5 PM CONVENTION EUCHARIST Izzy Sánchez Leo was the Homilist with simultaneous translation into Spanish by The Rev. José Reyes, and The Rt. Rev. Douglas J. Fisher was the Celebrant at the Convention Eucharist, which was held at Christ Church Cathedral, Springfield. The service order provided both English and Spanish translations and the liturgy was offered in both languages. Craig Hammond was commissioned as Lay Evangelist during the service. The annual United Thank Offering ingathering and Blessing of the Prayer Shawls was performed during this worship. The Eucharist Offering was split between the Mampong Babies Home and the Episcopal Diocese of Massachusetts’ Merrimack Valley Disaster Relief fund for people impacted by the gas explosions in that area.

ANNOUNCE TIME OF DELIVERY OF BI SHOP’S ANNUAL ADDRESS Ms. Groves announced that the Bishop’s Address to Convention would be delivered at 9 AM.

T REASURER’ S REPORT Ms. Barbara Groves called on Mr. Wayne Gass, Treasurer, and Mr. Steven P. Abdow, Assistant Treasurer for their report. Convention Secretary, The Rev. Mac Murray read the following note from Mr. Gass:

Wayne Gass from All Saints’ South Hadley is the Volunteer Treasurer of the Diocese. He was unable to be here this morning because of a family commitment, but he asked me to extend his regrets and to be sure that those of you who are new to Convention are aware of the organizational structures that are in place to oversee the financial activities of our Diocese.

The responsibility for financial operation of your Diocese rests with the Diocesan Council. In order to assist them with this responsibility, Council appoints 9 individuals from parishes in the Diocese to act as its Budget and Financial Planning Committee. It is a sub-committee of the Council that meets periodically (usually 6 times per year) to review financial activities, advise the Assistant Treasurer and make recommendations to Council including a recommended operating budget for the coming year. The present chair of this Committee is Kitty Dougherty from Grace Church in Amherst.

In addition to the Budget and Financial Planning Committee, Council appoints each year an Audit Committee that, with the assistance of a professional and independent auditing company, audits the financial statements of our Diocese and the procedures of the accounting office.

In 2016 Council created a new, 6 member Real Estate Advisory Committee, all from parishes in the Diocese. The purpose of this sub-committee is to advise Council on real property owned by the Diocese. Since being formed, this sub-committee has overseen the sale of 9 properties. Two properties are currently on the market.

The assets from congregations that leave their buildings to go to another church building follow the congregation. The assets from parish buildings owned by the Diocese and whose ministry has come to an end, are being collected in a fund held by the Trustees named the Strategic Ministry Reserve. Council is making plans on how to best use those financial resources to increase vitality and health in the congregations and to fan the flames of the Holy Spirit where it is blowing in and out of our congregations.

Also, this past year, based upon recommendations of the Real Estate Advisory Committee,

I encourage all parishes to look carefully at their properties and make certain that they conform to current life safety standards.

Finally, I want assure you that your Diocese is financially sound. We have not only successfully survived the 2009 economic downturn without deficits, but have been able to continue to fund several important ministries and as well a fund new missions of our Bishop. Finally, thanks to careful management by the Trustees, Diocesan investments have grown from $22.3 million in 2010 to $31 million at the end of 2017.

I want to express my thanks to Kitty Doherty and her Budget and Financial Planning Committee and to the members of the Real Estate Advisory Committee for all of their efforts on behalf of the Diocese and, especially to Steve Abdow, our Assistant Treasurer, who with his staff, really does all of the financial work for the Diocese.

Mr. Abdow noted that the detailed version of the Treasurer’s Report is available on the Convention website. Audited financial statements for 2017 have been completed. All Audit Reports and Journal Convention Reports are available on the Diocesan website.

BI SHOP’S ANNUAL ADDRESS Bishop Fisher delivered his sixth Annual Address, which can be found in its entirety online and in Section 1 of the Journal.

REVIVAL COMMITTEE REPORT Revival committee chairs the Rev. Sam Smith and the Rev. Nancy Webb Stroud presented the Special Order Video: Western Massachusetts Revival followed by a period of Table Talk with the topic: What event, project, or service can we do in our parish, worshiping community, or together with nearby communities of faith, to rekindle HOPE, share LIGHT, and love JESUS?

REPORT OF COMMITTEE ON NEW PARISHES AND MISSIONS Bishop Fisher thanked Derrick Fetz (in absentia) for his work on this committee and congratulated him on his appointment as Dean of the Cathedral in Buffalo. NY. Bishop Fisher noted that this committee has nothing to report at this convention.

PAROCHIAL CLERGY CHANGES Bishop Fisher announced the parochial changes that have taken place this year. These were listed on-screen. The Bishop invited all the listed clergy who were in attendance to come forward for recognition. For a complete listing of parochial changes see the Bishop’s Journal in Section 1 of the Journal. COMMISSIONING OF THE LAWRENCE HOUSE SERVICE CORPS VOLUNTEERS Bishop Fisher called upon the Rev. Tanya Wallace, All Saints’ Church, South Hadley, for an update on the Lawrence House Service Corps Interns for 2018/19. The interns will serve one- year local internships in social justice issues, while living in an intentional Christian community. The Rev. Tanya Wallace presented the Lawrence House Service Corps volunteers:  Jacqueline Galvinhill  Helen Likins  Charlie Bruin  Kathryn (Kate) Kurlychek to be commissioned by Bishop Douglas Fisher as 2018/2019 Episcopal Youth Corps Volunteers Living in Community. Following the commissioning of the volunteers, the Bishop led the Convention in a prayer for the newly commissioned interns.

REPORT OF THE STANDING COMMITTEE Ms. Barbara Groves announced that the Standing Committee report together will all the reports and videos from the convention are available on the Convention website and in Section 1 of the Journal.

REPORT OF THE DIOCESAN COUNCIL Ms. Barbara Groves announced that the Diocesan Council report is available on the Convention website and includes two new recommended Diocesan Polices on Memorial Gardens and Clergy Sabbatical Leave are included in Section 1 of the Journal.

REPORT OF COMMITTEE ON PROGRAM AND BUDGET REVIEW Bishop Fisher called on Steve Abdow, Canon for Mission Resources, for the report on the 2019 Ministry Plan and Diocesan Operating Budget. Mr. Abdow reviewed the plan for use of

He reviewed the 2019 Goals of the Diocese, and expected revenues and operating expenses for 2019, which would lead to a very small deficit. Please see Canon Abdow’s full narrative and report in Section II of the Journal. Motion was made and Seconded to approve the 2019 Budget of the Episcopal Diocese of Western Massachusetts. There was no discussion and was VOTED. Bishop Fisher thanked Steve for his tremendous work.

REPORT OF COMMITTEE ON CONSTITUTION OF CANONS Ms. Barbara Groves called on Chancellor Don Allison for his report to Convention. Chancellor Allison presented the proposed amendment addressing the election of General Convention Deputies: Amend Canon 4, Section 1 (a) section in its entirety, and by substituting therefor the following: At the Annual Meeting of the Diocese in the calendar year two years preceding a triennial meeting of the General Convention, four members of the Clergy and four Laypersons shall be elected as Deputies to represent the Diocese at the General Convention. The four (4) candidates in each Order receiving a majority of the votes of each order shall be elected as Deputies, with their position determined by the highest number of the combined votes of both orders. Following the election of the full number of Clergy and Lay Deputies, ballots shall be taken to elect four members of the Clergy and four Laypersons as Clergy and Lay Alternate Deputies. The four (4) candidates in each Order receiving a majority of the votes of each order shall be elected as Alternate Deputies, with their position determined by the highest number of the combined votes of both orders.

Following brief discussion, the Canonical Amendment was unanimously approved.

SPECIAL ORDER PRESENTATION – Ministry Development Initiative Grants Beth Washburn and Mary Rosendale presented a reminder about Ministry Development Initiative (MDI) grants. Dream big – there are lots of opportunities for great initiatives. March 15, 2019 is the MDI Grant deadline.

SPECIAL ORDER PRESENTATION – Overview of General Convention (Tanya Wallace and Doug Fisher) Tanya Wallace, Chair of our deputation, introduced the deputation. Discussed the Presiding Bishop’s priorities and the organization of the Convention. Bishop Fisher shared his highlights of convention

SPECIAL ORDER – Ecumenical and Interfaith Speakers Bishop Fisher expressed his joy at having opportunities to meet with faith leaders throughout the region. He introduced Dr. Mohammad Saleem Bajwa, Founding Member of the Islamic Society of Western Massachusetts.

