E-Mail: [email protected]. www.nyparunachal.org INTRODUCTION:It is estimated that there are between 180 and 220 million youth with disabilities worldwide, of which nearly 80 per cent live in developing countries. They face the same range of issues and challenges as all young people, including lack of access to education, employment, healthcare and social services. But, as a small but growing literature on employment among youth with disabilities finds, they are affected in far more complex ways. In employment markets, youth are often the “last in and the first out,” but for youth with disabilities, even the possibility of being ‘last in’ is often not a reality. Lack of inclusion in education and skills development initiatives for young people with disabilities foreshadows a lifetime of unemployment and marginal employment among a population eager to work. To the lack of access to education, health care and social services are added discriminatory beliefs and attitudes, inaccessible environments, and physical and communication barriers that contribute to further marginalization and exclusion from social and economic life. This may be further compounded by a range of other factors, including gender, with disabled girls being additionally disadvantaged, even compared to disabled boys. Persons with disability in India face many challenges when looking to develop employable skills and in gaining meaningful employment in conditions of decent work. Whilst India has ratified the United Nations Convention on the Rights of People with disability (UNCRPD), persons with disability continue to face many difficulties in the labor market.

According to census 2011, there are 2.68 Crore Persons with Disabilities (PwDs) in India (1.50 crore male and 1.18 crore female PwDs). Even though, disabled people constitute a significant percentage of the population of India, their need for meaningful employment largely remains unmet, in spite of implementation of “The Persons with Disability Act, 1995”. In the overall population, the number of disabled is proportionately higher in rural areas, accentuated by general poverty considerations and poor access to health services. The rural disabled are significantly disconnected from skills and markets.

Improving vocational training and employment opportunities for people with disability is a critical element for enhancing the quality of life for individual with disability, their families, but there are also substantial gains for the broader economy. There are substantial costs to individuals and to society associated with these poor employment outcomes for people with disability. The World Bank considers that leaving people with disability, outside the economy, translates into a foregone GDP of about 5% to 7%. In addition to the individual and family benefits, there is also a strong economic imperative to increased labour force participation which will help to address country’s shortage of skilled labour force, while at the same time reducing fiscal pressures associated with welfare dependency. AYJNIHH for Persons with Disabilities: Ali Yavar Jung National Institute for the Hearing Handicapped (AYJNIHH) is an autonomous Institute in the field of Hearing Handicapped rehabilitation in India. It was started in 1983 under the Ministry of Social Justice and Empowerment, Government of India, to serve people with hearing handicap through various activities.The institute and its regional centres provide comprehensive diagnostic, therapeutic, educational and vocational services to the hearing and speech impaired. An interdisciplinary team consisting of audiologists, speech pathologists, special educators, psychologists, social workers, ENT specialists, pediatricians and neurologists attempt to maintain a high standard of rehabilitation services. The institute started Skill Training for Persons with Disabilities in various trades which will provide gainful wage employment / self-employment. The training programme is implementing in the lines of the scheme of financial assistance for skill training of persons with disabilities under Ministry of Social Justice and Empowerment, Govt of India. Reputed NGO/VO having good infrastructure and providing post training placements are partnering the institute in different parts of India.

