MINUTES OF THE HOUSE EDUCATION COMMITTEE

The meeting was called to order by Chairperson at 1:30 pm on Wednesday, January 22, 2020, in room 218-N of the Capitol.

Request for bill introductions Chairperson Huebert called the meeting to order at 1:32 and asked for bill introductions.

Representative moved, Representative Adam Thomas seconded, to introduce a bill 20rs2197 regarding emergency medicine in school settings, on behalf of the Kansas School Nurses Association. Motion carried.

Representative moved, Representative Stephanie Yeager seconded, to introduce a bill 20rs2214 changing the language "emotionally disturbed to emotional disability." Motion carried.

Chairperson Huebert introduced, Representative Adam Thomas seconded, to introduce a bill 20rs2027 regarding a students right to know, on behalf of Opportunity Solution Projects. Motion carried.

Presentation on: Jim Porter, member of Kansas Board of Education, gave a general introduction to the history of the Bullying Task Force.

Myron Melton and Kent Reed, program directors of the Kansas State Department of Education, shared the work, findings, and conclusions of the Bullying Task Force. (Attachment 1) (Attachment 2)

There was a discussion with the Representatives, Jim Porter, Scott Smith, and Brad Neuenswander following the presentation.

Presentation on: Chairperson Huebert took a moment to recognize and congratulate Dale Dennis, Deputy Commissioner of Education, for being chosen Kansan of the Year by the Native Sons and Daughters organization. There was general applause.

Jim Porter introduced the history and work of the Legislative Task Force on Dyslexia. He serves as the Chairperson of this ongoing Task Force.

Edward Penner, staff member from the Kansas Legislative Research Department, gave an overview of the report generated by the Legislative Task Force on Dyslexia to the 2020 . (Attachment 4)

Scott Smith shared a Power Point presentation on the timeline and recommendations from the Dyslexia Task force. (Attachment 5)

Representative Dietrich, who serves as Vice Chair of the Dyslexia Task Force, offered a brief overview of the process and the comprehensive and sweeping changes that will be brought about by the recommendations. Teacher training in dyslexia and reading will be necessary for licensure in future. Universal screening by approved screening tools will be mandatory for every student.

There was a conversation between the Representatives, the presenter and other staff persons from the Kansas Department of Education and Board Member Porter.

Chairperson Huebert thanked all for the excellent work that was produced by both task forces. The meeting was adjourned at 3:00.
