Uniquely, this is not only my first editorial but is also my last. No, not by popular demand but we have now been able to find a permanent editor who will be in charge from our next edition. To add to the many voices that have expressed their thanks, it would be remiss if I did not put in print a big thank you to Gerry and Gill for the fantastic contribution and effort that they have made in making our Parish News the undoubted success that it is today. It is rewarding that the team and regular contributors are continuing to support the news

As always we are looking for new ideas and suggestions to widen the format. As a recent resident and someone with an interest in history, I am fascinated in how Warbstow Parish looked in former years. Having now been able to look at the minutes of the Parish Council from the early Fifties I hope to put some interesting and perhaps revealing facts in an upcoming issue, any one with pictures or anecdotes I would love to hear from you. The Parish Minutes together with Lynette’s report along with articles from Adam Rutter, Thelma and details of a most successful quiz night which raised funds for the Defibrillator are all in this months issues. There are notices about forthcoming events and a new club starting in March and a wide range of events which goes to show what a busy and varied community we enjoy

Newsletter – The Parish Council are all delighted with the news that the Warbstow & District News is continuing. At the last minute Roger Hutchinson agreed to become `Caretaker Editor` until a new Editor came along. As it turns out Roger will only produce this issue, Kathryn Macaulay from Trelash will then take on the role as Editor. Many thanks to Roger and Kathryn from Warbstow Parish Council. The Parish Council would of course, like to thank Gerry Brown for all his years as Editor and for achieving to make the Newsletter such a popular news media for our residents, long may it carry on.

New Defibrillator for Warbstow - A new defibrillator will be placed in the Warbstow phone box. It was agreed that this would be more accessible, as the school field gates will soon be locked during school hours. The three phone boxes in the Parish at Warbstow, Trelash and Canworthy Water were purchased for this reason. Many thanks must go to Jan Carter for all her hard work involved over the last two years to achieve this. The Trelash and Canworthy Water defibrillators are regularly checked by Jan and Terry Luckwell to ensure their readiness if and when required, a big thank you to them both for doing this.

School Parking – Some of the residents may have already noticed that the surveyors have been on site outside the Community Centre. This is in preparation for the work to being carried out on the extra parking spaces. Council have confirmed that the groundwork will start during the Easter holidays. This will hopefully not cause too much disruption for the residents in the Village.

VE Day Celebrations – Trevor Shute felt that the Parish should celebrate VE Day on 8th May, it was discussed, everyone agreed that it should not pass by without a village celebration. Ray Haynes has started the ball rolling, thank you Ray. It is hoped that the school field would be available for a day of fun filled activities. There already has been some suggestions coming in as to what could be done and who will do them. So, make a note 8th May and keep an eye on the website and notice boards.

5. Council Update Councillor Jordan had recently attended a meeting on Climate Change, he reported that the UK produces 1% and Cornwall is very minimal. The 2020 budget will take place on the 11th March and the Camelford bypass is one of the key points. The Co-op in Camelford is moving. There has been opposition from Town Council however it is going ahead, and it should also ease traffic problems. Governance Review - have reviewed 123 Parishes and there is only one change which is that Delabole Parish is going to be split (Delabole and St. Teath). The waste contract is changing from October next year. There will be weekly food collections with recycling and refuse being fortnightly. Everyone will be supplied with a red wheelie bin for refuse. Some Cornwall Council meetings will now be taking place on Skype rather than going to , to save money. Also, all minutes and agendas are now paper free, and everything is available online. This will save a vast amount in paper and postage.Councillor Hutchinson thanked Councillor Jordan for his update. She also reported that the work for car parking outside of the Community Centre at Warbstow school is due to commence over the Easter holidays.

6. Finance Accounts Reconciliation Councillor Hutchinson reported that the bank balance is £13,698.53. There is a cheque for £15 that is still to clear. Community funding spent so far is £6,366.48, leaving a balance of £7,383.52. The next funding of £1,250 is due in April.

We will be claiming this money back Councillor Jordan in April. Councillor Hutchinson asked if this should come from the Precept or Community Funding. Council- lor Jordan stated that it could come from either as we were being reimbursed. Warbstow Domain – Councillor Hutchinson reported that this will need paying on Paypal before out next meeting. All in agreement for Councillor Hutchinson to pay this and be reimbursed at the next meeting.

