MINUTES OF THE BORRIS IN OSSORY/ MUNICIPAL DISTRICT HELD IN ÁRAS AN CHONTAE ON THE 16th OF APRIL 2015

1. CONFIRMATION OF THE MINUTES OF THE MEETING OF BORRIS IN OSSORY/MOUNTMELLICK MUNICIPAL DISTRICT HELD ON 19TH OF MARCH 2015

On the proposition of Councillor John King and seconded by Councillor Brendan Phelan, the Minutes of the meeting held on the 19th of March 2015 were confirmed as circulated.

2. MATTERS ARISING

An update was provided in relation to matters arising from the minutes of the meeting held on the 19th of March 2015.

3. FIX DATE FOR NEXT MEETING

It was agreed that the next meeting of the Borris-in-Ossory/Mountmellick Municipal District would be held on the 18th of June 2015 at 9.30 a.m. It was noted that the Annual General Meeting of the Municipal District would also take place on the 18th of June 2015.

4. & BUSINESS INCENTIVE SCHEMES

Ms. Anna Marie Delaney, Director of Services outlined the background to the proposals which were welcomed by all Members. Following a general discussion, the Members unanimously agreed to the adoption of the Rathdowney and Mountrath Business Incentive Schemes

5. NOTICE OF MOTIONS

Notice of Motion No: 54/2015

Councillor John King proposed the following Notice of Motion:-

“That this Council make a request to An Garda Siochana to have a garda available to help with the movement of traffic in some of our towns on busy weekends in order to avoid people parking in undesirable areas”

This Notice of Motion was seconded by Councillor David Goodwin. The Members were advised that a request will be made to An Garda Siochana in relation to this matter.

Notice of Motion No: 55/2015

Councillor John King proposed the following Notice of Motion:-

“That Laois County Council introduce a deposit and refund system for schools and clubs to encourage people to recycle cans and bottles in order to stop dumping in the countryside”

This Notice of Motion was seconded by Councillor Brendan Phelan. The Members were advised that Laois County Council run a very successful Green Schools initiative (68 schools now have the prestigious award). As part of this, schools are encouraged to Reduce, Reuse and Recycle waste. Laois County Council also promote other initiatives e.g every can counts, where by participants are encouraged to recycle aluminum cans (as part of their normal recycling collection). Previously, a return scheme operated on a trial basis in some local authorities eg Waterford City called Reverse Vending Machines. The only Irish (Waterford) company involved in this initiative, Irish Reverse Vending Association Ltd, has been dissolved. After checking with Repak, no other company operates a similar programme.

Notice of Motion No: 56/2015

Councillor John King proposed the following Notice of Motion:-

“That Laois County Council erect cautionary signs and check road surface and camber at the bad bends at Station from the Borris-in-Ossory Road as this is a black spot for accidents”

This Notice of Motion was seconded by Councillor Brendan Phelan. It was agreed that Laois County Council will investigate this in the coming weeks and revert with a decision.

Notice of Motion No: 57/2015

Councillor James Kelly proposed the following Notice of Motion:-

“That Laois County Council provide funding to reinstate the wall at the unfinished housing estate on the Ballybrophy Road,Borris-in-Ossory”.

This Notice of Motion was seconded by Councillor Brendan Phelan.

The Members were advised that Laois County Council Planning Department will carry out an inspection of the wall in question.

Notice of Motion No: 58/2015

Councillor James Kelly proposed the following Notice of Motion:-

“That Laois County Council repair road no; L1598 from Coolfin Cross to Donaghmore Road which is in a very poor state due to the diversions put in place for pipe laying in Rathdowney”

This Notice of Motion was seconded by Councillor Brendan Phelan. The Members were advised that the patching units are in the area on a rotational basis and patching will be carried out in accordance with this rota.

Notice of Motion No: 59/2015

Councillor James Kelly proposed the following Notice of Motion:-

“That Laois County Council remove or level the unsafe earth mound at Moonbawn Close Housing Estate, Mountrath”

This Notice of Motion was seconded by Councillor John King. The Members were advised that the landbank in question has Part VIII planning permission for the development of social housing. The Housing Section will investigate the problem further in the coming weeks and carry out any necessary works.

