From June 3 through June 20, German IPA member Captain Tom Dettke, Dusseldorf, Germany, National Police, was visiting in Houston. This was his first time in the United States. I took him to the Houston Police Department’s Air Support Division, where he met Senior Police Officers and Pilots, Larry Kroesche and David Slade, who explained the mission of the Air Support Division, while taking him on a tour of the facilities and aircraft. Larry and David presented him with an Air Support baseball cap and shoulder patch. Tom in turn presented them with police memorabilia from his agency. They then invited us for lunch at Central BBQ on Airport Boulevard. While at the Air Support Division, we met several officers assigned to the Solo Motorcycle Detail. Senior Police Officer A. J. Reyes, invited Tom to visit him at the Solo Office the following day, however, Officer Reyes’ assignment prevented this from taking place. Officer Reyes gave Tom a Solo Motor- cycle Detail baseball cap, and Tom gave him German Police memorabilia. Tom and his girlfriend visited Susan and me at our home in Huntsville, where he presented me with a German Police Officer’s cap, shoulder patch, and large beer mug, and I pre- sented him with a Houston Police Department baseball cap and shoulder patch. We took them to lunch at the Farm House Res- taurant, where we had a good time while eating our country style food. Several days later, 1st Vice President Allen Rogers, and his lovely wife, Mary Jane, hosted a reception for Tom and his girl- Above: Tom and his girlfriend friend, at their beautiful Italian Villa in Pearland. In addition to Below: IPA reception for the German visitors the host and hostess, this event was attended by Susan and me, IPA member (also a member of IPA West Midlands, England) Karl Martin, and approximately 12 of Allen’s neighbors. All in attendance tremendously enjoyed the outstanding hospitality, food and conversation. Tom returned to Huntsville where I took him on a tour of the Texas Prison Museum. I also took him to the Walker county Sheriff’s Office, where he met Sheriff Clint McRae, who pres- ent him with Walker County Uniform Shirt Patches, and he pre- sented Sheriff McRae with German Police memorabilia. Tom has returned home and recently advised in an e-mail that he and his girlfriend had a great time visiting in Houston, and was amazed at the warmth and friendliness exhibited by the Texans he met. He stated that he would like to extend an invita- tion for Texas IPA members to visit in Dusseldorf. Region 57 Travel Raffle The Region 57, 2010 “Travel Raffle” is in full swing. Winners will be announced in the next issue. Winners will be notified right after the drawing on Oct. 16. Winners will also be posted on the Region 57 web site www.ipa-usa.org/region57. All prof- its from this drawing are used to provide scholarships in the region 57 area community colleges. We appreciate the incredible support shown by the IPA US members across the country on this scholarship fund raiser. This is our effort to support the next generation of police officers while also supporting the next generation of IPA members! A correction: The letter sent with the tickets correctly stated the drawing date of Oct 16 and drawing location of the R57 meeting. The tickets also provided the correct drawing date but said “during the NDC” because the printer did not change that from last year’s ticket. Sorry for any confusion. The drawing will be the 16th and at the regular R57 meeting.

8 USA IPA NEWS Fall 2010 Memorial to a Very Special Person Jim Carroll, IPA-USA Associate Secretary to Mexico

Every once in a while we look back upon some of our Heroes and want to reiterate some of what we said about their passing our way. About six years ago we lost one of them and it seems fitting that we recall his being among us. Back on July 26th of 2004 the IPA lost a tireless worker from its force. He was the Mexican Section’s IEC Representative, Captain Roberto Sanchez-Osorio, who was born in Tijuana , Baja California , Mexico , on February 11th, 1947. At the age of 14 he filled the need to offer his help as a public servant. Roberto became a member of the Transit Educa- tion Division and eventually reached the rank of Honorary Sub Commander. On October 25th, 1965, before the age of 19, by decree of then Mayor Lidelfonso Velasquez, our hero became a member of the Tijuana Police Force. In only a few months, in recognition of his efforts, he was named head coordinator of Police Transit Education. In January of 1976 Chief of Police, Cesar Gutierrez, appointed Roberto Sanchez-Osorio to the rank of Captain. Captain Sanchez-Osorio’s bilingual abilities helped him become a part of the Police Tourism Division, a charge he grew to love, and of which he became an important part, to the point of receiving special recognition from several North American authorities. He’s a graduate of the Delinquency Control Institute (DCI) in Long Beach, California . Thanks to his innate ability and tireless spirit, Roberto was awarded the task as Chief of Public Relations in the Public Safety Office under the city’s Police Commissioner. Roberto’s presence was known, and admired, throughout the five Public Safety Departments in Tijuana and he often was given the role as speaker at countless meetings, official public ceremonies, special banquets, DARE programs, as well as me- morials for officers lost in the line of duty. In 1982 Roberto was a “founding Father” of IPA Mexico. attending the IEC in Wiesbaden, Germany. Over the years since that time Roberto took it upon himself to