RE: Investing in Infrastructure Program (ICIP): COVID-19 Resilience Infrastructure Stream - Local Government Intake

Recommendation: THAT the Council of the Township of approves the Investing in Canada Infrastructure Program: COVID-19 Resilience Infrastructure Stream - Local Government Intake application to improve active transportation and urban forestry in Centre Wellington

Report: The Federal and Provincial Governments have worked in partnership to provide new funding in the wake of COVID-19 to support public infrastructure, defined as capital assets, including temporary infrastructure related to pandemic response, primarily for public use and/or benefit. eligible projects include; • Retrofits, Repairs for and municipal, Upgrades provincial, territorial and indigenous buildings, health infrastructure and educational infrastructure; • COVID-19 Response Infrastructure, including measures to support physical distancing; • Active Transportation Infrastructure, including parks, trails, foot bridges, bike lanes and multi-use paths; and • Disaster Mitigation and Adaptation, including natural infrastructure, flood and fire mitigation, tree planting and related infrastructure The Township has been advised we will be receiving $324,424 in funding for project(s) which meet the above noted criteria. The application is is due January 7th, 2021. As we have been allocated $324,424 we are allowed to apply for up to two projects. Projects must be completed by December 31, 2021.

Staff have identified projects to submit an application for this granting opportunity. In 2020 staff has been working on various improvements to our trails and initiating some bicycle improvements for use by our residents and visitors. These improvements fit very well into this grant opportunity and therefore staff have prepared the grant application to implement $300,000 worth of trail and bicycle improvements and $24,424 toward tree planting throughout Centre Wellington.

At our pre-budget meeting in December we had a delegation requesting funding to be identified for active transportation within the Township Budget. This grant application will assist the Township with funding for active transportation in 2021.

1. Active Transportation Infrastructure - ($300,000) • River Loop - 11.3 km bike/pedestrian lane on road o 23 Sharrow pavement markings, 34 shared road signs, 2.2 km of pavement markings on a portion of South River Road - $25,000 o Road Widening and Bicycle improvements on Union St between Braeside and Athol - $205,000 materials only - (see attachment) o Pedestrian Crossing Level 2 - Type C on South River Road at Trestle Bridge trail - $50,000 • 4 Trail Loops o 34 Signs and 2 kiosks - $10,000 • Pedestrian Crossing - Level 2 - Type D on Bridge Street at trail crossing - $5,000 - (see attachment) • Pedestrian Crossing- Level 2 - Type D on Gerrie Road at trail crossing - $5,000 - (see attachment 2. Climate Change - Reforestation ($24,424) • Tree planting at various locations in Centre Wellington

Staff are still working through the formal application and will provide a completed copy at the January 5th meeting.

Financial Implications: There is no funding required by the Township. Township staff will undertake the road widening project with our our staff and vehicle. The grant will fund only the material portion of the project.

Bissell Park contains a wonderful boardwalk and paved path. You will see downtown Elora and a splash pad to cool off. Most of this route is on-road/sidewalk with two pedestrian bridges. Cyclist and pedestrian friendly.