Dr. Bajwa brought greetings of peace from Imam Wissam Abdel-Baki and all of the Islamic Society of Western Massachusetts. He offered thanks for the support of the diocese. Quoting from the Quran – Dr. Bajwa noted the close relationship between Christians and Muslims; the core values of both traditions: love, peace, compassion, forgiveness and repentance. Dr. Bajwa shared thoughts on Rekindling Hope, Sharing Light, Loving Jesus. Dr. Bajwa also shared the 628 AD Charter of the Prophet Muhmmad establishing the relationship between Christians and Muslims, currently held in the museum at St. Catherine’s Monastery at Mt. Sinai. Dr. Bajwa offered an invitation to all to come visit the Society anytime and all are welcome to attend prayer services.

SPECIAL ORDER – Ecumenical and Interfaith Speakers Bishop Fisher introduced The Rev. Kenneth Young, Director of External Relationships, Massachusetts Council of Churches (MCC). Rev. Young share the main goal of the MCC: Uniting the Church for the common good. MCC currently has 15 denominations “at the table.” Rev. Young’s charter from Rev. Bishop Fisher introduced Rabbi Mark Dov Shapiro, Rabbi in Residence at Christ Church Cathedral. Rabbi Shapiro, as a result of the events in Pittsburgh, completely revised his presentation. Rabbi Shapiro chose Genesis 22 as the text for his meditation, where the work hineni is used three times, literal meaning “here I am.” I’m here in a bigger sense, I’m present, I’m in this spot from head to toes, I’m all in. Rabbi Shapiro asked each table to offer a name, an email address, a thought, a hope – for the people of Pittsburgh. Each table has a sheet. Fill them out and Rabbi Shapiro will send them to the Synagogue in Pittsburgh, to let them know Hineni – “We Hear you, we are here.”

Bishop Fisher thanked our ecumenical and interfaith leaders for their contribution to our Convention.

Goodwin invited Wende Wheeler to present the 2015 TEC General Convention Resolutions referred to the Diocese. The full texts of all resolutions referring to the Diocese are on our Convention website. Resolved, that the 117th Convention of the Episcopal Diocese of Western Massachusetts applaud and actively support Resolution A018, passed by both houses of the 79th General Convention, affirming that “as individuals and communities of faith, The Episcopal Church set an example, in the spirit of the Paris Climate Accord, by making intentional decisions about living lightly and gently on God’s good earth, for example, through energy conservation, renewable energy, sustainable food practices and gardening; and be it further Resolved, That dioceses, communities of faith and individuals committing to the Paris Climate Accord consider reporting on their commitments, actions and successes to the Executive Council” (see Resource B below); and be it further

As the council of advice to the bishop, especially concerning matters of ordination and real estate, the Standing Committee meets in person and by telephone video conference at least five times per year. We also conduct business by email. Our proceedings are recorded by minutes reflecting each meeting and telephone conference. Votes taken by email are confirmed at the following meeting, and the email string is sent to the Diocesan Archives, along with meeting minutes.

Since the last Diocesan Convention, we met in person on November 2, 2017, March 1, 2018, and September 6, 2018. We met by telephone and video on January 4, 2018, March 20, 2018, March 28, 2018, and May 10, 2018. We also conducted votes by email, all of which were confirmed at subsequent meetings.

Much of our work is consultative in nature. We talk things over with representatives of parishes, the senior staff, and the bishop. A special project to empower a sub-committee to assist churches that are trying to find places for “holy things” they no longer need has been discussed but has not yet been implemented. We have established a new tradition: every year the Standing Committee invites the Commission on Ministry and persons in the ordination process to tea. The First Annual Standing Committee Tea was held at the home of Nancy and Bill Stroud in late June and was considered a great success.

A summary of our canonical actions follows.

On November 2, 2018, we elected The Rev. Nancy Webb Stroud as president and Nancy Lowry as secretary for the coming year.

Episcopal Elections • We consented to the call for an election for Bishop Suffragan for the Diocese of Viriginia. Later in the year, we noted that the Diocese had withdrawn this request. • We consented to the call for an election for Bishop Suffragan for the Diocese of Texas. We consented to the elections of the following priests as Diocesan Bishops: • Kevin Nichols to the Diocese of Bethlehem • Michael Hunn to the Diocese of Rio Grande • Carlye Hughes to the Diocese of Newark • Mark Cowell to the Diocese of Western Kansas

At the end of this year we made a preliminary vote to withhold consent for the election of Joseph Kerwin Delicat at Diocesan Bishop in Haiti. In subsequent weeks, further information came to light and the final vote on this consent will be made in November, 2018.

Ordained Ministry in Western Massachusetts We approved Ann Scannell first as a Candidate for ordination to the transitional diaconate, and then for Ordination. We approved Jason Burns as a candidate for ordination to the vocational diaconate.

Property Matters in our Diocese We approved the request of St. David’s Agawam to sell their former rectory.

We approved the request of Trinity, Lenox to allow an encumbrance in the form of a Preservation Restriction Agreement so that they could apply for a grant from the Massachusetts Historical Commission. The parish reports that the grant has been received.

We approved the request of St. John’s Northampton to take out a loan of $1.1 million from the Mission Investment Fund of the Evangelical Lutheran Church in America. Later, we approved an encumbrance on their property for the requirements of this same fund, because of a title restriction on their property.

We removed a restriction on proceeds from the sale of the rectory of former parish St. Barnabas and All Saints. This allowed our Diocese to consolidate these funds with funds from other closed parishes.

We approved the request of St. David’s Agawam for an encumbrance on their parking lot to allow for the construction of a car port which will carry solar panels. Sunwealth will maintain the carport and panels and pay rental to St. David’s.

Cathedral of the Beloved:

The dominant narrative for those outside the Berkshires has often been that it is a wealthy community that has many resources available. During the summers, people come from near and far to experience Tanglewood, Shakespeare and Company, and Jacob’s Pillow, among others. Here, they can remain blissfully unaware of the stories of struggle and hardship that lie just around the corner, where the effort to find decent affordable housing is an ongoing struggle, where too many families and individuals are battling and succumbing to the opioid epidemic that plagues this region. This year, as I look back, we have lost four regular members of our community, 3 to alcohol or opioid overdose. Each grief has compounded the other. And yet, at the same time, within those stories of struggle, there is a spirit of hope, perseverance and community that is to be marveled. As one regular volunteer said to me recently, his mantra continues to be, “love is stronger than drugs. Love is stronger than drugs.” We continue to work to embody that mantra.

As we engage in this ongoing work, outside of our weekly Sunday gathering, we have also collaborated with St. Stephen’s and Zion Lutheran to offer Laundry Love once a month, each community offering it once a quarter. We also have weekly Bible Study and have a consistent presence on Wednesday evenings at St. Joe’s kitchen at South Congregational. Here, participants have been able to continue projects with artist in residence Jim Day, and a chapel area has been built to create a safe place for pastoral conversation and prayer.

This year, we also mobilized when needed to address the systemic needs of the community. Last year, it was through our weekly interactions with members that we ultimately learned Gov. Baker had frozen a multitude of earmarks, one being the funds to support and open the emergency cot shelter in Pittsfield for the winter months. Using our network of congregations and connections with BIO, a letter writing campaign began. As a result of these efforts, the earmark was unfrozen and the funds were released to provide the shelter needed for community members.

We are continually grateful for the many communities that have us and come out each week to provide a meal. We are also grateful for the congregations who have supported us financially. I’d like to give special thanks to the following:

Leadership Development in the Diocese: Loving the Questions: In 2017-2018, Loving the Questions had six people complete this process. Topics explored included: Spiritual Autobiographies, Spiritual Disciplines, Exploring Vocational Questions, Stories of Call and Ministry around the Diocese. This fall we have welcomed 9 new people to the program and with approval from the Commission on Ministry, have opened this program up ecumenically with our first United Church of Christ participant. Craig Hammond, a former participant of Loving the Questions, has also been brought on board to help lead and facilitate this process as part of his call to help people explore their call to ministry. Loving the Questions continues to be safe and intentional space for individuals who are either discerning a call to ordained ministry or seeking to deepen their baptismal identity to listen for the Spirit’s movement as they wrestle with the questions of their heart.