National Youth Project Partnering AYJNIHH in Providing Skill Training of PwDs: National Youth Project various community development activities and to create self employment avenues for the youths in different parts of the country. During last 3 years NYP in collaboration with AYJNIHH trained 2430 PwDs and provided 100% post training placement in different sectors. NYP is also implementing many government and other agencies programmes i.e TDF of NABARD-Anjaw, CM Livelihood Mission School-Nampong, TI-Tawang, SHGs, Farmers Clubs, Handloom and Handicrafts Production centres, Skill Training Centres and many more. NYP have 54 centres in Arunachal Pradesh, Assam 4, Mizoram 2, Meghalaya 1, Manipur 2, Nagaland 1, Tripura 2, Sikkim 4, West 12, Bihar 2, Uttar Pradesh 2, Rajasthan 2, Madhya Pradesh 2, Uttarakhand 1, Odisha 2, Jharkhand 1, Telangana 1, Maharastra 1, Chattisgarh 1, Kerala 2, Tamil Nadu 1, Haryana 2, Punjab 2, Himachal 1, Jammu & Kashmir, Delhi 1. Every year more than 5000 unemployed youths are learning various vocational training & Skill Development Training for self-employment in these centers. For all these activities various agencies are helping NYP such as NABARD, KVIC, IIE, many state governments, AYJNIHH, DEPwD under Ministry Social Justice & Empowerment, Ministry Youth & Sports Affairs, etc. Altogether 52547 poor people are given platform for their overall development. In this process more than 12000 youth volunteers are associated with NYP. All these centres are created for providing skilled manpower for 100% gainful employment.

Skill Training for Persons with Disabilities:

The need for giving emphasis on the Skill Development, especially for the less educated, poor and out of school youth has been highlighted in various forums. The skill level and educational attainment of the work force determines the productivity, income levels as well as the adaptability of the working class in changing environment. Large percentage of population in India is living below poverty line. One of the important causes is lower percentage of skilled persons in the workforce The skill development at present is taking place mostly in the informal way, i.e. persons acquire skill at the work-place when they help their parents, relatives and employers etc. Such persons do not have a formal certificate and thus earn lower wages and are exploited by employers. They have come through informal system due to socio-economic circumstances of the family and the compulsions of earning a livelihood rather than attending a formal course. While their productivity is low, their contribution to the national GDP cannot be ignored. If the country can create a system of certification which not only recognizes their skills but also provides education and training in a mode that suits their economic compulsions, it will not only benefit the workforce to earn a decent living but also contribute to the national economy by better productivity of this workforce. Another related problem to be tackled is large number of students drop outs (About 63% of the school students drop out at different stages before reaching Class-X). Frame work for Skill Development based on ‘Modular Employable Skills (MES)’ Very few opportunities for skill development are available for the above referred groups (out of school youth & existing workers especially in the informal sector). Most of the existing Skill Development programmes are long term in nature. Poor and less educated persons can not afford long term training programmes due to higher entry qualifications, opportunity cost etc. Therefore, a new frame work for Skill Development for the Informal Sector has been evolved by the DGET to address to the above mentioned problems. The key features of the new frame work for skill development are:

 Demand driven Short term training courses based on modular employable skills decided in consultation with Industry  Flexible delivery mechanism (part time, weekends, full time).  Different levels of programmes (Foundation level as well as skill upgradation) to meet demands of various target groups  Central Government will facilitate and promote training while Vocational Training (VT) Providers under the Govt. and Private Sector will provide training  Optimum utilisation of existing infrastructure to make training cost effective.  Testing of skills of trainees by independent assessing bodies who would not be involved in conduct of the training programme, to ensure that it is done impartially.  Testing & certification of prior learning (skills of persons acquired informally)

In order to increase employment avenues through generation of gainful employment opportunities among the PwDs, National Youth Project (NYP) in collaboration with AYJNIHH has conducted SDP for creating employment avenues through various vocations under service and manufacturing sectors. It has imparted latest knowledge on the concept of entrepreneurship, its challenges and prospects and design intervention.The objective of the SDP is to develop entrepreneurial competencies of viz. achievement, motivation, risk taking ability, confidence, and goal setting ability of the potential entrepreneurs. Impart knowledge on procedure and formalities of setting up of an enterprise / business. It also develops skills on management of a unit / business establishment including financial and marketing. And it will impart knowledge on identification of business opportunities and preparation of business plan.

