Each day Jefferson Public Radio (JPR) explores the issues, needs and interests of its listeners through its news, music and cultural programming. JPR’s local news department actively identifies issues of public importance and creates programs and multi-platform content designed to address these issues. JPR’s fact-based approach to addressing community issues embraces the highest journalistic standards for accuracy, fairness and balance with the goal of stimulating constructive civic discourse about topics of public importance. During the past year key local services and engagement activities included: • Conducted in-depth interviews with over 1,000 different sources and engaged over 2,500 different JPR listeners in an interactive discussion about regional civic issues on its daily public affairs program, The Jefferson Exchange. • Produced and broadcast in-depth, contextual news features that explored issues of community importance and interest. These features aired during local cutaways of NPR’s Morning Edition and contained over 300 different independent sources. • Produced and broadcast nearly 800 regional newscasts, reporting on the state legislatures of both Oregon and California as well as other local government bodies. • Produced, broadcast and disseminated via digital/social media platforms over 50 interviews and live musical performances featuring regional and touring musicians.

Most analyses of public radio listening examine the performance of individual stations within this large mix, the contributions of specific national programs, or aggregate numbers for the system as a whole. This report takes a different approach. Through an extensive, multi-year study of 228 stations that generate about 80% of public radio’s audience, we review patterns of listening to groups of stations categorized by the formats that they present. We find that stations that pursue different format strategies – news, classical, jazz, AAA, and the principal combinations of these – have experienced significantly different patterns of audience growth in recent years and important differences in key audience behaviors such as loyalty and time spent listening. This quantitative study complements qualitative research that the Station Resource Group, in partnership with Public Radio Program Directors, and others have pursued on the values and benefits listeners perceive in different formats and format combinations. Key findings of The Public Radio Format Study include: • In a time of relentless news cycles and a near abandonment of news by many commercial stations, public radio’s news and information stations have seen a 55% increase in their average audience from Spring 1999 to Fall 2004.

												  The Coastalaska CollaborationTHE COASTALASKA COLLABORATION ORGANIZATIONAL CHANGE IN RESPONSE TO REDUCTION OF TAX SUPPORT FOR PUBLIC BROADCASTING IN ALASKA Local That Works: Public Radio Case Study No. 1 By Richard Tait and Mark Fuerst October 2016 LOCAL THAT WORKS The premise of these four case studies, prepared for the Eastern Region Public Media PUBLIC RADIO SUPER-REGIONAL CONFERENCE (Oct. 25–27, 2016): stations need and want to be “more local." The evidence we have collected suggests they will succeed in doing so by filling gaps in local news coverage and playing a larger role in the daily life of their communities. It is safe to assume that all stations would do more of this—except for the fact that "being local" takes a good deal of money and staff. In an era of declining tax support, rural and small-market stations are getting squeezed. Through no fault of their own, their long-term prospects are being eroded by a combination of forces, including the inherent financial limits of a small local audience and small local economies; increasing ease of access to national program material; and increasing costs associated with multiplatform service. This is not a new problem. The "large/small" divide has permeated system politics. Meanwhile, the growing "capacity gap" between smaller and larger stations—in membership, staffing and digital tools—has been well documented by the PUBLIC MEDIA FUTURES FORUM. If public broadcasting is to retain its NEAR-UNIVERSAL REACH, the system will have to develop ways to sustain the service of small-market, especially rural, stations, and find ways to empower them to be both sustainable and more local.

Kissam Associates, January 21, 2006 Introduction In October, 2002, the Rockefeller Foundation made a modest grant of $120,000 to cover the costs of hardware and installation of satellite equipment to link Radio Bilingue to the network of community public radio stations operated by the Comision de Desarollo Indigena (then the INI) in areas of Oaxaca and Guerrero state. The objectives of the project were to build on Radio Bilingue’s initial collaborative experience in transnational radio to create a new “Puente Oaxacalifornia”. The underlying idea was that this linkage would both inform Oaxacan migrants and strengthen their transnational communities. It was also hoped that this would represent another step forward in Radio Bilingue’s efforts to establish collaborative transnational relationships with Mexican public/community radio broadcasters to create a network of “radio sin fronteras”. This was an extraordinary proposition, to use satellite technology and community radio to link geographically separated areas throughout the Oaxaca-Guerrero indigenous communities’ migration circuit into a virtual transborder communication network, more or less configured to the “footprint” of migrants’ own travels, community and social networks. The current report is an evaluation of the impacts of the project—focused more on examining how it has affected the target population, Oaxacan indigenous communities with high levels of transnational migration, than on the organizational activities and processes involved in project implementation.
