    COMPREHENSIVE REPORT ON THE ACTIVITIES OF THE PRESIDENT OF THE OSCE PARLIAMENTARY ASSEMBLY H.E. Mr. George Tsereteli (November 2017 – December 2020) February 2021 Upon assuming the office of President of the OSCE Parliamentary Assembly in November 2017, I have strived to highlight several priorities, which include redoubling our conflict resolution efforts, ensuring that the OSCE is fully equipped to address new challenges, and promoting our common values and principles. Throughout my presidency, I have greatly appreciated the level of support I have received from Members of the Assembly and the Secretariat in both Copenhagen and Vienna. This has been crucial to pursue an ambitious agenda to meet our most pressing challenges such as addressing conflicts, radicalization and terrorism, and migration, implementing our human right commitments, striving to achieve gender equality, fostering economic co-operation, expanding our international partnerships, and reforming the OSCE PA to make our work more impactful. Detailed information on my work as President between November 2017 and December 2020 is listed in this report. In addition to these primary activities, I have also made numerous statements when the PA voice needed to be heard. In addition, I have met on several occasions with Heads of OSCE institutions to improve co-ordination at headquarters and in the field and ensure that our activities complement each other. I have also met with numerous PA delegations on the margins of my travels – and online – to ensure that all voices are heard and reflected in the work of our Parliamentary Assembly. I want to thank parliaments that have hosted my visits, but also particularly applaud and thank OSCE staff.

    His Excellency Nicos Anastasiades President of the Republic of Cyprus Strasbourg, 26 October 2017 Dear President Anastasiades, We write to you with grave concern about the role that corrupt Russian government officials are playing in Cyprus in relation to the laundering of massive criminal schemes coming from Russia. We are equally concerned that while Cyprus is neglecting its duties under the European Directives to combat money laundering, the Cypriot Government is actively assisting the Russian government in furthering human rights violations through assistance with politically motivated prosecutions, in contravention of its obligations under European Conventions. While there are many examples, the most recent one that exemplifies this situation best is the Magnitsky case and the Russian proceedings against Mr Browder, the head of the Global Magnitsky Justice movement. As you are probably aware, in 2008 Sergei Magnitsky uncovered a $230 million Russian government corruption scheme, exposed it and was then falsely arrested by some of the implicated officials, tortured and killed in the Russian Interior Ministry custody. The European Parliament along with many other European institutions has fought for the last eight years to get justice for Sergei Magnitsky. In 2014, this Parliament unanimously passed a resolution calling on the EU to sanction people involved in Mr Magnitsky’s arrest and killing and the corruption and money laundering that he had uncovered.     President El Sisi Meets the Presidents of Cyprus, Brazil, Romania and Serbia On the sidelines of the 72nd Session of the UN General Assembly (UNGA 72) today, President Abdel Fattah El Sisi met with the Presidents of Cyprus, Brazil, Romania and Serbia. In his meeting with President of Cyprus, Nicos Anastasiades, President El Sisi underscored the historic and steadfast relations between the two countries, and commend Cyprus' positions in support of Egypt in various regional and international fora. The President welcomed the ongoing cooperation between the two countries across various areas, notably in the energy sector, and emphasized the need to step up cooperation at both the bilateral level and through the trilateral cooperation mechanism between Egypt, Greece and Cyprus. He also stressed the need to continue to implement joint projects that were agreed upon within the framework of the trilateral cooperation mechanism so as to make this mechanism a model of cooperation to be emulated by Mediterranean countries. President Anastasiades confirmed the special nature and strength of the Egyptian-Cypriot relations. He welcomed the remarkable progress in their cooperation over the past years in addition to the tangible steps achieved within the trilateral cooperation mechanism. President Anastasiades said he hopes his country hosts the trilateral summit next November. The President of Cyprus also commended Egypt's positions in support of the Cypriot issue in line with the relevant UN resolutions and asserted that his country stands by Egypt and supports it in various international fora and organizations. The meeting addressed ways to enhance bilateral cooperation in various areas. It also touched on regional developments and ways to reach political settlements to crises in the Middle East.