Prophetic Leadership Curriculum: This summer, I was invited to represent the diocese to develop a curriculum on Prophetic Leadership in collaboration with Episcopal City Mission. We have gathered regularly throughout the summer and into this fall to put together this 8 month process. The structure of this curriculum is being built around Michael Ganz’s concept of “The Story of Self, Us, and Now” as well as drawing on contemplative practices. Our hope at the end is to “inspire and support parishes who are yearning to be in deep relationship with their surrounding community and the goal is position them at the end to be in right relationship with local grassroots organizations.” In January 2019, five parishes between the Diocese of Western Massachusetts and Massachusetts will be invited to participate in this process.

Outside of these endeavors, I participated and worked with The Rev. Peter Swarr and Susan Schneider in their program Explorations in Christian Leadership hosted at All Saints, North Adams. Congregations were also introduced to the power of story-telling through God’s story, Our Story. This introductory worship is a mini-introduction to the Story of Self by Michael Ganz and as we move into 2019 can serve, in part, as an introduction to the Prophetic Leadership curriculum currently being developed. Workshops were also led on From Surviving to Thriving: Cultivating the Life Within and a retreat for women was held with Grace of the Southern Berkshires.

Report by the Rev. Dr. Margaret Bullitt-Jonas, Missioner for Creation Care Diocesan Convention, November 2018 I have served our diocese as Missioner for Creation Care for nearly five years. The position went ecumenical a couple of years ago, when I also began serving in this role for the Massachusetts Conference of the United Church of Christ. This ministry takes me across and beyond Massachusetts as I write, speak, preach, lead retreats, and advocate about our urgent call to protect God’s Creation. I seek to build networks and coalitions as I reach out to Episcopalians and other Christians, to people of different faiths, and to people with no religious affiliation. Some of my work has been international. Last October I traveled to British Columbia to preach about climate change in Christ Church Cathedral in Vancouver, and to lead a clergy retreat for the Diocese of New Westminster about our Gospel call to address the climate crisis. Last June I accepted an invitation to participate in an international ecological symposium, “A Green Attica for a Sustainable Environment: Preserving the Planet and Protecting Its People,” jointly sponsored by the Ecumenical Patriarchate and the Region of Attica. I traveled to Athens, Greece to participate in this inter-religious, inter-disciplinary symposium hosted by Ecumenical Patriarch Bartholomew. Last September I returned to the Pacific Northwest and made a mission trip down the West coast, preaching and leading a retreat in Vancouver, preaching in Seattle, and attending a Multi-Faith Service of Wondering and Commitment that was held at Grace Cathedral in San Francisco. While in San Francisco I also led and attended faith-based workshops affiliated with the 3-day Global Climate Action Summit. The workshops I attended focused on topics ranging from “Living the Change” (a new interfaith climate initiative by GreenFaith) to climate geo-engineering. • Preached in the diocese and beyond This year I preached about Creation care at First Congregational Church, Great Barrington, MA; Grace-St. Paul’s, Tucson, AZ; St. Andrew’s, Longmeadow, MA (for the Greater Springfield Ecumenical Easter Vigil service); Federated Church of Orleans, Orleans, MA; Christ Church Cathedral, Vancouver, B.C.; Trinity Episcopal Parish, Seattle, WA; and First Parish, Lincoln, MA. • Wrote blog posts and published articles I posted essays on my Website, RevivingCreation.org, about risking arrest for climate justice; the 2018 Pioneer Valley Women’s March; a new coalition, sponsored by Cardinal Sean O’Malley, bringing together scientists and faith leaders on climate; Jim Antal, climate hero; carbon pricing as a spiritual and ethical imperative; “The week that was: world religious leaders confront climate disruption”; “Exodus from Fossil Fuel: An Interfaith Witness for Climate Action”; and how to organize an interfaith environmental action. I recorded a couple of short videos for the Diocese of WMA. • Continued to develop Creation care across the diocese “Creation Care Network” e-News is sent out every month, listing opportunities to learn, pray, act and advocate for Earth (to subscribe, sign up on the Creation care page of our diocesan Website). (The monthly newsletter is read beyond the diocese – MACUCC put a link on its environmental justice page and invited its environmental justice folks to subscribe.) The diocese is celebrating its fifth annual Season of Creation, with substantive materials on our Creation Season Website. To align the diocese with the millions of Christians who celebrate Creation Season worldwide, we changed the date this year to September 1-October 4. I am excited about the effort to create Bishop’s Connectors in three corridors of the diocese, and am helping to recruit climate champions. I am delighted that last year our climate resolution, “We Are Still In,” was passed enthusiastically at our diocesan convention. I helped to edit and I am eager to support the resolution that will be debated at this year’s diocesan convention, “Creation Care in our Congregations: Living Lightly on God’s Good Earth.” • Led retreats and workshops, spoke at events and on panels At Rolling Ridge Retreat & Conference Center, North Andover, I led an evening retreat for leaders of the ABC (American Baptist Church) Creation Justice Network, and an all-day ecumenical retreat, “Making the Connection: Christianity and Environmental Justice.” I later returned to Rolling Ridge for the 8th Annual Peace Conference, moderating a panel of interfaith speakers on Creation care, and leading two workshops on interfaith environmental action. I led an evening retreat, “Earth Stewardship: Healing Earth, Healing Ourselves,” for Sojourner Truth School for Social Change Leadership, and conducted a 3-day retreat, 3

“Contemplative Ecology: Landscapes of the Soul,” at Rivendell Retreat Centre, Bowen Island, B.C. I was the guest speaker at an Interfaith Lunch at Mount Holyoke College, at an ION (Interfaith Opportunities Network) meeting in Amherst, and at a public gathering at Applewood, an independent living community in Amherst. I was the keynote speaker for an interfaith conference held on Cape Cod, “Caring for the Earth: Human Calling, Urgent Task,” and the keynote speaker at an Interfaith Breakfast at Westfield State University. I spoke on a panel at WSU about carbon pricing. I spoke on a panel with Karenna Gore and Dean Kelly Brown Douglas in a Facebook Live response from Episcopal Divinity School at Union to General Convention’s Joint Session on Creation Care. I spoke on a panel at Grace Cathedral, San Francisco, on “The Role of Religion in Addressing Global Climate Change” with Richard Miller (Creighton University) and Meighen Speiser (Eco- America). • Worked on a book, Rooted and Rising With my colleague, the Rev. Leah Schade, I am editing an anthology of essays by faith-based climate activists, Rooted and Rising: Voices of Hope in a Time of Climate Change. This year we recruited 16 authors, began receiving and editing essays, wrote an Introduction, submitted a book proposal, developed a marketing plan, and negotiated with publishing houses. Rowman & Littlefield accepted our book proposal and plans to publish the anthology in January 2020, in time for the 50th anniversary of Earth Day. • Engaged in interfaith public witness #StandUpCharlie: The Diocese of MA accepted my invitation to participate in this effort to persuade Governor Baker to release an executive order to ban new fossil fuel infrastructure in the Commonwealth. I joined some 300 people at the Boston Statehouse for a rally and sit-in last November. Twenty-six of us (including 5 Episcopalians and then-MACUCC-President, Rev. Dr. Jim Antal) refused to leave the Statehouse after the building closed. We were charged with trespassing and rioting/unlawful assembly; the charges were later dropped. Exodus from Fossil Fuels: I was part of a team of six (2 Baptists, 2 Rabbi’s, 1 Quaker, 1 Episcopalian) who were lead organizers of a Holy Week/Eve of Passover interfaith action of prayerful witness in downtown Boston. I helped compose a letter to Governor Baker from 18 faith leaders (including Bishop Doug Fisher), requesting a meeting to discuss the governor’s energy policy. On Monday in Holy Week, I helped to lead a service for about 200 people who gathered on the steps of the MA Statehouse to sing, preach, and pray about climate change; we processed inside, spoke to aides of the Governor, wrote postcards to the Governor, and lobbied our representatives. I sent the liturgy of repudiating and burning the Doctrine of Discovery, a service that I helped to write and lead at Agape Community in October 2017 in the presence of Native American leaders, to a Christian community in British Columbia that hopes to carry out a similar service. I also participated in a gun safety rally in front of Smith & Wesson, Springfield, and in “March for Our Lives,” held in Northampton. I joined other clergy in assembling at Cooley Dickinson Hospital to help protect an undocumented immigrant during his trip from hospital back to First Church, Amherst. 4

