AVDC OLYMPIC AND PARALYMPIC ACTION PLAN 2012/13

1 Purpose 1.1 To update the Committee regarding the key outcomes and outputs achieved against the 2011/12 Olympic and Paralympic Action Plan.

1.2 To seek comments on the draft action plan for 2012/13 (Appendix 1 refers). The comments received will be considered by the Leisure Services Manager in consultation with the Cabinet Member for Leisure ahead of the plan being finalised for implementation.

3 Supporting information 3.1 During 2012, Leisure Services’ Community Development Team has escalated its work with the Bucks London 2012 Manager and other key partners such as Buckinghamshire County Council (BCC), Wheelpower and LOCOG to offer an exciting programme of Olympic and Paralympic related initiatives. This programme will maximise the opportunities offered by the London 2012 Games to inspire and engage with residents, communities and businesses throughout the Vale and offer visitors a first class welcome. 3.2 Building on a strong foundation of work undertaken in the District over the previous four years, a number of initiatives have developed further momentum as national media coverage of the build-up to the Olympics and Paralympics intensifies. Legacy work will continue after the Games have taken place. 3.3 The role of as the birthplace of the continues to be the cornerstone of AVDC’s activity. The flagship project for AVDC’s Olympic and Paralympic Action Plan in 2012/13 will be the hosting of the Paralympic Flame Festival on 28 August 2012 in conjunction with the London Organising Committee for the Olympic Games (LOCOG). The Flame Festival will take place at Stoke Mandeville Stadium and in Aylesbury Town Centre and will witness the lighting of the Paralympic Torch. Due to the significance and size of this event, the Paralympic Flame Festival was considered within a separate Cabinet Report on 7 February 2012. The 2012/13 Olympic and Paralympic Action Plan has been developed as an exciting but

also realistic and achievable plan to offer a wide range of events and activities as well as ensuring adequate resources are in place to deliver the Paralympic Flame Festival celebrations. 3.4 An outline Olympic and Paralympic Legacy Plan can be found as Appendix 3; this will be worked up in more detail over the next two months.

4 2011/12 AVDC Olympic and Paralympic Action Plan 4.1 The 2011/12 AVDC Olympic Action Plan comprised 24 actions under three key headings: Sporting Ambitions, Economic Ambitions and Social Ambitions. All bar one of the actions have been progressed. 4.2 The one action not progressed this year was to deliver a youth training programme for young people who are not in employment, which is also an action point within the Aylesbury Vale Young People’s Improvement Plan. Different delivery models which give young people a worthwhile qualification or experience have been discussed but none have been introduced this year due to timing and existing partner commitments. During 2012/13 Youth Concern Aylesbury and Connexions will be more involved in this action to reach a different range of young people focussing on employability skills rather than sports coaching skills as youth unemployment has become a more pressing issue. This action will remain in the Young People’s Improvement Plan for 2012/13 but as the emphasis has moved away from sport it will not be included as part of the Olympic Action Plan. 5 Key achievements during 2011/12 5.1 Details of the key achievements in respect of the 2011/12 action plan are set out in Appendix 2. Key highlights include the following. 5.2 Elite Talented Sports Person Grants AVDC and Aylesbury Vale Community Trust (which runs Aqua Vale and Swan Pool) each contributed £6000 to jointly supported eight local athletes aiming to compete in the London 2012 Games. 5.3 Reactivate Aylesbury Vale This programme, which is supported by Bucks Sport and aims to increase adult participation in sport, was supported by £2,500 from the AVDC Olympic and Paralympic Action Plan. 6,812 attendances have been recorded over the year with 44 different activities offered. 5.4 Buckinghamshire Manager for the 2012 Games AVDC hosts this post which supports the Buckinghamshire Partnership. Achievements of the partnership included helping to secure the Olympic and Paralympic Torch Relay visits to the Vale, securing additional resources to support the County Live Site celebration events and supporting the launch of the Paralympic Tickets at Stoke Mandeville Stadium in September 2011. 5.5 Business Engagement The Bucks 2012 Partnership has facilitated a programme of business engagement events linked to the London 2012 Games, working in partnership with Bucks Business First. 5.6 Cultural Olympiad and Driving Inspiration The final year of the first phase of the project was successfully completed. Driving Inspiration is a creative collaboration between disabled artists, Paralympians and disabled and non-disabled young people. The project aims to tell the story of the birth of the Paralympic movement at Stoke Mandeville. Ten schools from the County took part including two from Aylesbury Vale. A showcase event took place on 14 July 2011 at Mandeville School. An online toolkit, the Mandeville Legacy website, has been developed as part of a lasting legacy of the project. 5.7 Community Events Programme – Inspire Mark The AVDC Community Development team has been working to develop a programme of community events from April - September 2012 to celebrate the Olympics and Paralympics as outlined in 6.3. The programme will be promoted under a specially developed brand called PULSE and has been awarded an official Inspire Mark by LOCOG which will be used to help promote the events. 6 AVDC Olympic and Paralympic Action Plan 2012/13 6.1 The draft AVDC Olympic and Paralympic Action Plan 2012/13 is set out in Appendix 1. There are three key objectives: sporting ambitions; economic and tourism ambitions; and community participation and events. 6.2 The work programme has been developed to capitalise on the strong foundations from previous years, to maximise the impact from landmark events such as the torch relay visits and international competitions hosted, including the Olympic and Paralympic Games competitions at Dorney Lake and to build upon nationwide LOCOG campaigns such as the education Get Set Programme, Inspire Programme and Local Leaders scheme. 6.3 The Community Development Team work plan this year will focus primarily on delivering a wide ranging programme of community events as well as developing a lasting legacy from the Games. This programme will build on previous projects and provide the opportunity to showcase much of the Olympic and Paralympic work undertaken over the past few years, including the Driving Inspiration project materials. 6.4 The key Olympic and Paralympic Action Plan events that the Community Development Team will be staging as lead organisation in 2012 are:  Paralympic Flame Festival at Stoke Mandeville Stadium and Aylesbury Town Centre – 28 August 2012  The Roald Dahl Games – 7 July 2012  Aylesbury Vale Community Games – May to July 2012  Buckinghamshire Attractions Open Weekend / National Tourism Week – Took place from 10 to 18 March 2012  Aylesbury Vale Digital Olympics – April to July 2012 6.5 This events programme will be in addition to the key regular events that the Community Development team delivers every year, and many of these regular

