voluntary work which is done for the Institute by the various officers, a sentiment which they feel sure will be echoed by the members. Publications.—Volume XXV, part ii of the Proceedingswas issued to members in July. Part iii, which will complete the volume, is in the course of preparation and, it is hoped, will appear during the summer of 1952. It will include title-page, table of contents and index to the whole volume; also the rules of the Institute and an up-to-date list of members. The attention of members and others is again drawn to the stock of past Proceedingswhich is held by our printers, W. E. Harrison & Sons, The Ancient House, Buttermarket, Ipswich; these can be purchased at very reasonable prices where stocks permit. In this connection, the part for 1939 (vol. XXIII, part iii) is completely out of print and we should be most grateful if any members who have no further use for their copy would send it, completewith the title-page and index to vol. XXIII, to the Hon. Editor and in this way assist other members and libraries who wish to complete their sets; 216 will be paid for all such copies sent. Libraly.—The new floor, mentioned in the Report for 1950, has now been laid and the heating system installed, but owing to the financial situation the Bury Borough Council has been compelled to postpone the work of redecoration. However, the books have been re-arranged and catalogued on cards by Miss Elliott, Assistant Cullum Librarian and sincere thanks are due to her for this work and to Mr. Maltby who made it possible. Borrowers are urged to see that books are put back in their proper places and are returned within a reasonable period. Binding is slowly continuing and will be kept up-to-date year by year. Finance.—The Hon. Financial Secretary reports :— ' During the year under report. I have broken up all " net " bills and accounts, that is, those in which credits due to the S.I.A. have been allowed for before presentation, and brought to account every penny that has been received, whatever its origin, and every penny that has been expended, whatever its nature, classifying each under appropriate heads. This method of accounting tends to exaggerate the total volume of transactions as there is some "overlapping". On the other hand, it enables us to see at a glance the expenditure under each head and to watch its progress both during the year and from year to year; and it greatly facilitates the work of the auditor. Calculated thus, our total receipts amounted to £721 14s. 8d., to which must be added the closing balance of 1950, namely £277 7s. 7d., making a grand total of £999 2s. 3d. Similarly calculated, our total expenditure amounted to £961 8s. Od. After necessary adjustments for " overlapping ", uncashed cheques, etc., the balance credit on 31 Dec. 1951 was £42 6s. 3d. This is not an imposing figure when compared with last year's balance' still less that of 1949 which amounted to £345 15s. 4d. But both 1950 and 1951 have been years of heavy expenditure. In particular the Centenary Proceedingswhich were paid for in 1950 cost no less than £495; and the balance at the end of the year was only as large as it was because of the generous help of the Council for British Archwology and the money obtained by the sale of superfluous books, etc., resulting from the overhaul- ing of the library. In 1951 we published, and so had to pay for, two sets of Proceedings, those for 1949 and 1950, the bills for which aggregated no less than £654 8s. 3d. A deficit was anticipated and the sanction of council was taken for dipping into our reserves. I am glad to say that this was finally not found to be necessary, the situ- ation being met by other means. In the first place' one article in the 1950 Proceedingswas debited to the Sneezum Bequest—a sum of £50 which had been lodged with the Trustee Savings Bank and incorporated with our true reserves. As a matter of fact, the sum was not actually withdrawn. Life subscriptions to the extent of £30 which are customarily added to the reserve, and also a special donation of£10 received from a member who prefers to remain anonymous in connection with the covenant scheme were credited thereto; and the only amount I withdrew was the interest for the year, amounting to £11 2s. 6d. This interest has hitherto been accumulating year by year. I propose in future to have it credited to current account and utilise it, if necessary, just as the interest on our securities in 3% Conversion Loan are credited 326 SUFFOLK INSTITUTE OF ARCHJEOLOGY to current account and form part of our normal income. In the result our reserves proper, excluding the Sneezum Bequest which was always earmarked for a special purpose, are larger by 1J40. Secondly, we had a deposit account with Lloyds Bank on which we were receiving only i% interest yearly. With the sanction of Council, I liquidated this deposit, purchased with the proceeds £100 worth of 3% Bonds 1960-70 for £90 odd and appropriated to current account the balance of k28 5s. 2d. The yearly interest on these bonds will in future also be credited to current account. Thirdly, the Council for British Archmology made a further generous donation of £34 towards the expenses of the article. Fourthly, sales of back numbers of Proceedingsand off prints had been considerable during the year. The amount realised would ordinarily have been remitted to us during January 1952. But fearing that we should not have enough money to square up our accounts for the year, I requested Messrs. Harrison & Son to let me have £50 of the sum due to us, on account. The accounts show that £10 would in fact have sufficed; but then there would have been no balance or none to speak of. As it is, the Institute's accounts for the year were completely squared with a small balance in hand, ample to cover any outstanding bill, and of none such was I aware; while with all the subscriptions for 1952 in hand, the proceeds of the covenant scheme in prospect, and its other miscellaneous income the Institute can face the future with confidence.'

IMPORTANT NOTE. Unfortunately, the Institute's Proceedingsfor the year 1939 (vol xxiii, part 3) is now completely out of print, no copy remaining in our stocks of past publications. It is possible that some members, who have no further use for their copy, may wish to help those libraries and members who are trying to complete their sets. The Council has therefore decided to appeal to members for copies of this part, complete with title-page and contents of volume xxiii which was issued with it.