Introduction: The handmade carpet industry is a labour intensive one involving millions of artisans/craftspersons. Indian handmade carpet industry occupies a significant position in the world handmade carpet industry in particular and the international floor covering trade in general. The country with a population backed by skill and inclination towards such craft activity has a strong potential for growth. Engaging in such activity produces gainful employment resulting socio-economic growth. The handmade carpet industry is thus a potential socio-economic growth for any such country and the world at a large. Introduction:The handloom sector plays a very important role in the economy by providing direct and indirect employment to millions across the country. There has always been a need for technical development of the handloom sector in order to make it more competitive vis-à-vis the power loom and the factory sectors. The principal parts of a loom are the frame, the warp-beam or weavers beam, the cloth-roll (apron bar), the heddles, and their mounting, the reed. The warp-beam is a wooden or metal cylinder on the back of the loom on which the warp is delivered. The threads of the warp extend in parallel order from the warp-beam to the front of the loom where they are attached to the cloth-roll. Each thread or group of threads of the warp passes through an opening (eye) in a heddle. The warp threads are separated by the heddles into two or more groups, each controlled and automatically drawn up and down by the motion of the heddles. In the case of small patterns the movement of the heddles is controlled by “cams” which move up the heddles by means of a frame called a harness; in larger patterns the heddles are controlled by a dobby mechanism, where the healds are raised according to pegs inserted into a revolving drum. Where a complex design is required, the healds are raised by harness cords attached to a Jacquard machine. Every time the harness (the heddles) moves up or down, an opening (shed) is made between the threads of warp, through which the pick is inserted. Introduction: The handloom sector plays a very important role in the economy by providing direct and indirect employment to millions across the country. There has always been a need for technical development of the handloom sector in order to make it more competitive vis-à-vis the power loom and the factory sectors. The principal parts of a loom are the frame, the warp-beam or weavers beam, the cloth-roll (apron bar), the heddles, and their mounting, the reed. The warp-beam is a wooden or metal cylinder on the back of the loom on which the warp is delivered. The threads of the warp extend in parallel order from the warp-beam to the front of the loom where they are attached to the cloth-roll. Each thread or group of threads of the warp passes through an opening (eye) in a heddle. The warp threads are separated by the heddles into two or more groups, each controlled and automatically drawn up and down by the motion of the heddles. In the case of small patterns the movement of the heddles is controlled by “cams” which move up the heddles by means of a frame called a harness; in larger patterns the heddles are controlled by a dobby mechanism, where the healds are raised according to pegs inserted into a revolving drum. Where a complex design is required, the healds are raised by harness cords attached to a Jacquard machine. Every time the harness (the heddles) moves up or down, an opening (shed) is made between the threads of warp, through which the pick is inserted. Introduction: The handloom sector plays a very important role in the economy by providing direct and indirect employment to millions across the country. There has always been a need for technical development of the handloom sector in order to make it more competitive vis-à-vis the power loom and the factory sectors. The principal parts of a loom are the frame, the warp-beam or weavers beam, the cloth-roll (apron bar), the heddles, and their mounting, the reed. The warp-beam is a wooden or metal cylinder on the back of the loom on which the warp is delivered. The threads of the warp extend in parallel order from the warp-beam to the front of the loom where they are attached to the cloth-roll. Each thread or group of threads of the warp passes through an opening (eye) in a heddle. The warp threads are separated by the heddles into two or more groups, each controlled and automatically drawn up and down by the motion of the heddles. In the case of small patterns the movement of the heddles is controlled by “cams” which move up the heddles by means of a frame called a harness; in larger patterns the heddles are controlled by a dobby mechanism, where the healds are raised according to pegs inserted into a revolving drum. Where a complex design is required, the healds are raised by harness cords attached to a Jacquard machine. Every time the harness (the heddles) moves up or down, an opening (shed) is made between the threads of warp, through which the pick is inserted. Introduction: The golden age of toy development was at the turn of the 20th century. Real wages were rising steadily in the Western world, allowing even working-class families to afford toys for their children, and industrial techniques of precision engineering and mass production was able to provide the supply to meet this rising demand. Intellectual emphasis was also increasingly being placed on the importance of a wholesome and happy childhood for the future development of children. William Harbutt, an English painter, invented plasticine in 1897, and in 1900 commercial production of the material as a children's toy began. Frank Hornby was a visionary in toy development and manufacture and was responsible for the invention and production of three of the most popular lines of toys based on engineering principles in the twentieth century: Meccano, Hornby Model Railways and Dinky Toys. Meccano was a model construction system that consisted of re-usable metal strips, plates, angle girders, wheels, axles and gears, withnuts and bolts to connect the pieces and enabled the building of working models and mechanical devices. Dinky Toys pioneered the manufacture of die-cast toys with the production of toy cars, trains and ships and model train sets became popular in the 1920s. TheBritain's company revolutionized the production of toy soldiers with the invention of the process of hollow casting in lead in 1893 - the company's products remained the industry standard for many years. Puzzles became greatly fashionable as well. In 1893, the English lawyer Angelo John Lewis, writing under the pseudonym of Professor Hoffman, wrote a book called Puzzles Old and New. It contained, amongst other things, more than 40 descriptions of puzzles with secret opening mechanisms. This book grew into a reference work for puzzle games and was very popular at the time. The Tangrampuzzle, originally from China, spread to Europe and America in the 19th century.