events will be given a new twist or added elements to celebrate the Olympic year; these include:  The Roald Dahl Festival – 7 July 2012 (which will be extended with the Roald Dahl Games, see 6.4 above)  Play in the Park / National Play Day Event – 1 August 2012 (with an Olympic Games theme for 2012)  Theatre in the Villages – October to December 2012 (which will include a specially commissioned play ‘The Incredible Dr. Guttmann, telling the story of Dr. Guttman’s role in the development of the Paralympics, 6.7 below refers)  Global Street Beats (formerly Aylesbury Street Festival) – July to August 2012 (with an Worldwide theme for 2012)  Music in Quiet Places – May to June 2012  Activate Youth Dance Festival – 1 April 2012

6.6 In addition, there are a number of Olympic and Paralympic themed events and activities which will be run with partner organisations including:  Olympic Torch Relay Event in Aylesbury – 9 July 2012, with BCC 2012 Team.  Live site event tying in with the annual Parklife event, with BCC 2012 Team – 1 September 2012  Reactivate Give It a Go Week with Bucks Sport – June 2012  Bucks School Games with Bucks Sport and schools across County – 19 July 2012 6.7 AVDC also commissioned Karen Simpson Productions to produce a play about the life and work of Dr ‘Poppa’ Guttmann and the legacy of his work at Stoke Mandeville Hospital. The production company subsequently received a grant of £69,000 from Arts Council England towards the play. The play will be showcased at the Aylesbury Waterside Theatre in October before it commences touring as part of AVDC’s Theatre in the Villages programme and then other rural touring and community arts centre programmes. 6.8 The key proposals within the AVDC Olympic and Paralympic Action Plan 2012/13 are as follows: Elite talented sports person grant 6.9 This aims to continue to support elite talented athletes who are competing nationally and internationally. To ensure that this award is being targeted at athletes with a realistic chance of making the London 2012 Teams, funding will be administered through the charity Sports Aid. Raising the profile of local elite athletes will also help to inspire more people to get involved in sport as a lasting legacy of the Games.

