I am sure that the information provided in this plan is of great use to the officers as well as to the common public. The DDMP has all the important information regarding the Standard Operating Procedures (SOPs) for risk mitigation of each and every type of disaster. The analysis and findings incorporated in this plan are evidence to the hard work rendered by dedicated officers of Kannur district administration led by Sri. P Bala Kiran, District Collector. Our aim is to do risk mitigation in the event of disaster and I am sure that this DDMP will be useful for both the exercises. I wish all the success to the team behind the preparation of the DDMP. As per the Disaster Management Act, 2005, every district shall prepare and publish the District Disaster Management Plan (DDMP), which shall consist of mapping of various disasters and the vulnerable areas of the district, measures to mitigate them and define the administrative framework for coordination and dissemination of such information to the general public. Kannur district has embarked on the path of preparing and publishing a comprehensive DDMP that shall address all the above concerns. Kannur district has been hit by various kinds of disasters over the years. The disasters occurring in Kannur are both nature triggered and man-induced. Nature’s fury over Kannur takes shape of drought, landslides, cyclones, floods, lightning, sea-erosion and occasional epidemics. The man-induced disasters affecting Kannur are recurrent Oil tanker accidents, road-rail-boat accidents, bomb blasts, fire accidents and drowning. The floods in Iritty, Oil tanker accidents at Chala and Kalliassery are still fresh in the minds of people of Kannur. In this context, a dedicated effort has been made by the DDMA, Kannur to prepare a comprehensive DDMP under the stewardship of Ms. Haritha V Kumar, Asst Collector. We have prepared a complete list of possible disasters in each village, collated the history of disasters, Standard Operating Procedure (SOP) for each such disaster, contact numbers of all the Nodal officers, Diving experts and QRTs, inventoried the entire disaster management equipment, list of Cyclone shelters and medical facilities and a Hazard specific Crisis Management Plan. I sincerely wish that this District Disaster Management Plan (DDMP) of Kannur will assist the Disaster Mitigation efforts of the district a great deal and subsequently reduce the loss of life and property due to these disasters. 4th June 2015.