Auditor Appointment Councillor Hutchinson suggested that we ask Dan Statton to audit the accounts. All in agreement. Councillor Hutchinson will e-mail him to ask if he is happy to act on our behalf again this year.

7. Planning PA19/03348/PREAPP (Treswen) This is a pre application and no comment from the Parish Council at this time.

8. Mission – Easement Councillor Hutchinson e-mailed Peter Jeffs on the 16th January to request an update. He responded and stated that he needs to pay his solicitor upfront before any work will commence.

The land is not registered with Land Registry although the Parish Council are the owners in accordance to a document from the Chief Commons Commissioner. It was suggested that we might have to go to land registry and register it ourselves as we have documentation stating that the Warbstow Parish Council are the Owners of the land. It was though that there will probably be a £6 fee for this. All in agreement for Councillor Hutchinson to pay this and be reimbursed at our next meeting. Councillor Hutchinson e-mailed Land Registry today to ask why the land hasn’t been registered to the parish, by Cornwall Council as instructed, and is awaiting a response The Parish have been invoiced for work that the legal team at Cornwall Council have undertaken so far. Councillor Hutchinson questioned this and was informed that we must pay upfront and we will then be reimbursed from Cornwall Council, once they have been reimbursed by Mr Jeffs Solicitor. The majority of the Councillors felt that we shouldn’t be paying this ourselves as it was stated from the start that there would be no cost to the Parish. Councillor Hutchinson felt that we need to pay this to keep things moving. She will contact Peter Jeffs to inform him that we have paid these invoices and we need to be reimbursed by return. Also Any future invoices should be sent directly to him. Lesley will add all Cornwall County invoices to the financial spreadsheet.

9. Speed Watch Councillor Luckwell reported that Warbstow is now officially a Speed Watch location. Individuals now need to attend qualifying courses to be able to undertake Speed Watch. Councillor Jordan is already qualified and is willing to help out. Councillor Luckwell has been pursuing the replacement of the Canworthy Cont….

Water sign that was destroyed last October with Cornwall Council and Highways. They didn’t consider this to be a hazard, but it will go on their next agenda. Councillor Luckwell has also written to Oliver Jones regarding this and is awaiting a response. The sign opposite Rose Cottage was reversed a couple of weeks ago. Dean Bellamy helped to get the sign correctly positioned again. This was considered extremely dangerous and could have caused an accident. During the last litter pick up it was brought to our attention that the temporary warning signs (risk of skidding etc) are plastic. The question was raised as to whether this material is fit for purpose. Councillor Luckwell contacted Councillor Jordan and this will now be investigated further. Councillor Uglow reported that a sign was stolen from outside his house just before Christmas. The sign was initially damaged and then removed. This sign needs replacing, as well as the concrete post. Councillor Luckwell will contact Highways regarding this.

10. New Defibrillator for Warbstow It was suggested that a new defibrillator for Warbstow should be purchased for the phone box as this will be more accessible than at the Community Hall. The main concern being that the school will soon be locking the field gates during the day. All three Parish phone boxes were originally purchased for housing the defibrillators. Everyone agreed that this should be purchased from Community Funding. Councillor Carter reported that it will cost the same as Canworthy Water, £1,394 plus vat. The electricity is already there, it will just need to be connected. It was suggested that a yearly refresher training would be beneficial for the community.

11. Notice Boards for Trelash and Warbstow The notice board in Trelash is in a poor state and the Warbstow notice board is also in need of repair. They do both need to be replaced as they are essential for community information. They also need to be weatherproof. The Canworthy Water notice board is aluminium and hasn’t needed any maintenance at all. Lesley will investigate the cost of replacements.

12. Litter Pick Update Dean Bellamy reported that the litter pick on the 25 January at Canworthy Water was very well attended and 6 full bags of litter were collected. Councillor Luckwell volunteered to store the refuse until it was collected by Biffa. Clean Cornwall posted a photograph of everyone on Twitter. The Warbstow litter pick is on the 29 February, meeting at the Community Centre. Councillor Hutchinson thanked Dean for organising this.

