OBITUARY REFERENCE
HON. SPEAKER: Hon Members, I have to inform the House about the sad demise of two of our colleagues Shri Hemendra Chandra Singh and Shri Kapil
Krishna Thakur, sitting Members of Lok Sabha and of six former Members Shri
Amitava Nandy, Dr. M.S. Sanjeevi Rao, Shri Avaidyanath, Shri Saifuddin
Choudhury, Shri Sanjay Singh Chauhan, Shri Brahm Dutt and Shri Murli Deora.
Shri Hemendra Chandra Singh was a sitting Member representing the
Kandhamal Parliamentary Constituency of Odisha. He was a member of the
Committee on Defence.
Shri Hemendra Chandra Singh passed away on 5th September, 2014 in
Bhubaneshwar at the age of 47. Shri Kapil Krishna Thakur was a sitting Member representing the Bangaon
Parliamentary Constituency of West Bengal. He was a member of the Committee on Labour.
Shri Kapil Krishna Thakur passed away on 13th October, 2014 in Kolkata at the age of 74.
Shri Amitava Nandy was a Member of Fourteenth Lok Sabha representing the Dum Dum Parliamentary Constituency of West Bengal. He was a member of the Committee on Urban Development and the Committee on Home Affairs during the Fourteenth Lok Sabha.
Shri Amitava Nandy passed away on 15th August, 2014 in Kolkata at the age of 71.
Dr. M.S. Sanjeevi Rao was a Member of Fifth, Sixth and Seventh Lok Sabha representing the Kakinada Parliamentary Constituency of Andhra Pradesh. Dr.
Rao served as a member of the Committee on Subordinate Legislation during the
Fifth Lok Sabha. He was also a member of the Committee on Government
Assurances and a member of the All India Council of Sports during the Sixth Lok
Sabha. He served as the Deputy Minister in the Department of Electronics from
January, 1982 to December, 1984 and also as the Deputy Minister in the Ministry of Food and Civil Supplies from July, 1983 to October, 1984 in the Union
Government. He also served as a Member of the Andhra Pradesh Legislative
Assembly from 1970 to 1971. Dr. Rao passed away on 3rd September, 2014 in Kakinada, Andhra Pradesh at the age of 85.
Shri Avaidyanath was a Member of the Fourth, Ninth, Tenth and Eleventh
Lok Sabha representing the Gorakhpur Parliamentary Constituency of Uttar
Pradesh. He was a member of the Committee on Home Affairs during the Tenth
Lok Sabha and a member of the Committee on Human Resource Development during the Eleventh Lok Sabha. Shri Avaidyanath also served as a Member of the
Uttar Pradesh Legislative Assembly for two terms from 1962 to 1969 and from
1974 to 1980.
Shri Avaidyanath passed away on 12th September, 2014 in Gorakhpur at the age of 93.
Shri Saifuddin Choudhury was a Member of Seventh to Tenth Lok Sabha representing the Katwa Parliamentary Constituency of West Bengal. Shri
Choudhury served as a member of the Library Committee; Estimates Committee;
Committee on Public Undertakings and the Business Advisory Committee during the Ninth Lok Sabha. He was a member of the Business Advisory Committee;
Library Committee; Committee to review rate of dividend payable by Railway
Undertaking to General Revenues and the Committee on Fertilizer Pricing during the Tenth Lok Sabha.
Shri Saifuddin Choudhury passed away on 14th September, 2014 in New
Delhi at the age of 62. Shri Sanjay Singh Chauhan was a member of Fifteenth Lok Sabha representing the Bijnor Parliamentary Constituency of Uttar Pradesh. He was a member of the Uttar Pradesh legislative Assembly from 1996 to 2001. Shri
Chauhan served as a member of the Committee on Estimates; Committee on Food,
Consumer Affairs and Public Distribution and the Rules Committee during the
Fifteenth Lok Sabha.
Shri Sanjay Singh Chauhan passed away on 2 October, 2014 in New Delhi at the age of 53.
Shri Brahm Dutt was a member of Eighth and Ninth Lok Sabha representing the Tehri Garhwal Parliamentary Constituency of Uttar Pradesh now in
Uttarakhand. He was a member of the Business Advisory Committee during the
Ninth Lok Sabha. Shri Dutt served as a member of the Uttar Pradesh legislative
Assembly from 1980 to 1984 and earlier as a member of the Uttar Pradesh legislative Council from 1974 to 1980. He also served as the Leader of Opposition in the Uttar Pradesh legislative Council from 1974 to 1980. Shri Dutt served as the
Union Minister of State for Commerce from May to October, 1986; Union
Minister of State for Finance from January to July, 1987 and the Union Minister of
State (Independent Charge) for Petroleum and Natural Gas from October, 1986 to
December, 1989.
Shri Brahm Dutt passed away on 5 October, 2014 in New Delhi at the age of
88. Shri Murli Deora was a sitting member of Rajya Sabha. He was also a member of Eighth, Ninth, Tenth and Twelfth Lok Sabhas representing the
Mumbai South Parliamentary Constituency of Maharashtra. Shri Deora served as a member of the Advisory Committee on Capital issues during the Tenth Lok
Sabha. He was the Chairman of the Committee on Finance during the Twelfth Lok
Sabha and was also a member of the General Purposes Committee during the
Twelfth Lok Sabha. Shri Deora served as the Minister of Petroleum and Natural
Gas from January, 2006 to May, 2009 and again from May, 2009 to January, 2011.
He also served as Minister of Corporate Affairs in the Union Government. He also served as a member of the Maharashtra Legislative Council from 1982 to 1985.
Shri Murli Deora passed away on 24 November, 2014 in Mumbai at the age of 77.
We deeply mourn the loss of our colleagues and I am sure the House would join me in conveying our condolences to the bereaved families.
Hon’ble Members, as you are aware, more than 120 people are reported to have been killed and several others missing in the worst-ever floods in Jammu and
Kashmir in recent times. These floods affected lakhs of people and caused large- scale destruction and devastation of property, corps and cattle.
In another natural calamity 46 people are reported to have been killed and several others injured when severe and high intensity cyclonic storm Hudhud hit the coastal areas of Andhra Pradesh on 12 October, 2014. Hudhud in its wake wreaked havoc uprooting almost all forest and green cover in the area and caused phenomenal damage to property and livestock.
On 3 October, 2014, 33 persons mostly women and children are reported to have lost their lives and 28 others injured in a stampede in Patna during Dussehra celebrations at Patna.
The House expresses its profound sorrow on these tragedies and natural calamities which have brought pain and suffering to the families of the missing injured and deceased.
The Members then stood in silence for a short while.