• Advocated through Social Justice Commission Our diocesan Social Justice Commission signed a letter urging environmental justice legislation in Massachusetts; signed a letter addressed to leadership of the State House in Massachusetts, urging passage of a strong clean energy bill; wrote a letter to Springfield’s Mayor Sarno, urging him to hire a full-time Sustainability Coordinator; co- sponsored a forum to stop expansion of local pipelines; and signed a letter by Columbia Gas Resistance Campaign regarding the pipeline explosions in Andover, North Andover, and Lawrence. • Partnered and explored coalitions Faith and science: Led by Cardinal Sean O’Malley, the Archdiocese of Boston convened an unusual meeting of faith leaders and scientists to discuss forming a coalition around climate. Dr. Philip Duffy, President of Woods Hole Research Center, was one of the speakers. I gave a presentation on the status of the interfaith climate movement in Massachusetts. A few months later the coalition released a “Faith & Science Joint Appeal for Climate Action,” which I invited all our diocesan clergy to sign. I joined Bishop Doug Fisher, Bishop Alan Gates, and other faith leaders at the press conference announcing release of this emergency appeal. Met with stakeholders to discuss how the diocese might develop its organizational base for carrying out our mission around Creation care by partnering with “Light Up the Map,” Mothers Out Front, Ener-G-Save, and Resonant Energy. Met with the Executive Director of Sierra Club in MA and others to discuss Sierra Club Peer Outreach and the possibility of training faith leaders to organize around climate action. Met with Steve Abdow to discuss possibly hiring a Creation care “mentor” for the diocese. Report from the Diocesan Youth Missioner Rev. Hilary Bogert-Winkler

The 2017-18 school year marked my fourth year serving as Diocesan Youth Missioner. While 2015-16 saw a sharp rise in youth participation in diocesan events, 16-17 saw those numbers going down sharply, and last year they dwindled even further. This is an issue that is occurring throughout the Episcopal Church, both on congregational and diocesan levels, as we continue to adjust our programs to the increasingly-busy schedules of youth and their families and as parish youth programs continue to experience turnover in leadership.

Despite this, I visited churches and youth groups throughout the diocese as I had planned to do, getting to know our young people and the adults who work with them. Many youth expressed interest in the spring retreat I was putting together with one of our Lawrence House interns--- Shalom Kristanugraha—yet when registration time came, only 1 youth signed up. Nevertheless, here is an overview of my visits and activities this past year:

This year will be a year of discernment with the diocese about the future of diocesan youth ministry. The primary part of that will be continued visits on my part—this time primarily with parish clergy and youth leaders to hear from them about their needs, challenges, and joys in parish youth ministry, and how a diocesan youth mission can be a part of that. Parish youth ministry is going relatively well in many parishes throughout the diocese. Connecting on a diocesan level, however, remains a challenge.

On the hopeful side, we have many strong youth programs throughout our diocese, and even in parishes without youth groups, young people are involved as acolytes, ushers, vestry members, lectors, and convention delegates. These young people aren’t the future of the church—they are part of the church today. It is a joy and a blessing to see them at work in our church and in our world! REPORT OF THE COMMISSION ON MINISTRY: 2018

Since the Diocesan Convention of October 2017, the Commission on Ministry (or “COM”) has continued to work with people discerning God’s call to ministry – ordained, licensed or other opportunities. “Loving the Questions” (or “LTQ”) completed a third year of developing a small learning community as well a community of discernment, and has recently begun its fourth year, the third under the leadership of the Reverend Jenny Gregg. LTQ has become a wonderful resource for the Young Adult Service Corps interns at Lawrence House at All Saints, South Hadley, as well as others throughout the Diocese who want to explore God’s call on their lives. Three members of last year’s LTQ program an Inquirers meeting in June 2018. Two persons applied for ordination in September 2018, and participated in the Discernment Day process with the Commission on Ministry, the Reverend Deacon Eric Elley and Mr. Kevin Antonio Smallwood were made Postulants for Ordination to the Priesthood by Bishop Fisher as a result.

During the Summer and Fall of 2017, four new Postulants for the Diaconate embarked on their formation process through the Province 1 School for Deacons. The Reverend Deacon S. Jane Griesbach, Coordinator for Deacons Formation Commission on Ministry, provides able leadership and support for those in the process.

At present, there are a total of three persons engaged in formation for Ordination to the Priesthood: Ann Scannell, who will complete her seminary education at Yale-Berkley, will be ordained to the transitional Diaconate on December 15, 2018, at All Saints Church, Worcester; the Reverend Deacon Eric Elley, who has explored an emerging new direction in ministry over the last several years; and Kevin Antonio Smallwood, who was in the first group of Lawrence House interns a few years ago, as well as participating in LTQ in its pilot program four years ago! All three of these folks will be sitting for the General Ordination Exams in January 2019.

The COM is delighted to report that Craig Hammond’s commissioning as a Lay Evangelist at Diocesan Convention this year represents an LTQ “success”! Craig participated in the second year of LTQ, and came out of it with a clear sense of call to the ministry of evangelization. Working with a few members of the COM, Craig developed a course of study and training that provides a template that might be used in training lay evangelists in the future. With the launch of a Year of Revival this Fall, Craig’s work is a gift to the Diocese!

The Reverend Victoria Ix, Diocesan Communications Missioner, was ordained to the Priesthood on December 16, 2017, and was recently installed as part-time Vicar of Saint John’s Church, Ashfield.

It has been my privilege to work with the deeply committed, thoughtful and prayerful members of the COM for some eight years, and I treasure the experiences we have shared, from charting a new direction under Bishop Fisher, which took the form of LTQ, to supporting wonderful people from across the Diocese in their processes of discernment and formation for ministry, both lay and ordained. I have been greatly blessed to be a part of this holy work, and thankful to both Bishop Scruton and Bishop Fisher who invited me to take up this ministry, as well as he Reverend Canon Richard Simpson, whom I succeeded as Chair. May God continue to bless the COM, and its new Chair, the Reverend Samuel Smith, in their labors and prayers on behalf of God’s Mission and the people of this Diocese.

The Beloved Community Commission

The Beloved Community Commission of the Episcopal Diocese of Western Massachusetts was formed in 2018 as a separate episcopal commission from the Diocesan Social Justice Commission in anticipation of the new framework of The Episcopal Church’s long-term commitment to racial healing, reconciliation and justice.

A New Framework: This framework, approved and legislated at the 79th General Convention this summer in Austin, TX, is a church-wide effort of ECCAR, the Executive Council Committee on Anti-Racism. Resolutions directed at eliminating the sin of racism from the life of the church were passed and funded. Racial healing, justice and reconciliation are fundamental and requisite parts of Christian formation.

Our work in the diocese will be to provide support and training for different levels of awareness, competency, and mastery of concepts and skills that we, as baptized Christians, need to dismantle racism and restore right relationships between God and God’s people through love as the Episcopal branch of the Jesus Movement. You will hear more from us during the coming year!

Knowing Our Local History: While we have been waiting for the new framework this summer, the Beloved Community Commission has not been idle. We continued our discovery of the local racialized history in the diocese. The Commission organized activities in 2018 around the 150th anniversary of one of our local saints in Clouds of Witnesses, W.E.B. Du Bois, the eminent sociologist and founding member of the NAACP, who was born in Great Barrington in 1868. We promoted the reading of The Souls of Black Folk which is the seminal examination of the effect of slavery and a failed national reconstruction on the bodies of black people. Several parishes had book reads, including Grace Church, Great Barrington, Christ Church Trinity Lutheran in Sheffield, and St. John’s, Ashfield.

On February 23, Bishop Fisher joined members of the Commission as well as interns from Lawrence House in the Du Bois birthday celebration at the Mahaiwe Theater in Great Barrington. The Episcopal Church and Lawrence House got a nice shout-out from Dr. Whitney Battle-Battiste during the announcements to the sell-out crowd. Photos are on our Facebook page.