Reactivate Aylesbury Vale 6.10 The Team will continue to work towards increasing adult participation levels across Aylesbury Vale, working with BucksSport. Key to this is the development and delivery of the Reactivate Aylesbury Vale marketing plan to create a greater awareness of the project. There will be three Give it a Go weeks during the year and the summer week will have an Olympic and Paralympic theme to coincide with when public interest in London 2012 is likely to be at its highest. Reactivate is an ongoing programme that will continue after the Games, using London 2012 as a catalyst to inspire residents to get involved in sport in the future as part of the legacy of London 2012. Sector development & inward investment 6.11 Stoke Mandeville’s role as the birthplace of the Paralympic Games will be used as the basis for an inward investment programme based around the assisted living technology sector. AVDC’s Inward Investment and Economy Manager, supported by the Bucks 2012 Manager, is working to support some major events to showcase Stoke Mandeville’s National Spinal Injuries Centre (NSIC). The aim is to attract investment from business, academics and other partners by promoting the NSIC as a UK collaborative research & development centre of excellence focussing on spinal injury, rehabilitation and telehealth technologies. The short term focus will be on joint research activities, leading eventually to more long term business development. This would create new jobs and position the Vale in the emerging healthcare knowledge economy sector. A programme of events is planned including:  E-Health week 7th to 9th May. A delegation from Stoke Mandeville NSIC and Aylesbury Vale will attend the E-Health Week conference. The programme will include a workshop showing how telehealth technologies can benefit spinal injuries patients, a wheelchair rugby sport exhibition and an opening speech given by Adrian Moorhouse to over 3000 ICT companies.  Global business summit on assistive medical technologies - 3rd September. David Cameron has committed to supporting 10 leading business showcase events linked to the Olympics and Paralympics. AVDC has successfully worked with Stoke Mandeville NSIC to secure one of these exclusive guest events, showcasing the best of British business sectors.  Meet the Buyer telehealth event - 14th September. AVDC is working with the South East Health Technologies Alliance (SEHTA), to host a telehealth conference and networking event at Stoke Mandeville stadium on ‘liberating the individual to live independently’ . The aim is to attract buyers and sellers of telehealth products and services from across the South East and overseas. Visitor economy 6.12 There are a number of areas in which AVDC is developing the visitor economy and visitor potential as follows: Media. Media interest in Stoke Mandeville has already intensified through the first four months of 2012. The Stoke Mandeville area has been visited by 25 different national and international film crews earlier this year and the potential has never been greater to generate positive media coverage for the whole of Aylesbury Vale. opportunities has been developed by the Head of Communications, Marketing and Town Centre Management with BCC, Wheelpower and Stoke Mandeville Hospital.  Visit Britain’s welcome to the media. AVDC is working with Tourism South East as part of Visit Britain’s welcome for the media, to offer a range of tourism product/attractions/experiences on a complimentary or heavily discounted basis which will feature on their Media Centre website. This opens the opportunity up to local accommodation providers and attractions.  B-Roll footage and image library. A broadcast quality promotional film of Buckinghamshire has been developed in partnership with Tourism South East and Visit England which will showcase the many world class attractions that can be found in the area. The footage will be available on Tourism South East’s The Beautiful South channel and on Visit Britain’s Global TV channel. It will be available to international media organisations and journalists who will be covering the Games and will also feature on a number of other websites. A number of local images will also be posted on the Visit Britain image library which will be available for media to use as they wish.  Top 12 In 2012 – Media Visits. Stoke Mandeville Stadium has been put forward to Visit England as a key destination for visitors in 2012 and will feature as part of UK visitor campaigns.  Aylesbury Town Centre. The Community Development Team is working alongside the Aylesbury Town Centre Manager and the Aylesbury Town Centre Partnership to capitalise on business opportunities afforded by the Olympic Torch Relay, the Paralympic Flame Festival and other opportunities.  Visit Britain – 20.12 Domestic Campaign. Local tourism providers, either attractions or accommodation providers are being encouraged to take part in the 20.12 discount offer as part of a Visit England initiative to show that the UK offers great value for money to visitors over the duration of the Olympic and Paralympic Games. Those participating will offer discounts of 20.12% or more off of their services.  Stoke Mandeville Exhibition. AVDC has supported a legacy exhibition which tells the story of Stoke Mandeville Hospital, Stoke Mandeville Stadium, Dr Guttmann and the birth of the Paralympic Games and the legacy of the Games. The exhibition links in with the Mandeville Legacy project and will take place at Stoke Mandeville Stadium throughout the period of the Paralympic Games and will attract much media interest.  20 international journalists will be visiting Stoke Mandeville Stadium and the exhibition on 30 August 2012 as part of a Visit England coordinated familiarisation trip.  Our Sporting Life Bucks. An exhibition which explores sporting heritage in the area including the important part played by Stoke Mandeville in the Paralympic Games in the form of personal sporting stories and memorabilia, as well as celebrating sport in people’s lives will take place at the Buckinghamshire County Museum from June to November.  Visit Buckinghamshire development & signposting. As part of the 2012 legacy the VisitBuckinghamshire website is being updated with accessibility