prepare all arrangements for visiting IPA members and groups from around the IPA World, making them feel as welcome as can be and providing the best his city of two plus Million had to offer. Even with all the work of his position in the Police Department and the IPA, he still took time over the years to be President of “Brazos Abiertos” (Open Arms), an organization that was founded by “Mother Antonia”, to help Widows and Children of Officers lost in the line of duty. Roberto Sanchez-Osorio left behind a loving wife, Alma Lecouma, his partner ever since his becoming a part of the Police Force, and two sons, Juan Pablo and Jose Guillermo. IPA Mexico officially recognized Alma by naming her their first, and so far only, Lifetime Honorary Member! She teaches English at a Parochial School in Tijuana and both of their sons are now College Graduates. All three of them are proud of Roberto for every-thing of which he was a part and for what he stood, including his beliefs and his unselfish character. Every IPA member around the world who ever came in contact with this very special man remembers him and still sorely misses his presence. Unusual Titles The picture of the badge and I D card have at least one thing in common. That is they both have old and unusual titles. I’m familiar with such naval terms as: Master at Arms, Police Petty Offi cer and Shore Patrol. Until I obtained this star badge I had never heard of the title: “Shipkeeper”. Checking several dictionaries did not help as the word was not listed in any of them. I did fi nd out the following information. A Shipkeeper was a civilian who was in charge of a ship’s safety and upkeep. However, he may have been a sailor too. So this meant he had to safeguard the ship and it’s contents from theft and do necessary mainte- nance. This would keep that person quite busy. In some cases, a Shipkeeper would have responsibility for more than one ship. Now the nice news. The person who worn this badge was stationed, or lived, in Hawaii.The H.I. stands for the Hawaiian Islands. Before Hawaii became one of the United States it was a Terri- tory. Judging from this infor- mation and the old brass sad- dle pin on its back, I would say that this badge was in use before W W 2. Exactly when I don’t know. It is quite an in- teresting badge and one that I treasure. Hopefully, more information will turn up. You have heard of patrolman, patrolwoman, sergeant, but Post Warden? There was such a title in the New York City Police Department during the Second World War. If you look at the picture you’ll see this title.The actual card is salmon colored with a green NYCPD Seal and has the picture and signature of Louis Schneider. The printing is in black and has the printed signature of the Police Commissioner. Lewis J. Valentine served in that position from 1934 until 1945. Since the card is not dated, I used his service time to do so. The back of the card is numbered. I guess it was a control number. The front has information stating that it was from the Air Raid Protection Service. The 63 Precinct was the area where Louis Schneider patrolled. This precinct was located in the Bay Ridge section of Brooklyn. It no longer exists as it was torn down many years ago. Other information has the zone number, the sector and his post. I assume the title eventually became Air Warden, but I’m not certain. It is interesting to note that the U S mainland was bombed by a Japanese airplane during the war but this news was kept out of the quite for many years. The possibility of German planes reaching our shore was a factor in having an air raid protection defense. In 1931 Italian General Italo Balbo successfully fl ew across the Atlantic to the United States. Mystery, history and a never ending search for interesting items. I enjoy collecting.

A big greeting to all our friends of the IPA-USA. The IPA Executive Committee in La Spezia-Cinque Terre (Italy) was formed on July 23, 2009, so that the town of La Spezia, together with its wonderful district, has entered the big IPA family. Our district is located in the North-Western Italian region called Liguria. With its neighbourhood, Liguria num- bers some world-renowned tourist attractions. It takes just 7 minutes by train from La Spezia to the won- derful “Cinque Terre” (5 typical Ligurian villages overlook- ing the sea), while in the surrounding area (5 to 45 miles from La Spezia) other attractive localities can be visited, such as Lerici, Portovenere, the spectacular Carrara’s marble quar- ries, the fascinating area of Versilia, the town of Pisa with its amazing Leaning Tower. Every year, our district is visited by thousands of US citi- zens, and from now on all our IPA-USA colleagues can rely on the effi cient assistance of our almost 100 members, who will be very pleased to enter in contact with their American colleagues. Our Committee is twinned with the I.P.A. Committee of the Wagnerian town of Bayreuth (Germany): having received a delegation from Bayreuth last summer, a delegation from IPA-La Spezia Cinqueterre reciprocated the visit in July. They spent the night at our College, Tulliallan Castle, 30 minutes from Edinburgh. Participants came home in Ruckersville before the last leg of their trip to Yorktown. from all over including Albany, New York. We stayed there for two nights. Events included a bike run and side trips to Edinburgh. A piper and drum band was on hand to welcome the riders back to the castle upon completion of their ride to Pitlockry, a very picturesque town. A very pleasant experi- ence to see and hear to say the least.