On August 4, the Commission celebrated the Du Bois Feast Day (August 3) with a visit to the W.E.B. Du Bois Center in Great Barrington, a visit to the adjacent Mahaiwe Cemetery where Baby Burghart and other family members are buried; Libby Wade and Cynthia Pease delivered brief homilies about the lack of medical care that precipitated the Du Bois’ baby’s death. The day end with Eucharist and lunch at the Great Barrington’s only operational African-American church, Macedonia Baptist. Several participants also visited the Du Bois boyhood homesite on Route 23 between Great Barrington and Egremont. When [Jesus] came to Nazareth, where he had been brought up, he went to the synagogue on the sabbath day, as was his custom. He unrolled the scroll and found the place where it was written: ‘The Spirit of the Lord is upon me, because he has anointed me to bring good news to the poor. He has sent me to proclaim release to the captives and recovery of sight to the blind, to let the oppressed go free, to proclaim the year of the Lord’s favor.’ And he rolled up the scroll, gave it back to the attendant, and sat down. Since our last Diocesan Convention, the Social Justice Commission has been discerning our particular call to proclaim and enact the Good News of Jesus in the world. We have been focusing on three areas: Creation care; gun violence; and immigration. Members of our Commission participated in the two anti-gun violence rallies that were held at the headquarters of Smith and Wesson in Springfield. Our members joined the March for Our Lives through the streets of Northampton. We also supported South Church in Springfield when its non-profit status was threatened after it offered sanctuary to an undocumented woman from Peru; Commission members went in person to South Church to stand in solidarity when inspectors came at the request of the Mayor. Some Commission members also took part in a class to prepare us to accompany people to court. One of our members also joined other clergy in assembling at Cooley Dickinson Hospital to help protect undocumented immigrant Lucio Perez during his trip from hospital back to First Church, Amherst. We also met with counterparts from the Eastern Massachuestts Diocese and hope to collaborate more especially with Episcopal Church Mission.

The Commission continues to be active in advocacy efforts, especially around Creation care. During the past year, the Commission signed a letter urging the passage of strong environmental justice legislation in Massachusetts; wrote and sent a letter to Springfield’s Mayor Sarno, urging him to hire a full-time Sustainability Coordinator; signed a letter from Environment Massachusetts, addressed to leadership of the State House in Massachusetts, urging passage of a strong clean energy bill to put Massachusetts on a path to 100% clean energy; co-sponsored a forum in Northampton, organized by Columbia Gas Resistance Campaign (CGRC), to stop expansion of local pipelines, and signed a letter from CGRC regarding the pipeline explosions in Andover, North Andover, and Lawrence.

We have devoted much prayer and thought to the question of how to engage our top-tier issues in a sustainable way that invites as much participation as possible from people throughout the Diocese. We are now in the process of recruiting people from each of the diocese’s three corridors who are passionate about one of our three priority issues. These volunteer leaders – whom we’re calling Bishop’s Connectors – will help to gather and organize other supporters, spread the word when there are time-sensitive actions to take, and otherwise network with partners (both faith-based and otherwise). A first group of Connectors will receive a blessing from the Presiding Bishop at the Worcester Revival; Bishop Doug Fisher will bless the next group of Connectors at our diocesan convention.

Acknowledging that all our efforts must be grounded and centered in Christ, we are also in the beginning stages of planning a retreat that will offer the spiritual tools for our work together.

Goals for the Ministry of Communications: 2018-2019

As we explore her skill set, we hope to make communications 10-20 hours in the coming program year. o We will produce two expanded issues of ABUNDANT Times in 2019 as we evaluate, concurrently, a move to an exclusively digital publication. o We will convert “The Bishop and The Rabbi,” a video series for preachers, into our first diocesan podcast. o We hope to see a more specialized targeting of information to specific cohorts within our parish leadership. Subscription options will be reevaluated based on platform changes at Constant Contact. o We hope to increase our coverage by external media – especially for the public witness of prayer and advocacy. o We will evaluate the efficacy of diocesan FB groups & pages with a focus on intentional digital community.

Most importantly, and in every aspect of this ministry, I hope to follow where the Spirit is leading our congregations and our bishop. There is only one story to be told – the good news of God’s love for us in Christ. It continues to be my privilege to serve in support of that mission.

Report to 117th Convention from your Stewardship Missioners Canons Pam Mott and Steve Abdow

Canons Mott and Abdow continue to share responsibility for Stewardship Formation and Planned Giving. Stewardship and Planned Giving are worked into many of our engagements with parishes in the areas of congregational and leadership development. A planned diocesan- wide stewardship event featuring outstanding speakers with a national reputation was rescheduled to Parish Leadership Day on March 2, 2019. This will allow us to bring an excellent formation opportunity to one of our two biggest Diocesan-wide events. A planned giving mailing will go out to our biggest mailing list in the first half of 2019. Building Bridges Diocesan Convention Report, 2017

The Building Bridges Veterans Project continues to expand in its service to United States military veterans in the Diocese of Western Massachusetts. In response to Bishop Fisher’s call to address the needs of both returning veterans and veterans from as far back as World War II, Building Bridges has grown from one to five sites in three years, creating communities of mutual support and Christian welcome. What began as a single weekly veteran luncheon three and a half years ago has become a vibrant network -- to date having served approximately 21,000 meals. ​These five communities are more than occasions to break bread together. Beyond helping to overcome the isolation that frequently follows military service, the sites host critical veterans’ service agencies that enable veterans to learn about available, often unexploited resources. Several sites present forums for learning about pressing veterans’ issues such as PTSD and homelessness, as well as ways veterans can take advantage of opportunities to be more active in their surrounding communities. ​Building Bridges is comprised of five local communities. Meeting weekly for lunch at the World War II Club in Northampton, the Elks Club in Greenfield, and our newest site at the Elks Club in Chicopee, Building Bridges also holds monthly lunches at the Church of the Good Shepherd and Grace Lutheran Churches in West Springfield, and the Polish American Club in South Deerfield. Under its own auspices, there is also a weekly lunch held at Saint Paul’s Church in Holyoke. ​The need for Building Bridges is evident in its numerical success On average, the Northampton community hosts between fifty and sixty veterans each week; the Greenfield site, between eighty and ninety; the emerging Chicopee site, approximately thirty-five; while the monthly West Springfield site is averaging fifty veterans, and the South Deerfield site, more than thirty. ​A growing edge for Building Bridges is the development of a sustainable model which can be reproduced in any location. With more than 10,000 veterans’ meals served annually, Associate Director Chad Wright has effectively undertaken responsibility in seeking both monetary and in-kind donations, which has allowed Building Bridges to produce hot meals at an average cost of $1.80 per meal. Report of the Bement/Waterfield Educational Grants Committee

Because of the generosity of Mary Bement, and Helen and William Waterfield, Jr., we are able to award Educational Grants to our college bound scholars for the school year 2018-2019. This year we awarded $42,500 in grants to 27 applicants. The awards are based on three criterion. 1. The Christian life of the applicant and the potential for their developing in personal growth, church and community. How do they see themselves developing in their faith and the place of faith in their life? 2. How does their education reflect the faith God has given them? 3. The extent of financial need. When the applications are received at the Diocesan Office, then each Committee member receives a packet of a certain number of the applicants. The members review the applications and set up interviews. The Committee then met once in May to review the applicants and grant the awards. The Committee met for their annual policy meeting after the grants were awarded to discuss what went well and what needs to be changed. We are going to create a new Clergy Reference form for next year. We are delighted to add a new members to the Committee this year. She is the Karis Post. Welcome aboard! You are a great addition. Jean Ryan and I are grateful for the support and encouragement that the Committee has given us this year. The Committee looks forward to another rewarding year with the fantastic young scholars in our Diocese. It is with sadness that Sally Allen has had to resign from the committee because she and her husband are moving to Florida. We wish them many blessings and God speed.

