Title: community first responders and defibrillators

Presented by: Neil Le Chevalier, Director of Operations

Main aim: To update HCOSC members on the current position of CFRs and defibrillators

Recommendations: To note the contents of the report

Community first responders (CFRs) Since the start of 2016, over 30 new Community First Responders (CFRs) have gone live serving communities across Wiltshire, and another 11 are in the final stages of their training and development. We have also just closed a recruitment opportunity on NHS Jobs, with 12 potential new starters being interviewed later this month for a training course in October, and with another recruitment drive scheduled for October/November for a December course we hope a total of around 60 new CFRs will have been added to our schemes in Wiltshire this year.

With reporting tools on activity profiles, the Trust is able to review each group and work towards matching availability to activity levels.

We currently have over 100 CFRs and off-duty staff responders providing resilience in over 40 locations throughout Wiltshire and , including:

All Cannings Hullavington Whiteparish Wilton Bromham Colerne The Winterbournes Winterbourne Monkton Lavingtons Shrewton Winterslow Ludgershall Haydon Wick Swindon Thickwood Wylye Marlborough Bulford Durrington Easterton Enford Netheravon Upavon Baydon Pewsey Old Town Swindon Holt Aldbourne Westbury

The number of volunteers attached to each group/location varies from one to ten, with some responders providing cover both from their home address and their workplace. Between them, we usually achieve around 3,000 hours of voluntary responder cover for Wiltshire every month.

Each group of volunteers is supported locally by an operational paramedic known as a responder liaison officer (RLO), and Wiltshire’s Responder department staff consisting of a county officer and two assistant county officers.

Wiltshire also has seven co-responding fire stations (Bradford-on-Avon, Mere, Tisbury, Ludgershall, Ramsbury, Malmesbury and Royal Wootton Bassett) with 35 trained staff responding to local life-threatening emergencies in their communities. Work is ongoing with the Dorset and Wiltshire Fire and Rescue Service to increase the number of co- responders at these stations to improve availability.

The Trust also works closely with SWIFT medics. SWIFT Medics is a registered charity that equips and train volunteer doctors in Wiltshire, Swindon and to attend serious and significant incidents supporting SWASFT. There are currently seven doctors who make up the SWASFT medics team.

Defibrillators There are nearly 350 defibrillators registered with the Trust across Wiltshire either as community public access defibrillators (CPADs) or static sites, as below:

Static sites 39 CPADs 77 AED Locator/Community Heartbeat Trust (CHT) static sites 5 AED Locator/CHT CPADs 144 Accredited static sites 43 Accredited CPADs 38

These may be provided and sited by the Trust as CPADs or static site (where SWASFT provides equipment and training to an organisation), supported by charities (AED Locator, CHT) or privately owned by businesses, communities or individuals which are then voluntarily accredited by the Trust’s Responder department and the location is registered on SWASFT’s emergency control system.

Further notable developments in Wiltshire • Working with the 18 Wiltshire Order of St John Care Home sites; all sites now have defibrillators installed and training has commenced. This project will be showcased with the media in the coming months