Notice of Motion No: 60/2015

Councillor David Goodwin proposed the following Notice of Motion:-

“That this Council repair road from Scully’house to County boundary at Coolagh,

This Notice of Motion was seconded by Councillor Paddy Bracken. The Members were advised that this road will be included in the patching programme for the area.

Notice of Motion No: 61/2015

Councillor David Goodwin proposed the following Notice of Motion:-

“That this Council repair road from Broughla Cross to County boundary at Clonaslee”

This Notice of Motion was seconded by Councillor Seamus McDonald. The Members were advised that this road will be included in the patching programme for the area.

Notice of Motion No: 62/2015

Councillor David Goodwin proposed the following Notice of Motion:-

“That this Council repair Clonlyon Road at Coolagh, Clonaslee”

This Notice of Motion was seconded by Councillor Seamus McDonald. The Members were advised that this road will be included in the patching programme for the area.

Notice of Motion No: 63/2015

Councillor Paddy Bracken proposed the following Notice of Motion:-

“That this Council address the flooding at O’ Moore Street, Mountmellick”

This Notice of Motion was seconded by Councillor Seamus McDonald. The Members were advised that Laois County Council will investigate and carry out works as necessary.

Notice of Motion No: 64/2015

Councillor Paddy Bracken proposed the following Notice of Motion:-

“That this Council remove the tar that is covering the roadside gully at Lynchs house,

This Notice of Motion was seconded by Councillor Seamus McDonald. The Members were advised that this will be carried out in the coming weeks.

Notice of Motion No: 65/2015

Councillor Paddy Bracken proposed the following Notice of Motion:-

“That this Council make safe the junction at Drinagh/Cloncannon, Mountmellick”

This Notice of Motion was seconded by Councillor David Goodwin. The Members were advised that this area would be inspected in the coming weeks and that they would be updated with a plan.

Notice of Motion No: 66/2015

Councillor Seamus McDonald proposed the following Notice of Motion:-

“That Laois County Council erect ‘No Dumping’ signs at Brockagh, Clonaslee”

This Notice of Motion was seconded by Councillor David Goodwin. The Members were advised that the Environment Section will arrange to investigate this issue as soon as possible.

Notice of Motion No: 67/2015

Councillor Seamus McDonald proposed the following Notice of Motion:-

“That this Council erect sign for Clonaslee at Clonduff Junction”

This Notice of Motion was seconded by Councillor Paddy Bracken. It was agreed that this sign would be erected. It was also agreed that the sign include the amount of the fine for illegal dumping.

Notice of Motion No: 68/2015

Councillor Seamus McDonald proposed the following Notice of Motion:-

“That Laois County Council repair road at Ken McEvoy’s house, Garrymore, Geashill”

This Notice of Motion was seconded by Councillor Paddy Bracken. The Members were advised that this road will be included in the patching programme for the area.

Notice of Motion No: 69/2015

Councillor Brendan Phelan proposed the following Notice of Motion:-

“That this Council indicate when safety improvement works will commence at Aghmacart crossroads,

This Notice of Motion was seconded by Councillor John King. The Members were advised that a design is being prepared at present for this junction, works will be carried out as part of the 2015 programme – mid to late summer, an exact date has not yet been set.

Notice of Motion No: 70/2015

Councillor Brendan Phelan proposed the following Notice of Motion:-

“That this Council install ‘Children At Play’ sign at Kilcoke Lane, Ballybrophy”

This Notice of Motion was seconded by Councillor John King. The Members were advised that Laois County Council will erect sign as requested.

Notice of Motion No: 71/2015

Councillor Brendan Phelan proposed the following Notice of Motion:-

“That this Council open water cuts from Coolfin Cross to Rathdowney”

This Notice of Motion was seconded by Councillor John King. The Members were advised that this is part of Laois County Council’s routine maintenance and will be carried out in accordance with same.

6. CORRESPONDENCE

It was noted that no correspondence has been received since the last meeting.