REPORT OF THE ECUMENCIAL AND INTERRELIGIOUS OFFICER

In 2003, shortly after returning to full time parish ministry following several years in academia, Bp. Gordon Scruton invited me to serve as the diocesan representative to the Massachusetts Council of Churches Board of Directors. Then, the MCC Board meetings were held late in the afternoon and into the early evening and always in Framingham. Since I was serving near the eastern edge of the diocese, the Bishop considered me an ideal fit. I gladly accepted the invitation not only because of the logistics but because of my interest and commitment to ecumenism. Not terribly long after this, Bp Scruton extended another invitation to serve as the Ecumenical and Interreligious Officer of the diocese. It has been a rich and rewarding experience. One of the benefits of such a long tenure is the ability to see the growth and change of ecumenism and interreligious conversation more clearly. As a member of the Board of Directors and, in recent years, as a member of the Advisory Board of the Massachusetts Council of Churches, I have had the opportunity to serve under three Executive Directors, each of whom has made outstanding contributions to ecumenical and interreligious relations in the Commonwealth. As the EDEIO for this diocese, I have witnessed a tremendous growth in the communication and cooperative activity between the different churches and spiritual communities in every corridor of Western Massachusetts; the growth in dialogue between a variety of Christian churches in our region and throughout the country; and a deepening spirit of understanding and respect between Christians and the members of other religious faiths. The work of the Ecumenical and Interreligious Officer is not confined to the Diocese or even the state, but engages ecumenical and interreligious work throughout the nation and the world. I have been privileged to serve two terms as the Province I Coordinator for ecumenical and interreligious work in the Episcopal Church and to work with ecumenical officers, not only in our own Church but with a long list of denominational groups. Most notably in recent years, we have worked closely with the ecumenical and religious officers of the Evangelical Lutheran Church in America and the United Methodist Church. My life and my faith have been greatly enriched and blessed by this work and I am truly grateful to Bishop Scruton who invited me to this service and to Bishop Fisher who has provided a great deal of encouragement and support for this work in these past several years. As I step down as the EDEIO for Western Massachusetts and from full time employment as a parish priest, I pray for the continued growth of ecumenical and interreligious work in the diocese, in the Commonwealth and in the world in order that Jesus’ prayer that “All might be One” may be fulfilled. Serving as the Ecumenical and Interreligious Officer of this Diocese has been one of the most rewarding experiences in my years as a priest of the Church. I am deeply grateful. It has been a pleasure and a privilege.

Board of Examining Chaplains: Report to Diocesan Convention 2018

The Board of Examining Chaplains (BEC) works in partnership with the Commission on Ministry (COM) to support candidates for ordination to both the diaconate and priesthood in their formation and to ensure that the academic and intellectual requirements and competencies specified in the Canons as required for ordination are met. The work of the BEC involves working with those in the formation process, both advising and tracking their academic progress. As each candidate is making final application for ordination, the BEC offers its certification to the COM, Standing Committee, and Bishop that the individual has met the academic criteria for ordination. Candidates for the diaconate are required by the canons to demonstrate proficiency in five areas: Academic studies including Holy Scriptures, theology, and the tradition of the Church; Diakonia and the diaconate; Human awareness and understanding; Spiritual development and discipline; and Practical training and experience. Candidates are invited to demonstrate their proficiencies through preparation of Learning Portfolios, compiled over the course of their formation, which they present to members of the BEC and COM. Candidates for the priesthood are required by the canons to demonstrate competency in seven areas: Holy Scripture, History of the Christian Church, Christian Theology, Christian Ethics and Moral Theology, Christian worship according to the Book of Common Prayer, the Hymnal and additional Texts authorized for use by the Episcopal Church, and the Practice of Ministry in Contemporary Society. The Episcopal Church administers the General Ordination Examination each January to individuals nominated by their Bishops, who have completed or who are nearing completion of their academic studies. The BEC utilizes the GOE exams in conjunction with the academic records of candidates to certify candidates’ competencies. The 2018 year has been quiet for the BEC in that we did not have any candidates requiring certification for ordination, and so we were able to invest energy into the way in which we provide support to candidates involved in diaconal formation through the Province I School for Deacons. Our first “class” preparing Learning Portfolios (in Spring 2016) helped us to understand the need for greater assistance with the process of Portfolio Development, and so in 2017-8 a subcommittee from the BEC has served as Advisors to individual candidates in Deacon School, reading and providing feedback on materials they were developing for their Portfolios. The ministry of the BEC is important for the Diocese as part of the process of raising up persons to serve in the ministry, and so it is a privilege for all of us who serve on the committee. I am grateful for the diligent and faithful work of BEC members in the past year. Serving on the Board in 2017-8 were Rev. Jesse Abell, Rev. Hilary Bogert-Winkler , Dr. Tamson Jones Farmer Dr. Richard Kimball, and Rev. Barbara Thrall.

The Order of the Daughters of the King®

We are an International Sisterhood of women who take vows of Prayer, Service and Evangelism. There are approximately 24,000 DOK across the United States and over 6000 around the world. Here in Province I, there are approximately 154 Daughters. In the Diocese of WMA, we have four chapters of The Order with a total of 28 Daughters plus 6 Daughters at Large (who lack a chapter due to moving or having their chapter close.) This coming year we are praying that we will be able to begin more chapters.

2017 - 2018

A Fall Assembly was held at St. Mark’s, East Longmeadow on November 4, 2018. The topic was Change: Stepping Out With Faith and Courage. We had 17 attendees including three from The Episcopal Church in CT. As a Service Project, everyone was asked to bring socks for either men or women. We collected and donated 83 pairs of socks to the Springfield Rescue Mission.

Several DOK from WMA participated in the Province I Annual Retreat at the Genesis Spiritual Life and Conference Center in Westfield, MA. Held March 16- 17, 2018, the theme was Christian Community: Living With and In Christ. Our 19 attendees came from four different Dioceses in Province I.

June brought our DOK Triennial 2018 to Austin, Texas, June 20-14. We had eight DOK attending from Province I, including three from WMA. It was a joyous, Holy Spirit filled time with 800 DOK attending, including 70 Jr. Daughters and 25 International DOK. We had members of Bishop Curry’s Evangelism Team leading us, Walking His Way (our Triennial theme.)

On August 5, 2018, we welcomed a new Daughter into our Order! Robin Yates began her spiritual journey as a Daughter in the Mary and Martha Chapter, Holy Trinity Church in Southbridge, MA.

October 5-6, 2018, we will have our first Province I Retreat with our new Province President, Monica Burden from the Diocese of MA. Our theme is Speaking of God: StorySharing and Listening Out Loud.

Girls’ Friendly Society of Western Massachusetts St. Peter’s Branch “Bear ye one another’s burdens, and so fulfill the law of Christ…”

Girls’ Friendly Society (GFS) provides ministry to girls in a safe and accepting environment where Christ’s love is evident. GFS-USA is a community within the Episcopal Church and a member of the World Council of GFS.

Through local GFS branches, the GFS-USA Month of Service, and GFS World Projects, we strive to respond to human need by serving others and seek to transform unjust structures of society, particularly for women and children

GFS USA meets every three years in a National Assembly to renew friendships, share experiences, and complete business of the national board. Each member diocese has one vote. The next one is scheduled for 2019 in Philadelphia which will be hosted by the Pennsylvania Diocese.

GFS World Council is held every three years, with over 20 countries in attendance. The Council in 2017 was held in Australia. The 23rd GFS World Council will be held in South Africa, tentatively from July 9 to July 19, 2020 and the 24th World Council will be held in the U.S.A in 2023.

St. Peter’s is the only active branch in Western Massachusetts. Currently we have 11 sponsors and advisors at our branch and we meet two Saturdays a month during the school year (September – June). We have approximately 14 girls in our branch.

Some of our yearly branch activities include collecting school supplies for distribution to a local elementary school, the mitten tree(collection of winter outerwear items that is donated to the homeless), visiting the sick and shut in , participating in CropWalk and more .

