MOGE is a state-owned enterprise which is responsible for the upstream oil and gas sector under the Ministry of Electricity and Energy ("MOEE") of the Republic of the Union of Myanmar. MOGE intends to establish a joint venture with an internationally proven service company in onshore drilling services. The main goals are to strengthen MOGE's technological know-how, upgrade its workforce, gain access to financing, adopt international best practices and widen market access.

MOGE had initially launched a public invitation for interested parties to submit a Letter of Expression of Interest ("LEOI") for a Joint Venture in Onshore Drilling Services with MOGE in June 2014.