data to ensure that information about accommodation providers and attractions across the area have an up-to-date profile of their facilities available to all users.  Visit Buckinghamshire website. A new group travel section and further content exploring the unique selling point of Buckinghamshire as well as Olympic and Paralympic themed activity sections and a London 2012 section have been added to the Visit Buckinghamshire website in order to capitalize on visitor over-spill from London and the surrounding area and to encourage travellers to make the most of their visit to the area as part of the Olympic and Paralympic Games. Cultural Olympiad 6.13 This year will focus on showcasing and developing a lasting legacy of the cultural projects that have taken place over the last few years as part of AVDC’s Olympic and Paralympic work programme such as Driving Inspiration. Materials produced through the Driving Inspiration project will be included in the events programme and featured on websites. 6.14 The AVDC programme of community events to celebrate 2012 will be promoted under a unique brand called PULSE, as highlighted in paragraph 5.8 above. A marketing campaign will run throughout the summer to raise awareness of the exciting opportunities and events that will be on offer for the whole community. Paralympic Flame Festival 6.15 The Paralympic Flame Lighting Ceremony, at Stoke Mandeville Stadium and a town centre Paralympic Flame Festival Celebration will take place on Tuesday 28th August 2012 as part of the Paralympic Torch Relay event. The event is very much a partnership primarily with Wheelpower, LOCOG and BCC but also supported by many other local partners. Four Flames from Northern Ireland, England, Scotland and Wales will join together at the Stoke Mandeville Stadium in a celebratory evening of performance, visual spectacle and Paralympic values in acknowledgement of Stoke Mandeville's place as the birthplace of the Paralympic Games. Following the event a 24 hour Paralympic torch relay will take place, stopping off in Aylesbury town centre for a celebratory event with pyrotechnics and projections onto buildings, subject to confirmation of Arts Council Funding; ahead of the opening ceremony of the Paralympic Games at the Olympic Stadium, Stratford, East London. Aylesbury Vale Community Games 6.16 The Community Games will be a series of parish or community led sports focused events in celebration of the London 2012 Olympic and Paralympic Games. A Community Games Toolkit has been written to assist communities in developing an event to suit their own needs. This will include templates for promotion and activity provision, licensing information and ideas for activities. The toolkit will be digitally based and downloadable online. It is hoped that up to 20 events will take place as part of the Community Games. This toolkit will also act as a lasting legacy and resource for local groups to use in future years.

Roald Dahl Games 6.17 The Roald Dahl Games takes place on Saturday 7th July 2012 and is a unique add-on to the Roald Dahl Festival in celebration of the 2012 Games. The event is a Roald Dahl inspired sport and arts event, linking the best of Roald Dahl creativity with a fun sports family activity. These fun sports will be developed with the Roald Dahl Museum and Story Centre at Great Missenden. Aylesbury Vale Digital Games 6.18 The Aylesbury Vale Digital Games will take place between April and July 2012 and will be comprised of a number of activities that will tour youth groups as well as areas that currently have a limited amount of youth provision. Each event will bring together young people into teams to compete using a games console in the Mario and Sonic Olympic Games and take part in a number of different activities. An initial session was held at Haddenham Youth Café on 17th April. This was a very successful start to the project with approximately 30 young people attending. In May, a number of the sessions will be bolstered by additional activities including the I-Van, Youth Bus or Mobile Skate Park. These sessions will take place in Steeple Claydon, Whaddon, Newton Longville, Little Horwood and Dagnall. Local Leaders 6.19 AVDC will help promote national LOCOG initiatives including: Get Set, the main national education programme; Local Leaders, the campaign to encourage people to organise community events around the main games dates; and Compete For, the London 2012 Business Portal. 7 Legacy of the Games 7.1 One of the key actions this year is to develop an Olympic and Paralympic Legacy Plan to ensure the impact of the wide range of work that has already taken place continues into the future. For details of how the legacy for Aylesbury Vale will be developed see Appendix 3. 7.2 There are a number of programmes and activities that will continue in the District as a legacy of London 2012 including Reactivate and Sportivate. Resources created as part of the London 2012 work will remain available for community use into the future, including the Mandeville Legacy website and the Digital Games toolkit. AVDC will be working with Wheelpower to support Stoke Mandeville Stadium and to develop their ambition to be the starting point for the lighting of the Paralympic Flame for all summer and winter Paralympic Games from now on. 7.3 Another key aspect of the legacy, through our special links to the Paralympics, will focus on improving and promoting the accessibility of AVDC leisure services for people with disabilities. For example, planning the Flame Festival will provide the team with greater experience of working with disabled artists and putting on a large-scale event that is fully accessible. This will create a legacy of increased knowledge and skills that will inform the future planning of events such as the Roald Dahl Festival. In addition, a tourism accessibility audit will be undertaken for serviced accommodation and attractions across Buckinghamshire which will feed into the VisitBuckinghamshire website and will provide specific details for people with disabilities visiting the area.

