Roy Burman, De­ puty Registrar General suggested to me the preparation of a monograph in the town series for the city of Patna. Colection of data for this work began in January, 1969. Since the grant available for collection of data was very tneagre, the work had to be suspended after a few lIlonths. The work was again taken up in January, 1971. This time the data was collected as far as possible from all the different sources. By the end of the year the draft was nearly ready. In February, 1972 the Registrar General's office deputed a photographper at my request to photo­ graph some of the landmarks in Patna for inclusion in the- directory. The draft was submitted to the Deputy Registrar General in April, 1972. Towards the end of that year some comments were received and discussions were held with Dr. Roy Burman when he visited the Institute early in 1973. At Dr. Roy Burman's suggestions a seminar was held to discuss the developmental needs of Patna in February, 1974 at which a large number of problems were discussed.     Patna University A Brief Profile The seventh oldest university in the Indian subcontinent and the first in Bihar, Patna University was founded by an Act of legislature on 1st October 1917. The University was established as an examining body and conducted examinations from matriculation to post graduation. Its jurisdiction mapped Bihar, Orissa and Nepal and for forty years since its inception Patna University was the arbiter of the academic destiny of these territories. The Patna University Act, 1951, which received the assent of the Governor on 6th July 1951, was passed with a view to establishing a Teaching and Residential University at Patna. The Act defines that the purpose and powers of the university shall be to provide instruction to such branches of learning as the University may think fit including professional studies and technology, and for research and for the advancement and dissemination of knowledge. It remained the only university in Bihar until January 1952 and continued to be the examining body of educational institutions in Nepal until the founding of Tribhuvan University in Kathmandu. With the founding of Utkal University this university ceased to be the examining body for institutions in Orissa. The history of Patna University parallels the history of the educational, cultural, political and economic growth of modern Bihar. It is the only teaching cum residential university in the state with a truly national character that transcends linguistic, cultural, political and other denominational boundaries. The outstanding personalities who have led India’s Freedom Struggle and have occupied or are now occupying coveted academic, administrative, judicial and political positions along with its reputed teachers and eager students have largely contributed towards its very rich academic heritage.

It is the torch bearer for higher education in India as well as for entire globe with two ancient epicenter of learning in Aryavart as Nalanda and Vikramshila, which were established in 5th and 8th century respectively. In ancient era successive invasion including Aryans, Greeks, Mughals, Mongols, and Europeans till British not only affected our culture but also our education system. Most of them tried to ruin our education system and cultures as these were our greatest strength. British rulers initiated Anglo cultures and modernize our education system for their materialistic gain. India as well as Bihar became victim of British rulers too but in later period they tried to educate our people .In this series in Higher education they established first three universities in 1863 in Bombay, Calcutta and Madras . But Bihar got its first and only university in British rule in 1917 as Patna University. After independence it was expected that this condition will be better but till now it is again in one of the worst position in higher education with respect to the other states of our country. Hence it becomes necessary to overview its recent position, condition and reason behind it for its betterment. Recently, Gross enrolment ratio of Bihar is 13.0 whereas in India its 25.8 in which GER of male is 14.5 and female is 11.5 whereas in India its 26.3 for Male and 25.4 for women.
