Steph Key's New Prostitution Bill Is Even Worse Than Last Year: Tell Your Steph Key’s new prostitution bill is even worse than last year: tell your MP today! The Decriminalisation of Sex Work Bill was introduced by SA Labor MP Steph Key in the House of Assembly on 16 May 2013. It could be debated very soon. • The bill would decriminalise the sex trade by repealing almost all SA prostitution laws. • The bill has no restrictions of any kind on brothels, escort agencies or street prostitution. • A pimp could legally offer any 18-year-old a job in a brothel, promising big dollars. Teens would have no idea of the consequences down the track. • Brothels could legally operate next door to your family home. Children could live in home-brothels. • Prostitutes could legally ply their trade on the street outside your home. Any control would be up to local councils – but they would lack police powers. What can we do? Send a short letter or email to your lower house MP as well as Premier Jay Weatherill and Opposition Leader Steve Marshall (addresses overleaf), asking them to vote against the Decriminalisation of Sex Work Bill 2013. Be sure to include your name and home address in all letters and emails. Include one or two points above or below, in your own words: • Research shows that most prostitutes suffer mental ill-health, including post traumatic stress. Most take drugs (eg alcohol, cannabis, heroin, speed, cocaine) to dull their mental and physical pain. • In every Australian state that has decriminalised or legalised the sex trade there has been a boom in both legal and illegal brothels – and sex trafficking and slavery. It is “out of control” (The Age, 7/3/11; Sydney Morning Herald, 13/10/11). • There has been a rise in underage and street prostitution in New Zealand after decriminalisation in 2003 (New Zealand Herald, 19/5/10, 11/06/10). • Local councils in SA have already advised that regulations restricting the placement of brothels would be very difficult to enforce (The Advertiser, 14/5/12). However, it is supported by the Liberal opposition and I am pleased to have its support. It is a bill to amend the University of Adelaide Act 1971. Members will be aware that the University of Adelaide was established by an act of this parliament, the first in South Australia and the third in Australia. It has a proud and respected history as an institution in this state. In 2003, the structure and independence of the governance of our universities was debated as a result of introduced bills for our three public universities in South Australia by then minister Lomax-Smith and supported by the opposition. An essential element of that bill was to provide greater autonomy in the handling of the university's own affairs, including its financial affairs and, in particular, the capacity to be able to buy, sell, lease, encumber or deal with its assets, and particularly real property. However, the reform retained in it an obligation to secure cabinet approval for very substantial property it owned, including the North Terrace precinct, Roseworthy and Waite campuses.

Abstract This article examines the sixteen years of Labor government in South Australia from 2002 to 2018. With reference to industry policy and strategy in the context of deindustrialisation, it analyses the impact and implications of policy choices made under Premiers Mike Rann and Jay Weatherill in attempts to progress South Australia beyond its growing status as a ‘rustbelt state’. Previous research has shown how, despite half of Labor’s term in office as a minority government and Rann’s apparent disregard for the Parliament, the executive’s ‘third way’ brand of policymaking was a powerful force in shaping the State’s development. This article approaches this contention from a new perspective to suggest that although this approach produced innovative policy outcomes, these were a vehicle for neo-liberal transformations to the State’s institutions. In strategically avoiding much legislative scrutiny, the Rann and Weatherill governments’ brand of policymaking was arguably unable to produce a coordinated response to South Australia’s deindustrialisation in a State historically shaped by more interventionist government and a clear role for the legislature. In undermining public services and hollowing out policy, the Rann and Wethearill governments reflected the path dependency of responses to earlier neo-liberal reforms, further entrenching neo-liberal responses to social and economic crisis and aiding a smooth transition to Liberal government in 2018. INTRODUCTION For sixteen years, from March 2002 to March 2018, South Australia was governed by the Labor Party.

    News Release Premier Jay Weatherill Tuesday , 3 January 2015 Maher joins Cabinet as Close takes Education and Child Development Kyam Maher is the new Minister for Manufacturing and Innovation and Minister Susan Close will take on the Education and Child Development portfolio following a swearing in ceremony at Government House. Premier Jay Weatherill said today’s reshuffle was necessitated by Monday’s retirement of Jennifer Rankine from the Ministry. “Beyond the replacement of Minister Rankine it is essentially a fine-tuning of portfolios,” he said. Other changes include Deputy Premier John Rau taking on the new portfolio of Child Protection Reform meaning he takes responsibility for responding to the findings of the Royal Commission into Families SA and the Coroner’s findings from the Chloe Valentine inquest. Sustainability, Environment and Conservation Minister Ian Hunter gains the new portfolio of Climate Change while Minister Close retains the Public Sector portfolio and takes on Education and Child Development. Member for Reynell Katrine Hildyard joins executive Government as a Parliamentary Secretary to the Premier. Mr Maher will also take on the responsibility as Minister for Automotive Transformation and Minister for Aboriginal Affairs and Reconciliation. Mr Weatherill welcomed Mr Maher to the Cabinet table saying he has demonstrated acuity on committees and as a member of the Legislative Council. “Kyam took up a parliamentary secretary role last year and is one of the crop of young talented individuals ready to step up,” Mr Weatherill said. “He is former State Secretary of the Labor Party and was also a chief of staff to former Minister Terry Roberts who held the portfolios of Regional Affairs, Aboriginal Affairs and Correctional Services.