Resolved, that the 117th Convention of the Episcopal Diocese of Western Massachusetts reaffirm our commitment to creation care as expressed in the resolution from the 116th Convention entitled “We are Still In: A Resolution to Fight Climate Change” (see Resource A below); and be it further Resolved, that the 117th Convention of the Episcopal Diocese of Western Massachusetts applaud and actively support Resolution A018, passed by both houses of the 79th General Convention, affirming that “as individuals and communities of faith, The Episcopal Church set an example, in the spirit of the Paris Climate Accord, by making intentional decisions about living lightly and gently on God’s good earth, for example, through energy conservation, renewable energy, sustainable food practices and gardening; and be it further Resolved, That dioceses, communities of faith and individuals committing to the Paris Climate Accord consider reporting on their commitments, actions and successes to the Executive Council” (see Resource B below); and be it further Resolved, that the 117th Convention of the Episcopal Diocese of Western Massachusetts call on all parishes in the Diocese to be faithful stewards of our fragile planet by taking the following concrete steps before the 118thth Diocesan Convention: 1) Create a Green Team, beginning by naming one or more individuals to serve as liaison with our diocese’s Missioner for Creation Care in order to help the parish strengthen energy conservation and efficiency and encourage public advocacy around environmental issues (see Resource C below); 2) Undertake an energy audit for all parish buildings in order to reduce the parish’s carbon footprint, keeping in mind that grants are available from the Diocese to offset half the cost of the audit (see Resource D below); 3) Report back to the sponsors of this resolution before the 118th Diocesan Convention on steps taken and progress made on Steps #1 and #2. Almost all scientists agree that we must stabilize the global mean temperature increase to 2º Celsius to avoid catastrophe by instituting significant reductions in global levels of carbon emissions. In the year since our 116th Diocesan Convention, the climate situation has only become more dire. This year is on pace to be among the fourth hottest years on record. The other three were 2015, 2016, and 2017. Yet meanwhile our national leaders are systematically gutting the climate protections, regulations, and treaties that sought to ensure a stable climate and habitable world. It is up to individual citizens and grassroots communities to take up the challenge. The 79th General Convention passed thirteen resolutions on the topic of creation care, urging Episcopalians to take many bold actions to protect our Earth, including planting trees, using carbon offsets for church-related travel, advocating for climate treaties at the U.N., investing in clean and renewable energy, and phasing out the use of bottled water. The idea of submitting a resolution to Diocesan Convention around creation care was inspired by a Joint Session of General Convention at which deputies and bishops were invited to brainstorm ways that we could bring this issue home. Submitted to the Episcopal Diocese of Western Massachusetts, 116th Convention, 2017 Sponsored by: The Social Justice Commission and the Missioner for Creation Care Resolved, that the 116th Convention of the Episcopal Diocese of Western Massachusetts affirms the leadership of Presiding Bishop and Primate of The Episcopal Church, The Most Reverend Michael Curry, in his June 1, 2017, response to President Trump’s decision to pull out of the 2015 Paris Climate Accord; and be it further Resolved, that the 116th Convention of the Episcopal Diocese of Western Massachusetts praises the “We Are Still In” declaration, in which hundreds of signatories pledge support of the goals of the Paris Climate Accord; and be it further Resolved, that the 116th Convention of the Episcopal Diocese of Western Massachusetts joins with the United Church of Christ in living out the principles of the Paris Climate Accord by committing our time, financial resources, and prayers to:

• call on our congregations and every person of faith to set a moral example by making decisions of integrity in our energy choices and holding our leaders accountable to likewise reduce carbon emissions;

• call on our clergy and lay leaders to speak from the pulpit about our moral obligation to protect God’s creation; and

• call on our communities of faith to be bold and courageous in proclaiming the urgency of the climate crisis in the public square and at the local, state, and federal levels. Explanation: The scientific evidence continues to be overwhelming that climate change is real and caused by humans. Its effects are already manifest in the severity and frequency of extreme weather events around the world, which disproportionally affect the poor. Almost all scientists agree that, in order to avoid catastrophe, we must stabilize the global mean temperature increase to 2º Celsius by instituting significant reductions in global levels of carbon emissions. In his June 1 statement, The Most Reverend Michael Curry calls on the Episcopal Church to continue to take bold action to address the climate crisis, reminding us that we are all trustees and stewards of God’s good creation.1 The Diocese of Western Massachusetts has been a leader within the Episcopal Church in its urging Church Pension Fund, the Investment Committee of the Executive Council, and the Episcopal Church Foundation to divest financial resources from fossil fuel companies and to re- invest in carbon-free sources of energy. The diocese passed such a resolution at its 113th Convention, “Eliminating Fossil Fuel Holdings and Investing in Clean Energy.” The Trustees of the Diocese of Western Massachusetts also voted in 2014 to align their investments more closely with their faith and values by reducing their exposure to fossil fuels and to invest in renewable energy projects as objectives for the portfolio going forward.

The Diocese of Western Massachusetts has also taken leadership in the Episcopal Church by creating in 2014 a diocesan-level position, Missioner for Creation Care, a position that has since become ecumenical. Starting in 2014 the diocese began observing an annual Season of Creation (October 4, the Feast of St. Francis, through the end of November), which encourages preaching and prayer, sacrificial acts of generosity, and bold public witness to strengthen our Christian response to the cry of the earth and the cry of the poor. Annually, the Creation Season webpage provides resources to ACT, ADVOCATE, LEARN, and PRAY. These resources include tools for implementing this resolution.

So far, the “We Are Still In”2 declaration in support of the Paris Accord has been signed by the mayors of more than 200 American cities, governors of numerous states, leaders of hundreds of American companies, and many university presidents. They pledge to “pursue ambitious climate goals, working together to take forceful action and to ensure that the US remains a global leader in reducing emissions.” On June 2, 2017, Bishop Doug Fisher of the Diocese of Western Massachusetts, the Rev. Dr. Jim Antal (Conference Minister and President, United Church of Christ in Massachusetts), and the Rev. Dr. Margaret Bullitt-Jonas (Missioner for Creation Care, Diocese of Western Massachusetts and Massachusetts Conference, United Church of Christ) also condemned President Donald Trump's decision to abandon the Paris Climate Accords by signing a statement, “An Opportunity for which the Church Was Born.” This ecumenical statement, which was also passed by the national leadership of the United

1 Genesis 1:26-31 2 www.WeAreStillIn.org Church of Christ, affirms, “Our Judeo-Christian heritage teaches that the Earth and its web of life are precious in God’s sight, that the Earth belongs not to us but to God, and that we are entrusted with loving the Earth as God loves it.3 As followers of Jesus, we are committed to God’s mission of reconciling people with each other and with the whole of creation.” The statement declared, “[The President’s] decision is scientifically, economically, medically, politically and morally wrong. With heartache we recognize the devastating toll of suffering that will be exacted by this Administration’s refusal to address the climate crisis. We are appalled by the Administration’s unwillingness to join with other nations in protecting and stabilizing the atmosphere upon which our species – and so many other forms of life – depend.” We fully concur. We must, therefore, in the three-fold challenge of the document, “An Opportunity for Which the Church Was Born,” and of the analogous statement from the United Church of Christ, “accept the mantle of moral leadership,” strive to “incarnate change,” and “proclaim the truth [of climate change] in the public square.” The alternative is devastating to contemplate.

The Diocesan Council has approved funding for a program to subsidize the cost of energy audits for your congregation. Grants are now available to pay for half of the cost of an energy audit for any of our churches. Report to Diocesan Convention: Intake Officer

The Intake Officer of the Diocese is part of the Safe Church system, helping to, in the words of our Safe Church Policy, “make our Church a safe place: safe for those who worship, safe for those who minister, safe for those who come in need, safe for children, and safe for all who seek or serve Christ.“ The Intake Officer receives concerns relating to suspected misconduct under our Safe Church Policy as well as any matter involving clergy misconduct. In receiving concerns, it is the Intake Officer’s responsibility to listen respectfully, offer pastoral care and response, and ensure that appropriate processes for accountability are followed.

My work most frequently involves consultation with both laypersons and clergy who are aware of or find themselves involved in situations that make them uncomfortable and which in some way don’t “feel right” because of the behavior of another member of the Church. Some concerns simply require conversation processing and clarifying the individual’s own options for resolving a situation, and other more complex cases require involving other persons or systems to re-establish safety for those involved.

As Intake Officer I work closely with Rev. Tanya Wallace, Safe Church Officer for the Diocese, as well as with other Intake Officers from Province I.

Notes on the 2017 Year End Income Statement of the Administrative Offices of the Diocese of Western MA

Revenues • Revenues are up $54,000 over projection. • ASSESSMENT FOR COMMON MINISTRY- As is our custom, 100% of the agreed upon assessments for 2017 were paid in full by the congregation of our Diocese. Assessment income was $2600 under budget. • Trustee’s distribution was up $27K. • Program Income from the grant for Walking Together in Worcester was $20K higher than forecast. The income is drawn from the grant so to cover all expenses, so this extra income does not have an impact on the surplus/deficit amount. • Other program income goals were not met so the surplus on that line was $17K. • Under Other Income, we failed to budget $6K of income from the Trustees for administrative assistance. And there was $6K additional income from fundraising efforts of Building Bridges

Mission with the Larger Church/World • This category is over budget by $23.4K. • $17K of that is due to the extra expenses, referred to above, incurred by Walking Together. Those expenses are offset by additional draws on the grant. • $5000 of the spending over budget was for Building Bridges, but the extra spending there was offset by $6K in donations that came in over and above what had been budgeted. • We also incurred $2500 expense to fund our Anglican Communion Partnership. This had not been budgeted but was necessary to incur.