The play featured the message that both sides committed mistakes and no one is free of guilt, highlighted the two leaders. Responding to the Yeniduzen questions after the event, Anastasiades said it is within his plans to reciprocate Akıncı’s visit to the Greek Cypriot side. Mustafa Akıncı and Nicos Anastasiades held their third meeting within the framework of the UN on June 17. During the meeting, the leaders screened what the negotiators have achieved up to date, and decided to start dealing with the unsolved core matters in an interdependent manner. Hence, the leaders entrusted the negotiators to intensively concentrate on a specific set of essential issues, and report back until the next talks.     DIGITAL ENGAGEMENT REPORT 2021 European Center for Digital Competitiveness – Digital Engagement Report 2021 » Preface The Covid-19 pandemic has highlighted that digitalisation is one of the most critical issues faced by individuals, businesses and countries today. Whilst other nations – notably the United States and China – have capitalised on the crisis and now dominate key digital technologies more than ever before, Europe is increasingly lagging behind in terms of digitalisation and the development of a digital economy. Moreover, many European companies are still struggling not only with infrastructure topics, but also with key digital technologies such as quantum computing and robotics. Against this backdrop, the European Center for Digital Competitiveness by ESCP Business School in Berlin has published the Digital Engagement Report 2021. The report presents the digital engagement of all 27 European heads of state and government for the year 2020, including all interactions around digitalisation, based on publicly accessible government information, press releases and personal accounts on the social media platform Twitter. Heads of state and government play a crucial role in the successful digital transformation of their countries, and similar to CEOs, who are responsible for setting and implementing company strategy, these government leaders set the political agenda of their country and are ultimately responsible for their execution. Furthermore, the involvement of a government leader can signal the importance of an issue to his or her entire country, which in turn can inspire the actions of citizens, start-ups and incumbent businesses. The way that governments manage and navigate the digital revolution will continue to determine significantly how competitive and prosperous their countries will be in the decades ahead.

    20 April 2021 Dear Madam President, Dear Ursula, As Heads of States and Governments we have committed to the Paris Agreement and the climate neutrality of the EU and we are very firm in standing by you when accomplishing the European Green Deal. At the same time, we must insist that all important elements of it remain preserved, namely improving well-being of citizens and pursuing the just transition that leaves no one behind. In this respect, recent developments around the Commission proposals for the EU Taxonomy delegated act raise serious concerns among us. We are particularly worried about our right to decide on our energy mix in conditions where the rules for mobilization of private and public investments would clearly disadvantage some technologies, since the principle of technological neutrality is not respected to the extent that they constitute an indispensable element of the 2030 National Climate Energy Plans and they contribute to a significant decrease of GHG. Investment decisions being strongly affected may even result in substantial slowing down of the process of coal phase-out in some states and make us all much less fit for achieving climate-neutral Europe. The direction the delegated act preparation heads for is not right for our economies and it is not right for the EU's growth either. We firmly believe that the intention to put forward a separate legislative proposal specifically covering how certain economic activities, primarily in the energy sector, contribute to decarbonisation is contrary to the core of the Taxonomy Regulation – the principle of technological neutrality as well as the commitment to ensure that technical screening criteria are based on available scientific evidence.

Ahead of the summit, President Nicos Anastasiades will hold bilateral meetings with the prime minister of Portugal Antonio Costa – who is arriving on January 28 for an official visit to Cyprus – and with French President Emmanuel Macron and Italian Prime Minister Giuseppe Conte. Speaking during a press conference on Wednesday, Foreign Minister Nikos Christodoulides underlined the importance of the summit, adding that discussions will focus on issues which concern the EU. Christodoulides also described Anastasiades’ bilateral meetings with Costa, Macron and Conte as very important, adding that a lot of issues of mutual interest are expected to be discussed. Responding to questions about the energy issues, Christodoulides said that with energy companies Total and ENI actively participating in operations in Cyprus Exclusive Economic Zone possible expansion of their operations was likely to be one of the issues discussed during the bilateral meetings which Anastasiades will have. Referring to the issue of Europe`s energy security, Christodoulides said the seven countries would discuss how the EU can enhance its energy autonomy and independence. With regard to Anastasiades’ meeting with Macron he noted that when the foreign minister of France Jean-Yves Le Drian visited Cyprus in September, the two countries agreed to begin discussions on concluding bilateral agreements on energy, defence, security and other issues.