And here we are in Avebury, UK reunited on August 28th with Alan and Chris where Chris is head of the volunteer help at this National Heritage site, larger than Stonehenge. Alan’s daughter Emily joins us as well as our UK hosts and great friends John and Tina Cooke from Westin Super Mare. When the notice for the 36th I.E.C. Conference and Friend- ship week came out last year, the Francophiles of Region 43, Southern Florida, knew that we had to go. We had several colleagues in the Paris area that had visited us, and we were ready for the hospitality to be returned. With the exception of our President Scott Patton, we were more interested in the friendship week rather than the meet- ing. The friendship week, which consisted of a river cruise on the beautiful Rhone river from the Mediterranean to well past Lyon in central France sounded great. We added a long week in Paris on our own after the cruise to see the sights there both on our own and with the assistance of our French Colleagues The dream trip was complete. On Saturday, September 11, sixteen Region 43 members came together at the Novotel Hotel just outside of Paris and met our French hosts. The French IPA had met us at our Dennis Bambach and Gregg Kral admire a French patrol car various airline arrival areas and bussed us to the Hotel. The only sad note in the trip was that our Region Secretary, Roger Rolfs and his wife Marilyn were not there since Marilyn had fallen and broken her leg just prior to our departure. On our first night in Paris, we dined together at “Leon de Bruxelles”, an iconic chain restaurant that has many loca- tions in both France and Belgium. They specialize in mus- sels cooked in more than a dozen ways, all served with the mandatory “frites”. The next morning, we boarded busses for the two day ride to the port of Martgues on the Mediterranean Sea near Marseilles. During the trip, we had lunch at a Regional Headquarters of the “Gendarmerie National”, and the main consolidated crime laboratory for the South central region of France. We also had the opportunity to slake our thirsts at a local winery along the way. Monday evening found us boarding the river cruise “Van Gogh”. Although river cruise are much smaller Jenny Thomason has her portrait done at the Place du Tertre that the ocean going vessels most of us are accustomed to cruising on, they have almost all the same amenities, and the Van Gogh was no exception. The boat carries 150 or so pas- sengers in reasonably comfortable cabins. The dining room is large enough to accommodate all the passengers at once, and the food lived up to Gallic expectations. Three to four course meals at both lunch and supper were well prepared, de- licious and were presented in the best artistic manner. There had been concerns that the rich and slightly different French cuisine might not sit well with some of the palates that were more accustomed to American menus, but everyone agreed that the food was fabulous. The boat also boasts an all-pur- pose lounge and ballroom with live music in both afternoons and evenings. The lounge also served as a sightseeing van- tage point when the weather was inclement. 24 USA IPA NEWS Fall 2010 France . . . continued from page 24 deck was also an adventure when passing under low bridges, which required that the pilot house and all masts and anten- nas be lowered into the deck to clear the bridge. At one point in Lyon, it was necessary for the passengers to kneel down below chair level in order to clear the lowest bridge. The first day, we disembarked and while the boat displaced upstream to meet us. We took a bus tour of the Camargue region, which is home to France’s famous “Wild Horses”. The region is also famous for jet-black bulls, sea salt, rice and to the pleasant surprise of the group from Miami, pink flamingoes! In the following days, we visited Arles, the city of the painter Van Gogh; the palace of the Popes in Avignon where the seat of the Catholic Church was located during a rift be- tween factions in Rome and the French Monarchy; and the Lew and daughter Jennifer sample Burgundy right at the source Ardeche Gorge. The Ardech Gorge is France’s version of the Grand Canyon. It is only one third to one half as deep as our Grand Canyon, but it is just as beautiful to see. The bottom of the gorge is accessible, so it is a major vacation destination in France. Next on the agenda, was the wine town of Tain, where the “Cotes-du-Rhone” wines are marketed. Of course another tasting in a local cellar was in order. The next morning found us in the town of Vienne which was occupied by the Romans and still contains much of their archi- tecture. Then on to the city of Lyon, and grand walking tours of the many sights of that beautiful city. From there, we moved on to the Burgundy wine region, which of course called for more tastings. The wine and the scenery were both magnificent. The following morning was the end of the cruise. Our IPA hosts transported us to the appropriate airports or train sta- tions to end our adventure, or in the case of the Miami group to set out for a new one. After a four hour wait at the train Lunch at Gendarmerie National Post (note the beverages) station, Region 43 boarded one of France’s famous “TVG” high speed trains that took us the 400 km from Lyon to Paris in just two hours including one stop. The following morning, our own regional excursion began. Since I had lived in Paris as a child and spoke French as well as being familiar with the city, I led the general tour of the main Paris