An excellent opportunity has arisen for an enthusiastic, highly motivated and experienced person in this newly created position, which will be responsible for the day-to-day supervision and co-ordination of the Environmental Health Service and Compliance Officer teams The Town’s Compliance Section comprises Health, Compliance and Ranger Services and carries out statutory roles in health, local government law enforcement and compliance on behalf of the Town.

The successful person will provide guidance and support to ensure a high delivery of customer focussed and effective enforcement of relevant environmental health, building and planning and legislation with a commitment to providing professional advice.

Essential requirements include relevant tertiary qualifications in environmental health, effective communication and negotiation skills, and the ability to interpret and apply relevant legislation and local laws.

Previous experience, of not less than five years, in environmental health within local government and authorisation under the Health Act and also as an authorised noise officer under the Environmental Protection Act is essential.

SELECTION PROCESS

INTERVIEW

The interview panel usually consists of two to three officers.

About our Town

The Town of Cambridge came into existence formally on 1 July 1994 as the result of a restructuring of the former by the WA State Government.

Its creation provided an excellent opportunity for the revitalisation of local government in those suburbs and communities within the new Town - an eminently identifiable area encompassing City Beach, Floreat, Wembley and West Leederville.

The Town of Cambridge takes its title from Cambridge Street which was built in about 1890 as part of Leederville. Cambridge Street was originally named after Cambridge University in England.

The Town of Cambridge occupies a small part of an ancient land; this land itself was once covered by water and the remnants of this geological area can be seen in the numerous limestone ridges, outcrops and bodies of water throughout the Town. They create the basis for spectacular features such as Bold Regional Park, Lake Monger and the . Other unique facilities and features of the Town include Perry Lakes and surrounds, large metropolitan coastal beachfront (Floreat and City Beaches), the Wembley Golf Complex (36 holes) and Matthews Netball Centre.

Serving a population of 27,500 and covering 22 sq. km., the Town is recognised for its many regional parks and recreational facilities. All traditional outdoor sporting activities and facilities are provided for.

The Town is predominantly residential, with localised shopping facilities, some ribbon shopping areas located along Cambridge Street, and a small regional Shopping Centre situated in Floreat. The Town does not have any major commercial or industrial centres. Public transport is provided solely by bus services with railway connections at the eastern end of the Town. This results in a high level of use and reliance on private vehicles.

The demographics of the population include a significant number of senior citizens and a high number of middle aged married persons with teenage children. Whilst the Town has a large cross-section of society within its boundaries, it comprises predominantly above-average families in terms of wealth and housing standards. There is a strong interest in local affairs and Community Associations are active in representing the views of the residents.

POSITION TITLE: Coordinator Health and Compliance Services

GRADE: 5

DIRECTORATE: Development and Sustainability

RESPONSIBLE TO: Manager Compliance (Principal Environmental (Immediate Supervisor) Health Officer)

 POSITIONS UNDER DIRECT SUPERVISION: Environmental Health Officers x 2 Compliance Officers x 2

OBJECTIVES OF THE POSITION:

Ensure Acts, Regulations, Local Laws and Council policies administered by the Town relating to environmental and public health, development, town planning, building, private swimming pools and general local government law enforcement are efficiently and effectively administered in a fair, objective, equitable and transparent manner.

To provide guidance, advice and information to Town staff and the public, concerning legislation enforced by the Health Services and Compliance Unit.

Supervise an efficient Health Service and Compliance Unit team which provides a responsible, balanced and courteous customer focused service in all activities, ensuring an effective, harmonious and efficient work environment whilst at the same time provide a high standard of service to all stakeholders.

Develop a strong cooperative association between the Town and parties undertaking construction activities to ensure that it is carried out in a manner which minimizes neighborhood disturbance, maintains public safety and protects the environment and public infrastructure.