8 Resource implications 8.1 £50,000 has been allocated to support the implementation of the Olympic and Paralympic Action Plan. £8,000 has been carried forward from the 2011/12 budget. 8.2 Additional funding of up to £87,000 to support the Flame Festival events was agreed at the Cabinet meeting on 7th February 2012. An additional grant of £130,000 has been applied for from Arts Council England towards the artistic content of the Flame Festival town centre event. 9 Response to Key Aims and Objectives 9.1 The delivery of this Action Plan will contribute to many of the Council’s current key aims and outcomes as outlined in the Corporate Plan 2011-2015. Most specifically it will contribute to the following ambitions: Build better communities, Improve participation in leisure and cultural activities across the Vale, Support the voluntary and community sector, through advice, information, training and funding and Improve relationships with parishes. 9.2 The plan also supports the Council’s efforts to improve community cohesion and the quality of life of local residents. 9.3 The delivery of this Action Plan will also contribute to a number of the themes identified as a key focus by Members of the Communities Scrutiny Committee:  Establishing links to registered housing providers. The Bucks 2012 Manager has been liaising with VAHT to support the Flame Festival and Stoke Mandeville exhibition to showcase their commitment to accessibility issues. The Community Games Toolkit has been discussed with VAHT as a resource that can be used by local residents and volunteers to help them plan local community events.  Improving schools performance. The Driving Inspiration projects, sporting activities and creative events involving school children will help to develop young people’s engagement and creativity and involve them in sport and physical activity.  Reducing offending. Projects such as Sportivate and the Digital Games are designed to help us engage with young people and such projects can help act as positive diversionary activities that may help steer young people away from anti social behaviour.  Health and well-being. This Action Plan promotes participation by people of all ages and abilities in sports and cultural activities, which can benefit both physical and mental health and wellbeing. The legacy document (Appendix 3) shows how programmes such as Reactivate and Sportivate will continue to help towards local peoples’ health and well-being. The focus on the Paralympics will also help raise awareness of the needs of people with disabilities. Many of the projects involving people with disabilities will have a significant impact on participants’ mental health by helping to increase confidence, self esteem and creativity.  The themes of Victim Support and BCC Social Services are not relevant to this Action Plan.

D19 Appendix 2 2011/12 action plan key achievements The key achievements in respect of the 2011/12 action plan are set out below. Elite Talented Sports Person Grants AVDC supported local elite athletes aiming to compete in the London 2012 Games with funding of £6,000 in total, administered through the charity Sports Aid. In addition, AVDC worked in conjunction with the Aylesbury Vale Community Trust (which runs Aqua Vale and the Swan Pool) who generously contributed a further £6,000 to Sports Aid. In total eight local elite athletes, all of whom have realistic hopes of making the London 2012 Teams have received funding. The athletes are either residents of Aylesbury Vale or compete for clubs within the District. Two of the athletes Craig Gibbons Olympic Swimming and Pam Relph Paralympic Rowing have already qualified for the Great Britain Teams for the Games. Reactivate Aylesbury Vale The Reactivate Aylesbury Vale programme is aimed at increasing adult participation in sport, working with Bucks Sport. The programme was supported by £2,500 from the AVDC Olympic and Paralympic Action Plan. This year three Give it a Go weeks of taster activities took place in July, September and February, each followed by a number of Return to Sport courses. 6,812 attendances have been recorded for the period April 2011 to end March 2012, with 44 different activities offered. AVDC was also recognised for its excellent achievements in supporting and encouraging workplace sporting and health activities by winning the Best Workplace award at the 2011 Bucks Sport Awards. Staff activities included a popular summer bowls competition involving 115 staff and a new Wellbeing and weight loss challenge club. Bucks Youth Games This annual event organised and funded by Bucks Sport took place in June at Stoke Mandeville Stadium. 10 teams from Aylesbury Vale entered, with over 100 young people from the District taking part. AVDC staff supported this successful event. Young Olympic Ambassadors Event A successful conference event took place in April 2011 which used the Olympics and Paralympics to inspire and engage young people in volunteering and ambassador opportunities. 250 people attended including 80 young people with disabilities. 60 young leaders/ ambassadors supported the event; many of the young ambassadors have supported major events throughout the district including a group who supported the management of the Bucks Youth Games.