Mission with Congregations • In total, this area of the budget is $35,000 under projection. • $22K of that was in Christian Formation spending. We have money designated for CF that we aren’t utilizing at the moment. • $7000 of the surplus is from a grant budget that wasn’t fully expended.

Leadership Development and Clergy Support • This area of the budget is under projection by $59,000. • Retiree benefits are under budget by $31K. Events which we couldn’t predict led to a reduction in our costs in this area. • Seminarian assistance was under budget by $17,000 out of $25,000 because there is only one seminarian currently. • There’s $4500 in clergy sabbatical and continuing ed grants that has not been used. • Personnel expenses are $6800 under budget because a position that is charged to this area of the budget was reduced after the budget was approved. .

Episcopal Oversight • This area of the budget is under projection by $7000. • While operational expenses are over budget by $11K (small amounts across the category), personnel expenses are $17,000 under budget because of a personnel change in the office of the bishop’s executive assistant.

Administration and Finance • This area of the budget is over by $23,000. $14,000 of that excess spending was on miscellaneous computer equipment that we decided to expense rather than depreciate since we were showing a large surplus. • We incurred an extra $2000 in audit expense because of extra work the accountants needed to do. • We commissioned a consultant to do a salary range survey for clergy and lay employees of the diocese which cost an unexpected $3500. • We’ve had to go to our line of credit more than planned and spent $5400 more than the $1200 budgeted for interest expense for the year. The thinking is to leave the money invested with the Trustees at a high rate of return and borrow against our line of credit at a relatively low interest rate to handle cash flow needs.

Agency Function • Expenses for the year were right on budget.

Surplus/Deficit We are showing a surplus of $108,000 for the year against a budgeted deficit of a few thousand dollars. The variances have been explained in the sections above. Income from investments accounts for $27,000 of the surplus. Retiree expenses were $31K less than expected. That’s half of the surplus right there. I recommend that Council move any surplus to the Rainy Day Reserve fund, as has been our practice for the past five years. Diocese of Western Massachusetts 2018 Executive Staff Compensation Detail

The following information concerning compensation paid to the Bishop and the members of the Diocesan Executive Staff in 2018 is provided in order to provide full disclosure to the people of the Diocese.

Douglas J. Fisher, Bishop $159,414. No residence is provided to Bishop Fisher who has chosen to own his own home. A portion of Bishop Fisher’s cash compensation is considered Housing Allowance under the terms allowed by the Internal Revenue Code, Section 107.

Steven P. Abdow, Canon for Mission Resources $104,263. As a layperson, Mr. Abdow is not eligible for diocesan housing or a housing allowance.

Pamela J. Mott, Canon to the Ordinary $101,568. No residence is provided to Canon Mott who has chosen to own her own home. A portion of Canon Mott’s cash compensation is considered Housing Allowance under the terms allowed by the Internal Revenue Code, Section 107.

Richard M. Simpson, Canon to the Ordinary $101,568 No residence is provided to Canon Simpson who has chosen to own his own home. A portion of Canon Mott’s cash compensation is considered Housing Allowance under the terms allowed by the Internal Revenue Code, Section 107.

In addition to the compensation noted above, pension contributions are made for each member of the Diocesan Executive Staff in the amounts listed below. The pension contributions for Bishop Fisher, Canon Mott, and Canon Simpson are in the form of assessments paid to the Church Pension Fund to fund its defined benefit pension plan for clergy employees. The pension contributions for Canon Abdow are in the form of contributions to a defined contribution plan administered by the Church Pension Fund for lay employees. The 2018 contributions to pension are as follows:

Bishop Fisher - $30,544. Canon Abdow - $12,512. Canon Mott - $19,681. Canon Simpson - $19,681.

On behalf of Bishop Fisher and Diocesan Council I am pleased to present the proposed budget for 2019. The Bishop and Diocesan leadership have identified the following goals for the Episcopacy at this time:

 Developing and supporting transformational lay and clergy leaders  Engaging congregations in processes of honest, healthy self-assessment and renewal  Encouraging inter-diocesan, ecumenical, and interfaith partnerships in congregations and the Bishop’s office  Providing opportunities for clergy to gather for support and networking  Committing to Social Justice issues (moving from idea to ministry to a movement)  Encouraging and supporting new initiatives in ministry

Our objective is to present a budget that is aligned with our goals and mission which best utilizes our available resources. 53% of the budget is for payroll and personnel related expenses. The work of the bishop’s office is relational and highly dependent on personnel, and we feel that this ratio is appropriate to accomplish the mission.

Services provided by the Administrative Offices of the Diocese to the congregations are payroll and benefits administration, transition ministry support, Congregational development coaching and direction. The ministry of the bishop includes parish visitations, confirmations, ordinations, and representation at the house of Bishops and other communion wide work. Included in the budget is the cost of the diocese convention, clergy conferences, and diocesan wide leadership development events.

31% of the budget goes back out for outreach, to our congregations, and to support non- parochial ministries within our diocese. Attached to this document you will find detail on

the Diocese Outreach and Ministry budget for 2019 consisting of projects and programs that are outreach to our congregations, our communities, and our world.

Notes:

The categories of the budget in 2019 have been altered from last year. We added the category of Governance, which we feel more accurately describes the operation of the Bishop’s Office.

We are blessed to have the financial resources available to do our work and carry on Jesus’s mission of mercy, compassion and hope in the world.

Revenues  Revenue is projected to be just $12,000 less than 2018 at $2.713 million.  $100,000 is from the balance of the Fanning the Flames initiative.  Internal grants from Bishop’s Funds and Fanning the Flames have been eliminated.  The budget income for Walking Together and Building Bridges is eliminated as those programs will be on the budget for the Episcopal Charities entity.

Expenses  Total Expenses for 2019 are just $10,000 less than in 2018 at the same $2.7 million figure that we see on the revenue line.  We have budgeted for a 6% increase in health insurance expenses and have budgeted for salary increases in the 2-3% range.  Our single largest expense is our apportionment to TEC of $350,000.

Personnel changes  Canon for Mission Resources compensation gets split up 65/35 between the Diocesan Budget and the soon to be established charitable/fundraising entity.  FT Missioner for Latino Ministries gets paid 100% out of Diocese budget. Last year the compensation came out of FTF.  In the financial services team, one FT staff person is retiring, another is reducing their schedule to 80% of FT, and we have hired a Controller for 25 hours/week. The impact on the budget is neutral.  There are questions about the continued service of two of our PT missioners. They are in the budget for 2019, but may be transitioning out of their positions.

Highlights  MDI grant budget stays the same at $80K  Global Mission grants stay at $25K  Sustainable Development Goals stays at $20,000 (currently directed to ER&D)  $35K budgeted for Latino Ministry program expenses  Ecumenical Relations budget stays at $30K

 Strategic Leadership Development and Formation budget of $60K (for CF and for the Council Priority Project of training volunteer coaches)  Outdoor Ministries budget includes $35,000 for grants to the five communities in our network

New Fundraising Entity (under construction- to be launched in early 2019)  We realize that revenue in the form of Support for Common Ministry through annual assessments is not increasing. We have ministry start ups in several locations which are thriving and need a sustainable funding source. We made the decision to undertake a major development effort.  We engaged with a local firm for development consulting over 2018. Extensive work has been done and we are ready to move ahead with the work of having a sustainable funding strategy for our ministries in communities that are connecting with and serving vulnerable populations.  Building Bridges and Walking Together budgets move in entirety to the budget of the new fundraising entity.  35% of the Canon for Mission Resources’ compensation will come out of the new entity.  The plan is to fund the new entity in 2019 with $100,000 from Bishop’s Funds and ~$150,000 from the Strategic Ministry Reserve (the accumulated assets of closed churches). The allocation will be used to pay the entity’s expenses above what comes in through development efforts.  The entity will receive regular oversight from the Diocesan Council.  Fundraising and Grant writing start in earnest in 2019 with a goal of $100,000 the first year.

Fanning the Flames  At the end of 2018 we will have spent $800K of the $1 million.  We propose transferring $100,000 of the remaining balance to the Diocesan Budget to be used to help fund the Missioner for Latino Ministry. This position was funded out of FTF in 2018. The $100,000 transfer to the budget would be to help with the transition of adding that new, FT position.  We have obligations of $70,000 scheduled out of that FTF fund in 2019. The last $30,000 in potential distribution is up in the air at this time.