SELECTION CRITERIA

KNOWLEDGE, SKILLS AND EXPERIENCE:

Essential:  Comprehensive knowledge of, and ability to interpret and apply relevant legislation and practices relating to health, town planning, building and local laws in a local government environment.  Highly developed written and verbal communication and interpersonal skills.  Highly developed customer service, negotiation and conflict resolution skills.  Sound knowledge of court procedures and experience with enforcement of laws concerning local government health, environmental protection, development and building legislation.  Ability to interpret and apply relevant legislation and practices.  Ability to deal and communicate with a multi-disciplined workforce.  Ability to develop administrative systems and procedures.  Proficiency in the operation of general computer systems, including MS Office software, with good keyboard skills. Practical experience in the application of computer business systems.  Strong ability to supervise staff, with a minimum of five (5) years supervisory experience, especially in Local Government.

Desirable:  Knowledge of Local Government responsibilities as it relates to Town Planning, Building, Environmental and Public Health.

QUALIFICATIONS AND/OR TRAINING:

Essential:  Qualification in Environmental Health (Bachelor of Science or TAFE Diploma or Royal Society of Health Diplomas) or acceptable equivalent.  Authorised person under the Health Act, Food Act and Environmental Protection Act.  Eligibility for membership of Environmental Health Australia.  C Class Drivers License without restrictions - must be maintained as current whilst employed at the Town;  Current National Police Clearance.

Desirable:  Experience with development, building compliance;  Experience with private swimming pools legislation.  Possession of basic Food Premises Auditor qualifications would be advantageous.

KEY RESPONSIBILITIES

1. Outcome - Supervision

 Provide day to day supervision, leadership, direction, guidance, support and motivation to the Health Services and Compliance Service sections.  Set performance objectives, monitor and review staff performance.  Review, develop and update procedures and work practices to improve the efficiency and effectiveness of service delivery.  Coordinate and monitor staff to ensure compliance and conformity with Acts, Regulations and Local Laws administered by the Town, particularly in relation to town planning, building and environmental and public health.  Assist with the mentoring and training of Health and Compliance Officer.  Investigate and attend to complaints, including after-hours complaints, as required.  Assist and mentor officers in the investigation of sensitive/difficult/complex issues and complaints.  Provide a high level of customer service to all internal and external stakeholders, ensuring a consistent positive image of the Council to the community and other stakeholders.  Oversee and monitor the provision of the following programs:

Health Services: a) Food Act Registration System b) Food business inspections, food sampling c) Health Act applications and approvals (i.e. effluent disposal systems) d) Local Law applications and approvals (i.e. outdoor dining, stallholders) e) Public Building inspections f) Public swimming pool, spa and ocean water sampling g) Noise and pollution investigation and monitoring

Compliance: a) Town Planning and Development Compliance b) Building Compliance c) Private Swimming Pool Inspections

2. Outcome - Council Support

 Attend Committee and council meetings as required and prepare reports for the Council's consideration.  Implement Council resolutions and report to Manager on progress of actions as required.

3. Outcome - Administration

 Regularly report to and keep the Manager fully informed on sensitive/difficult/complex issues, section performance and operational strategies.  Develop and implement a Public Health and Wellbeing Plan for the Town, including identification of local health priorities and development of projects and policies to address them  Assist in the preparation and management of the section's budgets.  Assist staff and provide advice and direction where necessary in the preparation of routine correspondence and advice in response to resident and public complaints and enquiries.

 Compile section statistics and ensure all records are maintained in accordance with Council's Records Management policies.  Investigate and attend complaints as required.  Supervise, research, collate and assist in the preparation of documents, statements and reports regarding legal matters and attend court proceedings on behalf of the Town.  Periodically monitor legislation and policies relevant to the section to keep up with modern law enforcement trends or initiatives and make recommendations on amendments to the Manager .  Assist with the preparation of Construction Management Plans.  Represent the Manager at meetings and deputise as required.

4. Outcome – Occupational Safety and Health

 Take all reasonable care to ensure own safety and health at work.  Take all reasonable care to ensure the safety and health of other employees, contractors, the public and any other person or persons.  Report, and where appropriate rectify, any unsafe conditions or situations occurring within the Administration Centre or other work area.  Ensure compliance with all Town policies and procedures relating to Occupational Safety and Health.

5. Outcome – Organisation Support

 Respond to initiatives and assist in the development of the service area and the organisation as directed.  Perform other duties that fall within the scope of the position or the Officer’s knowledge and skills base.  Comply with the policies and procedures of the Town.  Support the Town's Strategic Community Plan
