Is it okay to challenge it? Ian Cowie, Chief Executive Offi cer, PRINCIPAL PARTNERS Local governments are often hailed as representing a democratic ideal—run by local people (councillors) on behalf of local people. We like to think of local government as the level of government ‘closest to the people’. The larger a local government grows, the more bureaucracy—administrative systems—it needs to have in place to manage its services and governance responsibilities. Does this bureaucracy serve our communities well? Or does it get in the way of hearing the voices in our communities and creating the sorts of places they want to live in? Ian Cowie will unravel the role of bureaucracy—what it’s good for—and get us thinking about its limits and alternatives.