13. VE Day Celebrations – Friday 8th May 2020 Councillor Shute asked if we would be doing anything as a Parish. Nothing has been arranged as yet. Councillor Hutchinson will ask the school how they are planning to celebrate and if there is anything, we could support them with.

b. Aviary Junction New Entrance Councillor Hutchinson reported that Highways have been dealing with this. She will contact them again for an update.

c. Church Notice Board The Notice board has arrived, and the church now need to decide where they would like it.

d. Warbstow News Editor Councillor Hutchinson reported that Kathryn Macaulay from Trelash will be taking over as Editor from the next issue. Roger Hutchinson will be the editor for the current issue March/April and then Kathryn will take over from then on. It was agreed by all that the publication of the Newsletter was a good communication medium.

e. Proposed Village Hall Questionnaire Update Councillor Haynes reported that the questionnaires are being collated 45.5% returned, he has been overwhelmed by the response. He estimates that it will take about 4 weeks to put all this information together into a presentable format. Postcodes were requested on the questionnaires and the majority have completed this. We had a few responses from outside the parish. If there was a facility it is for the whole area not just our Parish, so their opinion is valid. Once all the paperwork is completed it will be sent off to Cornwall Rural. Councillor Haynes hopes to meet with them to get advice and guidance for the next steps.

15. Any other business a. Road surface Councillor Carter reported that the road surface is appalling, from the bridge in Trengune up the hill (going towards the A39) Councillor Uglow reported that the road surface is also in a poor state from Treneglos to Downinney.

b. Maintenance LMP This was discussed and put to a vote. All in agreement to decline again this year.

Councillor Uglow reported that a few people had commented that they thought the Precept should have been decreased this year.

Launceston College Uganda Cottage Appeal. 20th & 21st June Students from Launceston college are going to Uganda later this year to help renovate and redecorate a school. They have raised enough money to get them over to Africa and for their stay but as a college are now trying to raise enough money to build a cottage, beside the school, for the teachers to be able to stay in whilst they are teaching, as it is a very remote school. It will also be available to be used for future years for other Launceston college students to stay at to help out building extra class- rooms etc for the school in years to come.

To help them achieve this aim they are holding an open gardens event on the weekend of the 20/21st June 2020 10am - 6pm, and have managed to secure 5 gardens and 1 wood to be opened up to the public. There will also be various refreshments and some gardens are putting on some form of entertainment which includes face painting, garden games, music sets, raffles, plant sales etc. The gardens are based in;

Plough Sunday - Warbstow Church

Warbstow Church were joined by our Methodists friends to follow an old tradition of blessing the Plough. This was a short service which involves local farmers requesting that the plough should be blessed to ensure a good harvest and productivity on our local farms. They were well represented with a congregation of 30+. This was followed by a hot soup and pasty lunch with some delicious deserts. Many thanks to all who contributed to what was an excellent meal and to all who attended. Audre

This recipe was much enjoyed on the day:-

Oatmeal Broth Serves 4

8tsps. Butter or margarine. 2 small onions. 2 medium carrots. 1/4 small swede. 1 leek (all chopped small) 25g. - 1oz. porridge oats. 450g. -3/4 pint vegetable stock, made with 1 cube. 150g. 1/4 pint milk. salt and pepper to taste. Heat butter or margarine in a large saucepan. Add onions, carrots, swede and leek cook on low heat for 5 minutes. Sprinkle in oats, and cook for 3 minutes. Add stock, bring to the boil, and then simmer for 30minutes, until vegetables are soft. Add milk over low heat before serving. Season to taste.

Can be liquidized or left chunky. Enjoy!

Many thanks to all those who contributed towards the raffle and attended a great night’s fund raising on Saturday 8th for the Warbstow Defibrillator fund.

With your help we raised over £424. This should ensure that the defibrillator will be fully funded for the next four years.

Gerry described how they have managed to find an alternative supplier of services, Duchy Defibs, to the defibrillator without any loss of facilities, which saves them £248 per year. Therefore with the monies already collected funding is assured.

Congratulations to “The Bees” who won convincingly. Thanks must also go to Thelma, Annette, Ann, and Sue. Who helped provided the buffet and sold the raffle tickets. Also to Tatjana and boys who helped serve it up.