Buckinghamshire Manager for the 2012 Games AVDC hosts this post and is supporting the achievement of objectives stated within the Bucks 2012 Legacy and Ambitions Plan. The Buckinghamshire Partnership hosted its 2011 annual conference at the Aylesbury Waterside

D20 Theatre, an event that was preceded by a reception dinner featuring the Chief Executive of LOCOG Paul Deighton. The partnership has played a fundamental role in securing both the Olympic and Paralympic Torch Relays visits to the Vale and in securing additional resources to allow Live Site celebration events to be hosted throughout the county. Other major events supported by the Partnership were the launch of the Paralympic Tickets at Stoke Mandeville Stadium in September 2011 and the draw for the Paralympic Wheelchair Basketball for the Paralympic Games at the Aylesbury Waterside Theatre in January 2012. Business Engagement The Bucks 2012 Partnership has facilitated a programme of business engagement events linked to the London 2012 Games. The first session in the South East Compete For programme for 2011 was held in Aylesbury in July 2011 and attracted over 100 local businesses. A wider programme of business investment visits has been co-ordinated in partnership with Bucks Business First. AVDC’s Economic Development Manager has been leading on a programme of work based around Stoke Mandeville’s heritage and excellence in rehabilitation and assisted living technologies. The focus of this work will intensify during the summer of 2102 following the Spinal Injury Unit at Stoke Mandeville Hospital having established a new research foundation. Highlights of this summer’s programme include the hosting of an assisted living “meet the buyer” and conference at Stoke Mandeville in September immediately after the Paralympic Games. International Training Camps Work has continued to promote the official training camps in Buckinghamshire to national Olympic and Paralympic Committees with the Bucks 2012 Manager supporting this area of work. In 2011/2012 training camp visits were organised in the Vale for nations including Andorra, Finland, Saudi Arabia, Iceland and Slovakia, Belgium and Azerbaijan. Stoke Mandeville Stadium has been successful in securing the LOCOG funding to allow athletes from many of these nations to use their facilities for Pre-Games Training Camps. In addition, the Addington Equestrian Centre is currently hosting members of the Great Britain Equestrian Team and their counterparts from the Irish Equestrian Team are currently using the facilities at Quainton Stud. A particular focus has been on the Scandinavian Paralympic nations in order to further capitalise on the strong commercial, sporting and cultural links between the nations. Stoke Mandeville Stadium events, including many international competitions, have been promoted through the AVDC 2012 webpages, Bucks 2012 webpages and the Visit Buckinghamshire website. Cultural Olympiad and Driving Inspiration Driving Inspiration is a collaboration between disabled artists, Paralympians and disabled and non-disabled young people. It is about telling the story of the birth of the Paralympic movement at Stoke Mandeville, using part of the archive collection as well as the individual stories of Paralympians. Through school assemblies, interviews and workshops; creative work of all kinds have

D21 been produced and showcased locally and regionally. The final year of the first phase of the Driving Inspiration Project, following the successful grant award of £53,000 from Arts Council England, was successfully completed. Ten schools in Bucks were involved including two from Aylesbury Vale with three partner schools. 576 pupils were directly involved of which 239 have disabilities. In addition, 3,750 young people were informed about the role of Stoke Mandeville Stadium within the Paralympic Legacy. A successful showcase event took place on 14 July 2011 at Mandeville School. For 2012, a further Arts Council Grant of £60k has been secured to develop an international schools animation collaboration which will feature as part of the Paralympic Flame Festival. As a lasting legacy of the project, a toolkit developed through the Driving Inspiration project is now online on LOCOG’s Get Set Education website for schools worldwide to access. The Mandeville Legacy website tells the story of the growth of the Paralympic movement through the collection of an archive of stories and pictures from the early days of Sir and the Paralympic movement from Paralympians and former staff and patients from Stoke Mandeville Hospital. The Welcome Song programme supported by AVDC has been selected to be part of the London 2012 Festival Programme. Developed in association with community groups in Much Wenlock and Chipping Camden, it will tell the story of the development of the Olympic & Paralympic Games as a choral arrangement. Arts Council England confirmed £175,000 funding for the Welcome Song that will feature in a public performance at the London 2012 Paralympic Flame Festival in August. London 2012 Open Weekend AVDC organised events at both Aylesbury Town Centre and Buckingham town centre on 23 and 24 July to celebrate the London 2012 Open Weekend a national initiative to raise awareness of Olympic and Paralympic sports. The events included a range of taster sessions and information about Olympic and Paralympic related projects in the District to help raise the profile of the many opportunities available for residents to take part in sports and activities. Young People & Education The team worked with Bucks County Council to encourage schools in Aylesbury Vale to register with the London 2012 Get Set programme and the wider Get Set Network. Membership of the Network enables schools to access a range of resources, competitions and opportunities so they can use the London 2012 Games as a learning tool and have the chance to request Olympic/Paralympic tickets. The team will be inviting schools from the Get Set Network to get involved in events and activities during summer 2012 including the Olympic Torch Relay and the Paralympic Flame Festival. Olympic Sports Legacy Challenge A Bucks Legacy Programme Booklet was produced in partnership between the local authorities in Bucks promoting information on sports clubs and taster sessions to challenge local people to try new sports. The development of the booklet, led by Wycombe DC, was supported by £2000 from the AVDC Olympic Action Plan. The booklet was widely distributed at AVDC summer