During the Second World War, some new types of toys were created through accidental innovation. After trying to create a replacement for synthetic rubber, the American Earl L. Warrick inadvertently invented "nutty putty" during World War II. Later, Peter Hodgson recognized the potential as a childhood plaything and packaged it as Silly Putty. Similarly, Play-Doh was originally created as a wallpaper cleaner. In 1943 Richard James was experimenting with springs as part of his military research when he saw one come loose and fall to the floor. He was intrigued by the way it flopped around on the floor. He spent two years fine-tuning the design to find the best gauge of steel and coil; the result was the Slinky, which went on to sell in stores throughout the United States.

After the Second World War as society became ever more affluent and new technology and materials (plastics) for toy manufacture became available, toys became cheap and ubiquitous in households across the Western World. Among the more well known products of the 1950s there was the Danish company Lego's line of colourful interlocking plastic brick construction sets, Rubik's Cube, Mr. Potato Head, the Barbie doll and Action Man. Today there are computerized dolls that can recognize and identify objects, the voice of their owner, and choose among hundreds of pre- programmed phrases with which to respond. The materials that toys are made from have changed, what toys can do has changed, but the fact that children play with toys has not changed.

Competition and changing tastes have helped to create many new sweets, and today this industry has grown within the country as well as across the world. The sweets of Bengal are generally made of sweetened cottage cheese (chhena), unlike the use of khoa (reduced solidified milk) in Northern India. Flours of different cereals andpulses are used as well. Introduction: The handloom sector plays a very important role in the economy by providing direct and indirect employment to millions across the country. There has always been a need for technical development of the handloom sector in order to make it more competitive vis-à-vis the power loom and the factory sectors. The principal parts of a loom are the frame, the warp-beam or weavers beam, the cloth-roll (apron bar), the heddles, and their mounting, the reed. The warp-beam is a wooden or metal cylinder on the back of the loom on which the warp is delivered. The threads of the warp extend in parallel order from the warp-beam to the front of the loom where they are attached to the cloth-roll. Each thread or group of threads of the warp passes through an opening (eye) in a heddle. The warp threads are separated by the heddles into two or more groups, each controlled and automatically drawn up and down by the motion of the heddles. In the case of small patterns the movement of the heddles is controlled by “cams” which move up the heddles by means of a frame called a harness; in larger patterns the heddles are controlled by a dobby mechanism, where the healds are raised according to pegs inserted into a revolving drum. Where a complex design is required, the healds are raised by harness cords attached to a Jacquard machine. Every time the harness (the heddles) moves up or down, an opening (shed) is made between the threads of warp, through which the pick is inserted. Traditionally the weft thread is inserted by a shuttle.