Thanks also to Graham, Ray, Ian, Ken and Phil who helped to set up the hall and Roger who helped dismantle the PA system when we cleared up on Sunday morning.

“The Bees” Gerry explained to the assembly that Gill, Shelagh, Hugh, Verna and Claire. there wont be a fund raising Quiz for the defib next year as all of our fund raising over the next few years will be for the new community hub. Ray Haynes gave a short speech thanking everyone for the response to the residents survey put out in January’s Warbstow & D. News. He went on to explain that we had been collating all of the survey’s results and comments and would have some- thing to report on in 4 or 5 weeks time.

Concerts for Spring 2020

Sunday. 8th. March.2020-Barbara Degener-Cello/Paul Comeau-Piano at 3pm.Minstrells Music Centre, Canworthy Water, PL15 8UB. Barbara studied for her music degree in Germany and now lives and performs in the south west. Paul is a well known composer and performer and is based in Truro. The beautiful rich sound of the cello combines with the wonderful versatility of the piano to produce both an exciting, and contrasting sublime and varied programme, and will include works by composers from Europe and the U.K.

We are very excited to welcome world renowned Australian classical guitarist Craig Ogden, who will be performing in our part of north Cornwall as part of his major U.K. tour. St. Martins United reform Church has excellent acoustics and comfortable seating and disabled access with disabled parking in the church grounds. Plenty of parking available for everyone else is in the Cresent car park, just 300 yards away. St. Michaels Church, Budehaven, enjoys great acoustics and is home to the best church organ in Bude. Disabled access is limited. Car parking is available in the Cresent car park, 200 yards away.

Sing Something Simplz Adam Rutter

As a part of my ongoing self-development and part of my coursework (basket weaving), I was required to write a Haiku poem on the subject of empathy. Stuck at first base: a) I had never heard of Haiku; b) Those of you who know me will realise that I am not well renowned for my empathic qualities! Years on building sites have not helped that cause!! and c) I am no poet!

A quick Google search established that a Haiku is 'A Japanese poem of seventeen syllables, in three lines of five, seven, and five, traditionally evoking images of the natural world.' That was the easy part. A practical answer, only 17 syllables and not very many words. Wicked! Now the tricky bit...... Empathy...... not even really sure what that is...... apparently it is 'the ability to understand and share the feelings of another.' You can see how that might be tricky for me! And finally, the poet thing...... Don't knock it 'til you've tried it!

So, how difficult can this be? No worries, I'll be done in five mins; and indeed I could have been had I allowed versions one, two and three to pass muster! I then shut myself away to think this through and come up with something better. My initial attempts basically showed sympathy and not empathy! Just how different are those two? Getting a bit deep for you yet? 'Reflecting nature'? Well, you can't just say 'It was spring time!' as you will have munched well into your 17 syllables! Mmmm, not at all easy; or that is to say, easy to come up with something but something that cuts the mustard is a Cont…

Page 19 little more tricky! It took me several hours and I was really not confident that my final offering to the class was what was required or was good enough! We were to read our Haiku's to the rest of the class and, despite the fact that the reading of 16 words with pauses would take a good 15 seconds, I was quite nervous.

The reaction was unexpected and quite frankly a shock. Everyone in the room, bar myself, was blahing. So I guess it worked! This emotional void space had tugged on the empathic heart strings! Like all good Essex folk, we really know how to 'Blag it!'.

Flushed with my recent success and utilising my somewhat dubious musical skills, I decided I should walk in the foot- steps of Jarvis Cockend and become a poet of the people. i.e. Write a song!!!

Having had numerous 'guitar' lessons, conducted under the auspices of 'learning Jazz'...... That is to say, lessons on scales, arpeggios, keys and chord structures that sometimes end up with a tune, it felt only right that something a little jazzy and 'down with the cool cats' should be forthcoming! Four hours on a Saturday morning saw the basic chord structure arise. I then hit the multitrack and: 4 guitar tracks; a bass track and the ever regular drum track later, I had sounds and a tune that I was actually pretty happy with and a really good hook to boot. All it needed was words or 'The Lyrics' as the music industry pretentiously named them.