D22 events and a range of distribution channels and 14 club taster sessions in Aylesbury Vale featured. The programme will be continually updated to ensure that Aylesbury Vale based clubs and organisations delivering Olympic & Paralympic sports are in a position to capitalise on the increase in community interest this summer. Community Events Programme Development The AVDC Community Development team has been working with a range of organisations such as Aylesbury Vale Youth for Christ, Aylesbury Youth Action, Community Impact Bucks, Bucks County Council and the Roald Dahl Museum and Story Centre to develop a programme of community events for during the summer of 2012 to celebrate the Olympics and Paralympics. The programme, which will be promoted under a specially developed brand called PULSE, has been awarded an official Inspire Mark by LOCOG. This will enable the Inspire Mark to be used on marketing and publicity material to raise the profile of the community events planned for April – September 2012 including the Digital Games, the Roald Dahl Games and the Community Games Toolkit – a comprehensive document available on the AVDC website which will enable local parishes to plan their own 2012 activities.

Legacy of the 2012 Olympic and Paralympic Games for Aylesbury Vale

Even though the additional £50k Olympic and Paralympic action plan budget ceases this financial year, there are a number of programmes and activities that will continue as a legacy of the Games. AVDC are also working with Wheelpower to support Stoke Mandeville Stadium and to develop their ambition to be the starting point for the lighting of the Paralympic Flame for all summer and winter Paralympic Games from now on.

The key legacy projects are as follows:

 Sportivate – A number of the activities are focused on Olympic and Paralympic sports and post Olympics we plan to tailor the programme to feature more of the sports that caught the public imagination during the Olympics. Sportivate itself was designed as a legacy programme and as the most active district within the county for Sportivate we are certainly leading lights.

 Reactivate – Although this is an on-going programme, the summer Give It a Go Week will focus on Olympic sports with the target of retaining people as participants (and signposting them into clubs). This will definitely be a legacy project that benefits from those who are enthused by the Games and a number of local clubs will benefit. There is also potential to run integrated sessions.

 Community Activities Officer – Part of the remit of this new post is to develop sporting activities within the parks on a regular basis and to direct people towards other sporting opportunities. This is the perfect opportunity to build on the enthusiasm for sport and involvement in sport afforded by the Olympic Games.

 Club development – one of the areas that the community development team will support sporting legacy locally is by helping sports clubs with bids for Inspired Facilities funding. This will help to provide fit-for-purpose facilities for those inspired by the Games.

 Talented Sportsperson / coaching bursaries – This has recently been reviewed and developed together with AVCT and Bucks Sport so that the work of talented sporting individuals and leading facilitators, at the right level, within the Vale is recognised and supported.

 Aqua Vale – with the development of Aqua Vale we are looking at starting a disability swimming group there to complement Tuesday and Thursday Club which links in with Paralympic legacy.

 Flame Festival disability legacy - will provide the team with greater experience of working with disabled artists and of putting on a large scale event that is fully accessible to people with disabilities. This will create a legacy of increased knowledge and skills of the team that they will be able to use in planning future events. E.g. Roald Dahl Festival, Play day etc. In future we can develop events to ensure that they

D24 are more accessible to people with disabilities in line with the ‘Attitude is Everything’ training.