tourist sights. This all began with buying 3 to 5 day passes for the Paris subway system or “Metro”. It took the best part of two days to just do a “drive by” of the major sights. The one place we went that is probably not famil- iar to most people was the “Place du Tertre”. Located near the basilica of Sacre Coeur high atop the hill of Montmartre, (Mount of the Martyrs). The “Place” is where the artists of the area gather to paint, sell their paintings and socialize with each other. Several paintings were purchased, and a few had their caricatures drawn. For the remainder of the week, each group followed their own agen- da, meeting in the evening to compare experiences over the evening meal. We ate in several places, mostly French res- taurant chains, such as Leon’s that we mentioned previously, Chez Clement and the “Hippopotamus.” Although these were chain restaurants they lacked nothing in atmosphere or cui- sine when compared to popular stand-alone restaurants, and they were a lot cheaper. Lunches called for local café’s or sandwich stands. My family was lucky enough to have rented an efficiency apart- ment, so breakfast for us was a quick trip to the “Boulange- rie” (Bread and Roll Baker), for croissants and coffee to be served “at home”. In addition to the kind of stalls along the main streets that sell cheap junk that we often associate with a flea market, there are hundreds of antique dealers on the back streets and alleys. Here, one can buy genuine 14th and 15th century furniture that is in good condi- tion. We really liked a dining room table that seated 16 and dated back to some Baronial castle. Unfortunately too many things like the $8,000 price and the difficulty of packing and shipping, not to mention that we would have to take all the other furniture in our house out to fit it in, kept us from mak- ing the impulse buy. While we were in town, the transit workers had one of their famous strikes. From our hotel window we could see big crowds chanting and carrying home-made signs. They didn’t really appear threatening, so eventually we went down and wandered through the crowd. It lasted all afternoon long, but wasn’t a bit like the demonstrations we are used to here. Impromptu mu- sical entertainment seems to be a staple in Paris. My wife and I attended the Central Scotland Police (CSP) Branch friendship week in Stirling, Scotland, Aug. 7th-14th. This was our first friendship week event, so we did not what to expect. With the exception of a few individual IPA meet- ings and contacts with others in other countries, this was our first major IPA event of any kind. I can now say that we have been missing out all these years since I have been a member. The trip was great. For me it was a success on day one when we were able to meet IPA members from all over the world. There was an instant bond and we felt like family upon our arrival at the hotel. This is what the trip was all about for me. The wonderful excursions, entertainment and meals were just icing on the cake. First off, the Central Scotland Police Branch, under the leadership of Andy Wright, pulled off a hard-to-top event. A local IPA member met each guest at the airport or train station and drove them to the hotel. The logistics alone are mind-boggling when you consider that they were serving two major airports (Edinburgh and Glasgow) as well as the area train stations. We arrived early in the day and had to wait a bit for our room to be readied. This gave us time to check-in, meet other attendees and take a short stroll around downtown Stirling. The hotel that was home for the week was built in 1786, which is sobering when some there call it new construction. That Carlos and Chris evening, we had the first of many good meals. The last full day, again a free day, came too quickly for my taste. There was still much to see and people to meet. By now we had met others from Italy, Belgium, Chicago, Denver and San Diego, as well as many other places from the U.S. and around the globe. Delegations from Baltimore, Italy, Germany, Canada and Holland made presentations to the CSP organizing committee. My wife and I went exploring on our own and visited the Wallace Monument in Stirling. This monument is a testa- ment to William Wallace (Braveheart for all you movie buffs) and his fight against the English to keep Scotland indepen- dent. The climb of 247 stairs to the top was rewarded with a spectacular panoramic view of the area. We then walked through much of downtown Stirling and Stirling Castle

USA IPA NEWS Fall 2010 33 Arthur Troop Scholarship Ten Arthur Troop Scholarships are awarded annually, two for each continent in which we have member Sections - Africa, America, Australasia, Asia and Europe. Each Scholarship consists of a bursary of not more than 3,000 Swiss Francs that is to be used for a seminar at the International Conference Centre ‘IBZ Schloss Gimborn’ or a comparable institution. Applicants must have been a member of IPA for at least one year before applying and the scholarship must be taken between 1st January and 31st December following the grant of the scholarship (extensions not granted). The study Scholarship may be awarded to IPA members in police service, but predomi- nantly targeted at the younger member. The member must submit an application setting out their reasons to support their selection. Applications must be processed through their National Sections, to the International Secretary General (IAC) and must be supported by a written statement from their Sec- tion.