Page 20 the solo and hook just fitted with those chords, but I wasn't thinking any further than that. The tune didn't 'speak to me'! So where do you start with lyrics? With the Haiku I had a subject. I could think about and dissect and to a certain extent create a mood. With the song, just a void, no subject, no direction.

After hours and hours and a total lack of inspiration I came up with four lines. One verse of a five verse song. Enough for me to work out a melody line but that's it and there it has stayed. To be honest even those words are fairly simple and are pretty much plagiarising my Haiku.

The wind blows cold across your face Melting snowflakes never leave a trace In my arms I'll keep you warm Give you shelter from the storm

Maybe Jarvis got away with it this time!!!

This last couple of months have been very frustrating, twice I have been stopped from asking questions at the cabinet meeting, I wanted to find out why Cornwall Council are trying to enforce a contract on private health care companies that could easily put them out of business, it is a long ongoing saga but in my opinion this is a very cruel attempt to take over all the care in Cornwall, a new company was been approved through cabinet last week, this company will need 300 members of staff and a new senior officer, probably at £150,000 per annum and the people of Cornwall will have to pick up the tab in the first instance. (CPIC) Care Providers in Cornwall have been fighting this take over for a couple of years but CC say that 90% of companies have signed up to this draconian contract CPIC deny this so CC are once again trying to change the facts.

Cllr German posted out the results of a survey that CC are supposed to have conducted, but we cannot get details of where and how this review was done, all we know is that about 500 people responded, when you consider that over 5,500 staff work for CC and there are over 550,000 people in Cornwall, 500 is a very small percentage, so how can you say that the results are positive and people have faith in the Council, in fact one of the questions only received 37% with a favourable result, so the question must be how and why was this survey carried out? I have not met anyone from this area who was contacted or had a survey form.

Yesterday, Tuesday 25th I attended the full Council meeting where we discussed the budget and the increase of the council tax, I spoke strongly against this 3.99% increase and my speech has been posted on facebook And I have received several messages thanking me for standing up for our electorate.

One of my main concerns was about the top officers pay, in fact the top 255 who earn between them almost £17 million pounds, that equates to 900 peoples wages at £18,000 per annum and when I worked that out I felt sick, and in my opinion this is totally unacceptable, 5 people in the organisation earn the same as or more than the prime minister. I also spoke about the amount of house being built, but not for the people of Cont…..

Cornwall who need them, but in Cllr Edgerton’s view for retirees, I don’t have a problem with people immigrating to Cornwall but there are 100’s of houses already empty why keep building more, some are allegedly affordable for local people, but what is affordable and who decides who gets them? I know CC are in the process of acquiring houses for local people at a fair rent or part buy but the restrictions are sometimes insurmountable to many people, the council are losing about 60 per month to the right to buy scheme but we need to be replacing them with affordable rent properties, not some scheme that prohibits some of the most vulnerable people in our society.

I am fully aware that it is not possible to please everyone at all times, but we could try and be a little more understanding, tomorrow we have a meeting with representatives from Warbstow, Treneglos and Davidstow regarding the new parish boundaries under the Community Governance revue which should be completed by the end of the year

Thelma’s Diary

12th January Plough Sunday at Warbstow Church. A short service, including blessing the plough. Good support, including friends form our two chapels. Soup, pasties And deserts enjoyed.

21st January Flower Girls AGM at Hilltop Farm Shop. After lunch, projects discussed for the coming year. Also flower festival in July agreed. This year's theame `Books`. Tamarside Singers booked for concert :- `Sunday 19th July at 7.30pm`

8th February Full house for quiz. A good fun evening, Pasties, sausage rolls and Quiches, followed by a selection of desserts made a good event. After expenses, £424 was raised for Defibb maintenance.

13th February Dined at Stein`s, food divine! Affordable, as this was a charity meal. £2.50 from each diner going to Air Ambulance.

23rd February First time I had been to a rugby match. What a match it turned out to be! Exeter Chiefs 57 Northampton Saints 7. Chiefs stretched Their lead to top of Gallagher Premiership by 8 points. I am still not up to speed with rules of the game, but will watch the Six Nations matches to hopefully learn more!