Future events - when the Flame Festival goes off very successfully in the town centre it will set a blue-print for future high-profile events to follow, both in terms of the emergency planning work that has been undertaken which will ensure more robust plans for all future events in the area but also for the desire for more high-calibre sporting events. For example, potential development of a Sky Ride city event in 2014 will be able to make use of lessons learnt in terms of safety management plans. A successful working relationship with Arts Council England should also ensure that more funding support for ambitious arts development projects will be received from them in future. The experience of commissioning a high quality outdoor arts event will enable the team to take a more innovative approach to future events. For example, knowledge gained of working in different art forms including digital projection and disability arts will be able to be applied to other events delivered by the team. The Public Art Steering Group will also be able to build on the experience of delivering this event, to look at how outdoor performances in the public realm can help to deliver the Aylesbury Vale Public Art strategy.

 Guttmann play - a play about Dr ‘Poppa’ Guttmann will tour the region as part of the Theatre in the Villages project with a showcase event at the Aylesbury Waterside Theatre after the Paralympic Games in October before touring as part of rural theatrical programmes nationally. The play will tell the story of Guttmann and the work at Stoke Mandeville Hospital, the creation of Paralympic Games in 1948, 1984 and the development of the modern Paralympic movement as well as the on-going legacy of the Paralympic Games and Stoke Mandeville.

 Mandeville Legacy - the above item also links in with the Mandeville Legacy Project and the Stoke Mandeville Stadium exhibition which is led by BCC with the Wheelpower charity and will also look back at the heritage and forward to the legacy, both projects have been supported by AVDC.

Assisted Living Technology Inward investment – Follow up inward investment enquiries for Aylesbury Vale with a view to establishing international research collaborations for the Stoke Mandeville Spinal injuries Institute and incubator start up units.

 Digital Games – this youth project has been a very successful way of improving partnership working between a number of AVYPAG members and getting them more involved in a concrete project. It has proved to be a successful model in terms of involving partners to put in ‘in kind’ contributions to a project, enabling it to be delivered at low cost. There may be scope to develop a similar project next year or to build on the working relationships developed to help to develop diversionary activities for young people.

 Community Games toolkit – this can be used in future to advise parishes and groups to help them put on their own community sports and arts events. Local communities who organise events this summer may be encouraged to put on similar events in future and to develop them further.

D25  Inclusive activities - a study will be carried out in 2013 looking at inclusivity of activities that AVDC run. Linking in with BuDS – Buckinghamshire Disability Service it will identify which sports can be integrated and the wants and needs of disabled user groups.

 Podule - The Podule created as part of the Driving Inspiration Project will be used this summer to promote awareness of spinal injury and the good work that the Stoke Mandeville Hospital Spinal Injury unit carries out. It is envisaged that it could be on display in the new AVDC offices and a location in Aylesbury Town Centre.

 Inclusive play areas - Most of the play areas provided by AVDC are accessible. Additional work will be carried out to promote this accessibility via the AVDC website.

 Tourism - accessibility audit – an accessibility audit is being carried out for serviced accommodation and attractions across the Vale and more widely across Buckinghamshire which will feed into the VisitBuckinghamshire website and other promotional media, and will provide more specific details for people with disabilities visiting the area. This will be updated on a regular basis in future.

 Tourism - Olympic trails – Olympic trails have been set up on the VisitBuckinghamshire website which with provide visitors to the area with details about the many links to the Olympics and Paralympics and will generate increased interest. These trails will be updated and developed in the future.

 Bucks School Games – working with Bucks Sport and schools in the area, the School Games has been set up as a specific legacy project that focuses on the Olympic and Paralympic sports and will encourage sporting excellence amongst young people.

 British Cycling – AVDC is supporting British Cycling with the Skyride project. Currently in year two of the three year project, the next step is to develop a cycling strategy for the area which will include a disability cycling strand.

 Olympic Way – AVDC are supporting BuDS – Buckinghamshire Disability Service with their Olympic Way project which will link Aylesbury Station, Stoke Mandeville Stadium and Stoke Mandeville Station using a path designed specifically for people with disabilities.

 Driving Inspiration - a Creative Bucks project which tells the stories of the Paralympic Games and Paralympians through dance, theatre, visual arts, creative writing, music and film. It is about inspiring young disabled and non-disabled people to identify and fulfil their own dreams, and to celebrate diversity. Driving Inspiration has achieved the London 2012 Inspire Mark that recognises exceptional and innovative projects inspired by the 2012 Games. Involvement in the programme has been the start of engagement with many young people in arts and sports projects and is significant as a in their future development because of the interaction with elite athletes which it is hoped will inspire them.
